How to Interpret Payroll Data When ADP and Government Jobs Reports Differ

ADP’s payroll estimate and the BLS jobs report can differ because they measure different populations and use different data. Compare matched private payroll series, months and release vintages.

When ADP and the government report different monthly job changes, first check that you are comparing the same measure. For the closest payroll-to-payroll comparison, match ADP’s private-sector employment estimate with the Bureau of Labor Statistics’ (BLS) Current Employment Statistics (CES) private-sector series for the same reference month, seasonal-adjustment basis, and release vintage. A gap alone does not show that either report is wrong.

Which government jobs report should you compare with ADP?

The BLS monthly Employment Situation includes two employment surveys that measure different things. ADP’s National Employment Report (NER) is an independent estimate of private-sector payroll employment change, based on anonymized payroll information from ADP client companies. ADP says the report is produced with Stanford Digital Economy Lab; its August 2026 release described an underlying data base of more than 26 million U.S. private-sector employees. That figure describes the data base, not a probability sample that represents every U.S. employer. ADP’s August 2026 release

BLS Current Employment Statistics (CES), also called the establishment or payroll survey Nonfarm wage-and-salary jobs; a person holding two covered jobs is counted twice. Business and government worksites. BLS describes a sample of about 119,000 businesses and government agencies, representing about 622,000 worksites. It excludes self-employed workers and most agriculture, among other groups. Use its private-sector series for the closest broad payroll match; use total nonfarm only when you intend to include government employment.
BLS Current Population Survey (CPS), or household survey Employed people, not payroll jobs; a person with multiple jobs is counted once. It also estimates unemployment and the labor force. Households. BLS describes a sample of about 60,000 eligible households and includes groups such as unincorporated self-employed and agricultural workers. Use it to understand employment among people and the unemployment rate, not as a direct substitute for ADP payroll change.

BLS says, “Both surveys are needed for a complete picture of the labor market.” Its comparison of household and payroll surveys explains that the estimates differ because they use distinct definitions of employment and distinct survey and estimation methods.

Why is ADP different from the government jobs report?

The reports cover different populations

ADP’s headline concerns private-sector payrolls. CES total nonfarm employment includes private and government jobs, so comparing ADP with that total introduces a scope difference. When the question is how private payrolls changed, compare ADP with CES private employment. If you use CES total nonfarm, identify that government employment is included.

The estimates use different data

ADP builds its estimate from payroll data of companies that use its services. CES collects reports from establishments and later re-anchors the series to more comprehensive employment counts, principally data from the Quarterly Census of Employment and Wages (QCEW), which is based on unemployment-insurance tax records. These sources and estimation methods are not identical. ADP also cautions that employers in its client data may not perfectly represent all industries or geographies; see its explanation of bias in data.

Jobs and employed people are not interchangeable

CES and ADP payroll measures concern jobs. CPS counts people. A multiple jobholder can contribute more than one job to a payroll measure but only one employed person to CPS. Self-employment, agriculture, and other differences in coverage also affect how the measures relate. The headline unemployment rate comes from CPS, so it should not be compared with ADP’s payroll change as if both were measuring the same outcome.

Seasonal adjustment and release timing differ

Seasonal adjustment accounts for recurring patterns, including holidays and weather, to make month-to-month changes easier to interpret. BLS CES uses concurrent seasonal adjustment, which can revise seasonally adjusted history as new information becomes available. Compare seasonally adjusted figures with seasonally adjusted figures, or unadjusted with unadjusted, and record which release each number comes from. The BLS quick guide to Employment Situation methods and measurement describes these issues.

How to compare the reports fairly

  1. Identify the measure. Confirm whether the government figure is CES payroll employment, CPS employment, or the CPS unemployment rate. For an ADP payroll comparison, start with CES.
  2. Match the reference month. Use estimates for the same month, not numbers whose release dates happen to be close together. Note that a release date and the month being measured are different.
  3. Match the scope. Compare ADP private-sector payroll change with CES private-sector payroll change. If you select CES total nonfarm, state that it includes government jobs.
  4. Match seasonal-adjustment status. Do not put a seasonally adjusted change beside an unadjusted one without clearly labeling the difference.
  5. Label the vintage. Record the publication date and whether the BLS figure is its first, second, or third estimate, or a later benchmarked value. The BLS Employment Situation FAQ explains the release and revision schedule.
  6. Inspect detail as well as the headline. Check industry breakdowns and, where useful, employment levels as well as monthly changes. A concentrated industry difference can matter more than a broad headline suggests, but the aggregate gap alone does not identify its cause.

Why did the payroll number get revised?

CES initially publishes a preliminary estimate, revises it twice as more establishment reports arrive, and later benchmarks the series against more comprehensive employment counts. A benchmark can change historical levels and the growth path, not just the latest month. ADP follows its own data and release process, so its number and revision history should also be recorded separately.

The scale of these changes is visible in recent BLS releases. In the January 2026 Employment Situation, published February 11, BLS’s benchmark revision changed the seasonally adjusted March 2025 CES level by -898,000 jobs. The same release revised 2025 total nonfarm growth from +584,000 to +181,000 jobs. BLS also reported an absolute average benchmark revision of 0.2 percent over the prior ten years for not-seasonally-adjusted total nonfarm employment; that average does not mean every annual revision is close to 0.2 percent. See the January 2026 Employment Situation.

A separate benchmark cycle was still preliminary as of BLS’s August 28, 2026 notice: the preliminary March 2026 total nonfarm revision was -79,000 jobs, or -0.1 percent, and had not been incorporated into official estimates. BLS said final incorporation was scheduled for February 2027. These March 2026 figures are not the March 2025 revision published in February 2026. The status and dates are detailed in the 2026 preliminary benchmark notice.

Which jobs report is more accurate?

There is no universal answer independent of the question. CES is the relevant BLS measure for payroll jobs, while CPS is the measure for employed people and the unemployment rate. ADP provides an independent private-sector payroll estimate from its client data. Each has a different scope and method; a single disagreement does not establish which estimate is closer to the underlying number for a particular month. To assess a specific gap, compare matched measures and vintages, then examine the relevant industries and revisions.

Survey uncertainty is another reason not to treat a small difference as decisive. BLS estimates that a monthly change must be about ±122,000 jobs for CES or ±650,000 employed people for CPS to be statistically significant at the 90-percent confidence level, using the respective survey’s methodology. These are different, survey-specific thresholds—not a rule for deciding whether ADP and BLS agree, and not evidence that a particular ADP–BLS gap is statistically significant or insignificant. BLS provides the thresholds and context in its survey comparison.

Does ADP predict the BLS jobs report?

ADP is an independent indicator, not a substitute for the BLS release or a guarantee of its result. The two estimates draw on different populations, inputs, and methods, so one month’s ADP figure cannot by itself establish what BLS will report. For example, ADP reported that private employers added 44,000 jobs in July 2026 in its August 5 release. That is a dated ADP estimate, not a like-for-like comparison with BLS unless the corresponding CES private-sector figure is matched by reference month, seasonal-adjustment basis, and release vintage.
