To claim eligible input tax credit (ITC) through GSTR-3B, first check that the credit meets the CGST Act’s conditions, reconcile the invoice or other document with your books and GSTR-2B, and then report it in the appropriate Table 4 field. GSTR-2B helps identify and match records; its appearance there does not, by itself, prove that credit is legally available.

Check eligibility before entering ITC

Section 16 of the CGST Act sets the general rule: a registered person may claim input tax on supplies used or intended for use in the course or furtherance of business, subject to statutory conditions and restrictions. An invoice alone is not enough. Depending on the transaction, you may need to confirm that you hold the prescribed document, received the goods or services, the supplier paid the tax, and you have filed the required return. The Act also contains a 180-day payment rule, subject to statutory qualifications. See Chapter V of the CGST Act.

Section 17 restricts credit for non-business use and exempt supplies and blocks specified categories of credit, subject to exceptions. Some restrictions require apportionment or reversal; whether an exception applies depends on the facts and the precise statutory wording. Do not treat every business expense, or every entry in GSTR-2B, as claimable without checking these rules.

Use GSTR-2B to reconcile, not to decide eligibility

GSTR-2B is a static, read-only statement generated for a registered person using data including supplier GSTR-1/1A, IFF, GSTR-5, ISD GSTR-6 and import information received from ICEGATE. It is not a return to file. The GST Portal describes its role this way: “Form GSTR-2B should be used by taxpayers to take the right input tax credit in respective sections of Form GSTR-3B.” The portal also cautions that GSTR-2B may not reflect every legal restriction, so self-assessment remains necessary. See the GST Portal’s GSTR-2B FAQs.

For the relevant tax period, compare the statement with your purchase ledger and source documents. Check supplier GSTIN, invoice or debit-note details, tax amounts, period and place of supply. Investigate missing, amended, negative or mismatched entries; do not copy the statement total blindly. Check credit notes and amendments for their effect, and make sure no document has already been claimed.

Follow this GSTR-3B workflow

  1. Choose the period. Open the applicable tax period and obtain its GSTR-2B and purchase ledger.
  2. Match records. Tie each credit you are considering to its supporting document and corresponding book entry. Resolve discrepancies and check for duplicate claims.
  3. Apply the legal tests. Confirm the section 16 conditions and check for section 17 blocks, restrictions or apportionment for exempt and non-business use.
  4. Handle reverse charge separately. Report the reverse-charge liability in the appropriate liability section and pay the tax before taking the related credit, subject to the applicable conditions. The GST Portal maps eligible inward reverse-charge credit to Table 4A(3).
  5. Review Table 4. Check the auto-populated values against your reconciliation, make only supportable corrections, and keep a workpaper or other record explaining adjustments and reversals.
  6. Preview and file. Reconcile the return totals to your books and workpapers, confirm reversals and liabilities, then file according to your applicable filing schedule.

The portal states that auto-populated values are editable and that system-computed figures can be viewed. Treat the draft as a starting point, not an approval: the taxpayer is responsible for the return filed. Only specified cases are identified as “ITC not available” in GSTR-2B; other legal restrictions may still apply.

Watch the ITC time limit and specified relief

Under the ordinary section 16(4) rule, ITC generally cannot be taken after 30 November following the financial year to which the invoice or debit note pertains, or after filing the relevant annual return, whichever is earlier. CBIC Circular No. 237/31/2024-GST, dated 15 October 2024, explains retrospective relief under sections 16(5) and 16(6), inserted retrospectively from 1 July 2017 for specified cases. That relief is limited to the cases covered by those provisions; it is not a general extension for every taxpayer. Review the CBIC circular and the Act for the facts that apply to your return.

Keep a defensible reconciliation

Retain the documents and working papers that support the claim, including the comparison between GSTR-2B, books and source records, and explanations for adjustments, reversals or unresolved differences. Eligibility can turn on the transaction, business use, registration, place of supply, tax period and current rules. For an unusual transaction or a question about a statutory exception, obtain advice based on those facts rather than relying on the auto-drafted figure.
