A fixed-rate mortgage keeps its interest rate and principal-and-interest payment steady for the loan term. An adjustable-rate mortgage (ARM) can start with a lower rate, but its rate—and usually its principal-and-interest payment—may change after an introductory period. Compare the full loan terms, including the highest payment the ARM permits, rather than choosing by the initial rate alone.
What is the difference between a fixed-rate and adjustable-rate mortgage?
With a fixed-rate mortgage, the interest rate is set when the loan is made and remains the same for the life of the loan. Assuming the loan terms do not change and payments are made on time, the principal-and-interest portion of the payment stays level.

An ARM has an initial period when the rate does not change, followed by possible adjustments. The rate may rise or fall depending on the contract and the rate environment. When it changes, the principal-and-interest payment can change too. The adjustment schedule and calculation are specific to the loan agreement, so the ARM label alone is not enough to establish what will happen or when.
| Feature | Fixed-rate mortgage | Adjustable-rate mortgage |
|---|---|---|
| Interest rate | Set for the loan term | Held steady during the initial period; may change afterward under the contract |
| Principal-and-interest payment | Predictable for the loan term, assuming unchanged loan terms and on-time payments | May change when the rate adjusts |
| Future interest cost | More predictable than with an ARM because the rate is fixed | Depends on the index, margin, caps, adjustment schedule, and remaining balance |
| Main trade-off | Payment certainty on principal and interest | Potentially lower initial rate, with uncertainty and possible increases later |
This distinction applies to principal and interest, not necessarily the entire monthly housing payment. Property taxes, homeowners insurance, and mortgage insurance can change over time, including on a fixed-rate loan, and can affect the total amount due.

It is useful to separate these two ideas when looking at a monthly figure: the principal-and-interest payment governed by the loan’s rate, and the total monthly payment that may also include escrowed taxes, homeowners insurance, or mortgage insurance. A steady fixed rate can make the first figure predictable without guaranteeing that the second will never change.
Why can an ARM start with a lower payment—and why is that not its full cost?
An ARM may begin with a lower rate than a fixed-rate offer, which can make its early principal-and-interest payments lower. That initial payment is only one part of the comparison. Once the introductory period ends, the rate may be recalculated using an index and a lender-set margin, subject to the loan’s caps and other terms. The future rate and total interest cost cannot be known in advance.
If the relevant index rises, the ARM rate and payment may rise, within the contract’s limits. If the index falls, the payment may fall only if the contract permits a decrease and the index movement passes through under the loan terms. Some contracts also have a floor or limits that make decreases asymmetric. A lower introductory rate therefore does not, by itself, establish that an ARM will cost less over the time you have the loan.

Treat that as a comparison scenario, not a prediction of what an ARM will cost under every rate path. The ARM’s APR is also not a measure of its maximum possible rate; it does not capture the maximum rate you could pay.
Think of a five-year comparison as one way to compare costs under a specified assumption, not as a guarantee about the next five years. If the ARM’s rate changes during that period, actual payments and interest costs can differ from that scenario. Similarly, a quoted APR can help compare offers, but it does not answer the separate question of how high the ARM rate and payment could go under its contract.
How do ARM rates adjust?
To understand the risk, identify the parts of the adjustment formula and schedule in the specific loan documents. A label such as “5/1” generally means an initial five-year period followed by annual rate adjustments, but schedules can vary. Confirm the dates and frequency in the actual contract rather than relying on the shorthand.
Index and margin
The index moves with market conditions. The lender-set margin is added to the index to determine the fully indexed rate, subject to the caps and other contract terms. The margin is set in the agreement. Ask which index applies, how the rate is calculated on each adjustment date, and where those terms appear in the Loan Estimate and loan documents.

The index and margin work together: market movement can change the index, while the margin is the lender-set part specified in the agreement. The fully indexed rate is not necessarily the rate that applies at every reset, because caps and other contract terms can limit the change. For that reason, ask the lender to walk through the actual calculation rather than relying only on the phrase “index plus margin.”
Adjustment dates and frequency
Find out when the introductory rate ends, the date of the first adjustment, and how often the rate may adjust after that. A rate that changes annually has a different schedule from one that changes at another interval. The contract’s dates and rules—not an assumption based on the ARM’s name—determine when a change can occur.
Record the first adjustment date on your own comparison sheet and note the later schedule as well. The first reset is important, but it is not the only possible change: subsequent adjustment dates can affect the payment again. Ask what notice or loan information you will receive about an upcoming change, and make sure you understand the mechanics before the introductory period ends.
Initial, subsequent, and lifetime caps
Rate caps limit changes, but they do not eliminate the possibility of a substantial increase. Review all three kinds:
- Initial cap: limits how much the rate can change at the first adjustment.
- Subsequent cap: limits the change at later adjustments.
- Lifetime cap: limits how high the rate can rise over the life of the loan, relative to the contract’s starting terms.
Compare the cap structure across offers and check for a floor or any limits on rate decreases. A cap is a boundary on rate changes, not a promise that the rate will stay near its initial level.
Do not compare caps as isolated numbers. Consider when each one applies, how the limits interact, and what the maximum rate permitted by the full set of terms would be. Ask the lender to show how the rate could move at the first adjustment and at later adjustments under the caps. Also ask whether a floor or other provision limits a decrease, since a contract’s rules may not treat upward and downward movement symmetrically.
Payment recalculation and negative amortization
Ask how the payment is recalculated after each rate change and whether the payment covers the interest accruing under the contract. If a payment does not cover accrued interest, unpaid interest can be added to the principal; this is called negative amortization and increases the amount owed. Check whether the contract permits it instead of assuming that every payment reduces the balance.

The payment change is not determined by the rate alone: the remaining balance and the loan’s payment-recalculation rules matter too. Ask for the principal-and-interest payment at the first reset and at the maximum rate permitted by the contract. Those figures can make the consequences easier to assess than a rate cap by itself.

Compare offers using the same loan amount, down payment, and term where possible. A rate comparison is misleading if the loans differ in assumptions, fees, or payment behavior. Review the official Loan Estimates side by side and ask the lender to explain any ARM terms you cannot locate or interpret.
- Match the loan assumptions. Use the same loan amount, down payment, and term for each offer, so the comparison is not driven by different borrowing assumptions.
- Record the introductory terms. For each ARM, note the initial rate, how long it lasts, the first adjustment date, and the adjustment frequency. Compare these with the fixed-rate offer’s rate and term.
- Write down the adjustment formula. Identify the index, margin, and rate calculation rules. Do not treat the ARM’s current introductory rate as its permanent rate.
- Compare every cap and floor. Record the initial, subsequent, and lifetime caps, plus any floor or limits on decreases. Ask the lender to show how those terms constrain the rate at each adjustment.
- Ask for payment figures at reset and at the contractual maximum. Find out the payment at the first adjustment and the highest payment permitted under the loan terms. Test whether that maximum would fit your budget without relying on a sale or refinance.
- Check how the balance and payment behave. Ask whether payment is recalculated at each rate change and whether negative amortization is possible. Review what happens if you repay the loan early and whether there is a prepayment penalty.
- Compare costs beyond the rate. Review principal and interest, total monthly payment, points, upfront fees, and other costs. Consider the payment terms as well as the APR; an ARM APR does not show its maximum possible rate.
- Use the five-year comparison carefully. If you use the CFPB’s five-year ARM cost comparison, remember that its assumption that rates stay the same is a scenario, not a forecast of all possible ARM costs.
- Consider your expected time in the home as an assumption, not a guarantee. A shorter planned holding period can be relevant, but do not assume that a move or refinance will happen before an adjustment.
Use the Loan Estimate to compare the lender’s stated costs and payment terms, then ask for clear answers about the ARM’s first-reset and maximum-payment figures. If those figures are not clear to you, do not substitute the introductory payment for them when deciding what you can afford.
A practical comparison worksheet can put the important differences on one page. For each offer, note the loan amount and term, initial rate and payment, and any points or upfront fees. For an ARM, add the initial fixed period, first adjustment date, index, margin, adjustment frequency, caps, and floor. Then record the first-reset payment and contractual maximum payment alongside the fixed-rate principal-and-interest payment. These entries help distinguish an attractive introductory quote from the range of payments the contract allows.
When comparing total costs, be clear about the period and assumptions being used. For instance, a five-year comparison is useful only if you recognize what it assumes about future ARM rates. Do not treat a single time-window calculation as the full cost over the life of the loan, or as a forecast. Ask the lender to explain which fees and payment figures are included and how the comparison treats future adjustments.
Useful questions to take to a lender include: “When can this rate first change, and how often after that?” “Which index and margin determine the rate?” “What are the initial, later, and lifetime caps, and is there a floor?” “What would the principal-and-interest payment be at the first reset and at the highest rate allowed?” “Can unpaid interest be added to my balance?” and “Is there a penalty if I repay early?” Clear answers make it easier to compare like with like.
What should you look out for in the fine print?
Focus on terms that determine when a rate can change, how large the change can be, and how that change affects the balance and payment. Do not stop at the advertised initial rate or assume that a cap makes the payment safe for your budget.

- The payment at the first reset and the maximum payment permitted by the contract.
- Whether the payment is recalculated with each rate change and whether unpaid interest can be added to principal.
- Any prepayment penalty and the terms that apply if you repay early.
Read the Loan Estimate and the loan agreement together: the comparison document helps you evaluate offers, while the contract contains the terms governing future adjustments. Ask the lender to explain how the caps apply in sequence and how the maximum payment was determined. The key is to understand the payment rules before you commit, not to infer them from the ARM’s introductory quote.
Be especially cautious about assumptions that are not part of the written loan terms. A low first payment does not promise that later payments will stay low; a cap does not prevent every increase; and a plan to move or refinance does not guarantee that you will be able to do so. If a term is unclear, request an explanation tied to the exact loan offer rather than relying on a general description of how ARMs work.

A fixed rate gives you a stable principal-and-interest payment under the loan terms. That makes it easier to plan for this part of the mortgage, especially if you expect to keep the loan for a long time or value predictable payments.
It does not freeze every part of the monthly housing bill. Property taxes, homeowners insurance, or mortgage insurance may change, affecting the total payment when those costs are included in the amount collected each month. Separate those variable costs from principal and interest when assessing what a fixed-rate payment does—and does not—guarantee.
That distinction also matters when budgeting. A fixed-rate loan can reduce uncertainty about principal and interest, but you should still allow for the possibility that other housing costs will change. When you compare a lender’s monthly payment figures, check what is included so that you are not treating an estimate of the total bill as an unchanging amount.
Which type may fit your plans?
A fixed-rate mortgage may be worth prioritizing if…
- You place a high value on predictable principal-and-interest payments.
- You expect to keep the home or loan for a long time and do not want future rate adjustments to affect the payment.
An ARM may be worth examining if…
- You can afford the maximum payment permitted by the loan, not just the introductory payment.
- You are considering a shorter holding period but understand that your plan to move or refinance is not guaranteed.
These are decision factors, not universal rules. The CFPB warns that property values may fall and a borrower’s financial circumstances may change, which can affect the ability to sell or refinance. Its Adjustable-Rate Mortgages handbook puts the central uncertainty plainly: “ARMs come with the risk of higher payments in the future that you might not be able to predict.”

Historical choices are context, not a recommendation. A CFPB page accessed in 2026 reports that 85–95% of buyers chose fixed-rate mortgages and 5–15% chose ARMs in 2008–2022; it also reports historical shares of 70–75% fixed rate and 25–30% ARM. Those ranges are not current borrower behavior, nor a precisely dated annual series, and they do not tell you which loan is right for your circumstances.

A planned shorter stay may be one reason to examine an ARM, but it should remain a planning assumption. A sale could be delayed, refinancing may not be available on acceptable terms, and a change in home value or finances could affect your options. Make sure the payment would remain manageable if the plan changes, rather than treating an expected move or refinance as the answer to future payment risk.
Likewise, choosing a fixed rate does not mean that every part of the mortgage bill is locked in, or that it is always the better fit. It means the interest rate and principal-and-interest payment are set for the loan term. The choice depends on how you weigh that predictability against the ARM’s potentially lower initial rate and the risk of later changes.
Make the decision around the payment you can sustain
For each offer, compare the same borrowing assumptions, full upfront costs, payment terms, and—if it is an ARM—the reset mechanics and maximum permitted payment. Choose based on the contract you can afford and the uncertainty you are willing to carry, not on a prediction that rates will move in your favor or that you will be able to exit the loan before an adjustment.
Frequently Asked Questions
What is the difference between a fixed-rate and adjustable-rate mortgage (ARM) loan?
A fixed-rate mortgage keeps its interest rate and principal-and-interest payment steady for the loan term, assuming the loan terms do not change and payments are made on time. An ARM has an initial period when its rate does not change, followed by possible adjustments under the contract. The ARM’s payment may rise or fall, subject to its index, margin, caps, and other terms.
What should I look out for in the fine print?
Check the introductory period, first adjustment date and later adjustment frequency; the index and margin; initial, subsequent, and lifetime caps; any floor or limits on decreases; and the payment at the first reset and at the maximum rate allowed. Also ask how payments are recalculated, whether negative amortization is possible, and whether there is a prepayment penalty.
Can I count on selling or refinancing before an ARM adjusts?
No. A planned move or refinance is not guaranteed. Property values may fall and financial circumstances may change, affecting the ability to sell or refinance. Evaluate whether you could afford the maximum payment permitted by the ARM rather than relying on an early exit.
Does a fixed-rate mortgage mean my total monthly payment will never change?
No. The rate and principal-and-interest payment remain predictable under the loan terms, but property taxes, homeowners insurance, and mortgage insurance can change and affect the total monthly housing payment.
Recommended Free Tools
Does an ARM’s APR show the highest rate I could pay?
No. An ARM APR does not capture the loan’s maximum possible rate. Review the adjustment terms and ask the lender for the payment at the first reset and the highest payment permitted by the contract.
The Bottom Line
A fixed-rate mortgage offers more predictable principal and interest; an ARM may start lower but can adjust later. Compare Loan Estimates using the same assumptions, understand every ARM adjustment term, and make sure the contract’s maximum permitted payment would be affordable. Do not rely on a lower introductory rate or an assumed sale or refinance to manage future risk.
