How Much Cash Should Retirees Keep in Savings?

A practical starting point is about 12 months of planned portfolio withdrawals—not total expenses. Learn how to account for income, emergencies, near-term costs, and cash’s trade-offs.

A practical starting point is about 12 months of planned withdrawals from your portfolio—not 12 months of all household expenses. Subtract reliable income such as Social Security or a pension from expected spending first, then consider separate money for known near-term bills and emergencies. The right balance depends on how dependable your income is, how flexible your spending can be, what other liquid resources you have, and how much cash helps you feel secure.

Start with the amount your portfolio must provide

There is no universal dollar amount that every retiree should keep in savings. A useful first estimate is about one year of planned portfolio withdrawals. Vanguard recommends a spending fund of about 12 months of planned withdrawals held in a readily accessible account or money-market vehicle. That is a starting point, not a rule that applies identically to every household. Vanguard’s Principles for Retirement Income

The distinction between withdrawals and expenses matters. If monthly household spending is partly covered by dependable income, the portfolio does not need to provide the whole budget. Estimate what you expect to withdraw from investments for spending, then use that amount—not total expenses—as the starting measure for the spending fund.

A simple calculation

  1. Estimate retirement spending. Use the monthly amount your household expects to spend, including regular bills and the costs you expect to recur.
  2. Subtract reliable income. Account for income you expect to receive regularly, such as Social Security or a pension. Use the portion available to pay household costs.
  3. Find the planned portfolio withdrawal. The remaining amount is the approximate monthly amount that must come from investments, subject to your retirement-income plan.
  4. Multiply that withdrawal by 12. The result is a rough one-year spending-fund estimate under Vanguard’s starting-point approach.
  5. Add other cash needs by purpose. Separately identify expected near-term bills and a reserve for unexpected costs, checking for overlap before adding them to the total.

For example, if a retiree’s plan calls for withdrawing $20,000 per year from investments, the 12-month starting point corresponds to $20,000 in spending cash. That example explains the arithmetic; it is not a recommendation that a particular household withdraw that amount or hold exactly that balance. Vanguard’s retirement-income document also uses $20,000 in annual portfolio withdrawals in a separate hypothetical illustration, discussed below.

Keep spending, emergencies, and planned costs distinct

“Cash savings” can refer to money serving several different purposes. Treating each purpose separately makes it easier to see whether a balance is adequate without counting the same dollars twice.

Spending cash

This is the accessible money intended to pay routine expenses and planned withdrawals over the near term. Vanguard’s retirement-income guide recommends about 12 months of planned portfolio withdrawals in an accessible high-yield savings account or money-market vehicle. It distinguishes this spending fund from an invested contingency fund and describes replenishing the spending fund with investment income or periodic asset sales. The guide does not make the 12-month figure a universal requirement. Vanguard’s Principles for Retirement Income

Emergency cash

This reserve is for costs that are unexpected, such as a repair or medical expense. Vanguard’s 2026 cash-strategy article presents about three months of expenses in cash as a common starting point, with three to six months of additional reserves potentially available for larger shocks. This is an emergency-savings framework, not the same recommendation as holding about 12 months of planned portfolio withdrawals for spending. Whether a household needs more or less depends on its circumstances; the figures should not be stacked automatically on top of one another. Known costs in the next year

Set aside money for foreseeable bills with a known or reasonably expected timing, such as taxes or a home project. These costs are not emergencies simply because they are irregular. If they are already included in your regular withdrawal estimate or emergency reserve, do not count them again as a separate cash need.

Money for later goals

Money intended for goals farther in the future does not automatically belong in a near-term cash reserve. Its appropriate place depends on the plan’s time horizon and the retiree’s investment approach. A large cash balance may be convenient and reassuring, but it can leave less of the portfolio positioned for long-term growth.

Adjust the starting point to your income and circumstances

A one-year withdrawal estimate is more useful when tested against the household’s actual sources of income, spending needs, and access to other resources. Ask the following questions before settling on an amount:

  • How dependable is income? Consider how much of essential and regular spending is covered by predictable income, and how much must be funded from investments. A household relying more heavily on portfolio withdrawals may choose a larger spending fund; Vanguard says retirees in that situation may hold up to 12 months’ worth or more.
  • How flexible is spending? If you could reduce discretionary spending when circumstances change, you may have different cash needs from someone whose expenses are difficult to adjust. Use a realistic view of which costs can actually be postponed or reduced.
  • What other liquid resources are available? Consider whether there are assets you can access promptly and reliably without significant tax or penalty costs. Do not assume that every retirement-account balance is equivalent to cash in a savings account.
  • What reserve already covers each purpose? Label the dollars for routine spending, known near-term bills, and unexpected shocks. This helps prevent both gaps and double-counting.
  • How much buffer improves your comfort? The ability to avoid selling investments during a downturn may be reassuring. That benefit is real to the household, but it should be weighed against the opportunity cost of holding more in cash.

There is no single “right” amount hidden in these questions. Vanguard’s framework for considering cash identifies risk tolerance, time horizon, and funding level as relevant factors. It also notes that the comfort cash can provide may come at the cost of lower market returns over time. Vanguard, “A framework for considering cash in your portfolio”

Understand the trade-off: access and stability versus growth

Cash makes near-term money easier to use and can reduce the need to sell investments to meet immediate spending. But holding more cash is not cost-free: if its return is lower than the return available from investments over time, a larger cash allocation can limit the portfolio’s long-term growth potential. Future investment returns are uncertain, so neither keeping cash nor investing it guarantees a particular outcome.

Vanguard illustrates the trade-off with a hypothetical retiree who starts with a $250,000 portfolio at age 60 and withdraws $20,000 each year. The illustration assumes an annual return of 6% for the portfolio and 2% for cash, and compares holding one year versus three years of cash. Those are assumptions in an example, not forecasts, actual results, or guaranteed returns. The figures should not be treated as a prediction of what a retiree’s portfolio will earn. Roger Aliaga-Díaz, Vanguard’s global head of portfolio construction and chief economist for the Americas, summarized the basic tension: “Risk and return are always a trade-off.” The amount that feels prudent therefore depends partly on how a retiree weighs short-term access and emotional comfort against the potential long-term cost of keeping a larger share in cash. Choose an account for access, not just its advertised yield

For near-term spending, the key question is whether money will be available when a bill is due. Vanguard identifies an accessible high-yield savings account or money-market vehicle as possible places for a spending fund. These are categories, not interchangeable products: account terms, access, withdrawal limitations, fees, yields, and applicable protections vary, and should be checked for the particular account. The available evidence does not establish a specific provider, current rate, or product as best for retirees.

Keep the distinction between “cash-like” and “immediately available” in mind. A balance may be liquid in ordinary circumstances yet have access restrictions or costs that make it unsuitable for a bill due at short notice. Vanguard’s household-liquidity paper explains that assets carrying significant tax or penalty costs should not automatically be counted as readily available emergency savings. Retirement-account withdrawals can have tax or penalty consequences depending on age, account type, applicable law, and plan rules. Before treating such money as part of an emergency reserve, check the rules that apply to your own account and whether you can access the funds in the time you need. This article does not determine the tax treatment of an individual withdrawal.

Review and replenish the fund deliberately

A cash target is not a balance that must remain untouched or be rebuilt on a fixed schedule regardless of circumstances. It is a planned source of near-term spending. Vanguard’s retirement-income guide describes replenishing the spending fund with investment income or periodic sales. That approach makes the replenishment decision part of the broader retirement-income plan rather than an automatic instruction to sell a particular asset at a particular time.

  1. Track withdrawals by purpose. Note whether money left the account for ordinary spending, a known bill, or an unexpected event.
  2. Recalculate after meaningful changes. Revisit the estimate when planned withdrawals, predictable income, or near-term expenses change.
  3. Decide how replenishment fits the plan. Identify whether investment income or periodic asset sales are intended to refill the spending fund, and consider the consequences before making a sale.
  4. Check whether the reserve is doing its job. If you repeatedly need more cash than planned, revisit the budget and the categories rather than assuming the original estimate still fits.

Do not use historical spending research as a cash target

Retirement spending can change over time, but evidence about spending patterns does not by itself specify how much cash to hold. A 2020 Consumer Financial Protection Bureau research brief reported that about half of people who retired between 1992 and 2014 had resources to maintain the same spending level for five consecutive years after retirement. The brief also reported that maintaining that spending in the first five retirement years was associated with large spending cuts later. This is historical context about spending sustainability; it does not establish a recommended savings balance for today’s retirees. A practical way to settle on your number

Use the one-year portfolio-withdrawal estimate as a reference point, then check whether it reflects the cash needs it is meant to cover. Add only distinct, uncovered near-term costs and emergency needs; do not count the same dollar twice. Weigh access and peace of mind against the long-term role of the rest of the portfolio, and verify account terms before relying on a balance for urgent costs. If your income sources, tax situation, or withdrawal plan are complex, an individualized retirement-income plan can help resolve questions that a general rule cannot.
