File GSTR-9 first. If GSTR-9C applies to your business for the selected financial year, the GST portal enables its filing only after GSTR-9 has been successfully filed. Applicability, form instructions and deadlines depend on the financial year and your taxpayer facts, so verify those before starting.
The practical sequence is to confirm the relevant year and filing duties, gather the records needed for the return and any reconciliation, open the portal’s Annual Return area, and complete the forms in order. Treat GSTR-9 and GSTR-9C as related but distinct filings: the second is not a substitute for the first, and not every GSTR-9 filer necessarily has a GSTR-9C obligation.

What GSTR-9 and GSTR-9C are—and who may need each
GSTR-9 is the annual return. GSTR-9C is a reconciliation statement for taxpayers who meet the applicability condition set by government notification. They are not alternative ways to file an annual return: where both are required, GSTR-9 comes first, and GSTR-9C follows.
Do not infer that you must file GSTR-9C just because you file GSTR-9. GSTN’s 2021 GSTR-9C FAQ describes applicability by reference to a government-notified turnover threshold, but that cited guidance does not establish a current numeric amount. Check the rule and notifications applicable to the financial year in question, along with your taxpayer type and turnover facts. If those facts are uncertain, seek advice from a qualified tax professional.

Make this applicability check before planning the filing sequence or assuming that a GSTR-9C tile will appear. The question is not simply whether an annual return is due: it is whether the notified GSTR-9C condition applies to this taxpayer for this financial year. Compare the taxpayer facts and turnover relevant to the applicable rule with the current official requirement. An older FAQ can explain the kind of condition to check, but it should not be used alone to establish a present-day threshold.
The two forms also have different roles in the filing process. GSTR-9 is the annual return; GSTR-9C reconciles information using the filed GSTR-9 data and relevant financial statements. If both are required, plan for both, but do not start the GSTR-9C filing stage first. GSTN’s FAQ says GSTR-9C is enabled only after successful filing of GSTR-9.
Prepare before opening the annual-return tile
- Identify the financial year. The portal filing year determines which form instructions and reporting treatment to use. Do not carry forward a prior-year instruction without checking whether it still applies. Confirm the year you need before entering the portal workflow, and check that the selected year remains visible when the return tiles appear.
- Confirm filing obligations and due date. Check current official rules and notifications for the selected year, including any due-date extension. The amount and applicability of late fees depend on the relevant rules and filing dates. Separately confirm whether GSTR-9C is required; do not treat the obligation to file GSTR-9 as proof that GSTR-9C is also required.
- Gather records for the return and reconciliation. Have valid GST portal credentials and the relevant books, annual accounts, return information and reconciliation records ready. GSTR-9C preparation uses GSTR-9 information and relevant financial statements. Having the source records available before using an offline utility helps you compare the prepared statement with the information from which it was prepared.
- Use the matching year’s GSTN guidance. Portal steps, utilities, forms and validations can change. The detailed GSTN offline-utility manual describes the broad process, but it is historical; follow current on-screen instructions and year-specific help for the live filing.
- Plan time for both stages if applicable. The documented GSTR-9C workflow includes downloading system-derived data, preparing and validating a statement offline, uploading it, and reviewing a draft before filing. It is therefore prudent to have records and the applicable utility ready rather than treating the second form as an immediate one-click continuation after GSTR-9.
A useful pre-filing comparison is: financial year, taxpayer type, turnover and other facts relevant to applicability, required form or forms, year-specific instructions, and the deadline or any extension. Keep those checks together. This reduces the risk of using one year’s form treatment for another year or reaching the filing stage without having established whether GSTR-9C applies.

- Sign in to the GST portal using valid credentials.
- Open Services > Returns > Annual Return. The GSTN manual also notes that an Annual Return link may be available from the dashboard.
- Select the financial year you intend to file and click Search to display the annual-return tiles.
Confirm the year shown before starting. Choosing the wrong year can lead you to the wrong return and instructions. The annual-return tiles are the starting point for the two-stage process, but which filing is available depends on the return stage and the taxpayer’s applicability. In particular, do not interpret the absence of a GSTR-9C tile before GSTR-9 is filed as evidence that your applicability check is complete: GSTN’s stated sequence is that GSTR-9C becomes enabled after successful GSTR-9 filing.
Prepare and file GSTR-9
Open the GSTR-9 tile for the selected year and follow the live portal’s prompts. Review the year-specific instructions before entering or confirming information, then use the portal’s available validation, preview, verification and filing controls. The available GSTN materials establish the navigation path but do not provide a current screen-by-screen guide, so rely on the labels and directions displayed in the live portal rather than assuming button names or validation behavior.
Before filing, check that the return relates to the intended financial year and that your figures have been reconciled against the records needed for that year’s return. Retain the filed return and associated records for your own reference. You cannot proceed to the GSTR-9C filing stage until GSTR-9 has been filed successfully.

Use the annual-return workflow to distinguish preparation from completion. Follow the current portal prompts, inspect whatever preview or verification options the portal presents, and complete the portal’s filing controls rather than treating data entry or a preliminary review as filing. Since current validations and screen labels may differ from historical instructions, do not rely on a remembered sequence of buttons. If a portal instruction or validation is unclear, consult the matching financial year’s GSTN help and current portal guidance rather than guessing.
Once GSTR-9 is successfully filed, retain the filed return information for the next stage. This is particularly important if GSTR-9C applies, because the GSTN-documented reconciliation workflow uses the filed GSTR-9 data and system-derived GSTR-9C tables. The successful filing is both the completion of the first annual-return stage and the prerequisite for the portal’s GSTR-9C stage.
Prepare and file GSTR-9C if it applies
For a taxpayer required to file GSTR-9C, the broad GSTN-documented workflow is to use the data derived from the filed GSTR-9, prepare the reconciliation statement with the GSTN offline utility, upload the prepared data and review the resulting draft before filing.
- After successful GSTR-9 filing, return to the annual-return tiles and open GSTR-9C if it is available for your case.
- Download the system-derived GSTR-9C tables and filed GSTR-9 data as directed by the portal.
- Prepare and validate the reconciliation statement using the applicable GSTN offline utility and the financial statements and other records relevant to the year.
- Upload the prepared data through the current portal workflow.
- Review the draft statement against your books and reconciliation records. Resolve discrepancies before proceeding; do not treat a successful upload as confirmation that the statement is accurate.
- Follow the live portal’s directions to submit and file through an authorized signatory. GSTN’s historical manual describes filing using DSC or EVC and generation of an acknowledgement reference number (ARN), but check the current portal directions because the flow may change.
Keep the sequence intact: initiate the GSTR-9C stage only after GSTR-9 has been filed; obtain the system-derived material and filed return data; work in the applicable offline utility; validate; upload; inspect the draft; and only then follow the filing directions. The download and utility steps are preparation stages, not evidence that the reconciliation statement has been filed.
During the draft review, compare the statement with the financial statements, books and reconciliation records used to prepare it, as well as the downloaded information derived from GSTR-9. The purpose of that review is to identify and resolve discrepancies before filing. A successful upload only indicates that data has entered the portal workflow; it does not by itself establish that the figures are complete or accurate. If figures do not reconcile, investigate the difference using the underlying records instead of simply proceeding because the portal accepted an upload.

The detailed GSTN manual describes DSC or EVC as filing routes and says an ARN is generated, but it is a historical guide. Treat those details as an indication of the broad completion stage, not a guarantee that current screens or controls will be identical. Follow the live directions for the authorized signatory and retain the portal acknowledgement and filed records once the process is complete.

FY 2024-25: GSTN form and reporting notes
GSTN’s FAQ published 15 October 2025 identifies these FY 2024-25-specific details. Apply them to that year, rather than assuming they describe another year’s return.
- Table 12: captures ITC of FY 2024-25 reversed in the following financial year.
- Table 13: captures ITC of FY 2024-25 availed in the following financial year.
- Table 17 assistance: the portal provides an additional Table 12 of GSTR-1/1A HSN-details download to assist with Table 17 of GSTR-9.
- Concessional-rate checkbox: the 65% concessional-rate checkbox was removed from Tables 17 and 18 in online GSTR-9 and disabled in the offline tool from FY 2024-25.
For Tables 12 and 13, pay attention to both the financial year being reported and when the ITC event occurred. The FY 2024-25 FAQ distinguishes ITC of that year reversed in the following financial year from ITC of that year availed in the following financial year. Do not conflate the two treatments or move them between tables based on a generic prior-year assumption; use the specific FY 2024-25 instructions.
For Table 17, the additional Table 12 of GSTR-1/1A HSN-details download is an aid provided by the portal. It can support preparation of the table, but the published note identifies it as assistance, not a replacement for reviewing the relevant return and accounting records. Likewise, the change to the 65% concessional-rate checkbox concerns the online form and offline tool from FY 2024-25; do not expect that checkbox to remain available for that year, and do not assume the same form change applies to every other year.

Use the FY 2024-25 FAQ and the portal’s year-specific aids when preparing these tables. For a different financial year, confirm the applicable instructions rather than reusing these details. This is particularly important when using an offline utility: the correct version and year-specific form treatment matter, and the historical workflow does not establish current table behavior by itself.
Late fees and deadlines
GSTN’s FY 2024-25 FAQ says late fee under Section 47(2) applies to delay in furnishing the complete annual return under Section 44, including GSTR-9 and GSTR-9C where applicable. It describes the GSTR-9C late-fee period as running from the later of the GSTR-9 filing date or the annual-return due date through the GSTR-9C filing date, with the portal auto-calculating the fee.
Check the due date and any extension notification applicable to your year before relying on a calendar date. The FAQ’s description is not a substitute for checking the rules and portal calculation for your own filing. If the displayed fee or filing obligation does not match your understanding, verify the applicable notification or obtain tax advice before submitting.

The stated calculation means the date comparison matters: for GSTR-9C, the period described by GSTN begins with whichever is later—the date GSTR-9 was filed or the applicable annual-return due date—and runs through GSTR-9C filing. Do not assume the GSTR-9 filing date alone determines the calculation in every case. GSTN says the portal calculates the fee automatically, so review the amount displayed in the live workflow and confirm the applicable deadline and extensions for the financial year.

The FAQ published 15 October 2025 provides FY 2024-25 guidance; it is not, by itself, confirmation of a deadline or fee treatment for a different year. Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes to avoid
- Starting with GSTR-9C: file GSTR-9 successfully first; GSTR-9C is enabled only after that step.
- Assuming the threshold from an older FAQ: establish current applicability from the notification and taxpayer facts for the financial year, not an unsupported or outdated numeric amount.
- Using a different year’s table guidance: reporting notes such as the FY 2024-25 treatment of Tables 12 and 13 are year-specific.
- Relying on an old utility manual for current screen labels: use it for the general sequence, then follow the live portal and current GSTN help for controls and validations.
- Treating upload as filing: review the draft and complete the portal’s filing process with the authorized signatory; retain the acknowledgement and filed records.
- Confusing a missing tile with a final eligibility decision: first confirm that GSTR-9 has been filed successfully, then check current applicability and portal guidance for GSTR-9C.
- Skipping the source-record comparison: review the draft against books, annual accounts and reconciliation records; an accepted upload is not proof that the statement is accurate.
- Using a remembered portal workflow: screen labels, utilities and validations can change, so follow current portal directions rather than assuming historical button names or behavior.
- Relying on a due date without checking for an extension: confirm the applicable year’s due date and any extension notification before assessing lateness or the portal-calculated fee.
A concise filing checklist
- Confirm the financial year, taxpayer facts, GSTR-9 obligation, GSTR-9C applicability and current deadline or extension.
- Gather portal credentials, relevant books, annual accounts, return information and reconciliation records.
- Sign in and open Services > Returns > Annual Return; select the year and search for the tiles.
- Prepare and file GSTR-9 using that year’s instructions and the live portal controls.
- If GSTR-9C applies, wait for successful GSTR-9 filing, then download the derived data, prepare and validate with the applicable offline utility, upload, review the draft, and complete filing as directed.
- Check the applicable late fee and retain filed records and acknowledgement details.
For FY 2024-25, add a specific check of Tables 12 and 13, the Table 12 GSTR-1/1A HSN-details download supporting Table 17, and the removal of the 65% concessional-rate checkbox from Tables 17 and 18. For another financial year, use that year’s guidance instead.

How is the GSTR-9C late-fee period described for FY 2024-25?
GSTN’s FY 2024-25 FAQ says the period runs from the later of the GSTR-9 filing date or annual-return due date through GSTR-9C filing, and that the portal auto-calculates the fee. Check the due date and any extension applicable to your year.
Does uploading the GSTR-9C utility file complete filing?
No. The documented workflow continues from upload to reviewing a draft and completing the portal’s filing process. Compare the draft with your records and follow current portal directions for the authorized signatory and acknowledgement.
The Bottom Line
Confirm the year, filing obligation, GSTR-9C applicability and deadline before you begin. On the portal, open Services > Returns > Annual Return, select the year and file GSTR-9 first. If GSTR-9C applies, prepare it from the portal’s derived data using the applicable GSTN utility, review the uploaded draft against your records and complete filing as the live portal directs. Use year-specific guidance—especially GSTN’s 15 October 2025 notes for FY 2024-25—and verify current notifications for thresholds, deadlines and extensions.
