There is no universal percentage to keep in savings versus investments. First set aside accessible, federally insured cash for emergencies and spending you expect in the near term; then consider investing money meant for longer-term goals in light of your timeline and comfort with losses. Three to six months of essential expenses is a useful planning range—not a rule that fits every household.
Start with the job each dollar needs to do
A high-yield savings account and an investment account serve different purposes. Savings are generally suited to money you may need soon: they are accessible and, when held as eligible deposits at an FDIC-insured bank, protected within applicable insurance limits. Investing is for money you can leave exposed to market fluctuations in pursuit of potential long-term growth. Investment values can fall, and returns are not guaranteed.

The practical question is not “What percentage should everyone save?” but “When might I need this money, and could I handle a loss if I needed it then?” A bill due soon or an emergency reserve has a different role from money intended for a goal years away. Investor.gov describes savings as appropriate for short-term goals and emergency funds, and explains that a longer investment horizon may make it possible to consider more volatile investments.
It can help to think in terms of separate jobs rather than competing account balances. Money earmarked for an emergency needs to be available when an unplanned expense arrives. Money set aside for a known near-term expense also needs to be available on schedule. Longer-term money may have a different purpose: it can be considered for investment if you understand that its value can fluctuate and you can tolerate the possibility of loss. There is no research-supported formula that assigns every household a fixed share of its money to each job.

Choose an emergency-savings target that fits your household
The Consumer Financial Protection Bureau (CFPB) defines emergency savings as money reserved for unplanned expenses such as car or home repairs, medical bills, or loss of income. It puts the personal nature of the target plainly: “The amount you need to have in an emergency savings fund depends on your situation.” Consider both the unexpected expenses you have faced and what they cost when deciding how much cash to hold.
Three to six months of essential living expenses is a reasonable starting range for planning, not a universal minimum or a precise prescription. Investor.gov’s World Investor Week 2026 bulletin suggests a goal such as three to six months of living expenses. FDIC consumer guidance published in January 2025 says financial experts generally recommend at least six months of living expenses in a federally insured product. Investor.gov also notes that some people keep up to six months of income in savings. These are benchmarks from different guidance, not a single agreed formula; the CFPB emphasizes that the right amount depends on individual circumstances.
The different ways guidance expresses the benchmark matter. One refers to living expenses, another to income. Those are not interchangeable calculations: a household’s essential costs may be less than its income, and an income-based target may yield a different total. Use the measure that makes sense for your circumstances, and do not treat any of these published benchmarks as a requirement that every person must meet before investing any money.
Factors that can move your target
- Income stability: If your income is irregular or a job loss would take time to recover from, you may want a larger reserve.
- Dependents and household obligations: More people relying on your income can mean more essential costs to cover during a disruption.
- Likely surprise costs: Consider your insurance deductibles and the scale of car, home, medical, or other bills you might have to pay unexpectedly.
- Access to other resources: Your circumstances affect how much cash you need immediately available. Do not count on being able to sell investments at a favorable time during a downturn.
To turn the range into a dollar target, add up essential monthly costs—such as housing, utilities, food, transportation, insurance, and minimum debt payments—and multiply by the number of months you are planning to cover. Use your actual essential spending rather than gross income unless an income-based target is more useful for your situation. The calculation gives you a planning figure; it does not establish that the same number is right for every person.
For instance, first distinguish essential bills from discretionary spending when estimating what would need to continue during a disruption. The point is not to predict every possible emergency exactly. It is to make a considered estimate using the costs you must cover, the unexpected bills you have experienced, and the risks that are particular to your household. If your situation changes—such as a change in income, dependents, or likely obligations—revisit the target rather than assuming the original figure remains suitable indefinitely.

Decide what belongs in savings and what may be invested
After setting a reserve, sort other money by when it is likely to be needed. Cash intended for a near-term expense is usually a poor candidate for investments that could decline just before you need to withdraw. For longer-term goals, investing may be appropriate if you can tolerate fluctuations and keep the money invested through market declines. Investor.gov’s asset-allocation guidance links investment choices to both time horizon and risk tolerance: a longer horizon can allow consideration of more volatility, while a shorter horizon may call for less.
Time horizon is the date or period when you expect to use the money, not simply how long you hope to invest. Ask whether a planned expense is close enough that a market drop could leave you needing to sell at a loss. If so, accessibility and stability may matter more for that money than potential growth. For money intended for a more distant goal, consider whether you have the ability and willingness to stay invested through fluctuations. A long horizon does not guarantee a gain or remove the risk of loss.

This is a purpose-based distinction, not a claim that every savings account has identical access terms or that every investment has the same risk. A high-yield savings account can be one place to keep liquid cash, but account rates, fees, withdrawal terms, and provider features vary. Compare current account terms directly before choosing one.
“High-yield” does not by itself tell you how quickly you can access funds, what fees may apply, or whether a particular provider’s terms suit your needs. The available guidance does not establish current rates or identify a best account. Check current provider information, including access and withdrawal conditions, rather than relying on a general label or assuming all accounts work alike. The core decision remains how much money needs to be stable and available, not which advertised rate should determine your emergency-fund size.
Follow a practical order for allocating money
- List essential monthly expenses. Estimate what you would need to cover if income stopped or an unexpected bill arrived. Include likely deductibles and other realistic shocks in your planning.
- Set an accessible reserve target. Use three to six months of essential expenses as a starting range, then adjust for income stability, dependents, insurance, and likely costs. Build toward the target if you do not have it yet.
- Keep near-term spending money out of investments that could lose value. Identify upcoming expenses and keep the funds for them in a suitable low-risk, accessible place. A certificate of deposit may be federally insured when eligible, but early withdrawal can incur a penalty, so it may not suit money you could need immediately.
- Review high-interest debt before investing extra cash. Investor.gov warns that no investment offers guaranteed returns sufficient to outweigh high-interest credit-card debt. This is a reason to weigh the borrowing cost carefully, not a personalized debt-repayment plan.
- Invest only with a timeline and risk level you can live with. For longer-term money, consider your time horizon, willingness and ability to tolerate losses, and diversification. Do not treat a hoped-for investment return as assured or use it to justify keeping too little accessible cash.
This sequence helps separate decisions that are often blurred together. First estimate the cash needed for essential expenses and likely shocks. Next identify money already committed to near-term spending. Then consider what remains for longer-term goals, while accounting for debt and your ability to accept investment risk. It does not require reaching the top of a benchmark range before thinking about any investment; the appropriate balance depends on your circumstances, and the guidance does not set a universal threshold.

A CD illustrates why “federally insured” and “accessible at any time” are different questions. FDIC notes that eligible CDs can be federally insured, but taking money out early may incur a penalty. That trade-off can matter if the money is part of an emergency reserve you might need immediately. Consider the access conditions of the specific account or product, not just its protection status.

The FDIC’s standard insurance amount is $250,000 per depositor, per insured bank, for each account ownership category. Coverage applies to eligible deposits at FDIC-insured banks, subject to those limits and categories. Stocks, bonds, and mutual funds are not FDIC-insured against market losses. Insurance therefore addresses the eligible bank-deposit protection boundary; it does not protect invested money from declines.
Check whether a bank is FDIC-insured and consider how your deposits are titled and grouped when assessing coverage. Do not assume that a high-yield label changes the insurance rules: what matters is whether the funds are eligible deposits at an insured bank and how the applicable limits and ownership categories apply.
The limit is not simply a blanket amount for every account name or product. It is stated per depositor, per insured bank, for each account ownership category, so the bank, eligibility of the deposit, and ownership category all matter. If you are assessing a balance near or above the standard limit, do not assume that dividing money among products at the same bank automatically creates additional coverage; the ownership and insurance rules are the relevant considerations. The guidance here gives the standard limit, not an individualized coverage calculation.
Why not keep everything in cash—or invest everything?
Keeping too much in cash
Cash can lose purchasing power when prices rise. Savings prioritize access and stability, but an emergency reserve is not the same as a long-term growth strategy. Money that is not needed for emergencies or near-term plans may have a different role, depending on your goals and tolerance for investment risk.

This does not mean that every dollar above a particular month-count must be invested. The sources do not establish a universal cutoff, nor do they promise that investments will outpace inflation over a specific period. Rather, compare the purpose of extra cash with the purpose and risk of investing it. Cash may be suitable for known short-term needs, while longer-term goals can make investment risk more relevant to consider.
Investing money you may need soon
Investments can fall in value at the moment you need to withdraw. A short timeline leaves less opportunity to wait through a downturn, which is why Investor.gov’s guidance connects shorter horizons with considering less volatility. A potential return does not eliminate this timing risk.
The practical pitfall is treating an investment balance as though it were guaranteed emergency cash. If an unplanned bill arrives during a market decline, you may have to sell at an unfavorable time to get the money. That possibility is why a reserve should be judged by accessibility and the expenses it is meant to cover—not by the return an investor hopes to earn.

The benchmarks do not determine a personal savings-to-investing percentage or dollar amount without details such as essential spending, income reliability, debt, time horizon, taxes, and risk tolerance. Nor do they establish a guaranteed investment return. Current savings rates and individual account terms also change, so a specific account rate or provider recommendation would require current provider-specific information.
Use the emergency-fund range as a starting point, not a verdict. Your reserve should reflect the actual costs and risks you need it to cover; money beyond that reserve should be allocated according to when you expect to use it and whether you can tolerate market losses. This is general U.S.-oriented education, not an individualized financial plan. No personal expense figure, debt balance, tax situation, investment horizon, or risk tolerance is available here to calculate a tailored amount.

Frequently Asked Questions
How much should I keep in a high-yield savings account?
There is no universal amount or savings-to-investing percentage. Three to six months of essential living expenses is a common planning range, but treat it as a starting point and adjust for your income stability, dependents, insurance deductibles, and likely unexpected bills. Keep money for emergencies and near-term needs accessible.
Should I save or invest first?
Start by identifying essential expenses, likely emergencies, and near-term spending, then set an accessible reserve that fits your circumstances. Consider high-interest credit-card debt before investing extra cash: Investor.gov cautions that no investment offers guaranteed returns sufficient to outweigh that debt. For longer-term goals, consider investing in light of your time horizon and risk tolerance.
Is three to six months of expenses a rule?
No. It is a planning benchmark, not a universal minimum or personal prescription. Investor.gov’s 2026 bulletin suggests three to six months of living expenses; FDIC guidance from January 2025 reports that financial experts generally recommend at least six months. The CFPB says the amount needed depends on your situation.

Is a high-yield savings account FDIC-insured?
Eligible deposits at an FDIC-insured bank are covered subject to applicable limits and account ownership categories. The standard amount is $250,000 per depositor, per insured bank, for each account ownership category. Check that the bank is insured and that the funds are eligible deposits; stocks, bonds, and mutual funds are not protected by FDIC insurance against market losses.
Can I put my emergency fund in a CD instead?
An eligible CD may be federally insured, but FDIC notes that early withdrawal may incur a penalty. That can make a CD unsuitable for money you may need immediately. Check the product’s access terms and distinguish deposit insurance from liquidity.
The Bottom Line
Keep accessible savings for emergencies and near-term expenses, using three to six months of essential costs as a starting point rather than a fixed rule. Consider investing money intended for longer-term goals only after weighing your time horizon, risk tolerance, high-interest debt, and the possibility of losses. There is no universal savings-to-investing percentage.
