1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesEvaluate a mortgage insurer by first identifying the capital rules that apply to it, then testing whether its capital, loan portfolio, reserves, reinsurance and investment assets could withstand a housing downturn. Only after that should you estimate the earnings and capital the company can sustain and compare its valuation with relevant peers. A single capital ratio, credit rating or price-to-book multiple cannot answer all of those questions.
What does a mortgage insurer’s financial strength tell you?
Mortgage insurance protects a lender or mortgage investor against some losses when a covered borrower defaults. The insurer collects premiums and may have to pay claims years later, after defaults, property sales and loss calculations. Its financial strength therefore depends not only on current capital, but also on the quality and concentration of the loans it insured, the assumptions behind its reserves, the resources available to pay claims and its capacity to keep writing eligible business.

For an investor, there are two related but distinct questions:
- Can the insurer absorb severe claims and remain able to operate? This is primarily a capital, liquidity, underwriting, reserving and regulatory-eligibility assessment.
- What might the equity be worth given those risks? This requires a view of normalized earnings, deployable capital and downside scenarios, followed by valuation comparisons that account for differences in risk and accounting.
The same company can look well-capitalized under one measure while having a concentrated or deteriorating portfolio. Likewise, a low valuation multiple may reflect real risks rather than an overlooked bargain.

Start with the capital regime that applies
Capital measures are not interchangeable across countries or rulebooks. Before comparing a ratio, identify the insurer’s legal entity, regulator, reporting date, definition of eligible capital and calculation of required capital. Check whether reinsurance credit is included and whether the figure is a regulatory measure, a government-sponsored enterprise eligibility measure or a company-selected presentation.
| Framework or example | What the measure addresses | What to keep in mind |
|---|---|---|
| Canada: OSFI’s Mortgage Insurer Capital Adequacy Test (MICAT) | A risk-based capital ratio for federally regulated mortgage insurers. OSFI’s 2025 guideline set a 100% minimum and a 150% industry-wide supervisory target. | Those figures apply to that Canadian framework, not to mortgage insurers worldwide. OSFI says MICAT is one of several indicators of financial condition and should not be used alone to rank or rate insurers. The OSFI guideline page indicates a newer version is available, so check the applicable current text and effective date before relying on the 2025 figures. OSFI’s 2025 MICAT guideline |
| United States: state statutory capital rules | State requirements constrain an insurer’s capital relative to its insured risk. Requirements vary by jurisdiction. | MGIC’s 2025 annual report says the most common state requirements it describes allow a maximum risk-to-capital ratio of 25:1. MGIC reported its own ratio at 10.0:1 as of December 31, 2025, and said its calculation reflects credit for ceded reinsurance. These are company- and date-specific disclosures, not universal thresholds or direct equivalents to MICAT. MGIC’s 2025 annual report |
| United States: GSE eligibility under PMIERs | Private mortgage insurers must meet eligibility requirements to insure loans acquired by Fannie Mae and Freddie Mac. PMIERs available-assets coverage compares eligible available assets with minimum required assets calculated from risk in force. | PMIERs eligibility is distinct from state statutory capital. Essent’s 2025 Form 10-K describes available assets as generally the insurer’s more liquid assets, and notes that the GSEs may amend or interpret the requirements. Confirm the current rule and the company’s calculation. Essent’s 2025 Form 10-K |
Do not rank insurers by putting MICAT, state risk-to-capital ratios and PMIERs coverage in one column as though each measures the same thing. A useful comparison asks how much headroom each insurer has against its own applicable minimum, target or eligibility requirement, using the same reporting date wherever possible.
How do you evaluate a mortgage insurer’s financial strength?
Use a repeatable sequence: establish the rules, inspect the portfolio behind the capital number, test how claims and reserves could develop, and then assess the insurer’s ability to keep operating and generating capital.

Record the reported measure, the legal entity it covers, its date, its denominator and the treatment of reinsurance. Determine whether the reported capital is eligible under the relevant rules and whether the required-capital calculation includes floors or other constraints. A ratio is meaningful only in the context of its own framework; a larger percentage is not automatically safer if the calculations differ.
For the Canadian MICAT, the 2025 guideline set a 100% minimum and 150% supervisory target. The target is a cushion above the minimum intended to support early intervention, not a universal dividing line between safe and unsafe insurers. The guideline also cautions against using the ratio in isolation.
In the United States, separate state statutory requirements from PMIERs eligibility. The latter affects the ability to insure loans acquired by the GSEs and is based on available assets and minimum required assets. A company may have a cushion under one regime while facing tighter constraints under another. Review the latest applicable rules and the insurer’s reported headroom under each.

2. Look through the portfolio, not just at the average
Mortgage insurers’ exposure depends on which borrowers and loans are insured, when those loans were originated and where the properties are located. Examine risk in force and insured loan balances alongside:
Recommended Free Tools
- Loan-to-value (LTV) bands: higher leverage can leave less borrower equity to absorb a fall in home value.
- Borrower credit quality: consider the distribution of scores, not only a single average, and note which score definition and measurement date the insurer uses.
- Origination vintages: compare cohorts because underwriting, home prices, interest rates and borrower conditions vary by year.
- Geography: look for exposure concentrated in regions that could experience correlated economic or property-market stress.
- Business type: distinguish bulk from individually insured mortgages and consider whether changes in their relative share affect the overall risk mix.
- Delinquencies and claims: track movement over time, including whether newer delinquencies are developing into claims and whether reported claims are consistent with the company’s assumptions.
OSFI’s 2026 MICAT filing instructions illustrate why disaggregated data matters: they present residential mortgage balances and counts by LTV and credit-score band, along with capital requirements across those dimensions, and distinguish bulk from individually insured mortgages and origination years. The instructions are specific to the Canadian reporting framework, but the analytical lesson applies broadly: a headline ratio can hide a shift in the risk being insured. OSFI’s 2026 MICAT filing instructions
In the Canadian MICAT, credit-quality adjustments depend on borrowers’ credit scores at origination, while LTV is calculated using the outstanding balance and qualifying property value. That means current property prices or a single current average borrower score are not substitutes for understanding the measures used in the insurer’s capital calculation.
3. Test reserves, claims and reinsurance
Reserves represent estimated obligations for claims and related costs. Consider how assumptions and reported claims have changed over time, particularly across weaker housing or economic conditions. A calm period with few claims may not reveal how losses behave when defaults rise together or home prices fall.
Reinsurance can transfer some losses, but it also changes the interpretation of reported risk and capital. Compare gross exposure with net exposure after reinsurance; check how much the company relies on reinsurers, what risks have been ceded and how recoverable those counterparties appear under stress. A capital ratio that gives credit for ceded reinsurance should not be compared casually with one calculated on a different basis.

Claims risk can be correlated: a broad housing downturn may raise defaults and loss severity across many loans at once. Assess whether reserve assumptions, reinsurance protection and available capital remain credible under a systemic stress scenario, rather than extrapolating a recent benign claims period.
4. Check investment assets and operating capacity
Capital is useful only if the resources counted are eligible and available when claims come due. Review the composition and liquidity of investment assets, their credit and market risks, and whether losses in the investment portfolio could coincide with an increase in insurance claims. For PMIERs, distinguish the insurer’s more liquid available assets from other balance-sheet resources and examine the required-assets calculation that applies to its risk in force.
Also assess whether regulatory capital, GSE eligibility buffers and management’s operating needs leave room to write new business. An insurer may meet requirements but have limited flexibility to grow if much of its capital is tied up supporting existing exposure. That constraint matters to future premium growth and returns.
How should you use financial-strength ratings?
Ratings provide an independent opinion, not a guarantee of solvency or a replacement for reviewing filings. Read the rating agency, the rated legal entity, the rating date, the outlook and the stated rationale. An insurer’s operating subsidiary that owes claims is not necessarily the same entity as its publicly traded parent, and their ratings can serve different purposes.

When comparing ratings, compare like with like: agency, entity, date and outlook. A letter grade without its analysis, stress assumptions and entity scope is too blunt to establish whether an insurer can meet claims under a particular downturn.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you value a mortgage insurance company?
There is no single valuation formula established by the capital rules or rating methodologies. A defensible estimate needs current share price and share count, financial statements, an explicit forecast and assumptions about housing stress. Without those inputs, a valuation multiple can be discussed as a tool, but not presented as a fair value.
Normalize earnings before applying a multiple
Start by separating durable earnings power from conditions that may not persist. Consider premium seasonality, reserve development, investment income, one-off items and the possibility of unusually low claims during a favorable period. Then estimate how new business, persistency, pricing, delinquencies, claim severity and reinsurance affect future earnings and capital generation.
Mortgage insurers’ exposure can extend across many years, so a current earnings snapshot may not capture the ultimate cost of a book of insured loans. A useful forecast should connect premium income to the risk assumed and the capital required to support that risk, rather than treating premium growth as inherently positive.
Decide what capital is actually available to shareholders
Reported capital is not automatically excess capital. First account for applicable regulatory minimums and targets, GSE eligibility buffers where relevant, and the capital management believes it needs to operate. Then consider how much is genuinely deployable without weakening the insurer’s ability to absorb claims or write new business. The gap between reported capital and this usable amount affects both potential distributions and the company’s capacity to grow.

Use valuation measures as comparisons, not conclusions
| Measure | What it can help assess | Why it can mislead |
|---|---|---|
| Price-to-book value | How the market values equity relative to reported accounting equity. | Book value alone does not show how much capital is constrained, whether reserves are adequate or how the portfolio would perform in a downturn. Accounting bases and risk mixes can differ. |
| Price-to-earnings | How the share price compares with earnings, preferably normalized over a relevant period. | Current earnings can be distorted by premium seasonality, reserve changes, investment income or unusually favorable claims conditions. A low multiple may reflect expected losses or capital pressure. |
| Cash-flow measures | Potentially useful alongside earnings and capital analysis when cash generation is clearly defined. | The measure must reflect insurance obligations, capital needs and relevant regulatory constraints; a cash figure that ignores these may overstate what can be distributed. |
Compare any of these measures only with relevant peers and the company’s own history, and disclose differences in accounting, leverage, jurisdiction, portfolio risk and reporting dates. A multiple is an analytical choice, not a substitute for an explicit view of future claims and required capital.
Build a downturn stress test
A stress test makes the link between financial strength and valuation explicit. It need not predict the next downturn; its purpose is to reveal which assumptions matter and whether the insurer could remain within its constraints if conditions worsen.
- Set a clear baseline. Record the reporting date, capital framework, risk in force, portfolio mix, reserve position, reinsurance and current earnings assumptions.
- Define adverse conditions. Vary unemployment, home-price declines, borrower defaults and claim severity. Consider investment losses and reduced reinsurance recoverability as additional pressures rather than assuming insurance claims are the only source of strain.
- Trace effects through the portfolio. Identify which LTV bands, credit-quality groups, vintages and geographies are most exposed, and how simultaneous deterioration could affect claims.
- Reassess earnings and capital. Estimate the impact on claims, reserves, investment income, available capital and required capital under the applicable rules. For a U.S. insurer, separately examine state capital and PMIERs eligibility implications.
- Revisit the valuation. Consider whether the stressed outlook changes sustainable earnings, usable capital, growth capacity or the risk investors would demand. Keep the assumptions visible so another reader can understand what drives the result.
Do not label a stress outcome a forecast or a fair-value estimate unless the assumptions, calculations and market inputs support that claim. The primary frameworks discussed here identify relevant capital and stress drivers but do not prescribe one valuation formula.
How to compare two mortgage insurers fairly
Use the same reporting dates and accounting basis where possible. For each company, capture the following, and explain any basis that does not align:
- Capital cushion relative to that company’s own applicable minimum and target.
- PMIERs or analogous eligibility cushion where relevant, separately from statutory capital.
- Gross and net risk in force, including the effect of reinsurance.
- LTV, credit quality, origination vintage, geography and bulk-versus-individual business mix.
- Reserve and claim trends, including how they behaved through a downturn if comparable history is available.
- Financial-strength rating and outlook by legal entity, with agency and date.
- Earnings durability, return on equity and the capital required to support expected business.
- Valuation against normalized earnings or book value, adjusted for risk mix and stress-case capital needs.
If a disclosure does not provide a comparable measure, mark it as unavailable rather than inferring equivalence from a differently defined ratio. The most informative comparison is not necessarily the company with the highest headline ratio; it is the one whose capital, portfolio risks and eligibility headroom are clearest on a consistent basis.
Common mistakes to avoid
- Treating one ratio as a safety verdict. Capital measures use different definitions and omit portfolio detail, claims assumptions and asset quality.
- Calling one country’s threshold universal. MICAT, U.S. state requirements and PMIERs have different purposes and cannot be directly ranked.
- Ignoring the legal entity behind a rating. The claims-paying insurer and its parent-company equity are not interchangeable.
- Using a favorable claims period as a permanent earnings base. Long exposure periods and correlated downturn losses can make recent results a poor guide to ultimate costs.
- Counting all capital as distributable. Minimums, eligibility buffers and operating needs can limit deployment.
- Comparing multiples without normalizing or stress-testing. Earnings and book value do not reflect risk equally across insurers.
- Mixing reporting dates or calculation bases. A comparison can appear precise while combining stale or differently defined figures.
Keep the analysis current
Capital rules, agency methodologies, rating actions and company disclosures can change. Recheck the applicable regulator’s current requirements, the latest PMIERs and the insurer’s most recent financial statements before making a company-specific judgment. Treat figures from annual reports as point-in-time disclosures, retain their dates in any comparison, and verify that the rating and outlook remain current. The framework here is for evaluating financial strength and valuation; it does not establish a fair value for a named stock.
