The correct route depends on why you are claiming, your employment and exit status, and the rule in force when EPFO assesses the claim—not simply on how much money you want.
India’s provident-fund withdrawal rules changed in policy announcements issued in October 2025. The Central Board of Trustees announced consolidated partial-withdrawal categories and a 12-month period for premature final settlement, while a Ministry clarification described a 75% immediate unemployment withdrawal and the remaining 25% after one year. Those announcements are important, but the operative scheme language and the live member-service workflow must be checked against your facts before filing.

The short answer: Form 31 or Form 19?
| Question | EPF advance | EPF final settlement |
|---|---|---|
| What is it for? | A permitted, purpose-based partial claim while the account is not being finally settled. | Claiming the member’s accumulated provident-fund balance after a qualifying settlement event. |
| Typical EPFO form | Form 31 (non-refundable partial withdrawal/advance). | Form 19 (member PF final settlement). |
| What decides eligibility? | The qualifying need or circumstance, service and other conditions in the applicable scheme. | Your exit or other final-settlement condition, the applicable waiting period and personal facts. |
| Does the account remain open for the claim? | Yes, the claim is partial; any required balance retention still applies. | The claim is intended to settle the member’s PF balance under the applicable rule. |
| Can you choose freely between them? | No. A large amount does not turn an advance into final settlement. | No. Leaving employment does not automatically make every withdrawal a Form 19 claim. |
EPFO’s official overview identifies Form 31 for withdrawals in specified cases and Form 19 for member final settlement. If your reason is illness, education, marriage, housing or another allowed partial-withdrawal circumstance, start by checking the Form 31 route. If you have left employment or reached another event that qualifies for settlement, check Form 19 and the current waiting rule.
Because October 2025 reforms may not yet be reflected consistently in older tables or every portal screen, confirm the current eligibility result shown in EPFO Member Service before submitting a claim.

What an EPF advance is
An EPF advance is EPFO’s term for a non-refundable partial withdrawal made for a permitted purpose or circumstance. “Advance” can sound like a repayable loan, but the official form materials use the term for a qualifying withdrawal from the provident-fund account. It is not the same claim as settling the account after leaving service.
Common purpose categories
The composite EPFO form lists purposes including illness, marriage, education, housing and special circumstances. The exact limits, service conditions, frequency and documents depend on the operative scheme provision and the facts entered in your claim. Do not assume that an older purpose-by-purpose chart remains the complete rule after the 2025 consolidation announcement.
- Illness or essential needs: Check the current category and any member, family or treatment conditions that apply.
- Education: The Ministry of Labour and Employment’s 2025 announcement said education withdrawals could be used up to 10 times under the consolidated approach.
- Marriage: The same announcement said marriage withdrawals could be used up to five times.
- Housing: Housing-related claims remain a distinct broad group, but the eligible transaction and amount must be checked under the operative rule.
- Special circumstances: A claim may fit a special-circumstance route rather than one of the ordinary purpose categories. The portal’s current reason list controls what can be selected.
The 2025 announcement also said the minimum service requirement for partial withdrawals was reduced to 12 months and that 25% of contributions would be retained as a minimum balance. Treat those as announced policy settings, not as permission to bypass the live claim validation: the member’s service record, account status and the final amended provisions still matter.
What an advance does not mean
- It is not a final settlement merely because you request most of the available balance.
- It does not, by itself, prove that you have exited employment.
- It does not guarantee that a purpose selected on an older form remains available with the same cap or service requirement.
- It does not establish pension-scheme entitlement. The Ministry’s October 2025 clarification said pension entitlement at age 58 was unaffected by the described reforms.
What EPF final settlement is
Final settlement is the Form 19 claim for the member’s accumulated provident-fund balance when a qualifying settlement condition has been met. The relevant event may be an employment exit, retirement or another situation recognized by the applicable rule. The claim is about settling the member’s PF account, not drawing a limited amount for one purpose.

Exit status is central
Form 19 is not selected simply because you need cash. EPFO must be able to assess the date and reason for leaving service, whether the employment relationship has actually ended, your age and service history, and whether any waiting period applies. A member who is still employed and seeking money for education, illness or housing normally examines Form 31 first.
The announced premature-settlement change
The Ministry of Labour and Employment said in October 2025 that the premature EPF final-settlement period would change from two months to 12 months. This is a material difference from many older explanations of PF withdrawal. It should not be read as a universal instruction to wait 12 months in every case: the applicable event, the operative amendment and the portal’s claim-specific validation determine the result.
A clarification dated 15 October 2025 described unemployment treatment separately: 75% of the PF balance may be withdrawn immediately, with the remaining 25% available after one year. The same release described full withdrawal in specified situations, including retirement after age 55, permanent disability or incapacity to work, retrenchment, voluntary retirement and leaving India permanently. These descriptions are government guidance for verification, not a substitute for an individual determination.

- Essential needs: illness, education and marriage.
- Housing needs.
- Special circumstances.
The Ministry’s release associated the consolidation with a 12-month minimum service requirement for partial withdrawals, up to 10 education withdrawals, up to five marriage withdrawals and retention of 25% of contributions as a minimum balance. It also announced the move from a two-month to a 12-month premature final-settlement period.
The follow-up clarification of 15 October 2025 added the unemployment distribution described above and listed situations in which full withdrawal is permitted. Because the retrieved official materials are announcements and summaries rather than a complete, claim-specific portal rulebook, verify all of the following before filing:
- Whether the amended provision is operative for your claim date.
- Which purpose or exit reason the current member service displays.
- How your service period is calculated from the EPFO record.
- Whether the 25% retention rule applies to your particular claim type.
- Which waiting period applies to your unemployment or exit circumstances.
- Whether your event is treated as a partial withdrawal or a final-settlement event.
How to decide which withdrawal route applies
- Identify the event, not the amount. Write down whether you are still employed, unemployed, retiring, permanently disabled, retrenched, taking voluntary retirement, or leaving India permanently. If none applies, identify the specific permitted purpose for a partial claim.
- Separate a purpose-based need from an account-closing event. A qualifying illness, education, marriage, housing or special-circumstance need points toward Form 31. A qualifying exit or settlement event points toward Form 19, subject to the current waiting rule.
- Check the current EPFO member service. Use the reason and claim type currently offered for your account. Do not rely on a screenshot, article or table that predates the October 2025 policy changes.
- Validate dates and service. Confirm the recorded date of leaving service, your service history, age and the status of the account. A mismatch can change whether the portal allows an advance, a final settlement or neither.
- Check the balance consequence. An advance is partial and may require retention of a minimum balance. A final settlement is intended to settle the member’s PF balance under the applicable event. If the portal shows a different permitted amount, follow the current rule displayed for your claim rather than an old percentage.
- Review the declaration and reason. Select the reason that matches the facts. Choosing “final settlement” to obtain a larger payment, or choosing an advance category when you have actually exited, can lead to rejection or a request for correction.
- Save the acknowledgement and monitor the claim. Keep the claim reference and the information submitted. If the claim is rejected, use the stated reason to correct the underlying record or obtain a current EPFO clarification; do not submit a different form merely to evade the eligibility check.
Advance versus final settlement: the practical differences
| Decision point | Advance (Form 31) | Final settlement (Form 19) |
|---|---|---|
| Underlying situation | A qualifying partial-withdrawal purpose or circumstance. | A qualifying exit, retirement or other settlement event. |
| Employment relationship | May continue, depending on the category and rule. | Usually requires a recognized separation or settlement condition; the current rule controls. |
| Amount | Limited by the applicable category, cap, balance-retention rule and member facts. | The accumulated PF balance subject to the applicable settlement rule and any amount already withdrawn. |
| Waiting period | Category-specific service and frequency rules; 2025 policy announced a 12-month minimum service requirement for partial withdrawals. | The 2025 announcement described a 12-month premature-settlement period, with special situations treated separately. |
| Balance retained | A partial claim; the announced policy referred to retaining 25% of contributions as a minimum balance. | Settlement is intended to close out the member’s PF balance under the qualifying event. |
| Form label | Form 31: withdrawal in specified cases/non-refundable advance. | Form 19: member final settlement. |
| Best first check | Whether the exact need appears in the current purpose list and your service record satisfies it. | Whether the exit event, date and waiting period meet the current settlement provision. |
The table intentionally does not give a single universal percentage or cap. The October 2025 announcements changed the policy framework, and the exact operative amount can vary with the purpose, event and claim date.

EPFO has published purpose-by-purpose advance tables that many websites continue to reproduce. One such legacy table lists a withdrawal of up to 90% within one year before retirement after age 54. That figure should be labelled legacy guidance unless it has been reconciled with the current amended scheme and member-service instructions. It is not a complete statement of the post-October-2025 rules.

When you encounter an old table, check its publication date, the provision it cites and whether it predates the consolidation of 13 partial-withdrawal provisions. If it conflicts with the current portal or an operative EPFO notification, do not use the old table to estimate your claim.

Still employed and paying for education
You remain on the payroll and want a permitted education withdrawal. This is a purpose-based partial claim, so investigate Form 31. The 2025 announcement referred to up to 10 education withdrawals, but the current portal must confirm that your service, prior claims and purpose meet the operative conditions.
Unemployed after leaving a job
Unemployment requires particular care because the October 2025 clarification described staged access: 75% of the PF balance immediately and the remaining 25% after one year. Do not automatically file Form 19 for the entire balance. Check how EPFO classifies your exit, whether the waiting period has run and which claim option the member service authorizes.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsRetired after age 55
The 15 October 2025 clarification listed retirement after age 55 among specified situations for full withdrawal. Confirm that your recorded retirement event and age meet the operative provision. If you are approaching retirement but remain employed, a pre-retirement advance and a post-retirement settlement are different claims.

Permanent incapacity to work
Permanent disability or incapacity to work was also listed among situations permitting full withdrawal in the clarification. Use the current event category and any evidence requirements shown by EPFO. Do not substitute an ordinary illness advance for a settlement event when the facts support the latter.
Leaving India permanently
The clarification included permanent departure from India among specified full-withdrawal situations. The decisive issue is the recognized event and supporting record, not merely a temporary overseas assignment. Confirm the classification before choosing Form 19.
Common mistakes and how to avoid them
- Choosing by amount: Wanting 90% or 100% does not decide the form. Start with purpose and status.
- Treating every unemployment claim as final settlement: The 2025 clarification describes staged unemployment access and separate full-withdrawal situations.
- Using a two-month rule from an old article: The Ministry announced a 12-month premature-settlement period in 2025; verify how it applies to your event.
- Quoting a legacy cap as current law: Older Form 31 tables may predate the consolidated categories and retention rule.
- Ignoring the account record: Incorrect exit dates, missing service or an unupdated status can change the claim route.
- Assuming a policy announcement is the portal rule: The announcement signals the change, while the operative amendment and live member-service validation determine your claim.
- Confusing PF settlement with pension entitlement: The Ministry said the described reforms did not alter pension entitlement at age 58.
What to verify before you submit
Use this checklist immediately before filing:
- Your UAN-linked member record shows the correct employment and exit information.
- You can state the qualifying purpose or settlement event in one sentence.
- You have checked the current Form 31 or Form 19 option offered in EPFO Member Service.
- You have reviewed the applicable service, waiting-period, frequency and balance-retention conditions.
- You have not relied on an undated or pre-October-2025 table for a cap or percentage.
- Your claim reason matches your actual facts and the event recorded by EPFO.
- You have saved the acknowledgement and know where to see the claim status.
When to seek a current EPFO determination
Get claim-specific confirmation before filing if your case involves a recent resignation, multiple employers, an uncertain exit date, unemployment, retirement near an age threshold, permanent incapacity, retrenchment, voluntary retirement or permanent departure from India. These facts can move a claim between an advance, staged unemployment withdrawal and final settlement. A general explanation cannot replace the determination based on your member record and the operative rule.
