The household effect would depend on the final rate, which purchases are taxable or zero-rated, how sellers set prices, and whether proposed income-tax, social-security and benefit changes offset some of the cost. Parliament’s September 2026 amendment text also says GST must not start until specified mitigations and relief arrangements are operational; it does not establish a start date.
What Guernsey’s GST proposal means for households
GST is a tax on consumption: depending on the rules, it can affect the price households pay for goods and services. For a shopper, the practical question is not just the headline rate. It is whether a purchase is taxable, zero-rated or exempt, whether a seller passes the tax on through prices, and what relief or other tax changes apply to that household.

Those details remain proposal-dependent. The figures discussed in 2026 belong to different versions of the Tax Reform package, not to one settled schedule. The amounts described as Essential Costs Relief Payments are proposed annual amounts, not proof of a current payment or a guarantee that a particular household would be fully compensated.
For people in Guernsey and Alderney, the cited material does not settle the final geographic coverage, operative start date, final list of taxable supplies, or final relief eligibility and administration. Those questions need to be answered by the final law and implementation arrangements, not inferred from a proposal or amendment page.

How the main proposal versions differ
The January 2026 Workstream 1 proposition set out two alternatives. Later amendments proposed a different staged path. They should not be combined as if all the rates and food rules applied at once.
| Proposal version | Rate and food treatment | Proposed annual relief | Important qualification |
|---|---|---|---|
| Workstream 1 Proposition 1a, dated 12 January 2026 | 5% standard rate; all foodstuffs proposed to be taxable | £520 for a single adult; £860 for a couple | Amounts were provisional and described as reflecting estimated GST incurred by a household on Income Support. |
| Workstream 1 alternative, only if Proposition 1b fell | 6% standard rate; retail food proposed to be zero-rated, while food sold through catering and hospitality would be standard-rated | £400 for a single person; £670 for a couple | This was an alternative, not a second rate to add to the 5% option. |
| Later amendments surfaced in 2026 voting records | A proposed staged path of 4% after 24 months and 5% after 48 months, following implementation of income-tax/social-security changes and GST; an intended cap of 5% | No corresponding relief amounts are stated in the cited staged-rate details | This is amendment text, not confirmation of an operative tax schedule. The amended Proposition 1 text also specifies a 0% rate for food produced or grown by small independent suppliers. |
The first two rows come from Guernsey Parliament’s 2026 Workstream 1 proposition. The staged path and intended cap appear in States of Deliberation voting records in 2026. Each is a proposal detail; a proposal or voting-record page by itself does not prove what is finally enacted or commenced.
What the proposals could mean for a weekly shop
Under the January 5% option, the proposal treated all foodstuffs as taxable. Under the alternative 6% option, retail food would be zero-rated but catering and hospitality food would remain standard-rated. The later amended text adds a 0% rate for food produced or grown by small independent suppliers. These differences could matter to households buying similar food through different channels, but they do not establish the final treatment of any particular item or seller.

In general, a zero rate means a supply is assigned a 0% tax rate rather than the standard rate. An exemption is a separate legal treatment, not simply another name for a zero rate. The eventual legislation would need to define which supplies fit each category; the proposal descriptions alone are not enough to classify every item on a receipt.
- Groceries: the January 5% option proposed taxing all foodstuffs; the 6% alternative proposed zero-rating retail food. A household cannot assume either treatment will govern until the final rules are known.
- Meals away from home: in the 6% alternative, food sold through catering or hospitality was proposed to remain at the standard rate even while retail food was zero-rated.
- Food from small independent producers: the amended Proposition 1 text specifies a 0% rate for food produced or grown by small independent suppliers. The cited material does not provide a complete definition of eligible suppliers or all conditions.
- Other purchases: the supplied proposal details do not provide a final item-by-item schedule for clothing, household services, utilities or other common expenses. Do not assume that every purchase would face the standard rate.
That is why multiplying an entire weekly shop by the headline rate would not produce a reliable household estimate. The composition of the basket, its sellers, the final tax categories and any changes in seller pricing would all matter.
How to understand the arithmetic without mistaking it for a forecast
For a simple mechanical illustration, suppose an item’s pre-tax price were £100, it were fully taxable at 5%, and the seller passed the full tax through to the customer. The tax would add £5, making the illustrative price £105 before any other pricing decisions. This is arithmetic, not an official estimate of a Guernsey price rise.

The same calculation should not be applied indiscriminately to household spending. A zero-rated purchase would not acquire that standard-rate amount under the proposed rate treatment; an exempt or otherwise specially treated supply could follow different rules; and a seller’s final price need not change by the full tax amount. The available June 2026 freedom-of-information response points to the Tax Reform 2026 policy letter for consumer-price and implementation information, but the response itself does not state a modelled percentage increase in consumer prices. It therefore does not support a single percentage estimate for household bills or the cost of living.
For any personal budget exercise, separate the questions rather than forecasting from the headline rate alone:
- Identify the version being considered: the January 5% or 6% alternatives, or the later proposed staged 4%/5% path.
- Separate likely taxable spending from items that a proposal specifically treats differently, such as retail food in the 6% alternative.
- Apply a rate only as a hypothetical scenario, and label it as such; do not call the result a forecast.
- Keep proposed relief and any income-tax, social-security or benefit changes on separate lines until eligibility and payment arrangements are confirmed.
How proposed relief could change the net household effect
Workstream 1 paired the two rate alternatives with different proposed Essential Costs Relief Payment amounts. Under the 5% option, the provisional annual figures were £520 for a single adult and £860 for a couple. Under the alternative 6% option, they were £400 for a single person and £670 for a couple. The proposition described the amounts as reflecting estimated GST incurred by a household on Income Support.

Those figures are not a universal reimbursement formula. They do not establish that every household would qualify, that the payment would equal each household’s actual tax cost, or how payments would be administered. Nor should they be treated as current benefits. A household’s net position would depend on the final eligibility rules, payment timing, spending pattern and any other tax or benefit adjustments.
The September 2026 Amendment 58 text proposed a commencement safeguard: GST must not begin until associated personal income-tax and social-security mitigations, approved benefit increases and Essential Costs Relief Payment arrangements are operational. If those conditions are not met, commencement must be deferred. This is a proposed protection in amendment text, not evidence that every condition has already been met or that a start date has been fixed.

Amendment 58, debated on 30 September 2026, also proposed narrower protections and rules that could matter to some individuals rather than to every weekly shop. They should be read as proposed provisions unless final law or an official commencement instrument confirms adoption.

- Building a home: it proposed GST recovery for individuals building a home. This could be relevant to eligible self-builders, but the available description does not settle the conditions or amount recoverable.
- Personal goods: it proposed a de minimis threshold of at least £280 for unaccompanied personal goods. “At least” is the minimum proposed threshold in the amendment description, not a confirmed final allowance.
- Second-hand supplies: it proposed margin treatment for certain second-hand supplies; the cited material does not identify every eligible transaction or its final operation.
The January Workstream 1 proposition also addressed exemptions for supplies by registered charities and recovery of GST incurred by charities. Those provisions could affect qualifying charities and transactions involving them, but they do not by themselves establish a household-wide exemption for purchases from charities.
Why the policy’s status matters as much as the rate
The proposal record includes competing policy directions. Amendment 14, lodged on 7 July and debated on 16 July 2026, proposed removing GST and the associated income-tax and social-security reforms while proceeding with other measures. Its existence shows that the package was debated; it does not, by itself, establish which provisions ultimately govern.
Likewise, the later voting-record amendments describe a proposed 4% rate after 24 months and 5% after 48 months, with an intended fiscal rule capping GST at 5%. Those timings are relative to implementation of the associated reforms and GST, not calendar start dates. The September commencement conditions make readiness of mitigations and payment arrangements relevant too. None of these details justifies telling households that GST will begin on a particular date or that a particular rate is already in force.

Until the final legal and administrative position is clear, households can assess possible scenarios but should not treat a proposal as a bill already due.
What households can do now
A practical response is to make a flexible baseline budget rather than trying to predict a precise GST bill from incomplete rules. Focus on expenses and household circumstances that would matter under either a broad-based or food-differentiated model.
- Keep a representative record of spending categories, distinguishing groceries from meals purchased through hospitality or catering.
- Do not label a purchase taxable solely because it is a consumer purchase; the final taxable, zero-rated and exempt lists would determine treatment.
- If comparing scenarios, record the assumed proposal version and rate beside each calculation so the 5% and 6% January alternatives are not mixed with the later staged proposal.
- Keep any possible relief payment separate from ordinary income until eligibility, amount and administration are settled.
- When official rules are published, check the commencement date, supply classifications, qualifying relief criteria and any associated income-tax, social-security or benefit changes together.
The central household question is therefore not simply “How much is GST?” It is what spending would be covered under the final rules, how prices respond, and whether operational relief and linked reforms alter the household’s net position. The 2026 proposal record identifies several possible approaches, but it does not yet support a precise cost-of-living estimate for an individual household.
