A regional input-output model such as the U.S. Bureau of Economic Analysis’ RIMS II can estimate direct activity and its supplier and household-spending ripple effects. But those are gross modeled effects—not a forecast of guaranteed gains or proof that the facility will deliver a net benefit to the community.
Start by defining “local” and the time period
An impact estimate depends on where the study draws its boundary and which years it covers. State the facility’s location, the counties included in the study region, the construction period, and the operating years being assessed. BEA’s RIMS II supports regions made up of one or more contiguous counties; its user guide also explains why a commuter shed may matter when evaluating workers’ local economic effects.

A county boundary may be suitable for one question, while a wider region may better reflect where employees live or suppliers operate. A wider boundary can capture more purchases and workers as local to the study area. Disclose the boundary so readers can understand what “local” means in the estimate.
Also specify the comparison: no facility, a different site, or an alternative public investment. Without a clear counterfactual, the analysis cannot show what activity would have occurred anyway or what public resources might have supported instead.

Request project-specific inputs you can audit
Ask the developer or project sponsor for data that describe this facility, not a generic manufacturing example. Separate confirmed commitments from projections, identify the source of each figure, and record the assumptions used to prepare forecasts. BEA’s practitioner paper on RIMS II emphasizes the importance of detailed inputs and careful treatment of assumptions and limitations.
- Construction spending by year and industry, along with the expected construction schedule.
- Expected opening date, production or output, operating horizon, and industry classification.
- Direct facility jobs by occupation and wage, payroll, and expected shifts.
- Expected local and nonlocal purchases, including imported inputs where known.
- The basis for each projection, such as a signed contract, a project plan, or a sponsor estimate.
These inputs let an analyst distinguish temporary construction activity from ongoing production and payroll. If a sponsor cannot provide a figure, the estimate should identify that gap rather than quietly substitute an unsupported assumption.
Model construction and operations as separate phases
Construction spending is a temporary project phase; facility production and payroll are recurring operations. Estimate them separately and label the period for each result. Do not add a one-time construction total to an annual operating estimate without making the different time bases clear.

Construction
Use the project’s construction spending and schedule as the basis for estimating construction-related activity. Report the construction period and distinguish the modeled effects from the underlying spending figures.
Operations
Use expected production, payroll, jobs, and procurement to assess ongoing activity. State whether results are for a single operating year or another period, and identify whether employment figures refer to jobs at the facility or all jobs modeled across the study region.
For either phase, show direct activity separately from indirect supplier effects and induced effects associated with household spending, if the selected model includes them. BEA describes RIMS II as estimating successive rounds of spending and reports output, value added, earnings, and employment as distinct measures. Its RIMS II documentation says estimates are approximate and best suited to small-to-medium changes in a regional economy.

Read the measures separately—not as interchangeable totals
A multiplier-based analysis can report several measures. They answer different questions and should be displayed separately, not added together or treated as synonyms.

Intermediate purchases can contribute to output at more than one stage of a supply chain.
- Value added: a distinct measure of value created in production; it is not the same as gross output.
- Earnings: the model’s measure of earnings associated with the estimated activity.
- Employment: modeled employment associated with the activity. Clarify whether this means facility jobs or total modeled jobs in the region.
Place the project’s direct estimates beside the total modeled effects. That makes it easier to see what comes from the facility itself and what comes from estimated ripple effects.
Check whether spending and workers actually stay in the region
A multiplier is conditional: it estimates how a specified change in demand may ripple through a particular region. It does not guarantee that each dollar spent by a facility will circulate locally. Local supplier capacity affects how much procurement can be met within the study area; purchases from outside it limit local supplier effects.

Worker residence matters too. Employees who commute from beyond the boundary may earn wages at the facility without those wages generating the same local household-spending effects inside the study region. BEA’s technical discussion of regional multipliers explains how regional supply capacity, imports, and commuting affect estimated impacts. RIMS II uses regional employment and wage information to estimate local supply capacity and commuting patterns to adjust labor-related effects.
Ask where likely suppliers are located and where workers are expected to live. Consider purchases from outside the region, commuting, taxes, and savings when interpreting how much activity may remain in local rounds of spending. Do not assume that the project’s full payroll or procurement becomes local household or supplier activity.

Make the model and its assumptions visible
A useful report should let readers understand how the estimate was constructed and what it does—and does not—represent. Disclose:

- The county or contiguous-county geography and any commuter-shed considerations.
- The industry classification and multiplier selection.
- The model vintage, price year, and key data assumptions.
- The construction years and the operating period represented.
- Whether figures are annual, cumulative, direct, or total modeled effects.
- Important assumptions about local purchases, labor, and spending leakage.
As of October 2026, BEA’s RIMS II portal says its multipliers released May 5, 2026 use 2024 regional data and 2017 national benchmark input-output data. That is model-vintage information, not a finding about any particular facility. BEA also cautions that RIMS II figures are approximate and best suited to small-to-medium changes; a multiplier should not be presented as a precise forecast of guaranteed local gains.
If comparing candidate sites, use the same project scope, time horizon, and reporting conventions for each, while explaining differences in location-specific multipliers. Do not compare unlike geographies or put a construction-period total beside an annual operating figure as if they were equivalent.
Evaluate fiscal costs and the no-project alternative separately
A modeled increase in economic activity does not establish a net public benefit. A separate fiscal and policy analysis should identify what governments receive, what they spend, and what would happen without the project.

- Estimate taxes and fees accruing to each level of government.
- Identify incentives, land, infrastructure, utilities, and services funded publicly, including when those costs occur.
- Distinguish genuinely incremental public costs from costs that would occur anyway.
- Assess possible displacement of existing firms and workers, labor-market constraints, and environmental or infrastructure externalities.
- Compare the project with the no-project case and alternative uses of public funds.
These questions require project- and jurisdiction-specific evidence beyond a multiplier result. Without that analysis, the gross impact estimate cannot support a conclusion about net community benefit.
Compare proposals on the same basis
When more than one facility site or proposal is under consideration, use a common scope, geography, and time frame. Compare local supplier capacity and import leakage; worker residence and commuting; direct jobs, pay, and job quality; output, value added, earnings, and employment; public incentives and service costs by government; and uncertainty relative to the no-project alternative. The result is more informative than ranking proposals by a single gross-output or job figure.
