The correct route depends first on who controls the keys (you or a custodian), who imposed the restriction, the jurisdiction, and what notice or legal authority is cited. Preserve the notice and records, ask the provider or agency for its stated review process, and obtain advice from a qualified lawyer in the relevant jurisdiction when legal process is involved.
A private key or recovery seed can restore technical access to a self-custody wallet, but it cannot cancel a warrant, court order, sanctions restriction, or exchange decision. Do not transfer funds to evade a lawful restraint or pay anyone who claims they can “unlock” seized cryptocurrency.

Start by identifying what kind of restriction you have
People often describe every blocked balance as a “frozen wallet,” but the remedies are different. A lost password is a credential problem. An exchange compliance hold is an account-administration problem. A police seizure, civil forfeiture case, or court restraint is a legal process. An Office of Foreign Assets Control (OFAC) block is a sanctions matter with its own application route.
Before trying to restore access, write down five facts:

- Custody: Is the cryptocurrency in an exchange-hosted account, or do you control the private keys in a self-custody wallet?
- Decision-maker: Did an exchange compliance team, law-enforcement agency, court, or sanctions authority impose the restriction?
- Authority and location: What warrant, order, case number, sanctions rule, or policy is cited, and which country or state is involved?
- Scope: Which account, wallet address, token, transaction, or amount is covered?
- Deadline: Does the notice specify a response date, claim period, hearing, or application procedure?
If you received no explanation, use the service’s official support channel to request the reason for the restriction, the reference number, the assets affected, and the review or claim process. Provider procedures vary; there is no universal exchange appeal system established by the authorities discussed here.
Preserve the record before you contact anyone
Save the original email, in-app notice, letter, warrant, subpoena, court filing, or sanctions message as a PDF and in its original electronic form. Record the date and time you saw it. Keep a separate copy offline in case your account is later disabled.
Create an incident log containing:
- the sender’s name, agency, exchange, and contact details;
- case, ticket, warrant, or reference numbers;
- the exact wallet addresses, transaction IDs, blockchain network, token and amount identified;
- account email addresses, user IDs, and the dates of deposits and withdrawals;
- any response deadline or instructions for submitting a claim;
- screenshots of balances and account messages, without altering the originals; and
- names and dates for every call or message with the provider, agency, or lawyer.
Do not delete chats, device images, tax records, bank statements, or purchase confirmations. Do not log in through links in an unexpected message; independently type the provider’s known web address or use a previously verified support method. A fake “recovery department” commonly uses a real-looking freeze notice to solicit a seed phrase or an upfront payment.
Custody determines the practical route
“Wallet” can mean the blockchain address, a hardware device, a mobile application, or an account at a hosted service. The application may only be an interface; the private key is what authorizes transactions. The U.S. Trustee Program explains that a recovery seed can recreate a private key, while loss of the private key prevents recovery through that key.

A U.S. Department of Justice Asset Forfeiture Policy Manual (2025) distinguishes a domestic self-custody seizure from a seizure involving a U.S.-based VASP. The manual says a self-custody warrant is served on the owner or the owner’s counsel, while a hosted-account warrant is served on the provider. That is government process guidance, not a complete statement of every person’s rights.

If an exchange froze your hosted account
1. Ask for the exact basis and scope
Use the exchange’s verified support or legal-notice route. Ask whether the hold is for identity verification, suspected fraud, a chargeback, an internal compliance review, a law-enforcement request, a court order, or sanctions screening. Request the legal-process reference, the assets and dates covered, and the documents you are allowed to receive. A provider may be unable to disclose an investigative request; ask what information it can lawfully provide.
2. Submit only the requested ownership and identity evidence
Follow the provider’s secure upload instructions. Typical records may include government identification, account-opening information, deposit and withdrawal history, transaction IDs, proof of the bank account used, and an explanation of the disputed transactions. Do not email a seed phrase, private key, one-time password, or full authentication backup. Redact unrelated account numbers where the provider permits it, but preserve an unredacted copy for your lawyer.

If the exchange says it acted under a warrant, restraint, or forfeiture case, customer support cannot simply override that instrument. Give the paperwork to counsel licensed in the jurisdiction named in it. Counsel can determine whether the process permits a claim, a motion, a hearing, or another response and can communicate with the government or the provider.
4. Keep the account stable while the review runs
Do not repeatedly change passwords, open duplicate accounts, or move funds between linked accounts in an effort to defeat monitoring. Those actions can complicate an investigation and may violate an order. Preserve tax and accounting records so that a released balance can be reconciled later.
If law enforcement seized a self-custody wallet
A hardware device, paper backup, or wallet application does not itself determine the legal status of the cryptocurrency. The relevant facts are the address, the private key, and the authority cited for the seizure.

Domestic seizure
The 2025 DOJ Asset Forfeiture Policy Manual states: “Unless a seizing agency has obtained authorization through a search warrant or consent by the owner, the seizing agency should obtain a seizure warrant for the seizure of cryptocurrency.” The statement is internal DOJ policy guidance for government seizure work; it is not a universal description of every warrant or every person’s remedies.

Read the notice for the agency contact, case number, property description, and claim instructions. If the notice names a lawyer, contact that lawyer or retain independent counsel. Do not assume that possessing the seed phrase permits a transfer. Moving coins after receiving notice can be characterized as evading or frustrating a lawful process.
Consent and difficult access
The DOJ manual describes situations in which an agency may work with an owner in a consent seizure to access cryptocurrency. It also notes that technically difficult access can be referred to the Money Laundering and Asset Recovery Section (MLARS). Do not sign a consent form or provide credentials without understanding what it authorizes; obtain legal advice first.
What to do with the device and seed
- Do not reset, wipe, update, or repeatedly guess the device PIN.
- Do not disclose a seed phrase to an unsolicited “recovery agent,” exchange employee, or investigator whose identity you have not independently verified.
- Preserve the device, packaging, backup sheets, and purchase records in their existing condition.
- Tell counsel if the same seed controls other addresses, because a seizure description may cover only specified assets or may be broader than you expect.
Technical access and legal release are separate events. A restored wallet screen does not prove that a transfer is permitted.
How an OFAC block can be released
OFAC sanctions blocks are narrower than ordinary exchange holds. OFAC FAQ 647, dated November 28, 2018, states: “The customer has the right to apply for the unblocking and release of the digital currency.” The statement applies to an OFAC-regulation block; it should not be generalized to every exchange freeze, police seizure, or court restraint.

- Confirm that the notice actually identifies an OFAC blocking basis, rather than merely mentioning sanctions screening.
- Use OFAC’s current online application instructions and verify the live requirements before submitting. Forms and procedures can change.
- Describe the customer, service, wallet or account, transactions, dates, amounts, and counterparties accurately.
- Attach the notice and records requested by the application, and explain why release or authorization is appropriate.
- Keep the submission receipt and respond to follow-up requests through the official OFAC channel.
Until OFAC or another competent authority authorizes release, do not route the blocked assets through a different wallet, mixer, exchange account, or intermediary. A private key cannot bypass sanctions law.
Foreign exchanges and cross-border seizures
Determine where the VASP is legally located, where its records and servers are held, and which entity sent the notice. A U.S. warrant does not automatically compel a foreign custodian. The DOJ manual says prosecutors should consult the Office of International Affairs and that mutual legal assistance or similar international authority may be needed for foreign-located assets.
Cross-border cases can involve more than one deadline: the provider’s internal response date, a local court deadline, and a U.S. or other government claim period. Retain counsel who can coordinate the jurisdictions rather than assuming that a domestic support ticket resolves the matter.

Organize records chronologically and label each file with its source and date. A practical bundle can include:
- the seizure, freeze, or sanctions notice and every later update;
- exchange account statements, deposit and withdrawal exports, and support tickets;
- wallet addresses, transaction IDs, blockchain explorer exports, and device photographs;
- proof of wallet ownership, such as a signed message if counsel advises that it is safe and appropriate;
- bank or payment-account statements showing acquisition or transfer of the cryptocurrency;
- identity and business records linking you to the account or wallet; and
- communications with counterparties, brokers, exchanges, and investigators.
In a page concerning Civil Action No. 25-cv-1907 and a cryptocurrency confidence-scam investigation, the FBI identified exchange records, proof of wallet ownership, and bank statements as examples of supporting evidence. That page concerns that specific case, not a universal checklist or a guarantee that submitting those documents will recover funds. The same FBI matter described approximately $225 million in cryptocurrency; that is the scale of that investigation, not a general recovery rate or benchmark.

Keep a read-only copy and a working copy. Hashing or otherwise preserving file integrity may help your lawyer establish that records were not altered. Do not publish addresses or personal documents publicly while asking strangers for help.
Separate a lost-credential problem from a legal block
When recovery instructions are appropriate
If no agency, court, sanctions authority, or provider hold is involved and the problem is a forgotten password, damaged phone, or lost wallet application, use only the wallet maker’s official recovery documentation. Confirm the network and derivation settings before restoring a backup to a clean device. A recovery seed should be entered only into a trusted wallet under your control, never into a website or support chat.
When recovery software cannot help
Recovery software cannot release coins controlled by an exchange, seized under a warrant, frozen by a court, or blocked under sanctions. It also cannot recreate a missing private key from a public address. Be skeptical of anyone promising guaranteed recovery, asking for an upfront “tax” or “unlock fee,” or requesting remote access to your computer.

Actions that can make the situation worse
- Moving the cryptocurrency: Transferring assets to frustrate a lawful restraint can create additional legal exposure.
- Sharing secrets: No legitimate agency or exchange needs your seed phrase to verify ownership of a hosted account.
- Paying an unlock service: A fee, hardware wallet, metal backup, or recovery utility cannot change a legal order.
- Deleting evidence: Wiping a phone, reinstalling a wallet, or discarding records can undermine your claim.
- Assuming silence means release: An inactive ticket or accessible login does not prove that a hold has ended. Obtain written confirmation identifying the assets and transactions released.
- Posting the case publicly: Publicly sharing addresses, identity documents, or allegations can expose you to additional fraud and privacy risks.

When to involve a lawyer
Obtain legal advice promptly when a notice cites a warrant, subpoena, forfeiture, seizure, sanctions designation, court case, or response deadline; when the amount is material; when funds belong partly to a business, customer, or joint owner; or when assets span countries. Choose counsel with experience in asset forfeiture, sanctions, cryptocurrency tracing, or the relevant regulatory system. Ask what jurisdiction they cover, what filing or response dates apply, and how they will protect confidential wallet information.
