Business cards are commonly aimed at smaller businesses and may require an owner’s personal guarantee. Corporate card programs more often serve larger, established organizations that need centralized billing and employee-spend controls, and may place liability on the company. Neither label guarantees a particular liability arrangement, repayment option, eligibility threshold, or set of features. The card agreement and current issuer terms decide those details.
For a small business, the first questions are whether the owner’s personal credit will be reviewed and who is responsible for repayment. For a larger employer, the key questions often include how employee cards, limits, expenses, and billing are managed. In either case, compare the specific contract and program rather than choosing by name alone.

How business and corporate cards differ
In the United States, “business credit card” and “corporate credit card” usually describe different customer profiles and program needs. They are not universal legal categories with one fixed dividing line. Issuers set their own eligibility rules, underwriting standards, liability arrangements, repayment terms, and features.
Business cards are commonly marketed to small businesses, sole proprietors, partnerships, and newer LLCs. A corporate card program is more commonly designed for an established organization with multiple employee cardholders and more complex expense-management needs. Those are market patterns, not promises about what any particular applicant will qualify for or how a specific agreement will work.

A business card can offer employee cards, and a corporate program can use liability arrangements other than company-only liability. The word “corporate” does not, by itself, mean employees can never be responsible or that the company is the only party liable. Likewise, “business” does not automatically mean an owner must personally guarantee the balance. Read the agreement to identify the actual terms.
Business vs. corporate cards at a glance
| Question | Business card: common pattern | Corporate card: common pattern | What to verify |
|---|---|---|---|
| Who is it designed for? | Small businesses, sole proprietors, partnerships, and newer LLCs | Larger, established companies, often with multiple employee cardholders | Eligible entity types, revenue or spending criteria, and any minimum cardholder count |
| How is the application evaluated? | The owner’s credit may matter, particularly if the business has little credit history | Company finances may be considered; criteria depend on the program | Which financial records and credit histories are reviewed |
| Who owes the issuer? | An owner may give a personal guarantee; terms vary | The company may be liable, but other liability models exist | Primary obligor, personal guarantees, employee co-obligations, and consequences of default |
| How is the balance repaid? | Depends on the card; some products may permit revolving balances | Commercial charge-card balances generally come due in full at the end of the cycle | Whether the specific product allows revolving credit, its due date, and any interest or fees |
| How are employee expenses managed? | Employee cards and statements may be available, with capabilities varying by product | Programs often emphasize centralized billing, limits, and expense reporting | Card count and cost, transaction controls, receipt workflows, reporting, and integrations |
| Are rewards the deciding factor? | Rewards may be prominent, but earning rates and fees vary | Rewards may be customized or less prominent; program features vary | Net value after fees, redemption limits, travel benefits, and ownership of rewards |
The table describes tendencies, not guaranteed differences. For example, corporate programs often provide more administration features, but that does not mean every program has every control or that its rewards are automatically better. A small business may have a useful employee-card setup, while a large company may choose a simpler program. Compare the actual capabilities you need.
Who should consider each type?
A sole proprietor or small firm
A business card may be a practical fit when one owner or a small team needs a way to separate business purchases, track expenses, or earn rewards. Before applying, find out whether the issuer will check the owner’s personal credit, whether a personal guarantee is required, and how the agreement treats missed payments. The Small Business Administration notes that an issuer may review personal credit when a business has not established its own credit record. A secured business card may be another option to investigate, but its terms and suitability also depend on the specific product.
Do not assume that forming an LLC or using a business tax ID alone removes an owner’s personal exposure. The relevant issue is what the application and card agreement require, not simply the business’s legal form or the name printed on the card.
A larger employer with employee expenses
A corporate program may be worth evaluating when many employees make purchases and the finance team needs consolidated billing, assigned limits, category restrictions, detailed reporting, or connections to finance systems. The value is administrative as much as financial: a program that makes it easier to apply policy, collect receipts, and reconcile transactions may be more useful than one with a superficially attractive rewards rate.

Ask how many cardholders the program supports, whether controls can be set per employee or spending category, what reporting detail is available, and how receipts and expense reports move into the company’s workflow. Confirm which functions are included, which require additional setup, and whether the program integrates with the finance systems the organization actually uses.
An organization that does not fit the stereotype
Company size alone does not settle the decision. A newer company may have several employees and complicated expenses but may not meet a particular issuer’s corporate-program criteria. A mature small business may have straightforward expenses and little need for a large program. Compare the available products against the organization’s liability preferences, payment needs, cardholder count, and administrative workload.

Who is liable for a business or corporate card?
Liability is a contract question. Look for the agreement’s description of the primary obligor—the party responsible for paying the issuer—and any language requiring a personal guarantee. Also check whether an employee who receives a card has any separate payment obligation, and what happens if the company defaults or becomes unable to pay.
Some business cards require an individual guarantee, which can make the guarantor responsible for the debt under the agreement. A corporate card may place liability on the company, but other arrangements exist. Do not infer company-only liability from a corporate label, or personal liability from a business-card label. If the agreement does not make the arrangement clear, ask the issuer for an explanation before signing and retain the answer with the contract documents.
A 2010 Federal Reserve report described small-business cards in the market it examined as carrying a personal guarantee, with both the firm and guarantor liable for payments due. That is a historical description of the market discussed in that report, not a substitute for the terms of a current card agreement.

What federal rules say about employee unauthorized use
Regulation Z contains a specific rule concerning an organization that provides at least 10 cards to employees. Under the business-use exception in 12 CFR 1026.12(b)(5), an issuer and such an organization may agree to organizational liability for unauthorized use. The exception is not a blanket rule that makes employees liable without limit, nor does it mean every business card is exempt from every consumer-credit protection.
What’s actually slowing this PC down?

The Consumer Financial Protection Bureau’s official interpretation explains the limit this way: “The protection afforded to an employee against liability for unauthorized use in excess of the limits set in § 1026.12(b) applies only to unauthorized use by someone other than the employee.” In practical terms, the statutory protection against excess liability addresses unauthorized use by another person; it does not give an employee the same protection for that employee’s own unauthorized use.
The 10-card provision also cannot be used where the business clearly cannot provide 10 or more employee cards. Whether a use was authorized can depend on actual, implied, or apparent authority under state or other applicable law. The interpretation also discusses adequate notice, identification of the cardholder or user, reporting a lost card or suspected unauthorized use, and claims or defenses against an issuer. Those details matter when a dispute arises, so follow the agreement’s reporting process promptly and review the applicable law rather than relying on a slogan such as “employees are never liable.”
These rules address particular issues involving issuance and unauthorized use. They do not determine every liability question in a card program or replace review of the full agreement. If the potential exposure is material, seek qualified legal advice about the specific contract and circumstances.
Can a corporate card carry a balance?
Do not decide from the card’s label. Commercial charge-card balances are generally due in full at the end of the billing cycle, while business-card repayment terms depend on the particular product. This does not establish that every corporate card is a charge card or that every business card permits a revolving balance.

Check the agreement and current terms for whether the balance must be paid in full, whether revolving credit is available, the statement due date, any grace period, and applicable interest and fees. If cash-flow flexibility is important, confirm the repayment terms before applying; a rewards rate or the corporate/business label cannot answer that question.
Eligibility: there is no universal revenue threshold
Issuers may consider revenue, spending levels, organization type, credit history, and the number of people who will receive cards. The exact combination depends on the issuer and product. Ask what documentation is needed, whose credit is reviewed, whether the business must meet a minimum spending or cardholder requirement, and whether the program is available to the organization’s legal structure.
Chase’s comparison guide gives at least $4 million in revenue as an example of a likely corporate-card qualification factor, alongside cardholder and spending thresholds. That is an issuer-specific example, not a market-wide minimum or a guarantee of approval. An organization below that figure should not assume every corporate program is unavailable; one above it should not assume it will qualify.
Where the business has limited credit history, personal-credit review may be part of a business-card application. The SBA describes that possibility for businesses that have not established their own credit record. Ask directly whether the application involves a personal credit inquiry or guarantee, and distinguish those two issues: a credit review and a promise to repay are not the same thing.

- Spending rules: Check whether limits can be assigned to individual cardholders, categories, or transactions, and whether a restriction can be changed when an employee’s role changes.

- Receipts and reports: Ask how employees submit receipts, how missing documentation is flagged, and what details finance staff can see when reviewing a transaction.
- Integrations: Verify whether the program works with the organization’s accounting or finance systems and whether any integration requires separate configuration.
- Policy administration: Establish who monitors spending, handles exceptions, reviews suspected misuse, and keeps employee access current.
A feature list is not the same as an operating process. Decide who will own each task and what happens when a transaction falls outside policy. For a small team, a sophisticated control dashboard may add work without solving a real problem. For a distributed organization, weak reporting or manual receipt collection may create more reconciliation work than the rewards justify.
Compare rewards only after the program’s costs and rules
Rewards can matter, but compare their net value rather than the headline earn rate. Include annual or program fees, redemption restrictions, travel needs, and who owns the rewards earned on employee spending. A company should also decide whether rewards belong to the business, are used for company travel or expenses, or are governed by another internal policy.
Corporate rewards may be customized, while business cards may put rewards more prominently in their marketing. Neither pattern proves that one category offers better value. Chase notes that corporate cards may have lower rewards-earning potential than business cards, but the actual comparison depends on the products and terms being considered. A program’s reporting, limits, or billing structure may outweigh a rewards difference if it reduces administrative burden or helps enforce spending policy.

This is historical mail-offer data, not the current share of products available, and it says nothing about the value of rewards or whether a particular offer is worthwhile.
A step-by-step way to choose
- Map the organization’s needs. Note the legal entity, approximate number of cardholders, typical spending, need for employee controls, and who will reconcile statements. Separate essential features from nice-to-haves.
- Set the liability requirement. Decide whether the organization is willing to accept a personal guarantee or wants to evaluate company-liability arrangements. Then confirm the actual obligor and any guarantor or employee obligations in each agreement.
- Confirm eligibility before comparing rewards. Ask each issuer about eligible entity types, revenue or spend criteria, cardholder expectations, documentation, and credit review. Do not use one issuer’s threshold as a universal rule.
- Test the repayment fit. Verify whether the product requires full payment each cycle or allows revolving balances, and review due dates, grace periods, interest, and fees against the organization’s cash-flow plan.
- Walk through an employee transaction. Trace a purchase from card issuance through authorization, receipt submission, expense review, billing, and reconciliation. Identify any manual steps and who is accountable for them.
- Price the whole program. Compare fees, rewards, redemption conditions, travel benefits, administrative costs, and integrations. Evaluate rewards after deciding that the liability and repayment terms are acceptable.
- Review the contract and current issuer terms. Use the application, cardmember agreement, program documentation, and current disclosures. Ask the issuer to clarify ambiguous provisions before the organization applies or distributes cards.
Questions to ask the issuer before applying
- Which types of businesses and legal entities are eligible, and what revenue, spending, or cardholder criteria apply?
- Whose credit history and financial information will be reviewed? Is there a personal guarantee, and who is liable if the company does not pay?
- Does the product allow a revolving balance, or must the full statement balance be paid by the due date?
- What fees apply to the account, employee cards, or program administration?
- Can spending controls be set by cardholder, category, or transaction, and what reporting and receipt tools are included?
- How are rewards earned, redeemed, and assigned when employees make purchases?
- What is the process for reporting a lost card, suspected unauthorized use, or a disputed transaction?
Request answers that address the specific product and agreement, especially for liability and repayment. A general marketing page or verbal description may not resolve how the contract applies to the organization.
Common assumptions that lead to the wrong choice
- “Corporate means no personal liability.” Company liability is a possible arrangement, not an automatic consequence of the label. Check for guarantees and other obligations.
- “A business card always requires a personal guarantee.” Personal guarantees are common in the business-card market, but the agreement for the specific card determines whether one is required.
- “Corporate cards always have to be paid in full.” Commercial charge-card balances generally are due in full at cycle end, but not every corporate product is necessarily a charge card. Confirm the product’s repayment terms.
- “Corporate cards are better for rewards or controls.” Capabilities, benefits, and costs vary. Compare the program features and net value that matter to the organization.
- “A large company automatically qualifies.” Issuers set their own eligibility rules, and a revenue example from one issuer is not a universal standard.
Sources and scope
This comparison is U.S.-focused. The legal discussion draws on the Consumer Financial Protection Bureau’s official Regulation Z interpretation, including its 2024-01-01 version, for the business-use exception and employee unauthorized-use protections. The issuer-specific eligibility and feature examples are from Chase guidance accessed October 9, 2026; terms may change. The historical guarantee description and rewards-mail-offer figure come from a Federal Reserve Board report to Congress published in 2010, with the rewards figure covering 2005–2009 and attributed to Mintel. The charge-card description is from the Office of the Comptroller of the Currency’s Comptroller’s Handbook, Credit Card Lending, version 2.0. The personal-credit context is from the Small Business Administration’s guidance on secured business credit cards, published December 10, 2018.
