Regular GST registration is generally the better fit when you need the ordinary input-tax-credit chain, sell across state borders, serve customers who require tax invoices, or expect to outgrow the composition limit. The right comparison depends on your business’s PAN-wide turnover, supplies, purchases and customers, not just the headline rate.
Start by checking whether composition is available
Composition is an optional route for eligible registered taxpayers, not a general alternative open to every business. Eligibility can depend on the taxpayer’s category, preceding-year aggregate turnover, types of supplies and where those supplies are made. The restrictions also operate across registrations linked to the same PAN, so a business with registrations in multiple states should assess them together. Check the current wording of section 10, the rules and applicable notifications before electing; the CBIC composition rules and CBIC sector FAQs explain the framework.

Common restrictions to check
- Casual taxable persons and non-resident taxable persons are among those excluded from the ordinary composition route.
- Inter-State outward supplies can disqualify a taxpayer from composition.
- Specified manufacturers, including manufacturers of ice cream and other edible ice, pan masala, and tobacco or tobacco substitutes, are identified in the official materials as restricted categories.
- The ordinary route under sections 10(1) and 10(2) is not generally available to service suppliers outside permitted categories. Section 10(2A) provides a separate option for certain eligible suppliers otherwise outside those provisions.
These are key checks, not a complete eligibility opinion: the applicable category and current legal conditions matter.
Use the correct turnover limit—and verify it for your state
The CBIC sector FAQ reports a goods composition limit of ₹1.5 crore in most states and ₹50 lakh in Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Himachal Pradesh. It also reports a separate ₹50 lakh limit for eligible service suppliers under section 10(2A). Because some CBIC FAQ pages contain earlier limits and the available consolidated rules PDF is dated 2022, treat these as reported limits to verify against current amendments, notifications and state or Union Territory guidance—not as an unqualified guarantee for every taxpayer in 2026. See the CBIC sector FAQs, the CBIC FAQ and the CGST Act text.
#1 Best Overall
Aggregate turnover is assessed on a PAN-wide, all-India basis. The official FAQ material describes it as including taxable and exempt supplies, exports and inter-State supplies, while excluding inward supplies taxed under reverse charge and GST components. For a live election or threshold calculation, use the current statutory definition and amendments rather than relying solely on an FAQ explanation.
Compare the real tax and operating consequences
| Decision point | Composition levy | Regular registration | What to assess |
|---|---|---|---|
| Tax calculation | Prescribed composition amount based on the applicable category and turnover measure. | Ordinary GST rates and input-credit rules apply. | Estimate output liability and tax embedded in purchases, then account for credit that may be available under the regular route. |
| Purchases and credit | Input tax credit is not available to the composition taxpayer. | Credit is generally part of the ordinary GST system, subject to statutory conditions. | Review GST-bearing inputs, capital or operating purchases, and whether the conditions for credit are met. |
| Customer paperwork | Issue a bill of supply and do not collect GST from customers as a composition taxpayer. | Issue tax invoices for taxable supplies as required. | Consider the B2B/B2C mix, customer procurement requirements and pricing negotiations. |
| Compliance | Composition procedures include quarterly payment and reporting processes. | Ordinary invoicing and return obligations apply; some eligible taxpayers may use QRMP. | Compare the actual filing calendar, internal capacity and accounting support needed. |
| Flexibility | Eligibility loss requires transition to ordinary treatment. | Composition may be elected later if timing and eligibility conditions are met. | Factor in growth, interstate sales, marketplace activity and any same-PAN registrations. |
This is a framework, not a finding that either route is always cheaper. Compare the tax cost, available credits, customer terms and compliance expense using your own figures.
Understand the composition rates before comparing them with regular GST
The rates below are the central composition amounts in the CBIC-hosted CGST Rules table. They apply to different categories and turnover bases, so they should not be treated as one universal rate or as a complete statement of total liability. Confirm the relevant section, State GST or Union Territory tax treatment, eligibility and amendments. The cited rules table is in the CBIC-hosted CGST Rules PDF and the CBIC composition rules.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Eligible category in the rules table | Central composition amount | Turnover basis stated in the rules |
|---|---|---|
| Manufacturers other than manufacturers of notified goods | 0.5% | Turnover in the State or Union Territory |
| Suppliers of the restaurant services described by the rule | 2.5% | Turnover in the State or Union Territory |
| Other eligible suppliers under sections 10(1) and 10(2) | 0.5% | Taxable supplies of goods and services in the State or Union Territory |
| Eligible persons under section 10(2A) | 3% | Turnover of supplies of goods and services in the State or Union Territory |
To decide whether those amounts are advantageous, calculate both routes using the same expected sales and purchase profile. A low composition percentage does not by itself establish a lower overall cost if the business has substantial taxable purchases or customers who value creditable invoices.
Account for invoice and input-credit effects
A composition taxpayer cannot claim input tax credit on purchases and cannot collect GST from customers as a composition taxpayer. The rules require a bill of supply, with the words “composition taxable person, not eligible to collect tax on supplies” at the top of the bill. See the CBIC composition rules and CBIC FAQs.
This changes the commercial conversation as well as the tax calculation. A registered business customer may prefer a regular supplier if it needs an eligible tax invoice to claim credit. A consumer-facing business may weigh that customer preference differently. Model the effect on negotiated prices and margins instead of assuming that the composition amount can simply be added to a customer’s bill.

Compare filing obligations without assuming regular registration means monthly returns
CBIC sector FAQ material describes quarterly payment and reporting processes for composition taxpayers. The GST Portal says composition taxpayers do not file GSTR-1 for periods under composition, while regular taxpayers file GSTR-1 subject to listed exceptions. Regular filers may qualify for the QRMP scheme, so compare the option actually available to your business rather than contrasting composition with a presumed monthly filing burden. Consult the CBIC sector FAQs and the Portal’s GSTR-1 guide.

Opting in
A new taxpayer can indicate an intention to opt for composition in the registration application; the GST Portal guide says the option is considered after registration is granted. An existing registered taxpayer generally makes the election for the beginning of a financial year by filing the prescribed intimation. Timing and eligibility both matter. See the GST Portal registration guide and CBIC composition rules.
Crossing the limit or becoming ineligible
If the taxpayer stops meeting the scheme’s conditions, the option ceases and prescribed withdrawal intimation is required within the applicable time. CBIC’s FAQ says a taxpayer cannot remain under composition for the rest of the year after crossing the applicable turnover ceiling. Confirm the current ceiling and transition date for the taxpayer’s circumstances rather than relying on an old illustration.
Transitioning eligible stock
The Act and rules provide a route to input credit for qualifying stock when a taxpayer transitions, subject to statutory conditions, supporting records and deadlines. Whether a credit is available—and its amount—depends on the stock and documentation; do not assume all inventory qualifies. The relevant procedures are set out in the CBIC composition rules and the CBIC FAQs.
A practical decision sequence
- Map the business: identify its supply categories, state registrations, outward supply destinations and all registrations associated with the same PAN.
- Test eligibility: check the current section 10 conditions, restrictions, preceding-year aggregate turnover and state-specific limit before treating composition as an option.
- Build a two-route estimate: compare composition amounts for the correct category with regular output tax less any input credit actually available under the law.
- Check customer economics: ask whether customers need a tax invoice to claim credit and model any effect on prices, purchasing decisions and margins.
- Compare compliance realistically: assess composition reporting against ordinary return obligations and any QRMP eligibility, using current GST Portal instructions.
- Stress-test the plan: consider expected growth, interstate supplies, changes in business category and the records needed if you must transition.
Because the rules, FAQ pages and portal instructions do not all have the same update history, verify current law and portal requirements before making the election. A tax professional can assess the decision against the business’s actual PAN-wide turnover, registrations, supplies, purchases and customers.
