How Repo-Linked and MCLR Home Loans Respond to Interest-Rate Changes

Repo-linked home loans use an external benchmark with at least quarterly resets for covered loans; MCLR rates follow a bank benchmark and the borrower’s contractual reset date.

A repo-linked home loan and an MCLR-linked home loan do not necessarily change rate on the same day or by the same amount. A repo-linked loan uses an eligible external benchmark and, for covered loans, that benchmark must reset at least once every three months. An MCLR loan uses the bank’s internal benchmark; the MCLR applicable at first disbursement generally stays in force for that borrower until the next contractual reset. When the rate changes, the lender may adjust the EMI, the remaining tenure, or both. Your loan agreement and reset date determine what happens to your account.

How the two home-loan benchmarks differ

A floating home-loan rate has two important components: a reference benchmark and a spread, also called a markup. The benchmark can move over time; the spread is the additional amount specified for the loan and is subject to the agreement’s terms. Looking only at a bank’s benchmark or a headline interest rate does not reveal the complete rate or when a particular borrower’s rate will change.

Feature Repo-linked or other external-benchmark loan MCLR-linked loan
Benchmark An eligible external rate, such as the RBI policy repo rate or specified market rates published by FBIL, for covered loans under RBI directions. The bank’s internal marginal cost of funds-based lending rate (MCLR).
When the benchmark can reset RBI requires the external benchmark rate to reset at least once in three months for covered loans. The borrower’s contract and lender’s reset process determine when the change reaches the account. The MCLR prevailing at first disbursement applies until the next reset. The contract specifies the reset period, which cannot exceed one year under the MCLR framework.
What determines the borrower’s complete rate The benchmark plus the loan’s applicable spread and any contract-governed changes. The applicable MCLR tenor plus the loan’s applicable spread and contract terms.
Does a bank benchmark announcement automatically change every existing borrower’s rate that day? No. The reset frequency is regulated, but an individual account’s contractual reset date and process matter. No. A published MCLR change does not by itself replace the benchmark already applicable to every borrower between contractual resets.

These are differences in rate-setting mechanics, not a guarantee that one structure will always produce a lower rate. RBI’s external-benchmark directions cover specified categories of new floating-rate retail loans, including housing loans, from October 1, 2019. Eligible external benchmarks include the policy repo rate and specified Government of India Treasury bill yields or other market rates published by FBIL. The rules should not be generalized to every older loan or every loan category without checking the applicable direction and contract.

When a repo-rate change reaches a repo-linked home loan

In a repo-linked loan, the policy repo rate is the reference point when that is the benchmark named in the agreement. If the RBI changes the repo rate, the lender’s benchmark may move, but an individual borrower should not assume that the loan’s effective rate changes on the announcement date. RBI requires the external benchmark rate to reset at least once every three months for covered loans; the exact application date depends on the loan’s reset clause and lender process.

“At least once in three months” is a maximum interval between benchmark resets, not a promise of a same-day pass-through or of a fixed change to the borrower’s rate. Check whether the agreement defines a particular reset date, how the applicable benchmark is observed, and when a revised rate takes effect. The bank’s communication or account statement can confirm the rate now applied, but the agreement is the place to establish the contractual mechanics.

The customer rate also includes the spread. RBI’s external-benchmark framework allows banks to set a spread; changes to the credit-risk premium are constrained by the borrower’s credit assessment and the contract. Do not assume that the spread is permanently fixed, or that it can be changed freely: find the agreement’s wording and ask the lender what conditions apply to this loan.

Why an MCLR home loan may not change when the bank revises MCLR

MCLR is an internal bank benchmark, not another name for the RBI repo rate. A bank can publish a revised MCLR before an existing borrower’s next reset date. Under RBI’s MCLR framework, the MCLR applicable at first disbursement remains applicable until the next reset, even if the bank changes its published MCLR in the meantime. That timing explains why two borrowers at the same bank may not receive a rate change together.

The applicable MCLR tenor and reset period matter. A reset may be linked to the first disbursement or to the bank’s MCLR review, as set out under the framework and the loan contract. The permitted reset periodicity is one year or less; the borrower’s contract specifies the actual period. A bank’s current MCLR table therefore does not, on its own, establish the rate or next reset date for an existing account.

MCLR is an internal benchmark, so do not expect it to track repo-rate changes by a fixed amount or on a fixed schedule. A borrower’s pass-through depends on the relevant MCLR, the loan’s reset timing, and the contract. If the bank changes MCLR but the home-loan rate does not move, compare the date of that MCLR change with your own next reset date before concluding that an error has occurred.

What a rate change can do to your EMI and tenure

A higher floating rate increases the interest charged on the outstanding balance. Depending on the lender’s method and the loan terms, the resulting adjustment can increase the EMI, extend the remaining repayment period, or combine both. When the rate falls, the lender may lower the EMI, shorten the tenure, or apply another adjustment allowed by the contract. It is not safe to assume that every rate movement immediately changes the EMI, or that all lenders handle it identically.

RBI requires regulated entities to communicate the possible impact of benchmark changes on EMI and/or tenor at sanction and during the loan. RBI’s FAQ on floating-rate EMI loans describes options that must be offered when a class-wide reset raises rates. The options and their application to a particular account should be confirmed with the lender; the loan agreement and lender’s current communication govern the borrower-specific details.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

RBI’s FAQ also says quarterly loan statements should disclose, at minimum, the principal and interest recovered, EMI amount, number of EMIs remaining, and annualized rate for the loan tenor. These details help a borrower see whether a rate adjustment changed the payment, the expected duration, or both. RBI consumer guidance also warns that when interest rates in the economy rise, floating rates and monthly repayments can rise.

Do not use a general rate-change example to forecast your own savings or new EMI. An individual estimate depends on the outstanding principal, remaining tenure, current rate, reset date, and the lender’s adjustment method. ICICI Bank’s home-loan FAQ, for example, explains that a repo increase on the reset date affects the effective rate and may affect EMI or tenure; it is a lender-specific explanation, not a universal calculation or a current market-rate quote.

How to find your benchmark and next reset date

  1. Read the loan agreement and sanction documents. Locate the section naming the loan as fixed or floating and identify the exact benchmark. It may refer to the RBI policy repo rate, another eligible external benchmark, or a particular MCLR tenor.
  2. Find the reset clause. Note the reset frequency, the date or event used to set the next reset, and when a revised rate becomes effective. For an MCLR loan, check the stated reset periodicity rather than relying on the bank’s latest published MCLR.
  3. Separate benchmark from spread. Record the current benchmark, applicable spread or markup, and any terms describing when the spread can change. Ask the lender to explain any change to either component.
  4. Check the latest lender communication and statement. Compare the effective interest rate with the rate shown in the agreement and note any change in EMI or EMIs remaining. If the dates or figures do not reconcile, request the lender’s account-specific calculation and reset date.
  5. Ask for the repayment options in writing. If a reset changes the rate, clarify whether the lender will change EMI, tenure, or both, which choices are available, and whether the choice affects total interest or the expected payoff date.

RBI’s home-loan borrower guidance recommends asking which index a floating loan references, how often that index is updated, whether it is internal or external, the APR, the reset clause, and whether the spread is fixed or variable. It also makes clear that the lender is the source for the terms applying to the individual account.

Questions to ask before taking or reviewing a loan

  • What exact benchmark is named? Ask for the benchmark’s full name and where it is published; “floating rate” alone does not identify it.
  • When is this loan’s next reset? Get the reset frequency and next applicable date for your loan, not only the benchmark’s review schedule.
  • What is the spread, and can it change? Ask which contract conditions govern a change, including any credit-risk premium provisions.
  • What APR applies? Ask for the annual percentage rate, including relevant fees and charges, so the benchmark rate is not mistaken for the full borrowing cost.
  • What happens after a rate reset? Ask whether EMI, tenure, or both will be adjusted and what options the lender makes available.
  • What does conversion involve? Review the agreement’s terms for changing the benchmark or loan type, including any conversion fee or other charges.

For a new offer, compare the full contractual mechanics as well as the quoted rate. For an existing loan, do not infer an incorrect rate merely from a bank-wide benchmark announcement: first match the announcement to the account’s benchmark, spread, reset date, and lender notice.

What to do if the expected change has not appeared

Use a short account-specific check rather than assuming that every delayed adjustment is an error:

  1. Confirm the benchmark changed. A repo-linked loan responds to the named external benchmark; an MCLR-linked loan responds to the applicable MCLR at its reset, not necessarily to a repo announcement directly.
  2. Check the contractual reset date. A benchmark move between reset dates may not yet have altered the account rate. For MCLR loans, the prior applicable MCLR remains in place until the next reset.
  3. Check the full rate calculation. Compare the benchmark and spread separately. The benchmark can move while another contract-governed component affects the effective customer rate.
  4. Ask the lender for the effective date and repayment impact. Request the new rate, the date it applies, the next reset date, and the lender’s explanation of any EMI or tenure adjustment.
  5. Escalate a mismatch using the lender’s grievance process. Include the relevant agreement clause, notices, and statements, and ask the lender to explain the discrepancy against those records.

The RBI framework establishes reset rules and disclosure expectations; it does not reveal an individual borrower’s current rate, spread, or next reset date. Those account-level facts must come from the loan documents and lender.
