Build your retirement budget from your own Social Security estimate, then adjust it for when you claim, whether you keep working, Medicare deductions, and possible taxes. The amount shown as your gross benefit is not necessarily the amount deposited in your bank account—and a published national average is not a forecast of your personal benefit.
Start with the benefit you can actually plan around
Social Security belongs in a household budget as a monthly income stream, but its amount and timing depend on your record and choices. Begin with the estimates in your personal my Social Security account, not an average benefit figure. The Social Security Administration (SSA) says you can review estimated retirement benefits at different claiming ages between 62 and 70. Record the estimate date, the age it assumes you will claim, and whether it is shown in today’s dollars or projected future dollars.

Keep the estimate’s assumptions visible. If it assumes you will continue earning, stopping work sooner could change the estimate; additional earnings might also raise it if they replace a low- or zero-earning year among the 35 years used in the calculation. SSA’s account and guidance can help you compare estimates, but they do not determine what is affordable for your household. For the SSA’s overview of working and applying for retirement benefits, see Your Options: Working, Applying for Retirement Benefits, or Both.

Separate gross benefit from spendable income
Use distinct lines in your worksheet for the estimated gross Social Security benefit and the amount you expect to have available to spend. The deposit can be lower if Medicare Part B premiums or elected federal tax withholding are deducted. Taxable benefits may also create a tax bill even if you do not have withholding taken directly from the payment. Treat Medicare deductions, benefit withholding, and income-tax planning as separate adjustments: they have different rules and may not appear in the same place on your statement.

Make your budget monthly, and label its time basis: current-year dollars, or the dollars expected in a particular future year. If one number is in today’s dollars and another includes future inflation adjustments, they cannot be compared directly without converting them to the same basis. List other predictable income and household spending alongside Social Security so you can see how much of your plan depends on the benefit.
Compare claiming ages as cash-flow scenarios
Claiming earlier generally means a smaller monthly retirement benefit; delaying past full retirement age (FRA) increases the benefit through delayed retirement credits, up to age 70. SSA says there is no incentive to delay filing after age 70. These rules make the timing decision a comparison of income streams, not a universal answer about which age is best for everyone.
For each plausible claiming age, make a separate scenario rather than blending the estimates into one forecast. Include the period before benefits begin as well as the years after they start. If a scenario assumes earnings while you collect benefits before FRA, account for the earnings test described below. If it assumes you delay, show what income or savings would cover expenses in the meantime. Use SSA’s personalized estimates for the dollar amounts; do not infer a personal benefit from a general average.

| Scenario question | What to enter in the budget |
|---|---|
| When would benefits begin? | The claiming age and the SSA estimate for that age, with the estimate date and dollar basis. |
| What happens before benefits begin? | Expected earnings, other income, and the amount of household spending that must be covered from other sources. |
| Will you work while collecting before FRA? | Expected wages or net self-employment earnings, the applicable annual earnings-test limit, and any possible withholding. |
| What will affect the deposit? | Any Medicare Part B premium or elected federal tax withholding deducted from the benefit. |
| What could affect the tax bill? | Social Security and other expected income, considered using the worksheet for the relevant tax year. |
| Can the household absorb a lower early benefit? | How the scenario fits essential spending and the household’s available income while claiming early or waiting. |
Health, household cash needs, work plans, other income, and personal priorities all affect the choice. A scenario that provides more monthly income later may not solve a cash shortfall now; a scenario with earlier income may mean a lower monthly benefit. Lay out the trade-offs and use individualized advice where your circumstances warrant it. SSA also provides information for financial professionals at Information for Financial Professionals.
Account for work before full retirement age
If you collect retirement benefits and have earnings before FRA, the earnings test can temporarily reduce payments. The relevant amounts depend on the calendar year and on whether you are below FRA all year or reach FRA during that year. For 2026, SSA lists a $24,480 annual exempt amount for someone under FRA all year and a $65,160 amount for someone who reaches FRA during 2026. These are year-specific limits; check SSA’s current table before using them for another year.
| Situation in 2026 | Limit and period covered | Withholding formula |
|---|---|---|
| Below FRA for the entire year | $24,480 annual earnings-test exempt amount | SSA withholds $1 for each $2 of earnings above the limit. |
| Reaching FRA during 2026 | $65,160, applied only to earnings before the month FRA is reached | SSA withholds $1 for each $3 of earnings above the limit. |
| FRA month and later | The earnings test no longer reduces retirement benefits from the FRA month onward. | Earnings do not reduce retirement benefits under this test. |
The test concerns earnings from work—wages and net self-employment earnings—not pensions, annuities, investment income, or interest. Do not treat every dollar of household income as earnings for this calculation. The formulas describe how much SSA withholds based on earnings above the applicable limit; the resulting cash-flow timing depends on SSA’s handling of the benefits.

Illustrations using the 2026 formulas
Suppose someone below FRA all year has $25,480 in earnings in 2026. That is $1,000 above the $24,480 limit, so the formula gives $500 in withholding ($1,000 divided by 2). For someone reaching FRA in 2026, suppose earnings before the FRA month are $68,160. That is $3,000 above the $65,160 limit, so the formula gives $1,000 in withholding ($3,000 divided by 3). These arithmetic examples show the formula, not a prediction of which specific monthly checks SSA will withhold.
Do not budget the earnings-test withholding as a permanent dollar-for-dollar cut to the underlying benefit. SSA says benefits withheld while you continue to work are not “lost”; at FRA, it recalculates the monthly benefit to account for months in which benefits were withheld. That later adjustment does not remove the need to plan for the earlier months when the payment may be reduced. See the current-year limits and SSA’s explanation at Exempt Amounts Under the Earnings Test.
Translate a COLA into a realistic deposit estimate
A cost-of-living adjustment (COLA) updates benefits, but it does not guarantee that your bank deposit rises by the same percentage. SSA announced a 2.8% COLA for 2026, based on changes in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) from the third quarter of 2024 through the third quarter of 2025. It is a published adjustment for 2026, not a standing forecast for future years. SSA explains that “The purpose of the COLA is to ensure that the purchasing power of Social Security and Supplemental Security Income (SSI) benefits is not eroded by inflation.” Read the 2026 COLA Fact Sheet.

The adjustment is applied through the benefit calculation. The final amount also depends on factors such as early- or delayed-claiming adjustments, possible Medicare Part B premium offsets, and rounding. As a result, multiplying the prior deposit by 1.028 is not a reliable way to predict the new net deposit. SSA describes the calculation in Application of COLA to a Retirement Benefit, and provides general COLA information at COLA Information.
When a deposit changes, compare the gross benefit and deductions on your SSA notice or account rather than assuming the COLA alone explains it. Look for a change in the calculated benefit, a Medicare deduction, tax withholding, earnings-test withholding, or another change in your household’s situation. Record the cause and effective period in the budget so you do not carry a temporary or one-time change forward as if it were permanent.
Include Medicare costs and enrollment timing
Medicare Part B premiums may be deducted from Social Security benefits. Verify the premium that applies to you under current Medicare rules and your individual circumstances; do not hard-code an old premium into a long-term budget. If you are already receiving Social Security, check the benefit notice or account to see what is being deducted. If you are not receiving Social Security at 65, Medicare enrollment still needs its own place in your plan: SSA guidance says to apply for Medicare three months before turning 65. Late Part B enrollment can result in a continuing penalty, although qualifying employer-coverage circumstances may matter. Review SSA’s guidance on working, applying, and Medicare and its COLA and Medicare information.

Keep health costs separate from the retirement benefit estimate. The benefit estimate does not by itself tell you what your healthcare costs will be, and the Part B deduction can change the amount deposited even when the calculated gross benefit changes for a different reason. A useful worksheet has a line for gross Social Security, a separate line for any premium deducted from the payment, and a broader healthcare-spending category for costs not reflected in that deduction.
Plan for federal income tax without guessing
Some households owe federal income tax on Social Security benefits. In specified situations, up to 85% of benefits may be included in taxable income; that is not an 85% tax rate. Whether benefits are taxable depends on the household’s tax circumstances, including other income. Do not estimate your personal tax from the 85% figure alone or assume that the amount deposited represents the after-tax value of the benefit.
For tax year 2025, the IRS’s Publication 915 includes a worksheet to help determine whether benefits are taxable. For estimated-tax planning in 2026, Publication 505 includes a worksheet that accounts for expected Social Security benefits along with other income. Use the form and worksheet for the tax year you are planning, not an older year’s figures as a permanent rule. If you elect federal tax withholding from a benefit, include it as a deduction from the deposit; if you instead plan to pay estimated tax, budget for that payment separately. The right approach depends on your full tax situation.

- Choose the period and dollar basis. Decide whether the worksheet represents a current month or a future year, and mark whether its amounts are in current or future dollars. Use monthly figures for recurring income and spending.
- List baseline income and spending. Enter predictable income, essential expenses, and discretionary expenses. Keep the categories useful to your household; there is no evidence-based universal spending allocation that fits every retiree.
- Enter your personalized SSA estimates. In your my Social Security account, compare available claiming ages. Record the estimate date, assumed claiming age, and stated dollar basis. Keep the gross benefit distinct from the expected deposit.
- Make separate claiming scenarios. For each plausible age, show when benefits begin, what other income is available before then, and any expected work earnings after benefits start. Note whether earnings fall before or after FRA.
- Apply the earnings test only if relevant. For work while receiving benefits before FRA, identify the correct year’s limit and count wages or net self-employment earnings—not pensions, annuities, interest, or investment income—as earnings for this test. Include the formula-based withholding in the period it may affect.
- Estimate spendable Social Security. Start with the gross estimate, then account separately for any Part B premium or elected federal tax withholding taken from the payment. If you expect estimated-tax payments, place them in the tax budget rather than treating them as a benefit deduction.
- Reconcile and review. Use the IRS worksheet for the tax year in question, include Medicare and other healthcare costs in the broader household budget, and revisit the worksheet after SSA notices, a new COLA, earnings changes, benefit recalculations, Medicare-cost changes, or tax changes.
Use notices to diagnose a changed check
When a payment changes, first compare the new notice or account details with the previous period. Identify whether the gross benefit changed or whether a deduction or withholding changed. Then match the change to its effective date: a COLA, claiming-age calculation, earnings-test withholding, Medicare premium, or elected tax withholding can affect the amount available in different ways. If the reason is not clear, use the SSA notice and account information to identify what changed before revising the budget.
- Gross amount changed: Check for a COLA, an adjustment tied to claiming age, or a recalculation related to withheld months or earnings.
- Deposit changed but gross amount did not: Review the Medicare Part B deduction and any federal tax withholding.
- Work earnings changed: Check the applicable year’s earnings-test limit and whether the earnings occurred before FRA.
- Tax planning changed: Revisit the IRS worksheet using the appropriate tax-year publication and your other income.
SSA’s annual thresholds and COLAs are time-sensitive. Keep the year beside each figure in the budget, and verify future-year amounts on the SSA pages rather than carrying 2026 values forward. The SSA retirement planning page provides a starting point for reviewing benefits and planning information.
