There is no universal percentage of a portfolio that should be held in cash during economic uncertainty. First separate emergency savings and money needed soon from cash deliberately held in a long-term investment portfolio. Then weigh the goal’s time horizon, your tolerance for market swings, and how fully funded the goal is. Cash can provide liquidity and stability, but holding more than you need may limit long-term growth and expose purchasing power to inflation.
Start by identifying what the cash is for
“Cash” can mean money set aside for a bill, an emergency reserve, funds for a planned purchase, or an investment allocation intended to make a portfolio less volatile. Those jobs are related, but they are not interchangeable. A reserve for a car repair should be accessible when the repair arises; cash within a retirement portfolio is part of a decision about how to invest for a long-term goal.

Combining those balances can make the total look reassuringly large while obscuring whether the money is actually available for the purpose you have in mind. It can also lead to an inappropriate portfolio decision: money required for a near-term expense should not be treated as if it can ride out a market decline, while cash earmarked for a distant goal may have a different opportunity cost.

- Immediate spending: money for routine bills and upcoming cash-flow needs.
- Emergency savings: a reserve for unexpected costs or an interruption to income.
- Planned near-term expense: money for a known goal, such as a home purchase, within a relatively short period.
- Strategic portfolio cash: cash held as part of the allocation for a longer-term investment goal.
Write down the purpose for each balance before deciding whether to increase cash in the investment portfolio. A dollar needed next month and a dollar invested toward retirement decades away face different decisions, even if both are currently held in cash.

Use the goal—not the headlines—to choose a portfolio allocation
Economic uncertainty can make market losses feel more threatening, but a headline is not a portfolio plan. The SEC’s investor education guidance recommends revisiting goals and risk tolerance rather than making rapid investment decisions that disregard long-term objectives. Its guide to navigating financial decisions is U.S. investor education; account rules and protections differ by country.
Vanguard’s cash-allocation framework considers three factors: risk tolerance, time horizon, and how well funded the goal is. It does not prescribe one cash percentage for every investor. The same portfolio adjustment can help one goal and hinder another, depending on when the money is needed and how much risk the goal can bear.
Time horizon: when must the money be available?
Money needed soon has less time to recover if invested assets fall just before a payment is due. Keeping near-term funds in an accessible, lower-risk place can reduce the chance that a market decline disrupts the plan. For a long-horizon goal, there is generally more time to tolerate fluctuations, so holding additional cash has a greater potential cost: less exposure to assets with higher expected long-term returns.

Vanguard’s 2024 example contrasts an investor saving for a home down payment planned in 18 months with a retirement investor whose goal is long term. The homebuyer’s short timeline makes a low-risk approach to the down-payment goal more plausible; it does not establish a universal 18-month cutoff or a recommended portfolio percentage. The example is discussed in Vanguard’s framework for considering cash in a portfolio.
Risk tolerance: what level of fluctuation can you live with?
Cash may make an account balance feel steadier and can provide liquidity. That stability can matter if a decline would lead you to abandon a plan, or if you need the money soon. But taking less market risk also changes the portfolio’s potential return. The SEC describes cash equivalents as generally lower risk and lower return than stocks and bonds; it also notes that inflation can erode returns over time. “Lower risk” does not mean every cash-like product has identical guarantees, access terms, or market risk.
Funding level: how close is the goal to being funded?
A goal that is already close to fully funded may have less need to take investment risk than a long-term goal that remains underfunded. Conversely, reducing exposure to assets with higher expected long-term returns can make it harder to close a funding gap. Consider the goal’s current balance alongside its target, contribution plan, and deadline rather than treating the total portfolio as one undifferentiated pool of money.

In Vanguard’s illustration, a long-horizon retirement investor with greater risk tolerance and an underfunded goal may have less reason to add cash to the retirement portfolio. A different investor with lower risk tolerance, a home purchase planned within 18 months, and a well-funded down payment may reasonably keep emergency savings in cash and use a low-risk portfolio for the near-term down-payment goal. These are examples of how the factors interact, not individualized recommendations.

Keep an emergency reserve separate from portfolio cash
Vanguard gives three to six months of expenses as a general emergency-fund rule of thumb, while noting that circumstances such as income variability matter. This is a savings guideline, not a required cash percentage for an investment portfolio. Someone with more variable income or particular obligations may assess the reserve differently from someone whose cash needs are more predictable. Vanguard explains the guideline in its article on income volatility and emergency saving.
Use expenses—not gross income—to understand what the guideline refers to. List essential monthly outgoings, then decide what reserve would help cover a disruption or an unexpected cost without forcing you to sell long-term investments at an inconvenient time. The cited range is a starting point for that conversation, not a precise answer for every household.

Also distinguish an emergency reserve from cash for known spending. Vanguard’s June 9, 2026 article describes cash as a way to cover spending, unexpected costs, and planned needs within the next 12 months. It gives around three months of expenses as a spending-cash example for many investors, and up to 12 months’ worth or more for some retirees who rely on portfolio withdrawals. Those are Vanguard’s examples, not universal portfolio targets or substitutes for a personal cash-flow plan. See Vanguard’s discussion of cash beyond emergency funds.

For emergency savings or a near-term payment, the practical question is not simply which option has the highest advertised yield. Access, liquidity, risk, applicable deposit protection, fees, and account terms also matter. Vanguard’s emergency-fund guidance discusses savings accounts, cash-management accounts, and money-market funds as possible locations, with access and risk considerations. The appropriate choice depends on the account and jurisdiction; do not assume that products with similar names have the same protections or withdrawal conditions.
- Savings account: assess how quickly you can access the money, applicable fees and conditions, and whether any deposit protection applies to that account in your jurisdiction.
- Cash-management account: check how the account handles access and transfers, plus its terms, fees, and applicable protections.
- Money-market fund: understand that this is an investment fund rather than automatically equivalent to a bank deposit; review its risks, liquidity, and terms before relying on it for a bill or emergency.
Vanguard’s emergency-fund guide discusses these options. Cash-product yields can change, and the cited guidance does not establish a current best rate. Check the provider’s current terms directly rather than basing a long-term allocation on a rate that may no longer apply.

A practical sequence for deciding how much to hold
- Set aside near-term commitments. List bills, planned purchases, and other expenses due soon. Identify which funds must remain readily accessible and when each payment is expected.
- Set an emergency-savings target. Use the three-to-six-month expense guideline as a general starting point, then consider circumstances such as income variability. Keep this reserve distinct from the investment allocation you are evaluating.
- Define the investment goal. Name the purpose of the portfolio, its target amount, and when you expect to use it. A retirement portfolio and an 18-month down-payment goal are not the same allocation problem.
- Assess funding and risk tolerance together. Ask whether the goal is underfunded or close to funded, and how much fluctuation you can accept without changing course. A decision based on discomfort alone may not fit the goal’s time horizon.
- Decide whether additional cash has a job. If the cash is meant to pay for a planned expense or support a specific stability need, identify that purpose and the time period. If it has no defined role beyond reacting to uncertainty, compare the stability benefit with the potential long-term growth cost.
- Check the vehicle against the job. Verify access time, liquidity, risk, fees, terms, and relevant deposit protection. A balance intended for a bill needs dependable access; a long-term allocation should be considered in the context of the entire portfolio.
- Revisit the plan when circumstances change. Review goals and risk tolerance when a deadline, income situation, spending need, or funding level changes. Do not let each new economic headline trigger a different target without reassessing the underlying plan.
Understand what extra cash can—and cannot—do
Cash can cushion short-term portfolio swings and provide money for spending without requiring an immediate sale of other assets. Those benefits are most relevant when liquidity is needed, a goal is close, or an investor’s tolerance for volatility is low. They do not make cash a reliable way to predict or avoid a market decline, and they do not eliminate all risk.
The trade-off is that cash-equivalent investments generally have lower returns than stocks and bonds over time, according to the SEC. If the return on cash does not keep pace with inflation, its purchasing power can decline. A larger cash position may therefore feel safer in the short term while making it harder for a long-term, underfunded goal to grow. The SEC’s asset-allocation guide explains the general risk-and-return differences among asset classes.
These effects depend on the purpose and holding period. Money needed soon should not be evaluated only by its potential investment return; money meant for a distant goal should not be moved to cash solely because current events are unsettling. The decision is about matching the asset and access to the goal, not finding a cash balance that makes uncertainty disappear.
Questions to answer before changing your allocation
- Is this money for emergencies, a known expense, spending needs, or a long-term investment goal?
- When will it be needed, and would a market decline near that date change the plan?
- How well funded is the goal, and would holding more cash make an existing gap harder to close?
- Does the cash have a defined purpose, or is the amount being increased mainly in response to headlines?
- Can you access the chosen account or instrument when needed, and do you understand its risks, fees, terms, and any applicable protection?
- Are you evaluating a current yield as a temporary product feature or mistaking it for a lasting portfolio return?
There is no universal cash percentage to apply to every portfolio during economic uncertainty. Keep emergency and near-term money tied to their spending purpose; make the long-term portfolio decision in light of the goal’s horizon, risk tolerance, and funding level.
