After a layoff, build your budget around money you have or can reasonably count on receiving, then prioritize bills by what happens if they go unpaid. Protect housing, essential services, health, food, and the costs of finding work; contact providers early when a payment may be late. Unemployment benefits, assistance programs, housing rules, and creditor options vary by state and personal circumstances. This U.S.-focused guide is general information, not individualized legal, tax, or financial advice.
1. Get a clear picture of cash and expected income
Start with money available now, then list each likely source of income and its expected date. Separate confirmed funds from pending or uncertain amounts: an unemployment claim is not cash until the payment arrives. The CFPB recommends reviewing debts, savings, severance, income, and spending after job loss, and provides cash-flow worksheets and bill-planning resources.
- Checking and savings balances, plus cash on hand.
- Final pay, accrued paid leave, or severance, including the expected deposit date.
- Unemployment benefits: record the claim status and any confirmed amount and payment date separately from estimates.
- Reliable contributions from a spouse, partner, or other household member, and any other recurring income.
- Cash needed for groceries, prescriptions, medical care, health coverage, transportation, phone or internet access needed for job searching, and dependent care.
Use a conservative estimate when a date or amount is unknown. The CFPB notes that unemployment benefits rarely replace all lost income; state benefit amounts and timing differ.
2. Put every bill on a calendar
Before deciding what to pay, list what is owed, when it is due, and what the consequences of missing it might be. A calendar makes timing visible: a household can have enough money over a month but still fall short before the next deposit.

Include rent or mortgage, utilities, food, insurance and medical expenses, secured debts, taxes, childcare, and necessary communication and transportation costs. The CFPB warns that automatic payments can trigger overdraft fees when income changes, so compare scheduled withdrawals with the cash calendar.
3. Forecast the next few weeks, not just the monthly total
Match money coming in against obligations by date. If bills fall due before the next expected deposit, use a weekly view; use a monthly view to understand the longer runway. Reserve a modest cushion for unpredictable necessities if the available cash allows it.

- Write down each confirmed balance and income deposit with its expected date.
- Place bills and essential spending on the same calendar, including amounts and due dates.
- Subtract planned spending from funds available by each date, not from money that may arrive later.
- Mark any shortfall and the provider you need to contact before the due date.
- Update the forecast when a benefit is approved, a payment date changes, or household income changes.
4. Prioritize bills by consequences, not by a universal ranking
There is no single payment order that fits every household. First identify which unpaid obligations could put shelter, essential services, health, safety, or the ability to get work at risk. Consider the likely consequence, timing, amount needed to prevent it, and whether a provider offers a workable arrangement. Do not assume that sending every creditor a small token payment is the best use of limited cash.
When you may miss a payment, contact the landlord, mortgage servicer, lender, or utility provider as early as possible. The CFPB advises: “If you can’t make your credit card payment or other bill payments, contact the company to see if they can offer more affordable repayment options.” Ask about hardship plans, extensions, reduced payments, fee waivers, or referrals to assistance. Confirm the amount due, dates, fees and interest, credit-reporting effects, and any impact on future eligibility; get the arrangement in writing where possible.

If rent or mortgage is at risk
Renters can ask the landlord about options and check local assistance programs. Homeowners should contact the mortgage servicer promptly to discuss available options. The CFPB also points people to HUD-certified housing counselors. Availability and suitability vary; do not assume rental assistance, forbearance, or a loan modification will be offered or will be right for every situation.
If a utility or other essential bill may be late
Call the provider before the due date and ask what hardship arrangements or local assistance referrals are available, what amount is needed to maintain service, and whether fees or other consequences apply. Make decisions using the provider’s terms rather than assuming a late payment will have the same effect everywhere.

5. Apply for unemployment and check local rules
Unemployment insurance is a joint federal-state program, but states administer their own programs and set eligibility rules. Workers generally apply in the state where they worked. The U.S. Department of Labor directs applicants to their state unemployment agency for current eligibility rules and claim instructions.
Check the state agency’s requirements for filing, weekly certifications, benefit amount, waiting periods, and processing. Until the benefit and first payment date are confirmed, keep the budget based on available cash and other reliable income rather than treating a pending claim as paid.

6. Review recurring charges and autopay
Look through bank and card statements for subscriptions and scheduled withdrawals. Pause or cancel discretionary services when the savings meaningfully help, while considering whether a service supports health, routine, or a job search. For an autopay you cannot cover, contact the biller or bank to ask how to change or stop it safely and what fees or payment consequences could follow. Do not simply rely on a payment failing without checking the terms.
7. Check support options before using long-term savings
Before withdrawing retirement savings to cover a shortfall, compare the immediate cash benefit with taxes, penalties, lost future growth, and any other consequences that may apply to your account and circumstances. The CFPB advises care before tapping retirement funds and points people facing rent or mortgage strain toward local programs and HUD-certified housing counselors. Verify assistance eligibility and terms locally before relying on it.
8. Plan for taxes on unemployment compensation
Unemployment compensation is generally taxable income. IRS Publication 505 (2026) says recipients may request federal income-tax withholding using Form W-4V; estimated payments may be necessary if withholding is too low. Budget using a cautious after-tax estimate when possible and keep the year-end Form 1099-G. Tax treatment can depend on the type of payment and tax year, so check current IRS Publication 505 or consult a qualified tax professional for advice about your circumstances.
Keep the plan current
A layoff budget is a short-term cash-management tool, not a promise that every bill can be paid on time. Rework the calendar as confirmed income arrives, arrangements change, or assistance becomes available. A CFPB report, Making Ends Meet in 2022, found that 37% of households could not cover expenses for longer than one month after losing their main income source, even counting savings, asset sales, borrowing, or help from friends and family; the finding is historical, not a forecast for any individual household. The same report found this for 51% of Black and Hispanic households under that measure. See the CFPB report.
