The result depends on the item’s applicable rate, its pre-tax price and how the seller updates the price. For packaged goods, the marked maximum retail price (MRP) already includes GST; a shop should not add GST on top of it.
India’s 56th GST Council meeting listed rate changes for many everyday goods and services, with most changes taking effect on 22 September 2025. The examples below show how to understand the arithmetic without mistaking a calculated tax difference for a guaranteed change in a shop’s price.

What a GST rate change does to a purchase price
GST is one part of the price of a taxable supply. To see its direct effect, hold the seller’s pre-tax price constant and apply the old and new rates. If the pre-tax amount is ₹100, a rate of 18% adds ₹18, making the tax-inclusive amount ₹118. At 5%, the tax is ₹5 and the total is ₹105. The difference is ₹13.

That is a 13-percentage-point reduction in the GST rate, but it is not an 13% reduction in the old final price: ₹13 is about 11.0% of ₹118. The distinction matters whenever someone describes a rate cut as a percentage saving. The rate’s percentage-point change, the change in tax rupees, and the percentage change in the old tax-inclusive total are different measures.

The calculation is an illustration, not a reported average saving or a prediction of a particular shelf price. It assumes the same pre-tax price under both rates and that the entire tax difference is reflected in the amount charged. A seller can change the pre-tax price, offer or end a promotion, or revise a service price, so the amount a customer actually pays may differ from the simple calculation.
Compare like with like
For a fair comparison, compare the same item, quantity and seller, and check the price actually charged before and after the effective date. A lower rate can reduce the tax component without reducing the customer’s bill by the full calculated amount if the pre-tax price changes. Conversely, a promotion or other price change can affect the bill independently of GST. A rate announcement by itself does not establish what happened to a particular retail price.
Illustrative price changes at the same ₹100 pre-tax amount
The table applies the rates described in the 56th GST Council meeting release to an assumed ₹100 pre-tax price. Every final amount and difference in the table is arithmetic based on that assumption; it is not a measurement of actual retail prices or consumer savings.

| Rate change listed | GST on ₹100 before | Tax-inclusive amount before | GST on ₹100 after | Tax-inclusive amount after | Illustrative difference |
|---|---|---|---|---|---|
| 18% to 5% | ₹18 | ₹118 | ₹5 | ₹105 | ₹13, or about 11.0% of ₹118 |
| 12% to 5% | ₹12 | ₹112 | ₹5 | ₹105 | ₹7, or 6.25% of ₹112 |
| 5% to nil | ₹5 | ₹105 | ₹0 | ₹100 | ₹5, or about 4.8% of ₹105 |
| 28% to 18% | ₹28 | ₹128 | ₹18 | ₹118 | ₹10, or about 7.8% of ₹128 |
These examples show why a ten-percentage-point rate reduction is not the same as a 10% drop in the old final price. The tax is calculated against the pre-tax amount, while a percentage change in the customer’s total is calculated against the previous tax-inclusive amount.
Everyday goods and larger purchases named in the 2025 announcement
The 56th GST Council meeting release, published on 3 September 2025, listed a range of common-use goods for rate reductions. It described many items as moving from 18% or 12% to 5%, and some as moving from 5% to nil. These are examples from the Council’s announcement, not a rule that every item sold under a broad category name has the same rate. Classification and the applicable notification matter.
| Purchase examples listed by the Council | Rate change described in the release | What a shopper should bear in mind |
|---|---|---|
| Hair oil, toilet soap bars, shampoos, toothbrushes and toothpaste | 18% or 12% to 5% | The release groups examples under reductions from either rate; it does not mean every product in each category necessarily had the same previous rate. |
| Bicycles, tableware, kitchenware and other household articles | 18% or 12% to 5% | Use the item’s specific description and current applicable rate rather than assuming from the everyday name alone. |
| Namkeens, bhujia, sauces, pasta, instant noodles, chocolates, coffee, preserved meat, cornflakes, butter and ghee | 12% or 18% to 5% | Packaged food descriptions and classification can affect the rate; the listed examples are not a blanket rate for all foods. |
| UHT milk; pre-packaged and labelled chena or paneer; Indian breads such as roti and paratha | 5% to nil | The release specified these product descriptions. Do not extend the treatment to other dairy or bread products without checking the relevant classification. |
| Air-conditioning machines, dishwashing machines, small cars, motorcycles of 350 cc or below, and cement | 28% to 18% | For large purchases, confirm that the specific product or vehicle falls within the applicable description before estimating the tax effect. |
| Televisions | The release said all televisions would be at 18% | Check the relevant current notification and the transaction details rather than infer a price change from the rate alone. |
The Council release also described changes for medicines and medical products: many medicines and specified medical devices had reductions, while some named lifesaving medicines moved to nil. Those descriptions do not establish one rate for every medicine or device. An exact tariff description and notification are needed to determine treatment.

- ENAMEL CARE: Our proprietary and innovative formula includes Nano-hydroxyapatite (n-Ha) - a biomimetic mineral form of the same ingredient that naturally makes up 97% of your enamel and 70% of your dentin. n-Ha has been the subject of significant research for decades with a wide variety of potential benefits across dentistry and oral care.
- FLUORIDE-FREE: Gentle for daily use as directed, our nano hydroxyapatite toothpaste is science-backed and nature-inspired. Regular brushing supports enamel care without fluoride.
- LIGHT AND LOW-FOAMING: A soft, creamy texture that keeps brushing comfortable from start to finish.
- MINTY FRESH: We complemented n-Ha with our soothing aloe vera, xylitol, green tea, and refreshing mint, to give this paste a refreshing and invigorating flavor profile.
- WE KEEP IT SIMPLE: No Fluoride, Sulfates, Parabens, or Artificial Colors. Offering you an effective toothpaste option manufactured in the US from domestic and imported materials.
As a simple example, if a toothpaste’s relevant pre-tax price were ₹100 and its applicable rate changed from 18% to 5%, the arithmetic would move from ₹118 to ₹105 under the fixed-price assumption. That calculation cannot tell you whether a particular brand, pack size or shop changed its displayed price by ₹13. Nor does the everyday product name alone settle the tax classification.

Packaged MRP is different from a service bill
For packaged goods, do not add GST on top of marked MRP
The Central Board of Indirect Taxes and Customs (CBIC) rates FAQ explains that the retail sale price marked on a packaged commodity is inclusive of taxes, including GST. GST is payable on the transaction value, but a customer should not be told that GST can simply be added again on top of the package’s marked MRP.
A tax-rate reduction does not, on its own, prove that every package already on a shelf has a new printed price. The Department of Consumer Affairs maintains notices and permissions concerning revised retail sale price declarations for unsold pre-packaged stock after rate changes. The treatment of an older package therefore depends on the applicable packaging rules and permissions. Do not assume either that every old label must immediately be replaced or that any particular revised price is permitted without checking the relevant rules.

When comparing a packaged purchase, look at the quantity and marked MRP, and check the amount charged at checkout. A lower applicable rate is not permission to charge more than the marked MRP by adding GST separately. If a price or label seems inconsistent, ask the seller to explain the amount and refer to the applicable consumer-affairs rules; do not infer the answer solely from the date of the announcement.
For services, check the price shown or invoiced
The packaged-goods MRP framework is not the right way to evaluate a salon appointment, hotel stay or gym service. The Council’s release listed hotel accommodation up to ₹7,500 per unit per day and several common beauty and well-being services among service changes. For these purchases, compare the service price shown or invoiced and the GST applied to that amount. The final bill depends on the charge and applicable treatment, not on a packaged-goods MRP label.
When the new rate applies to a purchase
The 56th-meeting release stated that most goods and services changes took effect on 22 September 2025. It did not put every product change on that general start date. It said existing rates would continue for pan masala, gutkha, cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and bidi until the relevant compensation-cess loan and interest obligations were discharged and a transition date was decided.

The GST Council’s 2025 FAQ explains that GST is levied on supply and that supplies made on or after the revised rates are notified use the new rates. A purchase can raise timing questions when supply, invoice and payment do not fall on the same date. The FAQ says time-of-supply provisions determine the applicable rate in such cases; its stated formulation is, “The GST rate will be determined as per the time of supply provisions.”
For a normal retail purchase, a customer will usually see a price or invoice for a transaction at the point of sale. If a contract, advance payment, invoice or delivery crosses a rate-change date, the applicable tax may require applying the time-of-supply rules to the specific facts. The invoice date alone should not be treated as a universal answer. The official FAQ addresses these transition cases, including supplies made before a change takes effect but invoiced later.
Input tax credit is a separate issue for registered businesses. It concerns credit for eligible GST paid in business transactions; it should not be confused with the consumer’s retail price or treated as an extra retail saving on its own.

How to check what you should pay
- Identify the exact item or service. Note the product description, pack details or service being billed. Broad labels such as “medicine,” “food” or “appliance” may not be precise enough to establish its GST treatment.
- Check the relevant rate and effective date. The 2025 Council release is a useful guide to its listed examples and general 22 September 2025 date. For a current or disputed charge, verify the applicable legal notification and classification rather than relying only on a summary or announcement.
- Work out the tax arithmetic only if the pre-tax amount is known. Multiply the pre-tax amount by the rate to calculate the tax, then add it to that amount. For instance, ₹100 at 5% gives ₹5 GST and ₹105 total. If you know only a tax-inclusive amount, do not treat it as a pre-tax amount and add GST again.
- Use the right price framework. For packaged goods, compare the marked MRP and amount charged; MRP includes GST. For a service, use its displayed or invoiced price and the applicable tax shown for that service.
- Separate a rate change from a retail-price change. Compare the actual same-item price before and after, including quantity and seller, if you want to know what changed at checkout. The rate calculation alone cannot establish the seller’s pre-tax price or the actual saving.
- Check timing when a transaction crosses the change date. If supply, invoice and payment fall on different dates under a contract or advance arrangement, the time-of-supply rules may determine the applicable rate. Seek an explanation based on those transaction details rather than assuming the invoice date decides every case.
What the latest Council update does—and does not—establish
The 57th GST Council meeting release, dated 8 October 2026, describes recommendations on registration, returns, refunds, adjudication and trade facilitation. It does not announce a new schedule of common-goods rate changes relevant to the examples in this article. That means the 2025 examples remain useful for explaining the announced changes, but they should not replace a check of current law for a specific purchase. Council recommendations may require later legal notifications, and the exact rate depends on classification and notification wording.
The 56th Council release described its policy aim as a citizen-friendly “Simple Tax.” That is the Council’s characterization of its policy direction, not evidence that shoppers experienced a particular amount of price reduction. The official material cited here does not establish a national average of consumer savings or quantify how fully sellers passed rate changes through to retail prices.
