GST 2.0 did not, by itself, replace the GST Portal’s return-filing workflow with a new universal form. For a regular taxpayer, the documented process remains to prepare and file GSTR-1 for outward supplies, then file GSTR-3B separately. You may be able to use GSTR-1A to correct or add details before filing that period’s GSTR-3B. Confirm your filing frequency, applicable forms and live due dates on the GST Portal, since implementation dates and deadlines can depend on government notifications.
What GST 2.0 changes—and what it does not establish
“GST 2.0” is a label for a broader package of GST rate and process reforms, not evidence that one new return system has replaced the existing portal workflow. The 56th GST Council release said most rate changes for goods and services were to take effect from 22 September 2025, with specified tobacco products treated separately pending a later notified transition date. The Council addressed process reforms separately and said their implementation dates would be notified in due course.
A rate change can affect the tax treatment on an invoice without changing the return form or filing sequence. The PIB’s GST 2.0 explainer describes the broader reform package; for filing steps, GST Portal materials continue to document GSTR-1 and GSTR-3B, including an optional GSTR-1A correction facility. Do not assume every proposed process reform is live or that GST 2.0 introduced a replacement return form.
Before you start: confirm your filing situation
The steps below describe the regular-taxpayer GSTR-1 and GSTR-3B workflow. Check the taxpayer’s registration category, applicable return frequency, tax period, and any special scheme or notified extension before filing. Portal instructions, forms, eligibility and due dates can change, so use the dashboard and current government notifications for the period you are filing.

- Import tax information from QuickBooks, Xero, or in bulk using Excel and CSV files.
- Frequency: Follow the monthly or quarterly filing frequency that applies to the taxpayer. The QRMP scheme can involve quarterly returns alongside monthly tax payments; quarterly filing does not necessarily remove monthly payment obligations. Confirm eligibility and obligations under current scheme guidance.
- Due date: The GST Portal FAQ gives standard GSTR-1 dates of the 11th of the succeeding month for monthly filers and the 13th after the quarter for quarterly filers. These are standard dates, not a guarantee for every period: government notifications may set alternatives. Check the selected period’s dashboard for applicable due dates.
- Records: Gather outward-supply details and supporting records for the period. Which GSTR-1 categories apply depends on the transactions and the current form.
How to file GSTR-1 online
GSTR-1 reports outward supplies. The documented sequence is to select the period, prepare and review the statement, then file it with the applicable electronic signature.
- Open the return period. Sign in to the GST Portal and go to Services > Returns > Returns Dashboard. Select the financial year and return period, then search.
- Choose a preparation method. In the GSTR-1 tile, select Prepare Online to enter information on the portal. The GST Portal also documents preparing data with its offline tool and uploading it.
- Enter the applicable outward-supply details. Depending on your transactions and the current form, categories can include supplies to registered recipients; specified inter-state supplies to unregistered consumers; credit and debit notes; exports; advances and adjustments; amendments; nil-rated, exempt and non-GST supplies; HSN/SAC summaries; and specified e-commerce supplies.
- Review available e-invoice information. If the portal provides e-invoice details for download, you can use them to reduce repeat entry. Check the imported information against your records; do not assume it is complete or correct.
- Add or amend records and generate the summary. Inspect the consolidated summary against your source records before proceeding.
- File and retain confirmation. Select File Statement, choose the authorized signatory, and complete the applicable DSC or EVC process. After successful filing, the portal displays an ARN and the status changes to Filed. Keep the ARN and filed return with your records.
The GST Portal also lists third-party ASP applications accessed through a GSP as a preparation and filing method. That listing establishes an available method, not an endorsement or validation of any particular vendor; check a provider’s claims, security and program status independently.

Can you correct GSTR-1 before filing GSTR-3B?
GSTR-1A is an optional opportunity to add a missed detail or correct a detail reported in GSTR-1 for the same period. The GST Portal FAQ says it is available after GSTR-1 has been filed or its due date has arrived, whichever is later. It can be filed once for that period, before the same period’s GSTR-3B. Changes made through GSTR-1A flow into that GSTR-3B.
If the correction concerns a recipient’s input tax credit (ITC), do not assume the recipient will see the effect in the same period: the FAQ says it may appear in the next period’s GSTR-2B. For amendments outside this same-period GSTR-1A opportunity, consult the current form instructions.

File GSTR-3B separately
GSTR-3B is a separate return; filing GSTR-1 does not file it for you. Check the applicable period, review the return details and complete the portal’s filing and signing steps. Where you use GSTR-1A, make the correction before filing the same period’s GSTR-3B so the changes can flow into it.
When a nil GSTR-3B is allowed
The GST Portal’s nil-return manual limits nil GSTR-3B filing to a period with no outward supplies, no inward supplies and no tax liability. If all three conditions are met, the documented online workflow is to select the nil option, preview the return, and file using DSC or EVC. The manual also mentions an SMS option, but the available instructions do not establish its full workflow; use current portal guidance for that route.

What to do about an older unfiled return
A GST Council newsletter summary reported a restriction on filing certain returns more than three years after their due date and described portal implementation details from late 2025. Do not treat that summary as a universal cutoff for every return type and tax period: the exact effect depends on the applicable return and controlling notification. Check the live GST Portal and relevant notification promptly. If a return is near or beyond the reported cutoff, consult a qualified GST professional about the specific form and period.
