How to Build a Long-Term Investing Plan When Interest Rates and the Economy Are Uncertain

A durable investing plan starts with your goal and withdrawal date, then matches allocation, diversification, cash reserves, and rebalancing to your circumstances—not a rate forecast.

Build your investment plan around the date you need the money, the losses you could financially withstand, and a diversified mix you can keep through market swings—not around a guess about the next interest-rate move or economic headline. Separate long-term investments from emergency and near-term spending money, choose an allocation that fits your circumstances, and write down when you will review or change it.

Start with the goal and the date you need the money

A long-term investment plan begins with a specific purpose: for example, funding retirement, paying for a future expense, or building wealth for a goal years away. The purpose helps determine when you may need to withdraw the money. That date matters because investments that fluctuate can be unsuitable for money you may need soon, even if they are reasonable components of a long-term portfolio.

Write down the goal, the approximate amount needed if you can estimate it, and the time horizon: the period until you expect to start using the money. If you will take withdrawals gradually, note that too. A single future date and a series of withdrawals can create different cash needs.

Separate three kinds of money

  • Near-term spending: Money needed for routine expenses or a known upcoming bill should not depend on selling volatile long-term investments at a favorable price.
  • Emergency reserves: Set aside accessible savings for unexpected needs. The appropriate amount depends on your expenses, income stability, and circumstances; the regulator guidance cited here does not prescribe one universal reserve figure.
  • Long-term investments: Money with a longer horizon may be invested in a mix of assets whose value can rise and fall. A longer horizon can make it easier to tolerate volatility, but it does not eliminate the possibility of loss.

This separation is a resilience measure, not a way to predict markets. The joint investor bulletin from the SEC, CFTC, FINRA, NASAA, NFA, and SIPC, dated October 5, 2026, advises investors to prepare for economic fluctuations, maintain adequate savings, diversify, and limit high-interest debt. No allocation or reserve makes an investor immune to uncertainty.

Choose an allocation you can both afford and tolerate

Asset allocation is the division of a portfolio among categories such as stocks, bonds, and cash. There is no single percentage mix that is right for every investor. The SEC’s asset-allocation guidance says the mix should reflect the goal, time horizon, and risk tolerance. In practice, it is also important to consider your financial capacity to absorb a loss: your ability to leave the money invested rather than sell to meet a need.

Think about both willingness and ability to take risk. Willingness is how much fluctuation you can endure without abandoning the plan. Ability is whether your income, savings, debt, and withdrawal schedule give you room to withstand a decline. A person may feel comfortable with large swings but still have a near-term cash need that makes them financially unable to take much risk. Conversely, a long horizon does not mean a loss would be harmless or that a highly volatile allocation is automatically appropriate.

Use the allocation decision as a sequence

  1. Identify when withdrawals may start. A goal that is many years away generally allows more time to recover from market declines than a goal that is imminent, but recovery is not guaranteed on a particular schedule.
  2. List competing demands on the money. Include planned expenses, emergency needs, and debts. If a sharp decline would force you to sell investments to pay bills, reconsider how much of that money is exposed to volatility.
  3. Consider the size and duration of a loss you could live with. Do not evaluate risk only by asking how much you hope to earn. Ask what you would do if the portfolio fell and took time to recover.
  4. Select a stock, bond, and cash mix consistent with those answers. Treat the mix as a target to maintain, not as a forecast about which asset will perform best next.
  5. Check that the plan still works under more than one economic outcome. A plan should not require rates to fall, inflation to disappear, or markets to rise smoothly in order to meet its purpose.

The SEC does not endorse a particular allocation or investment product. Its guidance supports matching the mix to individual circumstances, rather than copying a percentage from someone with a different goal or cash-flow situation.

Diversify across and within asset categories

Diversification means spreading exposure across different asset categories and across investments within those categories. It reduces reliance on any single investment or narrow group, but it does not guarantee profits or prevent losses. A diversified portfolio can still decline when markets fall.

One practical way to diversify is to use funds that hold many securities rather than building a portfolio around a few individual companies or bonds. A fund’s label alone does not establish that it is diversified: look at what it owns, the asset classes represented, and whether holdings are concentrated in a limited segment. Diversification should be assessed across the whole portfolio, including investments already held in other accounts.

Check the portfolio at two levels

  • Across asset classes: Does the portfolio include the categories in your intended allocation, such as stocks, bonds, and cash?
  • Within each category: Are holdings spread out, or does one company, issuer, industry, or narrow market segment dominate?
  • Across accounts: Do retirement and taxable accounts together produce the allocation you intend, or have overlapping holdings shifted the total mix?
  • Against the goal: Is the portfolio structured for the actual withdrawal date and purpose, rather than an abstract benchmark or a recent market winner?

There is no requirement to own a long list of funds to be diversified. What matters is the exposure they provide in combination, along with the costs and risks of those holdings.

Understand what rising interest rates can do to bonds

For existing fixed-rate bonds, market interest rates and bond prices generally move in opposite directions. When market rates rise, a bond paying a previously set rate may become less attractive compared with newly issued bonds, so its price generally falls. The SEC Office of Investor Education and Advocacy explains this relationship in its fixed-income guidance, “When Interest Rates Go Up, Prices of Fixed-Rate Bonds Fall” (June 26, 2013).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is a general relationship, not a prediction that rates will rise or fall. It also does not mean every bond will move by the same amount. Interest-rate risk varies with the bond and its maturity. The point when you need the money therefore matters when evaluating a bond investment.

Separate interest-rate risk from credit risk

Interest-rate risk is the risk that market-rate changes affect a bond’s value. Credit or default risk is the risk that the issuer will not make promised payments. They are separate risks and both matter when choosing fixed-income investments. U.S. Treasury bonds are not exempt from interest-rate risk: their prices can fluctuate as market rates change.

Bond funds and bond exchange-traded funds also fluctuate in value. Do not assume their share price is protected because the fund owns bonds with maturity dates; a fund’s shares are not the same as holding an individual bond to its maturity. If a bond investment is part of the plan, consider what kind it is, its rate sensitivity, its credit exposure, and when you expect to use the invested money.

For a long-term plan, the practical implication is not to avoid bonds whenever rates are uncertain. It is to understand what job the bond allocation serves, recognize that its value can change, and avoid treating a rate forecast as a substitute for a suitable overall mix.

Choose a rebalancing rule before markets move

Rebalancing restores a portfolio to its chosen allocation after market movements cause the weights to drift. For example, if one asset category grows faster than the others, it can become a larger share of the portfolio than intended. Rebalancing may involve selling some of the overweight category, buying underweighted categories, or directing new contributions toward the parts that have fallen below target.

The SEC describes both calendar reviews and preset allocation thresholds as approaches, and says rebalancing generally works best relatively infrequently. It does not establish one ideal schedule for every investor. The useful choice is a rule you can follow consistently without making frequent tactical shifts in response to headlines.

Two workable approaches

Approach How it works What to decide in advance
Calendar review Review the portfolio at a chosen recurring interval and rebalance if its allocation has moved away from target. Set the review interval and define whether the review automatically leads to a trade or only prompts a check of the current mix.
Drift threshold Rebalance when an asset category moves beyond a preset amount or range from its target weight. Choose the threshold before market changes occur, and decide how you will measure the portfolio’s weights.

You can also direct new contributions to underweighted categories. This may help move the portfolio toward its target without selling other holdings, although whether it is practical depends on your contributions and account circumstances. A method that is simple enough to maintain is usually more useful than a complicated rule you are likely to abandon.

Keep rebalancing distinct from changing the plan

Rebalancing is a maintenance action: it restores the allocation you already chose. Changing the target allocation is a different decision. A rate announcement, recession headline, or short-term market decline by itself is not a reason to rewrite the plan. Review the target if the underlying facts that supported it have changed—for example, your goal, time horizon, financial situation, or tolerance for risk.

Decide whether a target-date fund fits

A target-date fund is an investment option designed around an approximate year when an investor expects to use the money. It can provide diversified holdings and change its allocation over time according to a glide path, the fund’s schedule for adjusting its mix as the target year approaches. That convenience does not make all target-date funds alike or guarantee that one is suitable for a particular investor.

The SEC’s Target Date Funds Investor Bulletin, dated March 25, 2025, advises investors to review a fund’s date, holdings, glide path, risk, and fees. Compare the fund with your actual goal and expected withdrawal date, not just the year printed in its name.

What to compare Why it matters What to verify
Target year The date is a reference point for the fund’s design, not proof that it matches your personal schedule. Whether you expect to begin using the money around that year and whether the fund’s assumptions suit your goal.
Glide path Funds may change their stock-and-bond mix differently as the target date approaches. How the allocation changes over time and what mix it is designed to have near or after the target year.
Underlying holdings Funds with the same target year can hold different investments and produce different exposures. The underlying stock and bond holdings, asset categories, and any concentrations.
Risk level A target year alone does not tell you how much fluctuation to expect or whether the fund fits your loss capacity. The fund’s stated risks and whether its mix fits your circumstances and ability to remain invested.
Total costs Fund expenses and account costs reduce the amount left invested to earn returns. The current prospectus and account disclosures for relevant investment and account charges.
Goal and withdrawals A fund designed for a particular retirement date may not fit another purpose or withdrawal pattern. Whether its target date and changing allocation align with when and how you will use the money.

Do not assume that two funds with the same target year are interchangeable. Compare their holdings, glide paths, risk and costs. Also check whether holding a target-date fund alongside other investments creates a total portfolio allocation you did not intend.

Protect the plan from cash shocks, debt, inflation, and fees

Market uncertainty is only one threat to a long-term plan. A household that has no accessible savings or carries expensive debt may be forced to sell investments at an inconvenient time. Inflation can also reduce the purchasing power of money over time, so the plan should account for the goal’s future cost rather than treating today’s dollar amount as fixed.

Build liquidity around your real obligations

Keep near-term spending and emergency savings separate from investments that you can leave alone. Set the reserve based on your own likely expenses and circumstances; the cited regulator bulletin calls for adequate savings but does not set one amount for all households. Revisit the reserve when income, obligations, or other circumstances change.

Address high-interest debt deliberately

High-interest debt can make it harder to maintain an investment plan, because required payments compete with saving and may increase financial pressure during a downturn. The October 5, 2026 joint regulator bulletin advises limiting high-interest debt as part of preparation for economic fluctuations. The right order for debt repayment and investing depends on the debt terms, account rules, and personal situation; the general point is to include debt in the plan rather than make investment choices as if it did not exist.

Include inflation and costs in the decision

Inflation matters because the amount needed to meet a future goal may be greater than the amount that would meet it today. This is a reason to plan around purchasing power and time horizon, not to assume any particular future inflation rate or investment return.

Fees matter because money paid in expenses is no longer invested. The SEC’s July 23, 2025 fee bulletin uses a hypothetical illustration of $100,000 invested, a 4% annual growth assumption, and a 20-year period to demonstrate how different annual fees affect a portfolio. Those are illustration inputs, not a forecast or a measured result for your investments. Check the current prospectus and account disclosures for the expenses that apply to the fund and account you are considering.

Write a short investment policy and use it as a decision filter

A written policy turns a broad intention into a set of decisions you can revisit without reacting to every news update. It need not be a formal legal document. Keep it brief enough to use and specific enough that you can tell whether a proposed change follows from your circumstances or from a temporary market reaction.

  1. Goal: State what the money is for and, if useful, the amount or spending purpose.
  2. Time horizon: Record when you expect to begin withdrawals and whether they will happen all at once or over time.
  3. Cash and debt: Note what savings you are keeping outside long-term investments and how high-interest debt fits into your financial priorities.
  4. Target allocation: Write the intended stock, bond, and cash mix, along with the personal reasons it fits your ability and willingness to tolerate losses.
  5. Diversification: Describe the broad exposures you intend to hold and the concentration risks you want to avoid.
  6. Maintenance rule: Choose a calendar review or a preset drift threshold, and decide whether contributions can be directed to underweighted categories.
  7. Change conditions: List the circumstances that would justify changing the plan, such as a changed goal, time horizon, financial situation, or risk tolerance. Do not use a market forecast as a change condition.

At a review, ask whether the goal or your circumstances have changed, whether the portfolio still matches its target, and whether any cash need or debt obligation has altered your ability to stay invested. If those fundamentals are unchanged, a rate move or economic headline may be worth understanding but does not, by itself, require a different long-term plan.

When to get individualized advice

This framework is general U.S. financial education, not individualized investment, tax, or legal advice. Account types, tax consequences, withdrawal rules, and the suitability of particular investments depend on your circumstances and current disclosures. If those details materially affect a decision, consult a qualified professional who can consider your full situation and explain the relevant costs and conflicts.
