To find construction permits and project details for a Texas industrial site, start with the site’s address and county, then search three record systems: the local government for building and land-use approvals, the Texas Commission on Environmental Quality (TCEQ) for environmental authorizations, and the Texas Department of Licensing and Regulation’s (TDLR) TABS database for architectural-barriers project registrations. No single database contains every approval or project detail. Search by alternate identifiers, too, and distinguish an application or registration from an issued permit.
Start by identifying the parcel and its jurisdiction
Collect the street address, city, county, and parcel identifier before searching. A city name in a mailing address does not establish that the property is within that municipality or that the city issues its construction approvals. Check the parcel’s location against municipal boundaries and identify the local government responsible for it. If available, keep the county appraisal district (CAD) number alongside the address; it can help match records that use different names.

Record the legal owner, site or facility name, and any known operator or project name. Industrial projects may appear under a special-purpose entity, an operating company, a facility name, or a permit number rather than the name used in public descriptions.

Use the Permit Search Portal first
TCEQ’s map-based Permit Search Portal covers regulated activities. Search by address, city, ZIP code, or county, then try the facility or operator name, industrial activity, and any known permit or registration number. Use its status filters to distinguish new applications from issued permits and renewals or amendments. A result tied to a site is an environmental record, not necessarily a local building permit.

Check pending matters and linked facility records
TCEQ’s Pending Permit Applications: Documents and Information page covers applications and public notices for air; industrial, hazardous, and municipal solid waste; radioactive materials; underground injection control; water quality and wastewater; and water rights. It may also provide plain-language summaries. If the record is not there, use TCEQ’s broader Status of Permits and Applications route, Commissioner’s Integrated Database, and Central File Room to look for status information, facility documents, or correspondence. TCEQ provides a records-request route when material is not available online.
Choose the right air-permit record path
Air records need a separate search because TCEQ distinguishes New Source Review (NSR) authorizations from Title V operating permits. Depending on the source and emissions, an air authorization may involve a de minimis determination, permit by rule, standard permit, case-by-case NSR, or Title V. The actual permit documents determine the scope and conditions; a filing, notice, or application alone does not establish that authorization was issued or that construction began.

As of August 31, 2026, specified case-by-case NSR and standard-permit applications and public-notice materials processed on or after that date moved to the TCEQ Permit Search Portal. The older Pending Air Permits page still describes records that reached the relevant notice or completeness stages before the transition and lists Title V materials. Check the processing date and permit program when searching, rather than treating a missing result on one page as proof that no record exists.
TCEQ’s Air Permitting page states that applications requiring public notice and received on or after November 1, 2022, must include a Public Involvement Plan form when applicable. It also points to application-status tools and the Central File Room, which can help locate documents associated with a portal result.

Search TDLR’s TABS database for project details
TDLR’s Architectural Barriers Project Search (TABS) is a project-registration database, not a universal construction-permit system. Search by project number, project name, status, facility, owner, designer, address, city, county, or registration date. A record may include the project scope and work type, estimated dates and cost, square footage, status, owner, and design firm. TABS records also include a County Appraisal District number, which can help confirm whether a result refers to the parcel you are investigating.
Read the record as a registration and project descriptor. It does not replace a local building permit, zoning approval, site-development approval, or environmental authorization. Treat estimated cost and dates as estimates, not as verified spending or actual construction milestones.

Find local building, planning, and site-development records
Once you know which city or county has authority over the parcel, search that jurisdiction’s official building-permit or development-services portal. Also check planning commission, zoning board, and council agendas for site plans, zoning cases, or other land-use actions. Depending on the project, fire, public works, utility, and stormwater records may add relevant approvals or conditions.

Compare record status before drawing conclusions
Applications, public notices, registrations, issued permits, amendments, and expired or completed records describe different stages. For each result, capture the record type and status as the agency states them; do not report an application as an issued authorization or a proposed date as a completed milestone.
- Note the agency, program, record or permit number, applicant, legal owner or operator, and facility address.
- Keep filing, registration, notice, decision, estimated construction, and completion dates distinct.
- Save the stated scope, linked documents, and the record’s source location.
- For air records, compare the covered sources or equipment and emissions conditions when the documents provide them.
- When comparing two sites, align the jurisdiction, agency, program, status, dates, owner, scope, and document types before treating the records as comparable.
Use TCEQ’s air-permit review targets carefully
TCEQ’s January 2026 air-permitting fact sheet gives target review time frames, not guaranteed processing times for a particular project. It describes issuance days as running from receipt of the application to final action.

TCEQ also describes a 30-day public-comment period after publication for certain NSR cases; a second notice and sign-posting period may be required. These review targets and comment periods are not construction-duration estimates.

What a missing search result does—and does not—mean
No result in one portal does not prove there is no project or approval. A record may use another owner, operator, facility, project, or permit name; be held in a different agency system; fall outside the portal’s covered programs; or not be posted online. Expand the search identifiers, check the relevant agency and local jurisdiction, and request records when needed. Treat the CAD number as a way to cross-check identity, not as proof of construction approval.
