Start with the child’s caseworker or foster-care agency. First establish whether the child needs an original Social Security number or a replacement card, then confirm who is legally allowed to apply. A foster parent cannot assume they may file: an agency may apply only when it has legal custody and no person higher on Social Security Administration (SSA)’s applicant-priority list is available. In some circumstances, a child who is physically and mentally able to complete an in-person interview or paper application may apply on their own behalf.
Start by identifying the request and the proper applicant
Ask the caseworker whether the child has ever been assigned a Social Security number. If the number already exists but the card is missing, this is a replacement-card request. If the child has never been assigned a number, the request is for an original number and card. The distinction matters: the replacement-card checklist does not establish a universal document list for every original-number application.

Before anyone fills out an application, establish who SSA can accept as the applicant. SSA’s rules determine whether the child, a parent or guardian, or an agency representative can apply. A foster-care agency’s legal custody is central to whether it may file; the fact that a child lives with a foster parent, by itself, does not show that the foster parent has authority to apply.
Make these two decisions early: what the child needs, and who has the authority to request it. They affect which records to gather and whether the child, an adult, or an agency employee should handle the application. If the number is already known, also ask the organization requesting the card whether it needs the physical card or only the number. That can prevent an unnecessary replacement request.

Who may apply
- The child: SSA says a child of any age who is physically and mentally able to complete an in-person interview or paper application may apply on their own behalf. The application still has to meet SSA’s evidence requirements.
- A state or state-licensed agency: It may be the proper applicant when it has legal custody and no one higher on SSA’s applicant-priority list exists. The agency should verify that its custody documents and the person filing meet SSA’s requirements.
- A foster parent or another adult: Do not assume that a caregiving relationship alone establishes authority to file. Ask the caseworker to confirm whether that person is eligible under SSA’s applicant rules or whether the agency or child should apply.
In practice, “the child is in foster care” is not enough by itself to answer who should sign or submit the request. The caseworker can check the custody arrangement and determine whether a parent, guardian, or other person has a higher priority under SSA’s rules. If the agency is filing, the agency must be able to show that it has legal custody and that the employee submitting the request is authorized to act for it.
If there is uncertainty about authority, resolve it before an office visit. Bring the question to the caseworker and ask what custody order or other documentation establishes the agency’s role. SSA’s applicant rules are about legal authority, not simply who has day-to-day responsibility for the child.
Choose an application route
SSA’s foster-youth guidance describes three ways to proceed: apply at a Social Security field office; start an application online and arrange an office appointment to submit evidence; or have a proper applicant complete an in-office application. For a replacement card, SSA’s general child FAQ says most requests can be started online. If the request needs in-person assistance, make an appointment at a local Social Security office.

| Apply at a field office | The child or proper representative is applying in person. | Bring the required original or issuing-agency-certified evidence. An appointment may be needed. |
| Start online, then visit an office | The applicant can begin the process online, but SSA needs to review evidence in person. | Arrange an office appointment to submit the evidence SSA requests. |
| Replacement request through the youth’s own my Social Security account | A youth age 18 or older is requesting a replacement and can use their own account. | SSA’s foster-youth fact sheet says this may be an option; eligibility depends on the circumstances and SSA’s online process. |
Do not treat “can start online” as a guarantee that the entire request can be completed online. The child’s age, the applicant’s authority, and the evidence SSA needs affect the available route. Confirm the route with the caseworker and SSA before relying on an online-only process.
When comparing routes, consider whether the application is for an original number or a replacement, who is entitled to apply, whether the applicant can use an online option, and which records are available. An adult youth requesting a replacement through their own my Social Security account has a different potential route from an agency employee applying on behalf of a child in agency custody. SSA’s foster-youth materials describe the possible routes, but they do not promise that every applicant will qualify for online completion.
If evidence must be submitted at an office, plan the visit around the actual documents SSA needs. For an agency application, that may include records about both the child and the employee, as well as custody and authorization papers. For the child’s own application, the needed evidence still depends on whether the request is for an original number or a replacement. Ask the caseworker to verify the right route and evidence before setting out.
Gather evidence for a replacement card
For a child’s replacement-card request, SSA says the application may require evidence of the applicant’s identity, the child’s identity, the child’s U.S. citizenship if SSA has not already established it, and the applicant’s custody of or relationship to the child. Submit original documents or documents certified by the agency that issued them. A birth certificate is not proof of identity for this purpose.

Keep the categories separate as you prepare. A document that helps show a child’s age or citizenship does not automatically establish identity. Likewise, evidence that identifies an agency employee does not show that the agency has custody or that the employee is allowed to act for the agency. The purpose of each document is to establish a particular fact SSA needs for the request.
SSA’s child replacement-card FAQ, published November 14, 2024, says citizenship evidence is needed for a child’s replacement only if SSA has not already established citizenship. If you do not know whether SSA already has that information, ask the caseworker or SSA rather than assuming that a birth certificate will satisfy every category. SSA specifies that a birth certificate is not identity evidence for a replacement request.
If an agency employee applies
An employee applying for a child in agency custody needs to establish both the agency’s legal custody and the employee’s authority to act for it. SSA policy calls for:
- The evidence required for the child and the requested card type.
- Identity evidence for the employee applying.
- Evidence of the employee’s authority to act for the agency: an administrator-signed letter naming the employee, or an employee ID showing that the employee works for the agency named in the custody papers.
- Original or certified court custody documents giving custody of the child to the state or state-licensed agency.
The custody papers establish the agency’s relationship to the child, custody, and responsibility. SSA allows a photocopy or computer printout of custody records only when the applying agency is the custodian of the originals and the signer or attester is that agency’s employee. If the agency cannot meet those conditions, ask the caseworker how to obtain acceptable records before submitting the request.

For an agency filing, it may help to review the packet in two parts before submission. First, check the child’s evidence for the type of request being made. Then check the employee and agency evidence: the employee’s own identity, proof of authority to act, and the custody papers. The documents must collectively establish who the child is, why the agency may act, and why this employee may represent the agency. A letter naming an employee does not replace the custody order, and custody papers alone do not establish that a particular employee is authorized to file.
If the agency relies on a photocopy or computer printout rather than an original or certified custody record, confirm that SSA’s specific conditions are met: the agency applying must keep the original custody records, and an employee of that agency must sign or attest to the copy or printout. Do not assume an ordinary photocopy is sufficient just because it contains the same information. If the records or signatory do not meet those conditions, ask the caseworker about obtaining an acceptable record before applying.
If primary identity evidence is unavailable
SSA’s foster-youth fact sheet lists possible secondary identity documents, including a school ID or a certified school record or transcript from the current or prior school year. It also lists a current health-insurance or Medicaid card that meets SSA’s information and validity conditions. These are examples that may be considered, not a promise that any one document will be accepted in every case. Ask the caseworker and SSA which combination is appropriate for this child before making an office visit.

Use the examples as a starting point for a conversation, not as a checklist that guarantees acceptance. A school record must be certified, and the fact sheet refers to a current or prior school year. A health-insurance or Medicaid card must be current and meet SSA’s information and validity conditions. If a child has more than one possible secondary record, ask which combination is useful for their circumstances. Do not rely on an expired card or an unverified school document without checking first.
It is especially important to confirm alternate identity evidence before traveling to an office. SSA’s materials identify examples that may be considered, but acceptance depends on the specific document and application. The caseworker can help identify what records are available and contact SSA to clarify whether they meet the requirements.
For an original number, confirm the evidence separately
Do not use the replacement-card list as a complete checklist for an original-number application. SSA’s foster-youth fact sheet discusses acceptable identity evidence for a replacement, while its general child replacement FAQ says citizenship evidence is needed for a replacement only if SSA has not already established the child’s citizenship. The evidence for an original number depends on the child’s circumstances and the type of card requested; the SSA materials do not provide one universal checklist for every case.
Ask the caseworker to confirm what SSA needs for this specific original-number request, who will apply, and which records the child or agency can provide. This avoids treating documents collected for another purpose—such as a birth certificate used to establish age—as proof of identity when SSA requires a different form of evidence.
Before proceeding, make sure the child has not already been assigned a number. If a number exists but the card is unavailable, the request is for a replacement, not a second original number. If no number has been assigned, tell the caseworker and SSA that this is an original-number application so they can identify the evidence and application process for the child’s circumstances. The replacement guidance answers questions about replacement cards; it should not be treated as a complete set of instructions for every original application.

Check whether the child needs a replacement card at all
If the child already knows their Social Security number, ask the organization requesting the card whether the number itself is sufficient. A physical replacement card may not be needed for every purpose. If a replacement is needed, use the applicant and evidence rules above rather than assuming that knowing the number removes SSA’s requirements.
For example, if an organization asks for Social Security information, clarify whether it needs the number or specifically requires the card. Do not share or submit more personal information than the organization requires. If it does require a physical card, proceed with the replacement request and confirm who may apply and what evidence is needed.

SSA’s foster-youth process has no guaranteed processing time stated in the official guidance. SSA’s child replacement-card FAQ, published November 14, 2024, explains the documents and general route but does not give a guaranteed delivery date for a foster-youth application. Avoid making plans around an assumed arrival date. Ask SSA about the status through the official channel used to apply, and keep the caseworker informed if the timing affects a transition or another deadline.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Include the card in transition planning
Federal law provides that, subject to its conditions and eligibility rules, a child leaving foster care at age 18 or at a higher age elected by the state is to receive transition documents that include a Social Security card. The listed documents also include an official or certified birth certificate, health-insurance information, a copy of medical records, and a state driver’s license or identification card.
If discharge is approaching and the youth does not have a card, raise it with the caseworker as part of transition planning. Ask whether the child has an assigned number, whether a replacement is needed, and who will complete any application. Planning ahead gives the child and agency time to determine the proper applicant and assemble the records SSA requires. The transition-document provision does not remove SSA’s application and evidence rules.
The Social Security Act also addresses annual access to consumer reports for children age 14 and older. That provision is distinct from the transition-document requirement and does not change the evidence SSA needs for a card application. The transition provisions apply subject to statutory conditions, including discharge at age 18 or a higher age elected by the state. A youth or caseworker should not assume that every child in care is covered in the same way without checking the applicable conditions.
In a June 16, 2026, message to state child-welfare agencies, SSA Chief of Law and Policy Mark Steffensen wrote: “We encourage child welfare agencies to proactively identify youth in their care who may be eligible for Social Security benefits or Supplemental Security Income (SSI) payments and, when appropriate, assist with the application process.” This is a reminder to identify youth who may qualify for benefits and help when appropriate. A Social Security card request is a separate administrative process; receiving a card does not itself establish eligibility for Social Security or SSI benefits.
A practical checklist before applying
- Ask whether this is an original-number or replacement-card request. Confirm with the caseworker whether a number has already been assigned. If it has, determine whether the physical card is actually needed.
- Confirm the proper applicant. Establish whether the child can apply on their own behalf, or whether an eligible parent, guardian, or agency representative must apply under SSA’s priority rules. Do not rely on foster-parent status or caregiving responsibilities alone as proof of authority.
- Select the route. Determine whether to apply at a field office, start online and arrange an appointment to submit evidence, or—if the youth is 18 or older—check whether their own my Social Security account can be used for a replacement. Verify online eligibility instead of assuming the process can be completed online.
- Assemble the right records. For a replacement, check identity evidence for both applicant and child, citizenship evidence if SSA has not established it, and proof of custody or relationship. For an agency employee, include proof of authority and the agency’s custody documents.
- Check document form and acceptance. Use originals or documents certified by the issuing agency. Ask SSA about alternate identity evidence, including any school or health-insurance records, before relying on it.
- Coordinate around discharge if applicable. If the youth is nearing the end of care, make the card part of the caseworker’s transition-planning conversation and check the statutory conditions that apply.
Use the checklist as a planning aid, then verify the case-specific requirements with the caseworker and SSA. The strongest application plan is one that matches the request type, has the right applicant, and includes records that establish each required fact. If one document is missing or an alternate is needed, clarify the options before submitting the application or making an office visit.

Can a foster parent apply for a child’s Social Security card?
Do not assume that a foster parent may apply just because the child lives in their home. SSA’s applicant-priority rules determine who may act. A state or state-licensed agency may be the proper applicant when it has legal custody and no one higher on the priority list exists. Ask the caseworker to confirm who has authority in the child’s circumstances.
What documents do I need for a foster child’s replacement Social Security card?
SSA says a replacement request may require identity evidence for the applicant and child, proof of the applicant’s custody of or relationship to the child, and evidence of U.S. citizenship if SSA has not already established it. Use original documents or documents certified by the issuing agency. A birth certificate is not proof of identity for this request.
How do I replace a foster child’s Social Security card if an agency employee is applying?
The employee should prepare the child’s evidence for the requested card type, the employee’s identity evidence, proof of authority to act for the agency, and original or certified court documents showing that the state or state-licensed agency has custody. Proof of authority may be an administrator-signed letter naming the employee or an employee ID showing that the employee works for the agency named in the custody papers.
What if the child does not have primary identity documents?
SSA’s foster-youth fact sheet lists possible secondary evidence, including a school ID or certified school record or transcript from the current or prior school year, and a current health-insurance or Medicaid card meeting SSA’s information and validity conditions. These examples are not guaranteed to be accepted in every case. Ask the caseworker and SSA which records are suitable before relying on them.
Does a child need a replacement card if they know their Social Security number?
Not necessarily. Ask the organization requesting Social Security information whether the number itself is enough or whether it specifically needs the physical card. If a replacement is required, the normal applicant and evidence rules still apply.
How long does it take to get a foster child’s Social Security card?
SSA’s foster-youth guidance does not provide a guaranteed processing or delivery time. Do not plan around an assumed date. Ask SSA about the status through the official channel used to apply, particularly if the request is connected to a transition deadline.
The Bottom Line
Begin with the caseworker: confirm whether the child needs an original number or replacement, who is authorized to apply, and which documents establish identity, custody, and authority. For an agency employee, custody papers and proof of the employee’s authority are separate requirements. Use originals or issuing-agency-certified documents, remember that a birth certificate does not prove identity for a replacement request, and make the card part of transition planning when discharge is approaching.
