Conventional vs. FHA Loans: Which Mortgage Is Easier to Qualify For?

FHA may be more accessible with a lower credit score, but conventional loans can also offer low down payments. Compare underwriting, mortgage insurance and lender-specific costs before choosing.

Neither loan type is automatically easier for everyone. FHA financing may be more accessible if your credit score is lower or you have a small down payment. A conventional loan may be a better fit if your credit is stronger, and it does not always require 20% down. Your income, debts, savings, property, loan amount, lender rules and underwriting results all matter, so the practical answer comes from getting preapproved for both and comparing the costs.

What “easier to qualify for” really means

A mortgage program’s published eligibility rules are a starting point, not an approval promise. Lenders assess the whole application: credit history and scores, income, debts, assets, the requested loan and the property. They may also apply requirements that are stricter than the program’s general rules. That is why the same borrower could receive different answers from different lenders—or qualify for one loan type but not the other.

As an Amazon Associate I earn from qualifying purchases.

It helps to separate two questions:

  • Can I meet the program’s eligibility rules? This includes the loan’s credit, down-payment, property and loan-amount requirements, as well as the applicable underwriting path.
  • Is this loan affordable and suitable for me? That depends on the rate, lender charges, mortgage insurance, cash due at closing and how long you expect to keep the loan.

FHA can offer a more forgiving route for some applicants, particularly those with lower scores. But easier eligibility does not necessarily mean a lower monthly payment or lower total cost. A stronger-credit borrower may qualify for a conventional loan with a small down payment and find that its insurance and other costs compare favorably.

How credit-score rules differ

FHA: a lower-score route, subject to lender approval

HUD’s April 2026 FHA Single Family Origination Trends report describes FHA policy as permitting scores of 580 and above. It says scores as low as 500 may be permitted when the borrower has at least 10% equity. For a purchase, that higher-equity case means bringing substantially more than the standard minimum down payment.

These are FHA policy thresholds, not a guarantee that a lender will approve a borrower at the stated score. A lender can set its own standards, and the score is only one part of the file. The same HUD report includes data about loans that were originated; those historical borrower averages are not minimum eligibility rules and cannot predict an individual’s approval odds.

Conventional: the underwriting method matters

Fannie Mae’s Selling Guide dated April 22, 2026 distinguishes between manual underwriting and its automated Desktop Underwriter (DU) process. For manually underwritten fixed-rate loans, the guide lists a 620 minimum score; for manually underwritten adjustable-rate mortgages (ARMs), it lists 640. For DU casefiles, the guide says a minimum credit score is not required: DU evaluates creditworthiness using multiple risk factors.

Those are Fannie Mae rules for the underwriting paths described in its guide, not a universal rule for every conventional lender or loan. Lenders may impose overlays, and a DU finding is not a promise of approval. The distinction matters because the often-quoted 620 figure is not a universal floor for all conventional mortgages.

What to ask the lender about your score

Ask which credit-score rules apply to the loan being considered and whether the file is being evaluated manually or through an automated system. If a lender says you do not qualify, ask whether the issue is the score itself, a lender-specific overlay or another part of the application. That can tell you whether a different lender or underwriting route is worth exploring.

Also ask what score and underwriting result the lender is using for the specific application, rather than relying on a score from a consumer app as a prediction. The score used for a mortgage decision may differ from a score you have seen elsewhere, and the lender’s decision includes more than that number. A borrower close to a published threshold should ask the lender what, if anything, could strengthen the file before applying or changing the loan structure.

Down payment: both can be low

FHA is not the only route for a buyer who cannot put 20% down. HUD says the FHA 203(b) program provides approximately 96.5% financing, which corresponds to a 3.5% down payment in the standard low-down-payment case. The Consumer Financial Protection Bureau (CFPB) says some lenders offer conventional loans with 3% down. That offer is not available from every lender or for every borrower and product.

The right comparison is therefore not “FHA requires a small down payment; conventional requires 20%.” Instead, ask which down-payment options are available to you under each specific loan, and what each option does to the total cost. A lower down payment may leave more savings available for closing costs and emergencies, but it can also mean a larger loan and mortgage insurance. CFPB advises buyers to consider keeping money for closing costs and emergency savings rather than using all available cash for the down payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also ask whether the lender’s quoted minimum is the amount you can actually use for the home and transaction you have in mind. A loan’s eligibility depends on the borrower, property and requested amount; an advertised minimum down payment by itself does not establish that your particular application qualifies.

For example, compare both loan types using the same purchase price and the down payment you could realistically make—not one quote based on 3% down and another based on 10%. A different down payment changes the amount borrowed and can affect mortgage insurance and cash to close, so mismatched assumptions can make one offer look better or worse than it would in a fair comparison. Ask the lender to show the available options at the same down payment and, if useful, at a second down-payment amount you could afford.

Income, debts and the complete application

Neither a credit score nor a down-payment percentage tells you by itself whether a lender will approve the mortgage. Underwriting considers the total application, including the borrower’s income and recurring obligations, the proposed housing payment, available assets and details of the loan and property. A borrower with a score above a published threshold can still fail another requirement, while a file that does not fit one manual rule may receive a different result through an automated process.

FHA has both manual underwriting and automated review through the FHA TOTAL Mortgage Scorecard. HUD says TOTAL returns an “Accept” or “Refer” result; a Refer file goes to a Direct Endorsement underwriter. HUD’s Single Family Housing Policy Handbook describes specific manual-underwriting ratio rules for certain cases. Those figures should not be treated as a universal FHA debt-to-income limit: they apply to the stated manual-underwriting circumstances, while automated findings and file conditions can differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the specific manual-underwriting cases involving scores below 580 or no score, the handbook guidance gives a 31% housing-payment-to-effective-income ratio and a 43% total-fixed-payment-to-effective-income ratio. These numbers are not a blanket rule for all FHA borrowers. The manual-underwriting matrix, any applicable compensating factors and the file’s other conditions matter; automated TOTAL findings can lead to a different path. Ask the lender to explain which rules apply to your application rather than treating 31% and 43% as universal cutoffs.

For conventional loans, Fannie Mae’s DU likewise assesses multiple risk factors rather than relying on a score threshold alone. Because the applicable rules depend on the loan program and underwriting findings, ask the lender for the actual reason a file does or does not fit. A generic debt-to-income cutoff or a credit score quoted without the underwriting context may not explain the decision.

When discussing income and debts, ask the lender to show how the proposed housing payment and your other recurring obligations affect the application. The answer can depend on the full file and the underwriting route, so a simple online ratio calculation cannot confirm eligibility. If the lender identifies a concern, ask whether a different loan amount, down payment or documented financial detail changes the result; do not assume it will, but get a case-specific answer.

Mortgage insurance can reverse the apparent bargain

Conventional private mortgage insurance

Conventional loans usually require private mortgage insurance (PMI) when the down payment is below 20%. Fannie Mae’s homebuyer guidance says PMI can generally be removed when the loan balance reaches the applicable 80% loan-to-value threshold. The actual cancellation terms and process depend on the loan and the applicable rules, so confirm them with the lender rather than assuming a particular date or payment count.

FHA mortgage insurance

FHA 203(b) loans include an upfront mortgage insurance premium and an annual premium. Fannie Mae’s consumer guidance says insurance on government loans typically lasts for the life of an FHA loan. HUD’s 203(b) program page describes the program and its premiums; ask the lender for the premium amounts and duration that apply to your specific case.

The difference in how insurance works can outweigh a small difference in down payment or interest rate. When comparing offers, look at the upfront insurance charge, recurring monthly amount and expected duration. Do not assume that the FHA option is cheaper because its qualification rules may be more accessible, or that conventional is cheaper solely because its PMI may be removable.

For a useful cost comparison, look beyond the first monthly payment. Ask how the upfront FHA premium is handled in the quote, what annual or monthly insurance charges apply, and what assumptions the lender is making about conventional PMI cancellation. Then compare the projected payments and charges over a period that matches your plans, such as the time you expect to own the home or keep the loan. That is not a guarantee of future costs: a move, refinance, home-value change or loan payoff can alter the outcome. It is a way to avoid treating a single month’s payment as the entire price of the loan.

Loan limits, property and location still count

FHA has county-specific loan limits that also vary by property size and special area. HUD announced 2026 FHA loan limits with a one-unit floor of $541,287 and ceiling of $1,249,125. The limits apply to FHA case numbers assigned on or after January 1, 2026; the applicable amount depends on the property’s county and circumstances. Check the limit for the actual home and requested loan rather than relying on the national range.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Conventional eligibility also depends on loan limits and other selling-guide conditions. FHA 203(b) is a specific program with property-scope requirements, not a blanket approval for any home or transaction. Tell the lender the property’s location, type and price early so it can confirm which loan programs fit. A borrower can meet the credit and down-payment rules yet be unable to use a particular program for the requested property or loan amount.

The FHA figures are a national range, not a promise that a home at any price qualifies. The county limit and the requested loan amount need to be checked together. Similarly, conventional eligibility is not established just because the loan is below a familiar limit; the lender also has to assess the product and the rest of the application. If you are shopping near a program limit, ask the lender to verify it for the property’s location before you rely on a quote.

Which loan may be easier for your situation?

Your situation What may make FHA worth checking What may make conventional worth checking
Your score is relatively low HUD’s policy thresholds may make FHA a possible route at a lower score, depending on down payment and lender standards. Fannie Mae’s DU path has no stated minimum score requirement in its guide, although lender overlays and the complete automated findings still apply.
You have limited cash for a down payment The standard FHA 203(b) low-down-payment case is approximately 3.5% down. Some lenders offer conventional loans with 3% down; ask whether that option fits your file and transaction.
You have stronger credit and can put more down FHA may still be eligible, but compare its premiums and expected insurance duration against the alternatives. PMI cost and potential removal may make a conventional offer competitive; only lender-specific figures can show whether it is less expensive.
Your requested loan is large or the property is in a higher-cost area Check the applicable county FHA limit and whether the property fits the program. Ask the lender to verify conventional loan-limit and selling-guide eligibility for the same property and loan amount.
You are unsure which underwriting path applies Ask whether the FHA file went through TOTAL or manual review, and what an Accept or Refer result means for your case. Ask whether the loan is being evaluated manually or through DU and whether the lender applies additional score requirements.

This is a screening guide, not a ranking of approval odds. There is no official approval-rate comparison in the cited agency material that would support saying one loan type is more likely to approve a particular borrower in general. Your lender’s actual findings are more useful than an average score or a broad claim that one program is always easier.

How to compare real offers

  1. Ask for both options. Tell lenders you want to compare an FHA purchase loan with a conventional purchase loan, if both are potentially available for your circumstances.
  2. Provide the same information for each quote. Keep the home price, down payment, loan term, property details and rate-lock period consistent. Disclose the same income, debts, assets and credit information so the comparison is meaningful.
  3. Get a Loan Estimate for each option. Review the interest rate, lender charges, mortgage insurance and estimated cash to close—not just the down payment or monthly principal-and-interest figure.
  4. Compare insurance over the period you expect to own the loan. Account for FHA upfront and annual premiums or conventional PMI, its estimated cost and the applicable cancellation terms. If the offers differ in how long insurance may last, include that difference in your comparison.
  5. Check eligibility details before choosing. Confirm the underwriting path, lender overlays, property eligibility and applicable loan limit. Ask the lender to explain any condition or unresolved requirement that could change the quote or approval.
  6. Keep a cash reserve in the decision. Compare the money due at closing with what you would have left for moving, repairs and emergencies. A loan that uses less cash upfront is not automatically the most affordable over time, but exhausting your savings for a larger down payment can create a different risk.

Use the Loan Estimates to compare the same categories side by side: rate and loan term, lender fees, mortgage insurance, estimated monthly payment and cash needed to close. A lower quoted rate alone does not settle the choice if it comes with higher charges or different insurance. If one estimate assumes a different down payment, loan amount, rate-lock period or property detail, ask for a revised estimate on matching assumptions before drawing a conclusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A preapproval helps identify which routes appear workable, but the final decision depends on underwriting and the transaction details. Compare lender estimates using identical assumptions, then choose based on both qualification and the costs you are prepared to carry.

What to know about FHA credit-score changes in 2027

HUD says it plans to begin accepting VantageScore 4.0 and FICO Score 10T for FHA Title II forward mortgage underwriting on January 1, 2027, alongside Classic FICO. As of October 2026, this is an announced future implementation, not a statement that those alternatives are already routinely used. Check HUD’s FHA TOTAL Mortgage Scorecard page for current implementation information if applying near or after that date.

HUD also says FHA forward mortgage files are generally scored through TOTAL, with stated exceptions including streamline refinances and assumptions. A TOTAL “Accept” or “Refer” is part of the underwriting process, not a guarantee that every other loan and property condition is satisfied. The upcoming score-model change does not remove the need to review the full application, lender requirements and final underwriting findings.

Frequently Asked Questions

What credit score do I need for an FHA loan?

HUD’s April 2026 FHA Single Family Origination Trends report describes policy permitting scores of 580 and above, and scores as low as 500 when the borrower has at least 10% equity. These are program policy thresholds, not approval promises. Lenders may set stricter standards, and the complete application and underwriting result still matter.

Can I get a conventional mortgage with 3% down?

Some lenders offer conventional loans with 3% down, according to CFPB guidance. The option is not universal and depends on the lender, product, borrower and transaction. FHA 203(b) offers approximately 96.5% financing—about 3.5% down in the standard low-down-payment case.

Is FHA cheaper than conventional?

Not necessarily. FHA includes upfront and annual mortgage insurance, and FHA insurance typically lasts for the life of the loan. Conventional loans usually require PMI below 20% down, but PMI can generally be removed at the applicable 80% loan-to-value threshold. Compare lender-specific rates, fees, insurance costs, cash to close and expected insurance duration.

Does every conventional loan require a 620 credit score?

No. Fannie Mae’s April 22, 2026 Selling Guide lists 620 for manually underwritten fixed-rate loans and 640 for manually underwritten ARMs. It says Desktop Underwriter casefiles do not have a minimum score requirement, though DU assesses other risk factors. Lender overlays and other conventional programs may have different requirements.

When will FHA accept VantageScore 4.0 and FICO Score 10T?

HUD has announced plans to begin accepting VantageScore 4.0 and FICO Score 10T for FHA Title II forward mortgage underwriting on January 1, 2027, alongside Classic FICO. That is a future implementation as of October 2026; check HUD’s FHA TOTAL Mortgage Scorecard page for a current status update.

The Bottom Line

FHA may be easier to qualify for when your score is lower or you need a low-down-payment option, but it is not automatically cheaper or a guaranteed approval. Conventional loans can also offer low down payments, and the right underwriting path may work for a wider range of credit profiles than a single score threshold suggests. Ask lenders to preapprove you for both when possible, then compare Loan Estimates using the same price, down payment, term and rate-lock assumptions—including mortgage insurance, lender charges, cash to close and the savings you will retain.
