U.S. Social Security is social insurance against lost earnings due to retirement, a worker’s death, or disability. Current payroll taxes fund most benefits, with additional income from taxes on some benefits and interest on trust fund reserves. The program has separate retirement-and-survivors and disability funds, so its financial outlook is not captured by one “runout” date.
What Social Security does
The Social Security Administration describes the program as protection against loss of earnings due to retirement, death, or disability. It pays eligible workers and their families monthly benefits. In practical terms, it replaces part of a worker’s earnings when a covered event interrupts the worker’s ability to earn—not necessarily all of the income a household previously had.

As SSA puts it, “The Social Security program in the United States provides protection against the loss of earnings due to retirement, death, or disability.” This is an institutional description of the program, not a guarantee that every household will receive a benefit in every circumstance. Eligibility and benefit amounts depend on program rules and a worker’s circumstances.
The program’s insurance structure has two trust funds. Old-Age and Survivors Insurance (OASI) pays retirement and survivors benefits. Disability Insurance (DI) pays disability benefits. The Board of Trustees oversees the funds’ financial operations and reports annually to Congress. SSA’s 2026 Fast Facts & Figures and its Social Security Program Data describe these roles.

| Fund | Coverage | Benefits associated with the fund |
|---|---|---|
| OASI | Old age and a covered worker’s death | Retirement and survivors benefits |
| DI | Qualifying disability | Disability benefits |
The distinction matters when describing both benefits and finances: OASI and DI are separate funds, not two names for one account. Retirement and survivors coverage is associated with OASI, while disability coverage is associated with DI. Together, the funds are often referred to as OASDI—Old-Age, Survivors, and Disability Insurance.
Eligibility and benefit amounts depend on program rules and a worker’s circumstances; this overview explains the financing structure, not whether a particular person qualifies.
Where the money comes from
Social Security is largely pay-as-you-go: payroll taxes collected from today’s covered workers and their employers finance most benefits paid to current beneficiaries. Self-employed workers also contribute. Other income comes from federal income taxes on some Social Security benefits and interest earned on trust fund reserves.

Payroll taxes are collected as people work and are used to finance current program costs. When income is more than is needed immediately for benefits and administration, the remaining amounts contribute to reserves. When annual costs exceed income, reserves can help meet the program’s legal benefit obligations, subject to the funds’ available authority and the rules governing them.
For calendar year 2025, the Social Security Administration reported $1.45 trillion in combined OASI and DI revenue. Its rounded breakdown was 91.3% from payroll tax contributions and General Fund reimbursements, 4.0% from taxes on Social Security benefits, and 4.8% from interest. The rounded percentages may not total exactly 100%. SSA reported combined expenditures of $1.61 trillion for 2025. These are historical figures, not a forecast or a description of every future year. The 91.3% category is reported by SSA as payroll tax contributions and General Fund reimbursements together; it should not be read as a payroll-tax-only percentage. The figures show that payroll-related revenue is the principal funding source, while taxes on benefits and interest are additional sources. Because the dollar totals and percentages are rounded in this summary, they should be treated as an overview rather than a precise reconciliation.
2026 payroll tax rates and taxable maximum
For 2026, employees pay 6.20% of covered earnings for Old-Age, Survivors, and Disability Insurance (OASDI), and employers contribute another 6.20%. A self-employed worker pays 12.40%. These rates apply only up to the 2026 annual taxable maximum of $184,500; earnings above that limit are not subject to the OASDI tax for that year. The maximum can change over time, so the 2026 figure should not be treated as permanent. The rates and limit are listed in the SSA program data.
The employee and employer shares are separate contributions, even though both are calculated as a percentage of covered earnings. A self-employed worker’s stated rate combines the two shares. For example, the published 2026 rates mean that the employee share and employer share are each calculated at 6.20% of covered earnings, up to the annual limit; they are not both charged to an employee as an individual 12.40% rate. Self-employed workers’ 12.40% rate combines the two shares.
The taxable maximum is an annual limit on earnings subject to this OASDI payroll tax, not a statement that all income is subject to the rate. If a worker has earnings above $184,500 in 2026, the excess is above the Social Security taxable maximum for that year. The maximum changes over time, so a rate or tax calculation should be paired with its calendar year. The taxable maximum limits the earnings subject to this particular payroll tax; it is not a cap on the benefits someone may receive stated in this article.
What the trust funds are and how reserves work
OASI and DI are distinct accounts in the U.S. Treasury. Social Security taxes and other income are credited to the funds. Money not needed immediately for benefits and administration is invested, as required by law, in special Treasury securities backed by the U.S. Government. The securities earn interest.

These securities are not ordinary investments selected by individual beneficiaries. They are the form in which the program’s reserves are held under the governing rules. Interest on the securities is one of the program’s revenue sources, alongside payroll-related revenue and taxes on some benefits.

Reserves matter because they provide the legal spending authority to pay benefits from the funds. By law, trust fund money is limited to benefit payments and administrative costs. This is different from a personal account in a worker’s name: the trust funds are program-wide accounts, not individual savings balances. SSA explains the structure in What Are the Trust Funds?
In calendar 2025, SSA reported combined OASI and DI income of $1.4493 trillion, cost of $1.6095 trillion, and total reserves of $2.5613 trillion at year-end. Those figures are reported in SSA’s June 30, 2026 fact sheet. Income and cost exceeding income in a given year does not by itself mean the funds have no reserves; reserves are accumulated assets available under the program’s rules.
The revenue, income, cost, and reserve figures are not interchangeable labels. SSA’s 2026 Fast Facts reports rounded combined revenue and expenditures, while its June 30, 2026 fact sheet gives more precise combined income and cost figures and the year-end reserve total for calendar 2025. Keep each number attributed to the source and measure that published it. In particular, a one-year gap between income and cost is different from the total reserves held at the end of that year.
How to read the trust fund projections
The Trustees publish projections for the separate funds. In the 2026 Trustees Report summary, OASI reserves are projected to cover full scheduled benefits through the fourth quarter of 2032. At projected reserve depletion, continuing income is projected to cover 78% of scheduled OASI benefits. DI is projected to pay full scheduled benefits at least through 2100. These are forecasts from the 2026 report, not guarantees about what will happen or dates on which Social Security taxes or payments automatically stop. The fund-specific figures appear in the 2026 Trustees Report summary.

| Fund and report | Projected full scheduled benefits | Projected payable share at reserve depletion |
|---|---|---|
| OASI, 2026 Trustees Report | Through 2032 Q4 | 78% from continuing income |
| DI, 2026 Trustees Report | At least through 2100 | Not stated in the cited summary at a projected depletion date |
Reserve depletion is not the same as the program ceasing to collect payroll taxes or pay every benefit. For OASI, the 2026 projection says continuing income would still pay a share of scheduled benefits at depletion, though less than the full scheduled amount under the projection. Future outcomes depend on actual finances and any policy changes; no solution should be treated as already enacted unless it has been.
A projected reserve-depletion date answers a specific question about a fund’s reserves under the assumptions in that report. It does not say that the program’s tax revenue becomes zero, that every benefit payment stops on that date, or that the forecast is certain. For the OASI projection, the stated 78% payable share reflects continuing income at the projected depletion point. The 2026 summary separately says DI is projected to pay full scheduled benefits at least through 2100.
Keep the fund label attached to a projection. OASI covers retirement and survivors benefits; DI covers disability benefits. Some materials also present a combined-fund measure, which is not interchangeable with an OASI-only or DI-only estimate. Always identify the report year, fund, and measure when citing a forecast. A useful way to read a solvency headline is to ask: which fund is named, which Trustees report year is being cited, what date is projected, and what share of scheduled benefits is projected payable at that point?

Supplemental Security Income (SSI) is administered by SSA, but it is separate from Social Security retirement, survivors, and disability insurance. Social Security insurance is primarily financed by employment taxes and is based on a worker’s earnings record. SSI is funded by general taxes, and eligibility depends largely on having limited income and resources. SSA outlines the distinction in How do Social Security benefits and Supplemental Security Income (SSI) differ?
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Program | Main funding source | General basis |
|---|---|---|
| Social Security insurance (OASI and DI) | Primarily payroll taxes, plus taxes on some benefits and interest on reserves | Covered worker’s earnings record and applicable program rules |
| SSI | General taxes | Limited income and resources, subject to program rules |
The shared SSA administration can make the programs sound similar, but administration is not the same as funding or eligibility. SSI is a separate needs-based program, not another name for Social Security disability insurance. Social Security insurance benefits are tied primarily to a worker’s earnings record and are financed mainly through employment taxes; SSI’s general-tax funding and limited-income-and-resources basis are different.

What this means for a household
Social Security’s financing links workers, employers, beneficiaries, and the trust funds. Payroll tax contributions provide most of the money for benefits as they are paid; reserves and their interest supplement that flow. A worker’s covered earnings and the applicable rules determine insurance benefits, while SSI follows a separate needs-based approach.
- When reviewing a tax rate, check the year and taxable maximum. The 2026 rates and $184,500 maximum are year-specific.
- When reading a solvency headline, identify whether it refers to OASI, DI, or a combined measure, and note the Trustees report year.
- Do not interpret a projected reserve-depletion date as a date when all taxes or all benefits end. The 2026 OASI summary specifically projects continuing income sufficient for 78% of scheduled benefits at depletion.
For a quick comparison, OASI and DI are insurance funds organized around different covered events, while SSI is a separate program with a different funding source and eligibility basis. For a financial projection, the comparable details are the fund, report year, projected date, and payable share—not a bare date taken out of context.
Frequently Asked Questions
Where does Social Security money come from?
Most current Social Security benefits are financed by payroll taxes collected from workers and employers, including contributions from self-employed workers. Other income includes taxes on some Social Security benefits and interest on trust fund reserves. In SSA’s 2026 Fast Facts, combined OASI and DI revenue for calendar 2025 was reported as $1.45 trillion, with rounded components of 91.3% from payroll tax contributions and General Fund reimbursements, 4.0% from benefit taxes, and 4.8% from interest.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Do Social Security benefits stop when a trust fund’s reserves are depleted?
Not automatically. The 2026 Trustees Report summary projects that OASI reserves will cover full scheduled benefits through 2032 Q4; at projected depletion, continuing income is projected to cover 78% of scheduled OASI benefits. DI is projected to pay full scheduled benefits at least through 2100. These are report-year forecasts, not guarantees, and the OASI and DI projections should not be blended into one undifferentiated date.
What is the Social Security taxable maximum for 2026?
The 2026 annual taxable maximum is $184,500. The 2026 OASDI rate is 6.20% each for employees and employers, while self-employed workers pay a combined 12.40%. These year-specific rates apply only up to the taxable maximum, which can change over time.
Is SSI the same as Social Security disability or retirement?
No. SSI is a separate program administered by SSA and funded by general taxes; eligibility depends largely on limited income and resources. Social Security retirement, survivors, and disability insurance is primarily financed by employment taxes and is based on the worker’s earnings record and applicable program rules.
Are Social Security trust fund reserves personal savings accounts?
No. OASI and DI are program-wide accounts in the U.S. Treasury, not individual accounts in each worker’s name. Reserves not immediately needed for benefits and administration are invested as required by law in special Treasury securities backed by the U.S. Government. The funds are limited by law to benefit payments and administrative costs.

The Bottom Line
Social Security is a social insurance program financed mainly by current payroll taxes, with added revenue from taxes on some benefits and interest on reserves. OASI and DI cover different benefits and have separate projections; SSI is a distinct, general-tax-funded program. For any tax figure or funding forecast, check the year and the specific fund being discussed.
