There is no general federal grant for launching or expanding an ordinary small business: the U.S. Small Business Administration says it “does not provide grants for starting and expanding a business.” Federal opportunities are limited to particular purposes and applicants; state, local, Tribal, and private programs each set their own rules.
What a small-business grant can—and cannot—fund
A grant is not simply free money for any business expense. Each opportunity defines who may apply, what project it supports, which costs are allowed, when applications are accepted, and what recipients must do after an award. A business that meets the size definition may still be ineligible because its location, industry, ownership, project, or proposed costs do not fit.
Also distinguish a grant awarded directly to a business from funding awarded to an organization that supports businesses. The latter may pay for training or technical assistance rather than provide cash to an individual company.
Where to look for opportunities
Federal programs
Begin with the agency administering the opportunity and its current announcement. Use SBA’s grants guidance to understand the limited paths it identifies. Businesses doing eligible research and development may find relevant solicitations through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. These are tied to agency missions and specific solicitations, so confirm that the current topic, applicant type, and proposed work all match.

SBA also identifies specialized manufacturing support and export assistance. Export-related support may come through the State Trade Expansion Program (STEP), which is administered through states; check the relevant state program for its own eligibility and application window. A program appearing on an agency page does not mean it is currently accepting applications.
Some SBA-supported grants go to intermediaries, not ordinary businesses. For example, the Program for Investment in Microentrepreneurs (PRIME) supports eligible microenterprise-development organizations that provide services such as training, capacity building, and technical assistance. It is not an unrestricted startup grant for a business owner.

When an opportunity directs applicants to Grants.gov, follow that notice’s instructions and use the required forms and submission route. SBA notes that federal award recipients must understand applicable award terms and federal administrative, cost, and audit requirements.
State, local, and Tribal programs
Search the official economic-development, commerce, agriculture, workforce, energy, and small-business pages for the state, county, city, or Tribal jurisdiction where the business operates or will carry out the project. Filter results by location, industry, ownership or community criteria, project purpose, and permitted use of funds. Federal funding may also be delivered through local programs.

For example, the State Small Business Credit Initiative (SSBCI) provides funding to states, territories, and Tribal governments for locally administered financing programs. Those programs can include equity and loan offerings; SSBCI should not be treated as a grant program for businesses by default. Check the local administrator’s description to see whether an offering is a grant, loan, investment, or another form of support.
Private funders
Potential private sources include corporate or community foundations, utilities, banks, trade associations, and other organizations. Check the funder’s own rules for geographic reach, eligible entity types, permitted expenses, application dates, selection criteria, and reporting. Confirm what is actually being offered: a grant is different from a contest prize, loan, rebate, or purchase award.

Private opportunities vary with location and applicant profile. A listing in a directory is only a lead, not proof that a business qualifies or that applications are open; verify details on the funder’s official page.
How to identify a grant worth applying for
Use these checks to compare real opportunities before investing time in an application:

- Applicant: Does the notice accept your legal entity type, business size, age, ownership profile, and any required certifications?
- Geography: Is your business, project site, or service area inside the eligible jurisdiction?
- Purpose: Does the program support your industry and the specific project you propose?
- Costs and award structure: Are your planned expenses eligible? Is the award a grant, reimbursement, match, loan, investment, or other form of funding?
- Status and deadline: Is the application window open, and what is the exact due date and submission time?
- Co-funding: Must you provide a match or other funds, and are there limits on how those contributions can be counted?
- Application and evaluation: What forms and evidence are required, and how will proposals be assessed?
- After the award: What spending records, reports, audits, milestones, or other obligations will apply?
Do not rank opportunities by headline award size alone. A larger award may require a costly match, restrict spending to a narrow project, or impose reporting obligations that make it a poor fit.

- Define the project and budget. Separate the need you want funded—such as research, exporting, workforce development, equipment, or community development—from general operating or expansion costs.
- Write down your business profile. Record the legal entity, location, industry, time in operation, size, ownership, certifications, and any relevant community criteria.
- Search official sources. Check federal agency announcements and the official state, local, or Tribal pages relevant to your project. For each lead, note the administering organization, official page, application status, deadline, and date you checked it.
- Read the full notice before drafting. Confirm eligibility, project fit, allowable and excluded costs, match rules, application route, evaluation criteria, and post-award duties. If the opportunity is federal, follow its directions for forms and Grants.gov submission.
- Gather records after confirming fit. Prepare only the forms and business documentation the notice requires. Plan for the recordkeeping and compliance responsibilities that come with an award.
- Get help if needed. An SBA-affiliated Small Business Development Center (SBDC) can provide management assistance and technical help, including support for entrepreneurs seeking capital. Find assistance through the SBDC resource page.
- Submit through the official channel. Meet the stated deadline, save the submission confirmation, and use the administering program’s page for updates or follow-up instructions.
Protect your business from grant scams
Verify an opportunity on the official agency or funder website before sharing business or personal information. SBA says it communicates only from email addresses ending in @sba.gov and advises people to suspect and report purported SBA communications from other addresses. A promise of a guaranteed grant is not evidence that an offer is legitimate. Do not pay or disclose sensitive information based solely on an unsolicited message; verify the program and contact details independently through the official site.
