Reconcile the claim with GSTR-2B and GSTR-3B, investigate differences, and preserve how each exception was resolved. GSTR-2B helps with matching, but it does not by itself prove that a credit satisfies every legal condition.
What an ITC evidence file needs to prove
For each credit, organize the records so an auditor can follow the amount from its source document through your books and GST returns to the credit ledger. The evidence should support the conditions relevant to that transaction, not merely show that an invoice exists. Section 16 addresses conditions including possession of prescribed documentation, receipt of goods or services, business use or intended business use, tax payment, and return filing. The applicable conditions and exceptions depend on the facts and tax period. CBIC’s CGST Act text sets out the statutory framework.

- Source: Identify the eligible document and the purchase, import, or credit allocation it records.
- Receipt and use: Retain evidence relevant to receipt and business use or intended business use.
- Eligibility: Record any blocked-credit, exempt or mixed-use, apportionment, reversal, or re-availment analysis that affects the amount.
- Accounting and returns: Tie the amount to the purchase register, general ledger, relevant return period, and electronic credit ledger.
- Timing and payment: Check the applicable claim deadline and any payment-related reversal conditions.
The evidence required varies by transaction; delivery documents or acceptance records are useful examples when relevant, not a universal statutory checklist.

Use an index that ties each claim to its evidence
A practical approach is to key an evidence index to the ITC register. The law requires records and audit-trail inter-linkages, but it does not prescribe this exact spreadsheet layout. For each line, record:

- 150 ruled sheets designed for structured accounting, recordkeeping, and data logs.
- Hardbound black cover offers durability and professional appearance.
- Ledger ruling supports clear entry alignment and consistent tracking.
- Premium paper reduces ink bleed for crisp, permanent records.
- Ideal for finance teams, education, business administration, and archival use.
- Supplier or customs reference and GSTIN, where relevant.
- Invoice or debit-note number, date, document type, taxable value, and tax amount.
- Accounting or purchase-register reference and return period.
- GSTR-2B match status, claim or reversal status, and any exception reference.
- Where the supporting documents are stored.
CBIC’s accounts and records rules require a registered person, on demand, to provide an account of the audit trail and inter-linkages, including the source document and financial accounts, as well as specified information about record layout, data dictionaries, codes, and records. See the CBIC CGST Rules.
Match the evidence to the transaction type
Domestic purchases
Keep the applicable tax invoice or debit note and, where relevant, the purchase order, contract, or other purchase evidence. Depending on the supply, receipt and use may be supported by goods-receipt notes, delivery records, stock or consumption records, service completion or acceptance records, and payment records. Choose evidence that actually relates to the transaction and the condition being substantiated.

Input Service Distributor credit
Retain the applicable ISD document and the allocation trail to the recipient registration. The records should make the origin and allocation of the credit traceable.

The prescribed documentary bases include tax invoices, debit notes, bills of entry, and specified ISD documents. Check the document type and particulars applicable to the transaction under the CBIC invoice and credit rules; one document type does not fit every credit.
Reconcile GSTR-2B, books, GSTR-3B, and the credit ledger
For each tax period, compare the purchase register and ITC register with GSTR-2B, then trace the amount claimed or reversed through GSTR-3B and the electronic credit ledger. GSTR-2B is a static statement used in preparing GSTR-3B, but its indicators cover specified ineligibility situations only. GST Portal guidance says taxpayers must self-assess other potential ineligibility as well. A portal match is therefore a reconciliation input, not a complete eligibility decision. See the GST Portal GSTR-2B guidance.

Investigate and document differences such as a supplier item missing from the statement, an incorrect GSTIN or place-of-supply detail, an amended or duplicated entry, a credit note, or a claim recorded in a different period. Also assess whether goods or services have been received, whether mixed or exempt use requires apportionment, whether a blocked-credit provision applies, and whether an unpaid invoice triggers a reversal condition. For each issue, record the decision, owner, supporting evidence, and any correction or later re-availment.

Section 16 and the rules provide for consequences where consideration and tax are not paid within the prescribed period, subject to statutory exceptions and rules on later re-availment. Track outstanding invoices against the relevant credit and document any reversal or re-availment treatment that applies. Do not assume that an invoice or portal match removes the need to consider these conditions.

For the general Section 16(4) deadline, CBIC Circular 237/31/2024-GST, dated 15 October 2024, states the amended rule: the deadline is 30 November following the end of the financial year to which the invoice or debit note pertains, or furnishing the relevant annual return, whichever is earlier. The circular also addresses retrospective relief inserted for specified cases. Older periods may require case-specific analysis; confirm whether relief applies and check for subsequent legal changes. The circular is available at CBIC Circular 237/31/2024-GST.
Prepare for a Section 65 GST audit
Under the CBIC audit rules, a Section 65 audit may cover a financial year or multiples of financial years. The process includes notice in FORM GST ADT-01, verification of documents supporting books and returns—including ITC availed and utilized—communication of discrepancies, an opportunity to reply, and findings communicated in FORM GST ADT-02. The rules and audit framework are set out in the CBIC CGST Rules. Audit officers may require access to books and other records, information, and assistance under the CGST Act.
For a clear response, prepare a schedule that quotes each observation and identifies the ITC register line and tax period. For each item, list the supporting documents, explain the accounting and return treatment, and state any corrective action or reason for disagreement. Reconcile the schedule to the filed return figures and retain submission receipts. This is a practical response method, not a prescribed form.
Keep an exception register
A separate exception log prevents unresolved mismatches from disappearing into the transaction file. Common control categories include:
- Supplier reporting missing or details that do not match, such as GSTIN or place of supply.
- Duplicate claims, amendments, or credit notes requiring review.
- Goods or services not yet received, or evidence of receipt that is incomplete.
- Mixed or exempt use, blocked-credit questions, or a possible reversal.
- Outstanding invoices that may affect payment-related conditions.
- Credits approaching a statutory time limit.
Assign an owner and record the resolution and supporting evidence for each exception. These categories are a control framework, not an exhaustive list of GST issues.
