How Social Security Recalculates Benefits When You Keep Working

Working while receiving Social Security retirement benefits can raise your benefit if new earnings improve your highest 35 years, while the earnings test may withhold checks before FRA. Here is how the two rules differ and what applies in 2026.

Social Security can change a retirement benefit for two different reasons when you keep working. Each year, the Social Security Administration (SSA) checks reported earnings and may raise your monthly benefit if a new year replaces a lower year in your highest 35 years. Separately, before full retirement age (FRA), the retirement earnings test can cause SSA to withhold some benefits when your wages or net self-employment earnings exceed an annual limit. The first process can increase your benefit; the second can temporarily reduce or stop checks. They are separate calculations, and both may matter to the same person.

Two different rules can change your benefit

“Recalculation” can refer to SSA adding new earnings to the record used to calculate your retirement benefit, or to SSA accounting for months when the retirement earnings test reduced or withheld benefits. The rules have different triggers and effects: a higher earnings record may increase the underlying monthly amount, while the earnings test affects payments before FRA and is followed by a separate adjustment when you reach FRA.

Question Highest-35 earnings review Retirement earnings test
Why can the amount change? A newly reported year may replace a lower year in the calculation of the benefit. Covered earnings above the applicable limit can lead SSA to withhold benefits before FRA.
When does it apply? SSA reviews records after earnings are reported; it says it checks records each year. Before FRA. Earnings in or after the month you reach FRA do not count toward this test.
What income matters? Reported earnings are added to your earnings history. Wages and net self-employment earnings count; pensions and investment income do not.
What can happen? Your benefit may rise if the new earnings improve the highest-35 calculation. Some checks may be withheld; starting at FRA, SSA adjusts the monthly benefit to credit months affected by the test.

SSA says it checks beneficiary earnings records each year and pays any increase due when additional earnings qualify. Its FAQ, updated January 2, 2026, also says that people who keep working while receiving benefits continue to pay Social Security taxes on their earnings. Those taxes do not, by themselves, guarantee a higher benefit: the new earnings must improve the relevant calculation.

How a new work year can raise your benefit

The highest-35 calculation

SSA bases a retirement benefit on a worker’s highest 35 years of earnings. When you work after claiming, a newly reported year is added to your record. If that year is high enough to displace a lower year among the 35 used in the calculation, it can increase the benefit. If the new year does not improve the set of 35 years, it will not raise the benefit through this mechanism.

If you have fewer than 35 years with earnings, years without earnings count as zeros in the calculation. That means a later year of covered earnings may replace a zero year, provided it is included among the years SSA uses. The effect depends on the actual earnings record; simply working another year is not enough to predict the size—or even the existence—of an increase.

SSA reviews reported earnings annually

You do not need to file a special application just to ask SSA to consider a new year of earnings. SSA says it reviews records of beneficiaries with wages reported for the previous year. When the new earnings increase the benefit, SSA says the increase is retroactive to January of the year after those earnings were received, and it pays any increase due.

For example, if a later work year improves your highest-35 record, the earnings-record increase is based on the year after those earnings were received, not on the month you happened to notice it. The precise amount and timing depend on your record and SSA’s processing. Do not treat an annual review as a promise that every working beneficiary will receive an increase.

What to check if the earnings look wrong

Review the earnings history in your personal Social Security account and compare it with your own records, such as wage statements or self-employment tax filings. If a year is missing or incorrect, use SSA’s guidance for correcting an earnings record. An error in the record can affect whether a year enters the highest 35 and the resulting benefit. SSA’s retirement tools can help you inspect your record and estimate benefits, but an estimate is not a substitute for checking that the underlying earnings are accurate.

How the earnings test works before FRA

The retirement earnings test is a payment rule for people receiving retirement benefits who have not yet reached FRA. If covered earnings exceed the limit that applies to the year, SSA withholds benefits under a statutory formula. This is distinct from the highest-35 review: crossing an earnings limit does not mean the earnings year automatically lowers your long-term benefit calculation.

2026 earnings-test limits

SSA’s 2026 limits depend on whether you are below FRA for the entire calendar year or reach FRA during it. In the year you reach FRA, the higher limit applies only to earnings before the FRA month. Earnings in the FRA month and later are outside the test.

Your age timing in 2026 Exempt amount Withholding formula
Below FRA for all of 2026 $24,480 for the year, or $2,040 per month $1 in benefits withheld for every $2 of earnings above $24,480
Reach FRA during 2026 $65,160 for the year, or $5,430 per month; the limit applies only to earnings before the FRA month $1 in benefits withheld for every $3 of earnings above the applicable limit

These are SSA’s 2026 figures, not permanent limits. Use the limit for the year in question, and in an FRA year count only earnings before the month you reach FRA. Your own FRA depends on your birth date; do not assume that a coworker or spouse has the same threshold.

What counts as earnings for the test

SSA counts wages and net earnings from self-employment. Wages include bonuses, commissions, and vacation pay. SSA does not count pensions, annuities, investment income, interest, veterans benefits, or other government or military retirement benefits toward this earnings test. A person’s total household income therefore is not the same thing as the earnings-test amount.

If you have both wages and self-employment income, or irregular payments such as a bonus, organize the amounts by the year in which they are treated as earnings under SSA rules. SSA’s figures do not establish how a particular payment should be allocated in every situation; consult SSA’s instructions for that circumstance rather than assuming that cash received in a given month is necessarily counted in the same way.

A first-year monthly rule can allow some checks

SSA’s special monthly rule can matter in the first year someone retires or begins benefits after working. For 2026, a person below FRA all year may be considered retired for a month with earnings of $2,040 or less, provided they did not perform substantial self-employment services. For a person reaching FRA in 2026, the corresponding monthly amount is $5,430. This rule may permit benefits for qualifying months even when full-year earnings exceed the annual limit.

The monthly rule is not a replacement annual limit and does not mean that everyone earning below the monthly amount automatically receives a check. Its application depends on the person’s retirement timing, monthly earnings, self-employment activity, and SSA’s rules. If you are starting benefits partway through a year, ask SSA how it will apply the monthly test to your particular work pattern.

What happens to withheld benefits when you reach FRA

Starting with the month you reach FRA, earnings no longer reduce retirement benefits under the earnings test. SSA also adjusts the monthly amount to give credit for months in which benefits were reduced or withheld because earnings exceeded the limit. In other words, withholding before FRA and the later FRA adjustment are linked, but the adjustment is not the same as a new high-35 earnings year.

SSA illustrates the effect with an official hypothetical: a person who claims at 62 in January 2026 and has a $910 monthly payment has 12 months withheld; SSA’s example recalculates the payment to $975 at age 67, in today’s dollars. That is an agency example, not a forecast for another claimant. Your adjustment depends on your age, benefit record, and the number of affected months.

It is useful to separate three amounts when investigating a change: the benefit based on your earnings record, the checks actually paid after any earnings-test withholding, and the later monthly amount after SSA credits affected months at FRA. A notice or payment change may reflect one of these processes rather than the other. Check the notice and your earnings record before attributing a change to continued work alone.

How to work out which rule explains your situation

  1. Find your FRA and benefit start date. Use SSA’s retirement-age information for your birth date. This tells you whether the earnings test can apply and whether 2026 is the year you reach FRA.
  2. Identify the calendar year and type of earnings. Gather wage and net self-employment figures, including bonuses, commissions, and vacation pay. Do not add pension or investment income to the earnings-test total.
  3. Choose the correct 2026 earnings-test rule, if it applies. If you are below FRA all year, compare covered earnings with $24,480. If you reach FRA during the year, apply the $65,160 limit only to earnings before the FRA month.
  4. Check for an earnings-record increase separately. Review the earnings history SSA has on file and see whether the latest year could replace a lower year in your highest 35. This review can result in a higher benefit even if the earnings test does not apply.
  5. Read SSA’s notice and ask about discrepancies. If a check was reduced or withheld, confirm whether SSA applied the earnings test, whether a monthly rule is relevant, and how affected months will be credited at FRA. If the earnings history is wrong, follow SSA’s correction process.

SSA provides retirement-age and earnings-test calculators, account tools, and the publication How Work Affects Your Benefits. Use your own earnings history and FRA for an estimate; the 2026 examples and limits cannot determine an individual result on their own.

Special case: working outside the United States

SSA says a different work test applies to beneficiaries working outside the United States. The domestic 2026 limits and procedures described above should not be applied automatically to that situation. Review SSA’s international guidance for the applicable rules.

Keep the scope straight

This explanation covers Social Security retirement benefits. It does not establish how work affects Social Security disability benefits or Supplemental Security Income, which have different rules. If the benefit you receive is not a retirement benefit, use the guidance for that program rather than applying the retirement earnings test described here.
