No. The IRS does not require a tax attorney or CPA to submit Form 211, Application for Award for Original Information. You can file directly, but you must provide information supporting your allegation and personally sign the form’s declaration under penalty of perjury. Professional help may be useful for legal questions, conflicts, or complicated financial records; it is not an IRS filing prerequisite.
What the IRS requires—and what it does not
Form 211 is the IRS form for applying for an award for original information. The IRS’s instructions call for a description of the alleged noncompliance, a narrative explaining the issue, and supporting information or records. If you do not provide the records themselves, describe the evidence and where it can be found. You also need to explain how and when you learned the information and describe your present or former relationship with the taxpayer or other subject.

The form’s declaration is a personal responsibility: the whistleblower must sign it under penalty of perjury. The IRS says a representative cannot sign Form 211 for the whistleblower. Hiring a lawyer or CPA therefore does not transfer the duty to attest to your claim, and a professional’s participation does not replace the evidence you provide.
Those requirements call for care and organization, not mandatory professional preparation. The IRS does not require a lawyer’s legal opinion, a CPA’s calculation of tax loss, or a professional signature as a condition of submitting a claim.

When an attorney may help
A tax attorney may be worth consulting when the difficult part of a claim is legal rather than bookkeeping. For example, you may need help assessing how the alleged conduct fits tax rules, whether you are eligible to make a claim, how your information was obtained, or whether sharing it could raise confidentiality, privilege, or other legal concerns. The right advice depends on the facts, especially if your work or representation connects you to the person or business you want to report.
Attorneys authorized to practice before the IRS can provide tax advice, prepare and file documents, communicate with the IRS, and represent a taxpayer at meetings. That general authority does not make an attorney necessary for Form 211, and it does not remove the whistleblower’s personal signature requirement.
In choosing counsel, focus on whether the attorney has relevant federal tax and whistleblower experience, understands the particular conflict issues in your situation, and clearly defines the work to be done. Ask what tasks are included, who will communicate with the IRS, and how fees are charged. The IRS materials do not establish a standard fee or show that hiring counsel improves the likelihood of an award.

A CPA can be useful when the central challenge is understanding or organizing extensive financial material: books, ledgers, receipts, tax returns, or other records. A professional may help you identify how the documents fit together and explain the accounting facts in a clear narrative. This is a practical reason to consider a CPA, not an IRS requirement or a guarantee that the IRS will find a particular analysis persuasive.

The IRS requests supporting information and records, but its instructions do not require a CPA-prepared estimate of tax loss. A CPA’s work also does not substitute for your own account of how and when you learned the information, your relationship to the subject, or your signed declaration.
When considering a CPA, ask whether the person has relevant federal tax experience and can handle the type and volume of records involved. Define the deliverable before work begins—for example, organizing records or explaining accounting entries—and clarify the fee arrangement. The IRS does not prescribe a CPA’s role in preparing a whistleblower claim.
Attorney or CPA: how to decide
The choice turns on the problem you need help solving. Legal questions and possible representation conflicts point toward legal advice; complicated accounting records may call for accounting expertise. Some claims involve both, but the IRS does not require either professional or prescribe a universal division of work.

Attorneys and CPAs in good standing are among the practitioners generally authorized to practice before the IRS under Circular 230. If you authorize someone to represent you, use the applicable IRS authorization and identify the matter specifically. Form 2848 instructions give “Application for Award for Original Information under section 7623” as an example of a matter that should be specifically described. That authorization allows representation; it does not let the representative sign your Form 211 declaration for you.

Check representation conflicts before sharing information
The IRS has a specific restriction for someone who is both a whistleblower and a representative of the taxpayer being reported. It generally will not accept information from a whistleblower about a taxpayer whom that whistleblower also represents in a pending IRS administrative matter or litigation involving issues in which the IRS has an interest. The IRS says this limitation can apply even if the person is not listed on Form 2848.
The IRS also says that a taxpayer’s representative who makes a direct overture to the IRS about becoming a whistleblower may no longer interact with the IRS as that taxpayer’s representative in the matter. This makes the sequence and nature of your communications important if you currently represent the target.
Do not assume that every employment, accounting, bookkeeping, or former-work relationship has the same result. The IRS guidance establishes a restriction concerning representation in a pending matter; it does not say that every connection to a target automatically bars a claim. If you currently represent the subject or have a sensitive professional relationship with it, get advice specific to your facts before sending information.
Prepare the claim around the information you can support
Before submitting Form 211, organize the information the IRS asks for. A clear account helps distinguish what you know, how you know it, and what records support it. Do not treat a professional’s involvement as a substitute for this account.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Anonymous reporting is different from an award claim
The IRS says a person can make a general report anonymously. But someone seeking an award must identify themselves in the award claim and personally sign Form 211’s declaration. An anonymous report and an award application are therefore not interchangeable routes: the identity requirement applies when you seek an award.
If anonymity is central to your decision, distinguish it from confidentiality and from whether a claim qualifies for payment. The available IRS guidance establishes that a general report may be anonymous and that an award claimant must identify themselves; it does not promise that every detail of a claim or the claimant’s role will remain undisclosed in every circumstance.

The IRS says a claim may qualify for an award when it provides specific, timely, credible information about tax underpayments or violations and leads to proceeds collected. Submitting a form, hiring a professional, or meeting a threshold does not itself guarantee that the IRS will accept a claim, collect proceeds, or pay an award.

Publication 5251 (Rev. 8-2026) describes section 7623(b) treatment for cases where the proceeds in dispute exceed $2 million. When the subject of the action is an individual, that person’s gross income must also exceed $200,000 for a taxable year subject to the action. Claims that do not meet those conditions may be considered under the discretionary section 7623(a) program.
The IRS describes awards as up to 30% of proceeds collected based on the whistleblower’s information. “Up to” is the program’s stated maximum, not a prediction of what an individual will receive. The thresholds and percentage describe possible program treatment; they are not a reason to assume a claim will result in payment.
Practical decision checklist
- Consider filing without professional help if you can clearly explain the alleged noncompliance, organize the supporting information, address the requested background, and sign the declaration yourself.
- Consider an attorney if legal interpretation, eligibility, sensitive information, or a current or former representation relationship creates questions you cannot confidently resolve.
- Consider a CPA if the records are extensive or technical and you need help understanding or organizing the accounting facts.
- Pause before sharing information if you currently represent the target in a pending IRS matter or litigation. Review the IRS restriction and get fact-specific advice.
- Verify the current filing route using IRS.gov before sending a digital or mailed Form 211.
The IRS rules establish who must sign and what information a claim should contain. They do not establish that represented claims succeed more often, or that one type of professional is best for every claimant. Choose help, if any, based on the actual legal, conflict, or accounting work your case requires.
