How to Claim Input Tax Credit on GST Paid for Farm Supplies

GST paid on farm supplies is not automatically creditable. Check registration, business use, outward supplies, supporting documents, GSTR-2B, and restrictions before claiming eligible ITC in GSTR-3B.

A GST-registered farm business may claim input tax credit (ITC) on eligible farm purchases, but GST shown on an invoice is not automatically recoverable. Check the purchase documents, confirm the item’s business use and the farm’s outward supplies, review the entry in GSTR-2B, and self-assess the allowable credit before reporting it in GSTR-3B.

The practical question is not simply whether a seed, fertilizer, machine, or service was bought for a farm. It is whether the purchaser is registered, whether the purchase meets the statutory conditions, what business activity it supports, whether a restriction applies, and whether the records support the amount claimed. This guide explains how to work through those checks without assuming that every farm purchase has the same GST treatment.

As an Amazon Associate I earn from qualifying purchases.

What determines whether a farm purchase qualifies for ITC?

ITC is a credit mechanism for a GST-registered person, governed by the conditions in section 16 and restrictions in section 17 of the Central Goods and Services Tax (CGST) Act. The words “farm supplies” do not decide eligibility. The purchaser’s registration, the farm’s business activities, the item or service purchased, and how it is used all matter.

Keep two questions separate: what GST treatment applies to the farm’s purchases, and what GST treatment applies to its sales or other outward supplies. Some specified agricultural support services receive nil-rate treatment, while rates on goods depend on their exact classification. A service exemption does not make every purchase by a farmer exempt, and a supplier charging GST does not by itself establish a right to claim that tax.

If the business makes both taxable or zero-rated supplies and exempt supplies, a purchase shared across those activities may require apportionment. Purchases used for non-business purposes are also restricted. The CGST Act and the Input Tax Credit Rules set the conditions and attribution framework; the farm’s records determine how they apply to a particular invoice.

In other words, there are at least three separate checks. First, is the purchaser a registered person entitled to use the ITC framework? Second, does the transaction satisfy the applicable conditions and have a supporting document? Third, is the amount attributable to the farm’s eligible business activity rather than exempt or non-business use? A “yes” to one does not answer the others.

This distinction matters where a farm business has several kinds of activity. A purchase may relate wholly to taxable or zero-rated outward supplies, wholly to exempt supplies, partly to both, or partly to a personal or other non-business purpose. Those cases can lead to different credit treatment even where the item and invoice appear similar. Assess the actual use and outward activity, not just the name of the business or the supplier’s description.

Assess each invoice before claiming

Review purchases one at a time rather than treating all farm costs alike. For each invoice, establish what was bought, whether the purchase relates to the business, which outward activities it supports, and whether any blocked-credit restriction applies. Then confirm the supporting document and compare supplier-reported information with GSTR-2B.

Use of the purchase How to assess the credit
Exclusively for taxable or zero-rated business supplies Potentially eligible, subject to the statutory conditions, supporting documents, and any applicable restriction.
Shared between taxable or zero-rated and exempt business supplies Restrict the credit to the portion attributable to taxable or zero-rated supplies. The ITC Rules provide for attribution of common input tax using exempt supplies and total turnover, alongside invoice-level attribution for exclusive uses.
Partly or wholly for non-business use Only the business-attributable portion may be eligible; the non-business portion is restricted.
In a blocked-credit category or otherwise not meeting statutory conditions Do not claim the restricted or unsupported amount merely because GST appears on an invoice or the entry appears in GSTR-2B.

This is an eligibility framework, not an amount calculation. A specific credit cannot be determined without the farm’s registration status, outward supplies, invoices, actual use, and applicable current rules.

For a mixed-use purchase, do not decide the allocation based on convenience or simply claim the full invoice amount. The rules distinguish inputs used exclusively for particular activities from common inputs that serve more than one activity. Common input tax may need to be attributed with reference to exempt supplies and total turnover. The invoice-level facts and the applicable rules matter; the table is not a substitute for working through the required attribution.

Keep the purchase and its use identifiable in the farm’s records. For example, a record should let the farm explain what the invoice covers, why it is a business purchase, and whether it serves one activity or several. If the farm later reviews its credit, these facts help connect the document, the operational purpose, the outward supplies, and the figure reported in the return.

How to claim eligible farm input credit

  1. Confirm the purchaser’s GST status and activities. Establish that the purchaser is registered and identify its outward supplies, including which are taxable, zero-rated, or exempt. A farm’s name or occupation alone does not settle the question. If the business has more than one kind of outward activity, list them before reviewing shared costs.
  2. Classify the purchase and document its use. Record the precise goods or service, invoice details, business purpose, and whether it supports taxable, zero-rated, exempt, or non-business activity. If use is shared, preserve records that support the allocation. Do not rely on a broad label such as “farm input” when the exact item or service is material.
  3. Check the supporting document. CBIC’s ITC rules identify prescribed documents, including supplier tax invoices and debit notes, as well as other documents in applicable cases. Retain the relevant document and transaction records; the document must support the claim under the applicable rules. Check that the document relates to the transaction under review rather than assuming that any purchase record is enough.
  4. Compare the document with GSTR-2B. The GST Portal describes GSTR-2B as a read-only, auto-drafted ITC statement based on information reported by suppliers. Check whether the transaction is reflected and whether the details agree with the farm’s records. A listed invoice still requires the farm’s own eligibility assessment. A difference or missing entry is a reason to investigate the records and supplier-reported information rather than to guess at the proper treatment.
  5. Remove restricted amounts and apportion common credit. Exclude amounts that fail the applicable conditions or fall under a restriction. For inputs used across taxable or zero-rated and exempt activities, apply the attribution rules rather than claiming all tax charged on the invoice. Make a separate assessment for non-business use and for any potentially blocked category.
  6. Report only the allowable credit in GSTR-3B. The GST Portal identifies GSTR-3B as the return in which taxpayers take eligible credit based on GSTR-2B, subject to self-assessment and applicable restrictions. Follow the current portal flow and filing requirements. The amount reported should reflect the eligibility review, not simply a total copied from the auto-drafted statement.

The sequence is useful because each step answers a different question. The registration and activity review establishes whether the buyer is using the ITC framework. The invoice and use review identifies the transaction and its business connection. GSTR-2B provides an auto-drafted view of supplier-reported information. The final eligibility and allocation review determines what the farm may report. Skipping directly from an invoice to a return risks treating a document or portal entry as conclusive when neither settles every legal restriction.

The GST Portal’s institutional guidance says: “GSTR-2B should be used by taxpayers to take the right input tax credit in respective sections of Form GSTR-3B.” Read that as a prompt to use the statement when preparing the return, not as blanket approval for every entry it contains.

How to treat seeds, fertilizer, machinery, and farm services

Do not assume that a rate or exemption for one agricultural item applies to another. CBIC’s rate material describes specified agricultural support services, including operations directly related to production and named farm processes, as well as renting or leasing agro machinery, within particular entries and conditions. Those service entries do not establish the GST treatment of goods a farm buys.

One specific CBIC FAQ example is maize of seed quality under heading 1005, which attracts nil GST. That example applies to the stated product classification; it does not establish the rate for other seed varieties, fertilizer, tractors, irrigation equipment, or other farm inputs. For a purchase under review, identify the exact product or service classification and check the current official rate material and invoice treatment. Where no GST was charged, there is no GST amount on that purchase to claim as ITC.

This is why a farmer asking whether GST input credit can be claimed on seeds or fertilizer needs to identify the specific goods first. The fact that a product is used in agriculture does not establish its rate, classification, or ITC eligibility. Even if tax appears on a purchase invoice, the buyer still has to check registration, business use, outward supplies, documentation, and restrictions. Conversely, an item with a nil rate does not create a tax amount paid on that invoice that can be recovered as credit.

The same caution applies to machinery and services. Renting or leasing agro machinery appears in specified service entries, but that tells the reader about the treatment of defined services under stated conditions; it does not answer the GST treatment of machinery purchased by a farm. For a particular purchase, determine whether the transaction is a good or service, identify its exact classification, and consult current official rate material. Do not infer a blanket exemption or credit rule from the word “agricultural.”

What GSTR-2B can—and cannot—tell you

GSTR-2B is a read-only, auto-drafted ITC statement based on information reported by suppliers. It can help a farm compare supplier-reported transaction information with its purchase documents and identify entries to review while preparing GSTR-3B. It is a useful reconciliation step, but it is not the farm’s final legal analysis.

An entry in GSTR-2B does not make a credit eligible if the purchase was for non-business use, relates to exempt activity, falls within a blocked-credit category, or otherwise fails the applicable conditions. The recipient remains responsible for self-assessment. Equally, the statement should not be treated as a replacement for the prescribed supporting documents and the farm’s own transaction records.

When an invoice does not appear or its details do not agree with the farm’s records, keep the discrepancy distinct from the eligibility question. Review the source document and the supplier-reported information, and resolve the mismatch using the current portal process and applicable requirements. Do not treat a discrepancy as automatic permission to claim, nor assume that a portal listing settles a question about actual use or restrictions.

Common errors to avoid

  • Claiming all GST paid on farm purchases. Registration and a tax invoice do not override the Act’s conditions, restrictions, or use-based limits.
  • Treating GSTR-2B as approval. It is an auto-drafted statement, not a decision that each listed credit is legally available to the recipient.
  • Confusing a service exemption with a goods rate. An exemption for specified agricultural support services is not a blanket rule for farm purchases.
  • Applying one seed example to other inputs. The nil-rate example for maize of seed quality under heading 1005 does not determine rates for other goods.
  • Claiming common credit without allocating it. Inputs serving exempt supplies or non-business activity may reduce the eligible amount.
  • Ignoring the purchaser’s status and outward supplies. A farm occupation or a GST charge on an invoice does not establish that the buyer can claim the tax.
  • Using a broad product label instead of classification. Rates and treatment depend on the precise item or service and its classification, so a result for one named product should not be extended to different goods.

Statute, rates, forms, filing requirements, and portal workflows can change. For a mixed-use purchase, an exempt-supply allocation, or an invoice mismatch, check the current official rules and portal guidance; consider asking a qualified GST practitioner or chartered accountant to review the records. A professional review is particularly useful when the farm has both taxable and exempt outward supplies or cannot confidently separate exclusive from common use.

No single eligible amount can be stated for every farm. The answer depends on the purchaser’s GST status, outward supplies, individual invoices, item classification, business and non-business use, possible blocked-credit rules, and the records available. Treat each invoice as a documented eligibility decision, and use current official material for any time-sensitive rate or filing question.

Frequently Asked Questions

Can a farmer claim GST input credit on seeds or fertilizer?

Possibly, but not simply because the items are farm inputs or GST appears on an invoice. The purchaser must be GST registered, the purchase must meet the applicable ITC conditions, and its use, outward supplies, supporting documents, and any restrictions must be checked. Confirm the exact product classification and current GST treatment; the nil-rate example for maize of seed quality under heading 1005 does not establish the rate for other seeds or fertilizer.

How do I check farm purchase ITC in GSTR-2B?

Compare the purchase document and transaction details with the read-only, auto-drafted GSTR-2B statement, which is based on supplier-reported information. Use it as a reconciliation aid, then independently check eligibility and restrictions before reporting allowable credit in GSTR-3B.

Does an invoice appearing in GSTR-2B mean I can claim the full credit?

No. GSTR-2B is not blanket approval. The farm must still assess whether it is registered, whether the supporting document and transaction meet the applicable conditions, whether the purchase is for business use, whether it supports taxable or zero-rated versus exempt activity, and whether a restriction applies.

What if a farm purchase supports both taxable and exempt supplies?

Common input tax may need to be apportioned so that only the portion attributable to taxable or zero-rated supplies is claimed. The ITC Rules provide an attribution framework involving exempt supplies and total turnover, as well as invoice-level attribution for exclusive uses. Use the actual records and applicable rules rather than claiming the full invoice amount by default.

Can I claim GST on a purchase used partly for personal or other non-business purposes?

The non-business portion is restricted; only the business-attributable portion may potentially qualify, subject to all other conditions and restrictions. Record the actual use and support any allocation with the farm’s records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do agricultural service exemptions mean farm supplies are exempt from GST?

No. Specified agricultural support services receive nil-rate treatment under particular entries and conditions, but this does not establish the rate for every good a farm buys. Check the exact item or service classification and current official rate material.

What documents should I keep for an ITC claim?

CBIC’s ITC rules identify prescribed documents, including supplier tax invoices and debit notes, as well as other documents in applicable cases. Retain the relevant supporting document and transaction records, and confirm that the documentation meets the current rules for the claim.

The Bottom Line

A GST-registered farm business should not claim tax on farm supplies automatically. Confirm registration and outward activities, identify the exact purchase and its use, check the prescribed documents and GSTR-2B, exclude restricted amounts, and apportion common or non-business use where required. Report only the self-assessed eligible credit in GSTR-3B. For item-specific rates, mixed taxable and exempt activity, or an invoice mismatch, use current official guidance and consider a qualified GST practitioner or chartered accountant.
