It is an illustration, not a ledger showing that a particular part of your tax payment went to a specific program or person. To estimate a share for “welfare,” first decide which programs you mean—such as Medicaid, SNAP, or TANF—because the cited budget sources do not define one single welfare category.
How to estimate your federal tax share
- Open the USAFacts tax receipt calculator. Its stated scope is federal income taxes and employee payroll taxes. It assumes all income comes from wages and excludes tax credits, itemized deductions, and other adjustments that can affect an individual tax bill. See USAFacts’ explanation of the calculator.
- Note the spending year and categories shown. The result is based on budget data and spending allocations, not an account of where your own tax payment went. Federal spending categories and totals can vary by year.
- Choose the programs you want to count. Medicaid, SNAP, and TANF are separate programs. Do not treat a calculator category as “welfare” unless you have checked which programs it includes.
- Describe the number as an estimate. Federal outlays are supported by revenue and borrowing; spending can exceed revenue. The calculator does not trace individual dollars to beneficiaries.
What “welfare” includes depends on the question
“Welfare” is not a self-explanatory federal budget category in the sources cited here. A useful estimate should name the programs included—for example, Medicaid alone, SNAP and TANF, or a specifically defined group of programs. Do not fold Social Security or Medicare into a welfare estimate without explicitly stating that broader definition; CBO reports those programs separately in its federal budget overview.
Keep the denominator clear as well. A share of federal spending, an estimated allocation of a taxpayer’s federal taxes, and a benefit received by a participant are different measures. For example, a benefit amount per person or household is not an estimate of what each taxpayer contributed.
Federal budget context for interpreting the result
For FY2024, the Congressional Budget Office reported a federal deficit of $1.8 trillion, equal to 6.4% of GDP, and said Social Security and Medicare together accounted for more than one-third of federal spending. These figures provide broad budget context; they do not reveal an individual taxpayer’s contribution to any one program. See CBO’s FY2024 federal budget infographics.
#1 Best Overall
CBO’s FY2026 baseline projects $7.4 trillion in federal outlays and $5.6 trillion in revenues. This is a projection based on laws in place as of January 14, 2026, not final actual spending. See The Budget and Economic Outlook: 2026 to 2036.
Do not confuse recipient benefits with taxpayer contributions
A 2026 Federal Register table presents FY2019–FY2024 annual averages of $2,280 per person for SNAP and $1,665 for TANF. Those are benefit amounts per person or household as labeled in the table—not amounts paid by each taxpayer, and not a tax-allocation estimate. The figures should be read with that measure and period attached. See Table IV.10 in the Federal Register.

What the calculator can and cannot tell you
| Question | What the available information establishes |
|---|---|
| Which taxes does the calculator use? | USAFacts says it estimates federal income taxes and employee payroll taxes. |
| What income and tax adjustments does it assume? | It assumes all income is wages and excludes tax credits, itemized deductions, and other tax-bill adjustments. |
| What data informs the estimates? | USAFacts says it analyzes OMB budget data. |
| Does it trace your dollars to a named recipient? | No. It presents an estimated allocation across federal spending, not an individual account ledger. |
| Does it include state and local taxes? | Those taxes are outside the calculator scope documented by USAFacts. |
| Is the complete allocation formula established here? | Not stated in the calculator description cited above; avoid treating the output as a precise personal tax calculation. |
For another broad view of how federal outlays are funded, the U.S. Treasury’s Federal Spending guide explains the role of taxes and borrowing. It does not turn a budget allocation into a literal trace of each taxpayer’s dollars.
