What a cautious job market means for your search
National data can help set expectations, but it cannot tell you whether a particular occupation, city, or employer is hiring. The Federal Reserve reported that 13% of U.S. adults started a new job in 2025, down from 15% in 2022; applications did not decline over that period, while the share starting a job fell. The report interprets this as evidence that changing jobs became harder. Among people who changed jobs, 60% said their new job was better in 2025, compared with a 72% peak in 2022. The Bureau of Labor Statistics reported 7.079 million U.S. job openings and a 3.3% hires rate in August 2026; openings were preliminary, and both measures were described as little changed that month. Set your practical boundaries
Write down the work you can do now, the skills you can transfer, your pay and schedule needs, and the locations or remote arrangements you can accept. If you are changing fields, identify the skills that carry over and any genuine qualification or training gap. This keeps the search grounded in roles you can realistically pursue.

Compare occupation and location evidence
Use the BLS Occupational Outlook Handbook to review typical duties, outlook, education, and training. BLS employment and wage information can help compare states and metropolitan areas. Treat outlook projections as indicators, not promises of openings; verify current vacancies on job boards and employers’ own career pages.
Make an employer-and-opening tracker
Save openings that fit your experience, list employers doing relevant work, and note why each role matches. CareerOneStop’s guide recommends finding postings, identifying local employers, networking, targeting a resume, applying, and tracking applications and contacts. Use its job-search guide and worksheet, or maintain a simple spreadsheet with the role, link, date applied, contact, and next follow-up date.

Make each application specific
Read the posting closely and use its responsibilities and requirements to choose the most relevant skills, examples, and accomplishments for your resume and cover letter. Describe the scope and result of your work accurately; do not inflate metrics or claim qualifications you do not have. A targeted application makes it easier for an employer to see how your experience relates to this opening.
Keep the record of each application alongside the posting and the version of your materials you sent. That makes follow-up more useful and helps you spot which roles are a strong fit, rather than repeatedly applying with the same generic materials.

Pair applications with networking and direct contact
Contact people who know the work or employer, and reach out to relevant employer contacts with a brief, specific message: say what role or kind of work interests you, summarize the qualifications most relevant to it, and ask whether they would be willing to discuss opportunities. Do not assume a contact can secure an interview; the purpose is to learn and make a relevant connection.
Log whom you contacted, when, what you discussed, and when a follow-up would be appropriate. The U.S. Department of Labor recommends employer research, informational interviews, networking, job banks, and job fairs as parts of a job search. Its job-search resources include links to local American Job Centers.

Prepare for interviews and assess the role
Prepare concise examples that show the skills in the posting, and research the employer, duties, and team where possible. An interview is also your chance to assess whether the work suits your priorities: the Department of Labor describes it as a two-way discussion in which the employer evaluates fit and the candidate evaluates alignment with career goals.

Explain a cost-cutting layoff clearly
Keep the explanation factual and brief, then turn to the skills you bring to the next role. For example, if accurate: “My role ended when the company restructured and reduced costs; I’m now looking for a role where I can apply [relevant skill] to [relevant work].” You do not need to speculate about the employer’s motives or apologize for a decision outside your control.
The U.K. National Careers Service advises people dealing with redundancy to explain the circumstances, such as restructuring or budget cuts, while emphasizing skills and experience gained. If you are laid off or expect a layoff, ask about public support
In the United States, contact your state Dislocated Worker Unit or local American Job Center and ask whether Rapid Response services are available for your situation. Depending on the program and location, help can include immediate assistance, job-search support, resume and interview workshops, counseling, re-skilling, training, and referrals to other services. Eligibility and availability vary.
