If UPI fails at checkout, ask whether the shop can take a physical debit or credit card through an active POS terminal. If it cannot, use cash or another method the shop confirms it accepts. An offline digital payment may be possible only when the customer’s instrument and the merchant’s provider support an authorized offline facility; a UPI QR code alone does not make a payment work offline.
The right fallback depends on what has failed and what the shop is already set up to accept. A problem with one customer’s app is different from a mobile-network interruption or a merchant-side issue. There is no single alternative that is guaranteed to work in every outage, so confirm both the payment method and the transaction status before leaving the counter.

First, identify what has stopped working
“UPI is unavailable” can mean different things: a problem with the customer’s app or account, the shop’s QR or acquiring setup, mobile-data or telecom connectivity, or a wider UPI service interruption. The distinction matters because changing apps may help with a customer-side problem, but it will not necessarily fix a network, bank, payment-rail, or merchant-side outage.
Start by checking the message and status shown in the payment app. If the app says the transaction failed, note that status before choosing another method. If it says pending, do not assume the payment has either definitely succeeded or definitely failed. Ask the shop to check its own transaction, receipt, or settlement information and check the bank or app status as well. A customer screenshot by itself does not prove that the shop has received settled funds.

- SECURE YOUR WALLET FROM e-PICKPOCKETING: Prevent potential identity and financial theft through your contactless cards. This is the simplest and most effective prevention solution! Block RFID and NFC signals, protect your personal information, and enjoy peace of mind wherever your travels or business take you.
- JAMMING CHIP: An antenna and jamming chip makes up the main components of the card. The antenna will sense incoming radio waves and draw power for the chip to create a jamming signal. Lifetime usage as the card does not require battery.
- BROAD WORKING DISTANCE: With a 2.4” working distance, your entire wallet stays protected. The premium RFID blocking card helps secure cards within 1.2” on either side, providing reliable protection against electronic pickpocketing.
- ULTRA-THIN & COMPACT: At the size of a standard credit card and at only 0.03” thick, the card will fit into any wallet, purse or card case. Keep your wallet compact with no added bulk from this card. Best for travel, business, and everyday use.
- TEST THE CARD: Test the card is working at your local supermarket. At the self-service checkout machines, combine the card and a contactless card on the payment reader. Payment with the contactless card will be blocked and an error message should occur on the reader.
Repeatedly scanning the same QR or submitting the same payment again while an earlier attempt is pending can leave both sides uncertain about what happened. Before retrying, compare the status on the customer side with what the shop can see. If neither side can confirm completion, agree on a clear next step with the merchant rather than treating an unverified attempt as paid or immediately paying a second time.
Consider which part of the process is unavailable. If only one app or account is affected while connectivity and the underlying UPI service are working, another UPI app might be worth asking about. If mobile connectivity, the bank, the payment rail, or the shop’s own UPI setup is affected, switching apps does not resolve that underlying issue. A QR code identifies a UPI acceptance route; it is not evidence that the shop has a working card terminal or an offline payment arrangement.
Choose a payment method the shop can actually accept
| Method | What must be available | Main limitation |
|---|---|---|
| Physical debit or credit card | The shop has an active POS terminal and merchant acquiring setup, and accepts that card type or network. | Card acceptance is separate from UPI. Whether it works depends on the terminal, provider setup, and any connectivity the transaction requires. |
| Cash | The shop agrees to accept it and can provide any change needed. | Some large cash receipts are restricted under section 269ST of the Income-tax Act; it is not a blanket prohibition on cash payments. |
| Authorized offline digital payment | The customer’s issuer, the merchant’s acquirer, the payment instrument, and the relevant provider support the offline facility. | It is a limited, proximity-based option with customer-consent requirements and transaction and instrument limits. It is not a general way to use any QR code without connectivity. |
| Another UPI app or QR | The UPI service, the customer’s account or app, and the relevant connectivity must be working. | Switching apps does not guarantee success if the underlying rail, bank, network, or merchant setup is unavailable. |
These options are not interchangeable. A physical card requires the shop’s active card-acceptance setup; cash requires the shop to accept it; an offline digital transaction requires a supported facility on both sides; and another UPI app still relies on the UPI service and relevant connectivity. Ask what is available at this particular counter rather than assuming that a method supported elsewhere will work here.

When comparing alternatives, look at five practical questions: Can this shop accept the method now? Does it depend on internet or telecom connectivity? Are there payment limits? What merchant setup must already be in place? How will the customer and shop know whether the transaction was completed or settled? These questions help avoid treating a possible alternative as a guaranteed one.
Try these steps at the counter
- Check whether the attempt is pending or failed. Look at the transaction status in the customer’s bank or payment app. If it is pending, ask the shop to check its own transaction or settlement record before retrying. Do not rely only on an on-screen animation or a screenshot as confirmation that funds have reached the merchant.
- Ask about a physical card. Confirm that the shop has an active POS terminal and accepts the card you have. A shop with a UPI QR is not necessarily set up to accept cards. If the terminal or merchant setup is not available, simply tapping or inserting a card is not a substitute for that missing setup.
- Ask what other methods the shop accepts. If card payment is unavailable, the shop may accept cash or another method. Do not assume a particular method will work just because it is available on your phone. Confirm what the merchant is willing and able to take at that moment.
- Use an offline digital option only if both sides support it. Ask the merchant or relevant provider whether the specific instrument and setup support an authorized offline payment. The RBI framework requires proximity and explicit customer consent; ordinary UPI payments do not become offline-capable simply because connectivity has failed.
- Confirm the payment before leaving. Use the shop’s normal receipt or confirmation process. If a transaction is pending or the shop cannot verify it, agree how to resolve the payment rather than relying only on a screenshot. Keep the app or bank status available so the parties can distinguish the earlier attempt from any payment made through a fallback method.
This sequence is useful because it starts with the status of money already in motion, then checks the shop’s actual acceptance options. It avoids assuming that a new app or a different-looking QR will work, and it separates a supported offline arrangement from an ordinary online transaction. The shop and customer should both understand which attempt, if any, is being treated as the payment for the purchase.
What offline digital payments mean in India
The Reserve Bank of India defines an offline payment as a transaction that does not require internet or telecom connectivity to take effect. Its framework covers proximity payments using cards, wallets, or mobile devices, with explicit customer consent. That definition describes a supported offline facility—not an assurance that every merchant, card, wallet, mobile device, or UPI QR can operate without a connection.

The framework is based on face-to-face proximity use. It is not a general permission to send an ordinary online transfer while disconnected, nor does it mean that a merchant can simply scan any UPI QR offline. The relevant issuer, acquirer, instrument, and provider must support the specific arrangement. The customer must also consent to the offline payment. If the merchant cannot identify a supported option and explain its process, use another method the shop accepts.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The Reserve Bank of India’s 2022 framework, updated December 4, 2024, sets a general limit of ₹500 per offline transaction and ₹2,000 in total per payment instrument. A footnote sets higher UPI Lite limits of ₹1,000 per transaction and ₹5,000 in total. The framework describes UPI Lite as offline only to the extent that additional authentication is not needed; alerts are not sent in real time. These limits and conditions are specific to the framework and supported facility, not general limits for ordinary UPI payments.
The limits matter at the counter because a purchase may be larger than the instrument’s permitted offline amount, or the instrument may already have reached its total offline limit. Do not infer that a transaction is eligible merely because it is below one of the figures: the instrument and merchant arrangement still need to support the relevant facility. Likewise, UPI Lite’s stated limits should not be applied to ordinary UPI QR payments.
Because an offline transaction may not produce a real-time alert, the customer and shop should follow the provider’s instructions for consent, confirmation, and reconciliation. The customer should understand that the transaction is being made under an offline facility and within its applicable limits. The merchant should use the confirmation and recordkeeping process provided for that setup rather than treating the absence of an immediate alert as proof of payment. If the merchant cannot confirm that its setup supports the facility, choose another method instead of treating offline payment as a guaranteed fallback.
If you run the shop
A merchant’s UPI QR and card acceptance are separate payment arrangements. NPCI’s merchant information describes UPI integration modes and says a merchant needs an acquiring bank for UPI infrastructure; it does not establish that a QR also accepts cards or works through an outage. Card payments likewise depend on an already-active terminal and merchant acquiring setup. A newly obtained terminal or an unactivated account is not an emergency workaround at the counter.

Before choosing or changing a merchant setup, confirm the details directly with the acquiring bank or payment provider. For a card terminal, check which card networks and card types it supports, what connection it needs, any provider fees, and the settlement terms. These details vary by provider and must be verified in its current written terms; having a portable terminal does not by itself establish that the terminal is activated or compatible with the merchant’s account.

For an offline digital facility, confirm which instruments and providers are supported, what the customer must consent to, which proximity process applies, what limits govern transactions, and how the merchant should confirm and reconcile them. Do not advertise an offline option as universal if it depends on a particular issuer, acquirer, instrument, or provider arrangement. BHIM Aadhaar Pay and Tap & Pay are related products, but their existence does not establish them as remedies available to every merchant during every outage.
- Tell customers which methods your shop can accept now, rather than promising that a card tap, another UPI app, or a bank transfer will work during a connectivity problem.
- For a pending UPI transaction, check the shop’s own records and follow your provider’s reconciliation process before treating it as paid or asking the customer to pay again.
- Use your normal receipt and transaction-recording process for accepted payments; do not rely solely on a customer screenshot as proof of settled funds.
- If you want to support an offline digital facility, verify the instrument, acquirer, provider requirements, limits, consent process, and confirmation method before offering it to customers.
- Explain which method is available and whether an earlier attempt is still pending. A clear counter conversation helps the customer avoid confusing a failed attempt, a pending attempt, and a fallback payment.
Preparation is about having an active arrangement before an outage, not buying equipment at the moment of failure. A portable POS terminal is relevant only when the merchant has the required provider setup and the device is activated for the shop. Compare the provider’s supported networks, connection requirements, fees, and settlement terms in advance. No particular terminal, signup price, or provider fee can be assumed without checking the merchant’s own current offer.
Cash and the relevant Income-tax Act thresholds
Cash can be a practical fallback when the shop accepts it, but the Income Tax Department’s guidance on section 269ST describes restrictions on receiving ₹2 lakh or more in cash in specified circumstances: from one person in a day, for a single transaction, or for transactions relating to one event or occasion. This is not a rule that all cash payments are prohibited. For a high-value payment, check the applicable rules and use a permitted method.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe threshold is not simply a rule that every individual cash payment below ₹2 lakh is automatically acceptable in every situation. The official summary identifies several ways receipts may be considered, including multiple receipts from one person in a day and transactions connected to one event or occasion. A business handling a large amount should consider the circumstances covered by the rule, not only the amount of one item or one instalment. The Income Tax Department’s official guidance accessed October 9, 2026, is the cited reference for the section 269ST summary.
The department also summarizes section 269SU as requiring businesses with preceding-year sales, turnover, or gross receipts above ₹50 crore to provide specified electronic payment modes, subject to a stated B2B exception. This threshold and obligation concern the business’s provision of specified modes; they do not mean every shop must accept every digital method, or that a customer can require a particular shop to accept a card or offline payment. Nor does providing a specified electronic mode guarantee that it will function during a connectivity or service interruption.
For customers, the immediate practical point is to ask what the shop accepts and to avoid assuming cash restrictions amount to a universal ban. For merchants, the rules are a reason to understand the relevant thresholds and obligations rather than making a blanket promise that cash is always available for any amount. When a proposed receipt is large or the circumstances are unclear, consult the official guidance and use an appropriate permitted method.

Why a different UPI app may not solve the problem
Trying another app is sensible only when the issue appears specific to the customer’s app or account and the underlying UPI service and connectivity are available. If the shop’s UPI setup, the customer’s bank, mobile connectivity, or the wider payment service is interrupted, another app may fail for the same reason. A shop’s QR is a route for UPI acceptance; it does not establish card acceptance or promise offline operation.
Even if another app is installed and appears ready, the question is whether the relevant service and connection are functioning. If the root problem is not confined to the first app, repeatedly changing apps may waste time without providing a reliable answer. Ask the shop about its separate card and cash options instead. Only use another UPI app if the shop accepts the route and the transaction can be confirmed through the normal process.
BHIM Aadhaar Pay and Tap & Pay are related payment products, but their existence does not make either one a universal remedy for an outage. They should be used only where the required merchant, customer, device, and provider setup is available. Do not assume that a product name or a phone feature means it works at every shop, on every instrument, or without connectivity.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if you are setting up a fallback before an outage
For a shop, the most useful preparation is to know which methods are actually active and how each one is confirmed. Keep the distinction between UPI acceptance and card acceptance clear: the NPCI merchant information describes UPI integration and acquiring-bank infrastructure, while card acceptance needs its own supported terminal and merchant setup. Having one does not imply the other.
Ask the acquirer or provider about the setup in writing. For card acceptance, verify supported card types and networks, whether the terminal needs internet or telecom connectivity, provider fees, and settlement terms. For an offline digital option, verify instrument eligibility, the required proximity and consent process, transaction and total limits, alert timing, and the provider’s reconciliation instructions. Terms are provider-specific, so confirm them directly rather than relying on assumptions about what a product or device can do.

For staff, establish a consistent checkout approach: check an existing transaction’s status first; state which methods are currently available; explain when a transaction cannot be confirmed; and follow the shop’s receipt and reconciliation process. This does not guarantee that any method will be available in every interruption, but it helps prevent a pending payment from being confused with a completed one and avoids promising an unverified fallback.

Frequently Asked Questions
Can I pay by card if UPI is down?
Ask whether the shop accepts physical debit or credit cards through an active POS terminal. Card acceptance is separate from UPI and depends on the merchant’s terminal, acquiring setup, accepted card type or network, and any connection the transaction requires. A UPI QR alone does not mean the shop accepts cards.
Can I use any UPI QR code without internet?
No. A UPI QR is a UPI acceptance route, not proof that the payment can work offline. Offline digital payments require a supported facility and setup involving the instrument, issuer or acquirer, provider, proximity, customer consent, and applicable limits. Ordinary UPI does not become offline-capable just because connectivity fails.
What should I do if my UPI payment is pending?
Check the status in your bank or payment app and ask the shop to check its own transaction or settlement record before retrying. Do not treat a screenshot alone as proof that settled funds reached the merchant. Agree with the shop how to resolve the purchase if the status cannot be confirmed.

The Reserve Bank of India’s 2022 framework, updated December 4, 2024, gives a general limit of ₹500 per offline transaction and ₹2,000 total per payment instrument. A footnote gives UPI Lite limits of ₹1,000 per transaction and ₹5,000 total. The UPI Lite offline facility applies only where additional authentication is not needed, and alerts are not sent in real time.
Can a shop refuse card or another digital payment?
Do not assume that every shop must accept every digital method or that a customer can require a particular shop to accept a card or offline payment. Card and offline acceptance depend on the merchant’s active setup. Section 269SU separately concerns specified electronic modes for businesses above the stated preceding-year ₹50 crore threshold, subject to a B2B exception; it is not a promise that every method works during an outage.
Is cash always allowed when UPI is unavailable?
Cash may be a practical fallback if the shop accepts it, but the Income Tax Department’s section 269ST summary describes restrictions on receipts of ₹2 lakh or more in specified circumstances: from one person in a day, for a single transaction, or for transactions relating to one event or occasion. It is not a blanket prohibition on all cash payments.
Will switching to another UPI app fix the problem?
It may help if the problem is specific to the customer’s first app or account and the UPI service and connectivity are working. It may not help if the bank, network, wider UPI service, or shop’s setup is unavailable. Confirm the status and ask what separate payment methods the shop accepts.
The Bottom Line
If UPI is unavailable, first check whether an earlier attempt is pending, then ask whether the shop has an active card terminal or accepts cash or another method. Use offline digital payment only when the customer’s instrument and merchant/provider setup explicitly support it, and follow the required consent, limits, and confirmation process. A QR code, another UPI app, or a new terminal is not by itself a guaranteed workaround.
