Start with your statements and contract, calculate the effective cost for your own sales mix, and make your current acquirer explain every charge. Then compare complete, like-for-like quotes, review payment options that fit your customers, and treat surcharges or cash discounts as regulated pricing choices rather than automatic savings.
This guide uses United States examples because payment-network rules and consumer laws differ by country. A merchant elsewhere should use the same cost-review method but verify local rules before changing checkout prices.

What you are actually paying for
A card transaction has several layers. Visa describes interchange reimbursement fees as transfers between an acquiring bank and an issuing bank. The merchant generally does not pay interchange directly. Instead, the merchant pays a merchant discount to its financial institution or acquirer, usually as a percentage of each transaction, and that amount can include processing services.

Your statement may therefore combine wholesale card-network costs, the acquirer or processor’s markup, and charges for software, reporting, support, equipment, security, or other services. A single advertised percentage rarely describes the whole bill. Recurring fees, fixed charges per transaction, minimums, and separately billed services can change the result for a small business with a low average ticket or seasonal sales.

Separate the four cost categories
- Percentage charges: a share of each transaction or of a defined sales category.
- Per-transaction charges: a fixed amount added to each authorization, capture, refund, or other event.
- Recurring charges: monthly, annual, gateway, software, compliance, or account fees.
- Conditional and pass-through charges: items that appear only for certain card types, channels, disputes, cross-border transactions, deposits, or other events.
The contract controls what recurring and separately billed services mean. Do not assume a line item is unavoidable until the provider identifies the service and the contractual basis for it.
Audit your own statements before shopping
The most useful comparison starts with your data, not a headline rate. Gather several recent statements that include normal and busy periods, along with the current agreement, amendments, and any equipment or software schedule.
- Match the period. Record card sales and total payment-processing charges for the same statement period. Keep refunds, chargebacks, and credits visible rather than silently netting them out.
- Calculate an effective cost. Divide all payment-processing charges for the period by card sales for that period. Label the result with the channel and period used; it is an internal measure, not a national benchmark.
- Split variable and fixed costs. List the percentage amount separately from fixed transaction fees and recurring charges. A provider with a lower percentage can still cost more when your average ticket is small or your monthly account fee is high.
- Describe your transaction profile. Note monthly volume, average ticket, card-present versus online or keyed sales, debit and credit usage, refunds, and any recurring or subscription billing. Quotes should use these facts.
- Annotate every line. Ask the provider to identify what each charge buys, whether it is optional, and whether it can change at renewal. Keep the answer with the statement.
For illustration only, suppose a shop processes $30,000 in card sales in a month, pays $720 in percentage charges, $90 in fixed transaction charges, and $40 in recurring fees. Its effective cost for that month is $850 divided by $30,000, or 2.83%. That arithmetic is not a market average and says nothing about another merchant; it simply shows why every charge belongs in the review.
Ask your current provider for a better, complete quote
Give the current acquirer your actual transaction profile and request a written explanation of each line item plus an alternative quote. Ask whether the alternative changes the contract term, cancellation rights, payout timing, deposits, dispute support, reporting, payment links, invoicing, point-of-sale tools, or software and hardware charges.
Questions that expose hidden trade-offs
- Is the quoted percentage applied to all card sales or only certain transaction types?
- What fixed amount applies to each sale, refund, authorization, or keyed transaction?
- Which monthly or annual charges are mandatory, and which services can be removed?
- Are security, compliance, gateway, reporting, or support fees included?
- What happens to pricing after an introductory period?
- What are the contract term, early-cancellation provisions, reserve requirements, and payout schedule?
- Will the provider support every channel and payment type you currently accept?
Do not treat a verbal promise as a saving. Save the quote, the service description, and the effective date, then compare them with your existing agreement.

Compare providers on your real cost, not the advertised rate
Use the same sales assumptions for every quote. A fair comparison includes both money and the work the provider performs.
| Comparison axis | What to measure | Why it matters |
|---|---|---|
| Total effective cost | Percentage, fixed per-transaction, recurring, conditional, and separately billed charges | A low headline percentage can be outweighed by fixed or recurring fees. |
| Transaction profile | Volume, average ticket, card-present, online, keyed, debit, credit, refunds, and other payment types | Pricing can vary by channel and card category. |
| Included services | Point-of-sale tools, reporting, payment links, invoicing, support, and software or hardware | Removing an included service may create a new cost elsewhere. |
| Contract terms | Term length, cancellation, deposits, payout timing, and stated obligations | A cheaper rate may carry operational or cash-flow constraints. |
| Customer and staff fit | Checkout speed, payment choice, accessibility, customer expectations, and workflow | A theoretically cheaper method can fail if customers cannot or will not use it. |
| Compliance setup | Network rules, local law, disclosures, signage, receipts, and acquirer approval | Changing how prices are presented can create obligations beyond the contract. |
Run each quote through the same monthly sales scenarios, such as a normal month, a slow month, and a seasonal peak. The available evidence does not establish a universally cheapest provider or a guaranteed savings percentage. Your own mix determines the result.
Reduce cost through payment and operating choices
After the statement review, ask whether customers have practical alternatives to the most expensive transaction types. Depending on your market and business model, that could include bank-based payments, cash, debit, or another method already supported by your systems. Evaluate the total customer and operational effect before changing the checkout mix.
Use a customer-fit test
- Can the method be used by the customers you actually serve?
- Does it settle quickly enough for payroll, inventory, and other cash needs?
- Will staff need a new reconciliation or refund procedure?
- Are accessibility, security, dispute, and record-keeping needs covered?
- Does the provider charge a separate fee for the alternative?
Do not buy a card reader or terminal on the assumption that hardware alone lowers processing costs. The cited evidence supports comparing payment services and terms, not a claim that purchasing a particular device reduces fees.
Surcharging in the United States: a rule-bound option
A surcharge adds a fee to a qualifying card purchase. It is not an automatic way to recover every payment cost. Visa’s US merchant information says a merchant must notify its acquirer 30 days before beginning to surcharge. Visa’s US FAQ says surcharging is limited to credit transactions, not debit or prepaid transactions, and that the surcharge may not exceed the merchant discount rate for the applicable credit card or 3%, whichever is lower. Customer notices and receipt disclosure are also required under the cited network guidance.

Visa’s own FAQ puts the limitation plainly: “No. The ability to surcharge only applies to purchases made with a credit card and, even then, only under certain conditions.” Mastercard’s US rules likewise tie brand-level and product-level limits to acceptance costs and a cap, with additional conditions when a merchant accepts other payment brands. A merchant must check every network it accepts and coordinate the setup with its acquirer.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsImplementation checklist
- Identify the states and localities where you sell and obtain current legal advice or official guidance on whether surcharging is allowed.
- Ask the acquirer for the network-specific registration or notice process and complete it before launch.
- Calculate the proposed amount from documented acceptance costs; do not use a round number unrelated to those costs.
- Confirm that debit and prepaid transactions will not receive a credit-card surcharge where Visa rules apply.
- Design signs, online notices, checkout screens, and receipts so the amount and its purpose are clear before payment.
- Test refunds, split tenders, tips, discounts, and transactions routed through each accepted network.
- Review the program whenever network rules, laws, or your cost structure changes.
These are network examples, not a substitute for state or federal legal advice. Rules can differ by jurisdiction, card brand, channel, and merchant agreement.
Cash discounts are different from surcharges
A cash discount reduces the standard price when a customer pays with cash or another qualifying method. Visa’s FAQ describes a discount as a reduction from the standard price. It says a merchant may display the card price alone or show card and cash prices side by side; the full card price should be displayed rather than created by adding a fee at checkout.
That presentation differs from adding a surcharge to a displayed price. The distinction affects signage, receipts, advertising, and the laws that apply. Do not label a fee a discount merely to avoid a rule. Make the pricing structure understandable before the customer chooses a payment method, and have the acquirer review the implementation.
Disclose fees in the total price
The Federal Trade Commission’s fee guidance says a covered fee must be disclosed and included in the total price before a consumer is asked to pay. It also says a business may not misrepresent the fee’s purpose or amount. Treat this disclosure guidance as a separate layer from card-network rules: satisfying one does not automatically satisfy the other.

Keep records of the calculation, notices, and acquirer approval so staff can answer a customer question consistently.

On March 26, 2024, Visa said more than 90 percent of the US merchants covered by the settlement it announced were small businesses. That statistic describes the merchants in that settlement group, not all small businesses in the United States. The announcement described proposed changes intended to give merchants more flexibility.
On June 9, 2026, Visa said the proposed settlement had received preliminary court approval and remained subject to final court approval. Visa described proposed changes involving surcharging, acceptance of US credit-card categories, interchange reductions or caps, and merchant education. The cited statement does not establish a later final approval or an implementation date. Do not treat those proposals as current operating rules without verifying their status.

Symptom: Signs, receipts, or debit transactions do not match the program. Fix: Pause the rollout, obtain acquirer instructions, correct disclosures, and verify local law before resuming.
Calling a fee a cash discount
Symptom: The advertised price is increased only at checkout. Fix: Rework the display so the standard card price is clear and any cash reduction is shown as a reduction.
Switching before testing operations
Symptom: Settlement timing, refunds, reporting, or accessibility creates new costs. Fix: Run a controlled test or transition period and compare the full service scope, not just processing charges.
