That can put pressure on startups that need years of funding before they become profitable, and it can raise the cost of financing data centers and other cloud infrastructure. But the relationship runs both ways: large-scale AI infrastructure investment can increase demand for financing and, all else equal, push real interest rates higher.
There is no single rate change that determines whether an AI startup survives or how much a cloud provider spends. The Federal Reserve and OECD evidence discussed here describes broad financing conditions, investment measures and venture-capital trends—not a causal estimate of interest rates’ effect on AI startups or cloud spending specifically. Understanding the exposure requires looking at how a company funds growth, how much infrastructure it commits to, and whether expected AI productivity gains have begun to show up beyond individual experiments.

Why interest rates matter to startups and infrastructure
Borrowing costs and the value of future cash
When market rates rise, new borrowing generally becomes more expensive, and debt with a floating rate can reprice as its benchmark changes. A company refinancing a loan may also face a higher rate than it paid before. The effect depends on its debt terms, credit risk, maturity schedule and access to alternative funding; a headline central-bank rate is not the rate every business pays.

Rates also affect how investors value future cash flows. In a simplified present-value calculation, expected cash received later is discounted to account for time and risk. Raising the discount rate reduces the present value of cash expected far in the future, all else equal. That matters to startups whose business plans depend on substantial future growth, but it is an economic mechanism—not proof that a particular startup’s valuation or fundraising outcome was caused by rates. Business prospects, competition, execution and investor appetite also matter.

Equity-funded businesses do not incur interest expense on the capital they raise, but they are not insulated from higher rates. Investors may become more selective about uncertain, long-horizon opportunities or compare private-company returns with other investments. Whether that translates into lower valuations, smaller rounds or a longer fundraising process varies by company and market conditions.
Credit conditions matter as well as the policy rate
Higher rates can coincide with tighter lending standards and less available credit. The Federal Reserve’s March 2024 Monetary Policy Report said, “Tighter financial conditions and downbeat business sentiment led to a slowdown in business investment spending growth in the second half of 2023.” It also reported that small-business credit conditions tightened further and that small-business loan rates were near the top of their range since 2008. Those are broad business findings, not a measurement of AI startups as a separate group.
For a young company, access to credit can be as important as the advertised price of credit. A business with little operating history or few assets to pledge may not be able to borrow on the same terms as an established company. A startup dependent on bank lending may therefore be exposed to both loan pricing and lenders’ willingness to extend credit. The cited report supports the broader tightening, but does not quantify how many AI firms were affected or establish which firms lost access to loans.

How AI investment can push rates in the other direction
Interest rates influence investment decisions, but investment demand also influences the economy’s balance between saving and the demand for funds. Building data centers, acquiring computing equipment and expanding power and network capacity require substantial investment. If many projects compete for financing and other resources, that demand can put upward pressure on real interest rates, all else equal.
A 2026 article from the Federal Reserve Bank of Minneapolis describes this as one potential effect of the AI buildout. It cites about $200 billion in 2024 capital spending by Alphabet, Amazon, Meta, Microsoft and Oracle on AI data centers, and a projection that the figure could approach $1 trillion by 2027. The latter is a projection, not realized spending. For scale, Minneapolis Fed Monetary Advisor Alisdair McKay said, “For reference, total private investment in the economy is about $5.5 trillion dollars.” These figures compare a rapidly expanding investment area with the broader economy; they do not establish that AI spending alone determines interest rates.
The same article stresses that other forces can offset the investment impulse. Rate-sensitive residential construction has weakened, for example. Technology is also a relatively small part of household consumption: Minneapolis Fed Monetary Advisor and Assistant Director of Policy Cristina Arellano put the technology sector at about 15 percent of U.S. output and 7 percent of U.S. consumption. The balance of investment, saving, consumption and other economic developments matters to the overall rate outcome.

Arellano explained that “The natural rate [of interest] is more linked to the consumption growth rate, in terms of the frameworks we use to think about this,” and said AI “definitely is, in the short and medium run, a force that increases both natural rates and potentially price pressures,”. These are attributed views in the Minneapolis Fed article, not a forecast that rates must rise by a particular amount. The article’s authors’ views do not necessarily represent the Federal Reserve Bank of Minneapolis or the Federal Reserve System.
What the venture-funding numbers do—and do not—show
The OECD’s 2026 report, Venture capital investments in artificial intelligence through 2025, reports USD 47.4 billion in 2024 and USD 109.3 billion in 2025 for AI firms classified in its IT infrastructure and hosting category. The category includes compute-infrastructure companies and some model developers; it is not a pure tally of data-center builders, cloud providers or AI hardware vendors.
The figures show that this category drew substantial venture investment in those years, not that higher rates caused the year-to-year change or that every firm in it received more funding. Venture funding is cyclical, and broad industry classifications combine businesses with different financing needs and revenue models. A venture-capital total is also different from corporate capital expenditure: a startup’s equity financing and a large technology company’s spending on facilities and equipment are not interchangeable measures.

For an individual company, the useful question is not simply whether rates rose. It is how much capital it needs, when it needs it, and whether it can defer spending or generate revenue before the next financing decision. A company with a near-term funding need and a long path to revenue may feel a different kind of pressure from one with committed customer demand or established cash flow. These distinctions are an analytical framework, not a standardized score or a prediction of outcomes.

Founders, employees, investors and customers can use four questions to make the rate channels concrete. They help identify where pressure may arise without treating interest rates as a stand-alone explanation.

Identify outstanding loans, interest-rate type, maturity dates, refinancing needs and covenants. Distinguish debt that can reprice from fixed-rate obligations. Then consider equity needs: when a company must raise another round, how much runway it has, and whether its plan depends on a valuation or funding environment it cannot control.
- Check credit dependence. Ask whether the company relies on bank credit, venture debt, equipment financing or other borrowing to fund operations or infrastructure. Credit access may tighten even when a company is willing to pay more. The Federal Reserve’s broad small-business findings are context for that risk, not evidence of a specific lender decision about a particular AI firm.
- Distinguish owned from leased compute. Owning data-center capacity and equipment may require large upfront investment and financing; leasing shifts some costs into contracts and can make infrastructure investment less visible in a provider’s reported capital expenditure. Compare the committed cash obligations, flexibility and timing rather than assuming that lower reported capex means lower use of compute.
- Classify spending by flexibility and demand. Separate infrastructure already under construction or contract from projects that can be deferred. Consider whether the spending supports demonstrated customer demand or depends mainly on anticipated future adoption. A deferrable project may give management more room to respond to financing conditions than a contractually committed build, but deferral can also constrain capacity if demand materializes.
This framework can also clarify which rate exposure is relevant. A startup may face fundraising and discount-rate pressures without owning data centers. A cloud infrastructure operator may face financing and construction costs even when its customers fund their own AI development. A business leasing compute may have less capital equipment on its balance sheet but still carry recurring contractual commitments. The label “AI company” alone does not identify which of these channels dominates.

Why AI infrastructure spending is hard to measure
There is no single published measure that cleanly captures total AI infrastructure investment. The Federal Reserve’s July 17, 2026 note, The AI Buildout and the Economy: Publicly Available Data to Assess AI’s Impact, recommends reading several indicators together. Each describes a different part of the buildout and has limitations.
| Indicator | What it helps track | Why it is not a complete AI-spending total |
|---|---|---|
| Capital expenditure by major technology firms | Large companies’ reported investment in equipment and facilities. | Capex includes non-AI purchases; Amazon, for example, also spends on logistics. It can understate total AI-related investment when firms lease capacity. |
| Census data-center construction | Construction activity related to data centers. | Construction is one component of infrastructure investment, not a measure of all computing equipment, leased capacity or AI spending. |
| BEA investment in computers and peripheral equipment | Investment in a relevant category of computing equipment. | It is an equipment measure, not a comprehensive measure of AI-specific investment. |
| Semiconductor production | Production trends for a key input to computing infrastructure. | Production is complementary evidence, not a direct tally of money invested in AI infrastructure. |
The indicators should be treated as complementary signals, not added together as if they were independent pieces of a complete ledger. Construction, equipment purchases and chip production can overlap at different stages of the same buildout. The Federal Reserve note explains how to use publicly available data to assess AI’s impact; it does not turn any one series into an AI-only expenditure figure. Leasing further complicates comparisons between companies that own capacity and those that rent it.
Why spending does not yet prove economy-wide productivity
Infrastructure spending can precede the productivity gains it is intended to enable. The Federal Reserve note describes a sequence: AI capabilities improve and costs fall; firms then adopt the technology and invest; measurable aggregate productivity and labor-market effects may come later. The order matters. Large spending today is evidence of investment expectations and capacity building, not proof that productivity has already risen across the economy.
Micro-level experiments have found productivity gains, according to the note, while aggregate productivity trends across groups with differing AI exposure have remained relatively consistent. A gain in a particular task or experiment does not automatically translate into a measurable change in economy-wide output per hour. Adoption can take time, and organizations may need to redesign workflows, train workers or change business processes before new tools affect aggregate results. The Minneapolis Fed article likewise emphasizes uncertainty around the scale and timing of AI’s productivity effects.
This timing gap matters to financing. If a company builds capacity based on expected future demand, it must carry investment and operating obligations before the full return is visible. If adoption and revenue arrive sooner than costs, investment may be supported by realized demand; if they arrive later, the company faces a longer period in which financing conditions and execution matter. The available sources do not quantify which scenario is more likely for a particular firm.
What can reasonably be concluded
- Higher rates can raise debt costs and reduce the present value of distant cash flows, creating potential pressure on borrowing and fundraising plans.
- Broad Federal Reserve evidence links tighter financial conditions and subdued business sentiment with slower business-investment growth in the second half of 2023; it does not isolate AI startups.
- AI data-center investment itself can increase demand for funding and potentially put upward pressure on real rates, while other economic forces can offset that effect.
- Venture-funding classifications and infrastructure proxies are useful but imperfect: they combine unlike companies or capture only parts of the buildout.
- Near-term investment is not the same as an already demonstrated economy-wide productivity gain.
Accordingly, it is not established by these sources that higher rates caused a specific AI startup failure, valuation decline, change in cloud prices or cut to a company’s capital spending. Those outcomes require company- or market-specific evidence. For the broader question, the most reliable interpretation is interactive rather than one-way: financial conditions can constrain the AI buildout, while the buildout can add to investment demand, and the eventual economic payoff remains uncertain.
