At Costco’s 2% Reward rate, you need $3,250 in qualified purchases during the reward period to earn $65. That is a fee-only estimate, not a guarantee: only eligible purchases made after upgrading count, and Costco excludes several spending categories.
What changes when you upgrade?
Costco’s current US prices are $65 per year for Gold Star and $130 for Executive, before applicable sales tax. The recurring difference is $65. Costco also offers Executive members additional benefits, including greater savings on some Costco Services and extra benefits on select Costco Travel products; the value depends on whether a specific offer applies to something you would otherwise buy.

A current Gold Star or Business member can upgrade at the membership counter at any Costco warehouse. For the remainder of the current membership year, Costco prorates the upgrade fee according to the months remaining. There is no single midyear charge that applies to every member, so use the amount Costco quotes for your renewal date. Purchases made before the upgrade do not earn the 2% Reward.

How much eligible spending covers the annual fee difference?
The basic calculation is the annual fee difference divided by the reward rate: $65 ÷ 0.02 = $3,250. This is a calculation from Costco’s stated US prices and reward rate, not a spending threshold Costco publishes. It estimates the qualified purchases needed to earn a $65 Reward, before considering taxes on membership fees or any separately used benefits.
For an upgrade partway through the year, compare the prorated fee with the qualified spending you expect after the upgrade and during the applicable reward period. Do not count earlier purchases. At renewal, assess the next full year against the standard $65 annual difference.

Which purchases count toward the 2% Reward?
Costco calculates the Reward at approximately 2% of eligible pre-tax purchases, less refunds, under its terms. The cited US terms generally cover qualifying merchandise purchased through specified warehouse front-end registers and Costco websites, plus eligible Costco Travel purchases once travel is completed. The rules vary by geography and purchase type.

Among the US exclusions Costco lists are gasoline, Costco Shop Cards, postage stamps, food courts, membership fees, sales tax, shipping and miscellaneous fees. Some cellphone purchases and plans, certain alcohol and prescription purchases in specified states, and various third-party or ancillary service and travel charges are also excluded. Purchases by anyone other than the Primary or active Primary Household Cardholder do not qualify under the cited terms. Costco can change exclusions and reserves the right to exclude additional categories, so check the current Executive 2% Reward terms for your purchases.

The Reward is capped at $1,250 for any 12-month period under the current cited terms. Costco says it is not guaranteed to equal or exceed the Executive upgrade fee.
Estimate your own break-even
- Use the right shoppers’ records. Start with receipts or account history for the Primary and active Primary Household Cardholder whose purchases count under Costco’s terms.
- Limit the estimate to the reward period. If you upgrade midyear, include only purchases made after the upgrade and within the applicable period.
- Remove excluded categories. Exclude spending Costco says does not qualify, rather than applying 2% to your entire Costco bill.
- Adjust for refunds. Subtract refunds from applicable purchase totals and use pre-tax qualified spending.
- Estimate the Reward. Multiply the remaining qualified spend by 2%, subject to the current $1,250 cap.
- Compare like with like. For a partial membership year, compare the estimate with Costco’s quoted prorated upgrade charge. For a renewal year, compare it with the $65 annual difference.
- Count other benefits only when they fit. Add a Services or Travel saving only if you qualify for that particular offer and it would reduce an expense you would otherwise pay.
When is Executive likely to pay off?
The 2% Reward alone covers the standard annual fee difference when qualified spending reaches about $3,250. If your eligible spending falls below that level, the Reward alone does not cover the $65 difference. An applicable Services or select Travel benefit could change an individual calculation, but Costco’s membership materials do not assign one universal cash value to those benefits.
Rank #4
The most useful comparison is based on eligible spending, not total household Costco spending. It should also account for how much of the membership year remains, the share of spending in excluded categories, which account holders make the purchases, and whether you expect to use an eligible added benefit.

Can you reverse an upgrade?
Costco says an Executive upgrade fee can be refunded if you cancel or downgrade to Gold Star or Business. Any issued or accrued 2% Reward is subtracted from the refund; if the Reward exceeds the refund, the excess is forfeited. Executive-only savings and services end when you downgrade or cancel. Review Costco’s current Reward and upgrade terms before making a decision, since terms can change.

Do you have to buy everything in bulk?
No. The relevant question is whether your qualifying purchases add up to enough eligible spending—not whether you buy large quantities. Costco’s current membership page addresses the question, “Do I have to buy everything in bulk?”; membership type does not change the need to follow the 2% Reward’s purchase eligibility rules. See Costco’s current membership options for its membership details.
