How to Claim Input Tax Credit on Eligible Business Purchases Under GST

A GST-registered business can claim input tax credit (ITC) on eligible goods and services used or intended for use in the course or furtherance of its business—but only after checking the statutory conditions and restrictions. For each purchase, keep the prescribed tax document, confirm receipt, assess business use and blocked-credit rules, reconcile the invoice with GSTR-2B, and report only the supportable amount in the relevant GSTR-3B fields.

GSTR-2B helps with reconciliation; it does not decide every question of legal eligibility. A credit appearing in the statement may still be restricted, while a missing entry calls for investigation rather than an automatic claim or rejection. This guide covers the general process under India’s GST regime; the treatment of an individual purchase depends on its facts and the current law and portal instructions.

What input tax credit is—and what it is not

Input tax credit is credit for eligible GST paid on business inputs, such as goods or services acquired for business use. It can reduce the GST liability accounted for in the return, subject to the conditions and restrictions in the applicable law. The starting point is section 16(1) of the Central Goods and Services Tax Act, which ties credit to goods or services used or intended to be used in the course or furtherance of business.

That does not mean every purchase recorded as a business expense qualifies. The claimant must meet applicable conditions, hold an accepted tax document, receive the supply, allocate credit appropriately where use is mixed, and screen the purchase for blocked-credit rules. A purchase register entry or a portal statement alone does not establish that all these tests are met.

ITC is also distinct from an expense deduction for income-tax purposes. A business should assess the GST credit under GST rules, rather than assuming that treatment in its accounts or another tax return settles eligibility. Accounting classification can help explain the purchase, but it does not replace the GST tests.

The rules also distinguish the purpose for which an input is used. Business use is the starting point, but the credit may be restricted if the input is used for non-business purposes or to make exempt supplies. Taxable and zero-rated supplies are treated differently from exempt supplies for this allocation analysis. The right question is not simply “Was this bought by the business?” but “Who is claiming, what was acquired, how was it used, and do any statutory restrictions apply?”

Check eligibility before preparing the return

Confirm the claimant and business connection

First establish that the claimant is a registered person entitled to claim under the applicable GST provisions. Then identify what was acquired and how it is used or intended to be used. Personal consumption is not business use. Where a purchase serves both business and non-business purposes, or supports both taxable and exempt supplies, the credit may need to be limited or apportioned under section 17 and the applicable rules.

Keep a reasonable record of the business purpose: for example, the purchase description, the relevant business activity, and the basis for any allocation. The supporting details will vary by transaction; the important point is to be able to explain the connection between the purchase and the business. For a shared asset or service, record the method used to separate business use from personal use, rather than treating the entire invoice as automatically eligible.

Use “used or intended to be used” carefully. The test can include an input acquired for a business purpose before it is put to work, but the intended use still needs to be genuine and supported by the facts. If the actual use changes, or part of the purchase is diverted to personal or exempt use, reassess whether an allocation or reversal is required under the applicable provisions.

Check blocked credits and exceptions

Section 17(5) blocks credit for specified classes of supplies, subject to the wording and exceptions in the relevant clauses. Examples in the Act include certain motor vehicles and conveyances, food and beverages, club memberships, specified insurance, personal consumption, and goods that are lost, stolen, destroyed, written off, gifted, or supplied as free samples.

These examples are screening prompts, not a complete checklist or a ruling on a particular purchase. A category may have exceptions, and the result depends on the precise provision and facts. Check the current statutory text and applicable rules before claiming credit—especially when the purchase is in a named category or has an unusual business use. Do not decide from a broad label alone: a motor vehicle, insurance policy, or meal expense may need closer review of the specific clause and the circumstances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Blocked credit is a separate question from whether an invoice appears in GSTR-2B. A supplier’s filing may place a transaction in the statement, but that does not override a restriction that applies to the recipient. Likewise, an item that is not named in these examples is not automatically eligible; the business-use, document, receipt, allocation, and other applicable conditions still need to be met.

Claiming ITC: a transaction-by-transaction workflow

1. Identify the purchase and intended use

Record the supplier, description, purchase date, business purpose, and whether the item is used wholly for business or partly for another purpose. Note whether the business makes taxable or zero-rated supplies, exempt supplies, or a mix. This initial classification helps identify whether a restriction or allocation needs attention before the return is prepared.

For recurring purchases, apply the same review to each relevant invoice rather than assuming that a prior month’s treatment fits every later transaction. The supplier, description, actual use, document, or reporting status may differ. Where a single invoice covers more than one item or use, preserve enough detail to identify the portion being claimed and the portion excluded or treated differently.

2. Collect the qualifying tax document

Retain the tax invoice, debit note, or other document prescribed for the transaction. Section 16(2) includes possession of an accepted tax-paying document among the conditions for credit. Check that the document relates to the claimant and the supply in question, and that its details agree with the business’s purchase records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The correct document can depend on the transaction. Imports and other prescribed cases may have different supporting documents, so do not treat an ordinary receipt or payment record as a substitute without checking the current requirements. Keep the document in a form that can be retrieved and matched to the accounting entry, the relevant GSTR-2B information, and the return in which the credit is reported.

Review the document for practical inconsistencies before filing: whether the supplier and recipient details correspond to the transaction, whether the goods or services are described, and whether the amount and tax figures agree with the purchase records. If an invoice is corrected or a debit or credit note is issued, keep both the original and the subsequent document so the history of the reported amount remains clear.

3. Confirm that the goods or services were received

Match the invoice to evidence of delivery or performance, as appropriate: for example, delivery records for goods or service records for work performed. Also trace the purchase in the accounts and payment records where relevant. The statutory receipt condition includes rules for certain cases in which goods are delivered to another person on the recipient’s direction; physical possession by the named purchaser is not the only possible fact pattern.

If there is a dispute about whether a supply was actually received, keep the relevant correspondence and delivery or service evidence. Do not claim simply because an invoice was issued or a payment was made if the receipt condition is not established. For services, the evidence may be different from a goods delivery note, so retain records that demonstrate what service was provided and its connection to the business.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Apply business-use allocation and legal restrictions

Separate the credit attributable to business use from any non-business use, and consider whether the purchase also supports exempt supplies. Apply the relevant section 17 restrictions and rules rather than claiming the full invoice credit by default. Separately test for a section 17(5) blocked-credit category and any applicable exception.

Keep the calculation and its basis with the purchase records. If you cannot support the eligible portion or determine whether an exception applies, resolve that question before including the amount in the return. The allocation should be explainable from the way the input is used and the applicable rules, not chosen simply to produce a preferred credit figure.

For example, a purchase supporting both taxable and exempt activity requires a different analysis from one used wholly for taxable business activity. Similarly, a purchase used partly for a proprietor’s personal purposes should not be treated as wholly business-use credit merely because it was invoiced to the business. These are decision points rather than ready-made percentage rules; use the applicable statutory and rule-based method for the facts.

5. Reconcile the purchase with GSTR-2B

GSTR-2B is an auto-drafted, static ITC statement and is read-only. It reflects information received by the portal from supplier-filed data and other reported sources, including import data described in the GST Portal’s FAQ. Compare it with the purchase register and source documents. Check for missing, amended, duplicate, or inconsistent entries and follow up on differences with the supplier or through the relevant records.

The GST Portal says: “Form GSTR-2B should be used by taxpayers to take the right input tax credit in respective sections of Form GSTR-3B.” That is portal guidance for return preparation, not a replacement for applying the eligibility rules to each transaction.

A credit shown in GSTR-2B is not automatically eligible: the portal itself cautions that its “not available” indicator covers specified situations and that other legal restrictions may also apply. Conversely, a missing invoice is a reconciliation issue to investigate; the statement alone does not settle the legal treatment. Check the supplier’s reporting, invoice details, amendments, and the relevant period, and avoid claiming the same credit twice.

Because the statement is static and read-only, it is best used as a period-specific comparison document, not as a live record that changes whenever a supplier updates its filing. If information is amended or reported later, review the relevant subsequent statement and the applicable return instructions. Keep a reconciliation trail that shows what appeared, what the purchase records showed, what was followed up, and what treatment was ultimately reported.

When comparing the statement and books, do not limit the check to the headline total. Match transaction-level details where possible and examine differences that could arise from an amended invoice, credit note, duplicate entry, incorrect amount, or period mismatch. A total that happens to agree can still conceal an individual duplicate or an ineligible purchase; a total that differs does not by itself explain which item is wrong.

6. Report the supportable amount in GSTR-3B

Use the relevant current GSTR-3B Table 4 fields for eligible ITC and reversals. The portal FAQ describes categories covering imports, reverse-charge inward supplies, Input Service Distributor credit, other ITC, reversals, net credit, and other details. Map each item to the category that applies under the return-period instructions, and account for any required reversal or adjustment.

GSTR-2B itself is not filed; it is a read-only statement used to help prepare the return. Portal labels and return instructions can change, so use the instructions for the period being filed rather than relying on an old screenshot or saved workflow. Do not treat auto-populated figures as final legal advice: report only the amount supported by the documents, receipt, business-use analysis, and applicable rules.

Think of the return figure as the result of the checks, not the starting point. First identify eligible credit and any credit that must be reversed or excluded; then use the current Table 4 mapping to report those amounts. Where a transaction is subject to a special category, such as import credit or reverse-charge inward supplies, use the corresponding current field rather than placing it in a general category by habit.

Before submitting, compare the return entry back to the workpapers and reconciliation. Confirm that duplicates, credit notes, amendments, and reversals have been considered, and that the net amount reflects the correct treatment. If the portal auto-populates figures, review them against the underlying records; auto-population can aid preparation but does not transfer responsibility for the eligibility assessment.

How to resolve common reconciliation problems

An invoice is missing from GSTR-2B

  • Check that the invoice belongs to the correct GST registration and period, and that the invoice number and other details in the purchase register match the document.
  • Ask the supplier to check its reporting and correct any omission or error through the applicable process.
  • Review the next relevant statement for an amendment or later-reported entry, while keeping track of the period and avoiding duplicate credit.
  • Assess the statutory conditions and current timing rules before deciding whether and when a claim can be made. A missing statement entry should not be treated as permission to ignore applicable requirements.

Start by distinguishing a true omission from a matching problem. A typographical difference, incorrect registration details, or a transaction reported in another period can make an entry hard to locate. Compare the source tax document and purchase register carefully, then contact the supplier if its reporting appears incomplete or incorrect. Keep a note of the query and any correction or explanation received.

Do not assume that the entry will appear immediately after a supplier says it has filed, and do not claim it twice if it later appears in a subsequent statement. Check current GST law and return-period instructions on timing before deciding what action is available. No universal filing deadline is stated here because the applicable timing rule should be verified against the current law rather than inferred from an older Act edition.

An invoice appears, but the purchase may be ineligible

Recheck the business connection, receipt, allocation, and blocked-credit rules. If the statement marks an item as unavailable, identify the reason and correct the return treatment as appropriate. If it appears available but fails another legal test, do not claim it merely because it is listed. Record the decision and any reversal or adjustment needed.

For instance, the entry may be present while the purchase is partly personal, relates to exempt supplies, or falls within a blocked-credit category. In each case, the statement is evidence to reconcile, not a permission slip. If only part of a transaction is eligible, support the amount and treatment with the relevant allocation and records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The invoice, books, and statement do not agree

Compare the underlying tax document with the purchase register and portal entry. Look for amendments, credit notes, duplicate entries, incorrect amounts, or a mismatch in the reporting period. Correct the accounting or follow up with the supplier as warranted, then use the current return instructions to determine the appropriate reporting and reversal treatment. Preserve the reconciliation trail so the return figure can be traced back to the source records.

Keep the original entry visible in the records when correcting it; silently overwriting a difference can make it difficult to explain how the reported amount was reached. For a credit note or amended document, consider its effect on the original credit and any required adjustment. Where the correct treatment is uncertain, resolve the point under the applicable rules or seek qualified tax assistance instead of forcing the difference into a convenient Table 4 field.

Records to retain

Keep the tax invoice, debit note, or other prescribed document; evidence that the goods or services were received; purchase-register and accounting entries; relevant payment or delivery records; and the GSTR-2B reconciliation. For purchases with mixed use, exemptions, or a potential blocked-credit exception, also retain the allocation or eligibility analysis and the basis for the treatment reported in GSTR-3B. Good records make it easier to explain both the amount claimed and any amount excluded or reversed.

A useful record trail links each claimed amount to the transaction: the source document, proof of receipt, explanation of business purpose, allocation where required, the portal reconciliation, and the return-period reporting. If a supplier is asked to correct an omission, retain the correspondence and later check whether the correction appeared. If the business decides not to claim an item or reverses credit, preserve the reason as well as the calculation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single document that answers every eligibility question. A payment record may support the account trail but not replace the prescribed tax document; a portal entry may assist reconciliation but not prove receipt or establish that no blocked-credit rule applies. Retain the set of records that together supports the decision.

Timing and cases that need extra care

ITC claims are subject to statutory timing rules, and a filing deadline should not be inferred from an old copy of the Act or a prior-period workflow. Check the current text of the Act, rules, and return-period instructions before filing, particularly for late-reported invoices, amended documents, or corrections to earlier returns.

Extra care is warranted for mixed business and personal use, exempt supplies, section 17(5) exceptions, imports, reverse-charge inward supplies, supplier non-compliance, and amended returns. Their treatment depends on facts and current provisions. A GST practitioner or tax professional can review a difficult eligibility or reconciliation question; professional assistance does not guarantee that a credit will be allowed.

Portal behavior and return labels can change alongside rules and instructions. The GST Portal’s GSTR-2B FAQ describes the statement as a tool to take the right credit in the corresponding GSTR-3B sections, but taxpayers still need to check the instructions for the period being filed. Avoid relying on a saved mapping, old return screenshot, or an earlier deadline without confirming that it remains applicable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no fixed cost or commercial product required to complete the basic process described here. For a complex case, hiring a GST practitioner is an optional way to obtain a review; any fee depends on the professional and scope of work, and no particular provider or service is endorsed here.

Practical pre-filing checklist

  • The claimant is entitled to claim under the applicable GST provisions.
  • The purchase has a valid business connection, and any non-business or exempt-use portion has been considered.
  • The prescribed tax document is available and relates to the claimant and transaction.
  • Receipt of the goods or services is supported by appropriate records.
  • The purchase has been screened for blocked credit and relevant exceptions.
  • The purchase register has been reconciled with GSTR-2B, including amendments, credit notes, and duplicate or missing entries.
  • The GSTR-3B Table 4 treatment follows the current period’s instructions and includes applicable reversals.
  • The amount claimed is supportable from records and the applicable law, not merely because it appears in an auto-drafted statement.

Frequently Asked Questions

Can I claim GST input credit on business expenses?

Possibly. A GST-registered claimant may claim eligible ITC for goods or services used or intended for use in the course or furtherance of business, subject to the required tax document, receipt, allocation rules, blocked-credit provisions, and other applicable conditions. Being recorded as a business expense does not by itself make a purchase eligible.

Why is my purchase invoice missing from GSTR-2B?

Check that you are looking at the correct GST registration and period and that the invoice details match your records. The supplier may have omitted or incorrectly reported the transaction, or an amendment may appear in a later statement. Follow up with the supplier, review subsequent relevant statements, and check current timing rules before deciding how to report any credit. Do not claim the same amount twice if it later appears.

If an invoice appears in GSTR-2B, is the ITC automatically eligible?

No. GSTR-2B is an auto-drafted reconciliation and return-preparation statement, not a complete legal eligibility decision. A listed purchase may still be restricted because of personal or exempt use, a blocked-credit rule, lack of receipt, or another applicable condition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I have to file GSTR-2B to claim input tax credit?

No. GSTR-2B is a static, read-only statement and is not itself filed. Use it to reconcile purchase information and help prepare the relevant eligible-credit and reversal entries in GSTR-3B, following the current period’s instructions.

What documents should I keep for an ITC claim?

Keep the qualifying tax invoice, debit note, or other document prescribed for the transaction, along with evidence of receipt, purchase and accounting records, relevant delivery or payment records, and the GSTR-2B reconciliation. For mixed use or a possible blocked-credit exception, retain the allocation or eligibility analysis too. Imports and other prescribed cases may require different supporting documents.

What if only part of a purchase is used for the business?

Do not automatically claim the full invoice credit. Assess the non-business portion and any use for exempt supplies under section 17 and the applicable rules, and claim only the supportable amount. Retain the calculation and the facts supporting the allocation.

Can I claim ITC for a purchase that falls under a blocked-credit category?

Section 17(5) blocks credit for specified classes of supplies, but the precise clauses may contain exceptions. Check the current wording and the facts before claiming. A GSTR-2B entry does not override a blocked-credit restriction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the deadline for claiming a late-reported or amended invoice?

ITC is subject to statutory timing rules, but the applicable deadline should be checked in the current Act, rules, and return-period instructions. Do not rely on an older Act edition or a prior-period workflow to determine the current limit.

The Bottom Line

Claim ITC only after the claimant, business purpose, prescribed document, receipt, allocation, and blocked-credit tests have been checked. Reconcile each purchase with GSTR-2B, investigate missing or inconsistent entries, and use the current GSTR-3B Table 4 instructions to report eligible credit and reversals. A portal entry is a useful cross-check—not a substitute for applying the law to the transaction.
