If a builder is withholding your money, a ticket on the GST portal is usually not the route that decides whether the builder must repay you. GSTN’s Self Service Portal is for problems using the GST portal. For a builder’s refund dispute, start with a written demand, then consider the National Consumer Helpline (NCH), a consumer commission, or—if the dispute concerns a real-estate project—the relevant state RERA process. Which route fits depends on why the money is due and the project’s state.
First identify what you mean by a “GST complaint”
There are two different issues that can sound like a GST complaint. One is a technical problem using the GST portal. The other is a disagreement with a builder about money, such as a booking or cancellation refund, or an amount connected to GST. The GSTN Self Service Portal is described as a way for taxpayers and other stakeholders to report issues they face while working on the portal, receive a ticket number, and track the issue. Its stated function does not make it a forum for deciding or enforcing a private builder’s refund obligation.

So ask what you want the authority to address. If you cannot complete an action on the GST portal, use GSTN support. If the builder has not returned money you say is due, look at consumer grievance and dispute routes. If the complaint is specifically that GST was incorrectly charged or handled, retain the invoice and payment evidence and check the current official instructions for the appropriate GST channel; the material available here does not establish a GST adjudication process for a buyer’s private refund claim.

For example, you may be asking for a booking amount back after cancellation, disputing a deduction from that amount, or questioning GST shown on an invoice. State which sum you seek and why. A GST reference on a builder’s invoice does not, by itself, determine whether the underlying booking or cancellation refund is due.

Which route fits your problem?
| Route | What it addresses | Who operates it | What it can do |
|---|---|---|---|
| GSTN Self Service Portal | A problem using the GST portal | GSTN | Creates a ticket or reference for tracking the portal issue; the cited description does not establish authority to order a builder to refund money. |
| National Consumer Helpline (NCH/INGRAM) | Consumer grievances at the pre-litigation stage | Department of Consumer Affairs | Accepts grievances through several channels and assigns docket numbers. It is a grievance-handling route, not a guaranteed refund decision. |
| Consumer commission | A formal consumer dispute | District, State, or National consumer commissions; online filing materials are available through e-Jagriti | Commissions may grant specific relief and, where appropriate, compensation. The right commission and remedy depend on the facts and current jurisdiction rules. |
| State RERA | A dispute connected with a real-estate project and within the relevant state law and authority’s jurisdiction | The regulator for the state where the project is registered | Procedure and potential relief depend on state rules and the kind of claim. Check the state authority’s current forms and instructions. |
These routes are not interchangeable. NCH is a useful early grievance channel; a consumer commission is a formal dispute forum; and RERA may be relevant to a project-specific real-estate dispute. A GSTN ticket tracks a portal-use issue. A buyer may need to assess more than one route, but should not assume that filing one complaint automatically starts, preserves, or decides a case in another forum.
They also involve different kinds of effort. NCH offers telephone and digital grievance channels, while a commission complaint involves a formal case-filing process and supporting documents. RERA has its own state-specific procedure. Before deciding, compare the issue each route handles, the relief you seek, where you can file, and the current documents, fees, and deadlines listed by the official authority. Do not rely on a general article to supply fees or a resolution time: those details can change, and no general outcome or waiting period is established here.
Prepare the record before complaining
Build a clear timeline and collect the documents that show what was paid, why you say it should be returned, and what the builder has said in response. There is no single nationwide document checklist established here, so tailor the record to your transaction.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Booking form, allotment letter, sale agreement, or other documents that describe the transaction and refund or cancellation terms.
- Payment receipts and bank statements or transaction records showing the amounts and dates paid.
- The builder’s tax invoice, demand letter, or account statement showing the GST amount, if GST is part of the disagreement.
- Cancellation request or other communication explaining why you believe a refund is due.
- Builder emails, letters, messages, and any response or stated reason for withholding payment.
- A dated written refund request and proof that it was delivered.
- Copies of any NCH, GSTN, RERA, or other grievance acknowledgements, including docket or ticket numbers.
Keep the originals and submit copies where the filing process allows. Label files with dates and short descriptions, and make the amount you are seeking easy to identify. If the dispute concerns only part of a payment, separate that amount from any other sums in your calculation. A clear record helps a helpline or forum understand whether you are seeking a booking refund, a cancellation refund, or resolution of a GST-related charge.
A short chronology can make a complicated transaction easier to explain: note the booking and payment dates, when you requested cancellation or repayment, what the builder said, and whether any amount was returned. Match each important date to a receipt, letter, message, or bank entry where possible. If your documents use different booking references or describe the same amount differently, explain the connection rather than leaving the reader to infer it.
Send the builder a written refund request
Before or alongside an external grievance, send a concise written request to the builder using a channel that lets you keep proof of delivery. State the amount sought, the reason you believe it is refundable, relevant payment or invoice references, and a date by which you request a response. Ask the builder to explain in writing if it disputes the amount or basis for repayment.

- Identify yourself, the project, and the booking or allotment reference.
- List the relevant payment dates and amounts, and identify the invoice or demand letter if GST is involved.
- Explain the event giving rise to the claimed refund and point to the relevant contract or cancellation term, if applicable.
- State the total amount requested and request a written response by a reasonable date.
- Keep the sent message or letter, delivery evidence, and any reply with your transaction documents.
This is a practical record-preserving step, not a universal legal prerequisite established for every buyer. The available official material does not establish that every buyer must wait a fixed number of days before using another route. If a deadline may apply to your claim, check the current rules for the forum you are considering rather than treating this request as extending or pausing a limitation period.
A written request is also an opportunity to narrow the disagreement. The builder may identify a contract term, a calculation, or a missing document as the reason for withholding payment. Preserve that explanation and compare it with your agreement and payment record. Avoid describing an amount as a GST overcharge if your actual complaint is that the builder has retained a cancellation refund; explain both issues separately if both are involved.
Try NCH for pre-litigation grievance handling
The Department of Consumer Affairs describes the National Consumer Helpline as a single point of access for consumer grievance redressal at the pre-litigation stage. Its listed contact options include the toll-free helpline at 1915, WhatsApp, SMS, email, the NCH app, the web portal, and UMANG. NCH assigns a docket number to a grievance; save it and any acknowledgement so you can track or refer to the complaint.
The Department’s page, updated on 11 March 2026, lists operating hours of 8 a.m. to 8 p.m. on all seven days except national holidays, with a callback facility overnight. Contact details and operating hours can change, so check the Department’s current NCH information before relying on them. When submitting online, use the category currently available that best describes the issue and follow the portal’s current document-upload instructions.
When you contact NCH, keep the description factual and concise: identify the builder and project, state the amount sought, explain the basis for the refund, and summarize the steps already taken. Attach the relevant records requested by the current channel. Keep the docket number with your other acknowledgements; it helps you refer to the grievance but does not show that a commission or RERA authority has accepted or decided a separate case.

On 20 September 2025, the Press Information Bureau reported that a dedicated GST category had been enabled on NCH/INGRAM in connection with GST reforms taking effect on 22 September 2025. The announcement described consumer questions related to the revised GST rates and said complaints receive unique docket numbers for tracking. It does not establish that every dispute over a builder’s refund belongs in that category, or that the category decides contractual entitlement or compels repayment.
Rank #3
If the substance of your complaint is a builder’s failure to refund money, describe that underlying consumer grievance accurately. Use a GST-specific NCH category only if it fits the issue and the current portal offers it. A docket confirms receipt and tracking; it is not itself a ruling that the builder owes the amount.
Consider a formal consumer commission complaint
India’s consumer commission system has District, State, and National levels. The Department of Consumer Affairs says commissions may grant specific relief and, where appropriate, compensation. It also describes online filing from the consumer’s place of residence or work, irrespective of where the transaction took place. e-Jagriti hosts consumer-complaint case-filing materials.
A commission filing is more formal than an NCH grievance. Before filing, consult the current e-Jagriti materials and applicable commission instructions for the correct forum, documents, fees, limitation requirements, and procedure. The available information does not establish the correct commission or outcome for an individual buyer’s case. Those questions depend on the claim and current jurisdictional rules.

- Check the appropriate commission and any applicable deadlines against current official instructions.
- Describe the relief sought precisely and support the amount with transaction records.
- Retain the filing acknowledgement and monitor the case through the relevant official system.
Before you begin, make sure the complaint tells a consistent story: what happened, what the builder did or did not do, what amount remains disputed, and what relief you are asking the commission to consider. An NCH grievance may be part of the record, but it is not a substitute for the formal filing materials or requirements of a consumer commission. Check e-Jagriti and the relevant commission’s current instructions rather than assuming a helpline submission transfers into a case.
Check the state RERA route for a project dispute
For a dispute involving a real-estate project, consult the regulator in the state where the project is registered. RERA processes, forms, fees, jurisdiction, and available relief are not uniform enough to treat one state’s instructions as a nationwide filing guide. Review the relevant state authority’s current rules before filing.
Bihar RERA illustrates why the nature of the requested relief matters: its complaint instructions describe a section 31 complaint to the Authority for matters such as possession, refund, compliance, quality, or other violations, while compensation and/or interest are directed to the Adjudicating Officer. That is a Bihar-specific example, not a general instruction for buyers in other states. Use the authority’s own current guidance to determine the proper route in the project’s state.
Rank #4
In practice, identify the project and its state, then check whether it is registered and what the relevant authority says about its jurisdiction and filing process. Do not copy a form, fee, or filing step from Bihar—or another state—without verifying that it applies to your project. If you are seeking more than repayment, such as compensation or interest, check which body handles that kind of relief under the applicable state process.

How to choose between RERA and a consumer forum
There is no single answer for every buyer. Start with the project’s state, the project’s registration status, the agreement, and the exact relief you seek. If your issue is tied to a project obligation governed by the state’s RERA process, check that regulator’s jurisdiction and filing route. If you are pursuing a consumer dispute, review the commission route and e-Jagriti filing materials. The correct forum and remedies may depend on facts not established by a general article, including contract terms and the builder’s reason for withholding payment.
- Choose based on the claim, not just the word GST. A GST amount appearing on an invoice does not by itself turn a private refund dispute into a GST portal-support issue.
- Check geography. Consumer commission online filing is described as available from a consumer’s residence or work location; the RERA instructions must be checked for the state where the project is registered.
- Verify current process. Check official forms, fee information, documents, jurisdiction, and limitation requirements on the applicable portal before submitting.
- Get case-specific advice if the claim is contested. A lawyer familiar with consumer, real-estate, GST, or RERA disputes can assess forum choice and deadlines based on your documents.
Think about the kind of outcome you need, not only where it seems easiest to submit a complaint. A portal support ticket is for a technical GST portal problem. NCH is a pre-litigation consumer grievance channel. A consumer commission is a formal consumer-dispute route that may grant specific relief and, where appropriate, compensation. RERA may address project-related issues, but its procedure and relief turn on the state rules and the particular claim. The available routes can therefore differ in authority, process, and geography.
Common mistakes to avoid
- Opening a GSTN ticket for a refund order. The cited GSTN portal is for issues using the portal; it does not establish a private refund enforcement function.
- Treating an NCH docket as a decision. It records and tracks a grievance, but does not prove legal entitlement or guarantee payment.
- Assuming the 2025 GST category covers every builder dispute. The PIB announcement arose in the context of revised GST rates and related consumer questions.
- Using another state’s RERA form. Bihar’s instructions show a state-specific process and should not be applied nationwide.
- Leaving the amount or basis unclear. Separate the sum sought from other payments, and explain whether the dispute is a booking or cancellation refund, a GST-related charge, or both.
- Assuming a complaint pauses a deadline. The applicable limitation rules depend on the route and claim; verify them with official instructions or case-specific counsel.
- Assuming one filing handles every issue. A portal-use problem, a consumer refund grievance, and a project-related RERA claim may need different descriptions or routes.
- Relying on an old contact number, fee, or form. Check the current official NCH, e-Jagriti, or state RERA instructions before submitting.
A practical sequence
- Classify the problem: GST portal issue, builder refund dispute, GST-related charge dispute, or a combination.
- Collect transaction, invoice, cancellation, communication, and payment records and write a dated timeline.
- Send the builder a written, evidence-based refund request and keep delivery proof and the response.
- Use NCH/INGRAM for pre-litigation grievance handling if appropriate, save the docket, and do not treat it as a binding refund order.
- For formal relief, assess the consumer commission route and e-Jagriti instructions; for a project-related claim, check the relevant state RERA procedure.
- Use GSTN Self Service Portal only when the problem is with using the GST portal itself.
Frequently Asked Questions
How do I file a GST complaint against a builder who is not refunding my money?
First identify whether the problem is with using the GST portal or with the builder withholding a refund. GSTN’s Self Service Portal is described as a way to report GST portal-use issues and track a ticket; it is not established as a forum that orders a builder to repay a buyer. For a consumer refund grievance, document the claim, write to the builder, and consider NCH, a consumer commission, or the relevant state RERA route depending on the facts.
Where do I complain if a builder is not refunding my money?
The Department of Consumer Affairs describes NCH/INGRAM as a pre-litigation consumer grievance channel, with the 1915 helpline and digital contact options. For a formal consumer dispute, review the consumer commission process and e-Jagriti filing materials. If the matter concerns a real-estate project, check the RERA authority for the state where it is registered. The right route depends on your claim, the project, and the relief sought.

Can I complain to GST about GST charged by a builder?
Keep the builder’s invoice, demand letter, and payment evidence, then check the current official instructions for the appropriate GST channel if your issue is specifically an incorrect GST charge or handling. The GSTN Self Service Portal is for issues using the GST portal; its stated purpose does not establish a process for deciding a buyer’s private refund claim. If the builder is retaining a booking or cancellation refund, describe that consumer dispute separately, even if GST appears on the invoice.

Should I file with RERA or the consumer forum?
There is no universal answer. Check the project’s state, registration status, agreement, the builder’s stated reason, and the relief you want. Consult the relevant state RERA authority’s current jurisdiction and procedure for a project-related claim. For a consumer dispute, review the commission route and e-Jagriti materials. A case-specific adviser can help assess forum choice and deadlines where the claim is contested.
Do I have to wait for the builder to respond before approaching NCH, RERA, or a consumer commission?
A written request is a useful way to preserve a record and give the builder an opportunity to explain its position. The official information described here does not establish that every buyer must wait a fixed number of days before using another route. Check the current rules and any applicable limitation period for the forum you are considering; do not assume that a request or grievance pauses a deadline.
What documents should I keep for a builder refund complaint?
Gather the booking or allotment documents and agreement, receipts and bank records, relevant tax invoice or demand letter, cancellation request, correspondence with the builder, and a dated written refund request with delivery proof. Keep any NCH docket, GSTN ticket, or RERA acknowledgement. The documents required depend on the channel and case, so follow the current filing instructions.
Is an NCH docket number proof that I will get a refund?
No. NCH assigns a docket number so a grievance can be tracked. It records the grievance but is not itself a ruling on whether the builder owes money or a guarantee of repayment.
How much does it cost, and how long will a refund complaint take?
The current official information described here does not establish a universal fee or resolution time for a builder refund dispute. Costs and process depend on the route and current rules. Check the relevant NCH, e-Jagriti, consumer commission, or state RERA instructions for current fees and filing requirements. Do not rely on a general estimate of how quickly a refund will be resolved.
The Bottom Line
A GSTN ticket is for a problem using the GST portal, not an established way to compel a builder to refund money. Keep your agreement, payment and invoice records, correspondence, and a dated written request together. Use NCH for pre-litigation consumer grievance handling if appropriate, and check e-Jagriti or the project state’s RERA authority for a formal route that fits your claim. Verify current forms, fees, jurisdiction, and deadlines before filing.
