Mint reported on October 3, 2026, that the online route is for qualifying appeals involving multiple GST identification numbers (GSTINs) linked to the same permanent account number (PAN) and an identical question of law. It is a request for transfer—not an automatic consolidation or guarantee that the Tribunal will hear the appeals together.
What the reported route does
GSTAT’s portal lists an item titled “SOP-Transfer Application of Appeals.” Mint says the updated standard operating procedure (SOP) allows taxpayers meeting the reported criteria to select qualifying appeals and file one transfer application online. The official portal listing confirms that a transfer SOP exists, but does not display its detailed requirements. The eligibility and workflow described here are therefore those reported by Mint, not a substitute for checking the operative SOP and current portal instructions.

The reported mechanism is intended to address fragmented proceedings when appeals involving the same legal question are pending before different Tribunal benches. A transfer application asks the Tribunal to act; the available information does not establish that a request will be granted, that all appeals will necessarily be heard together, or that filing changes the merits of a dispute or the applicable limitation rules.

According to Mint’s account, the route concerns a taxpayer with multiple GSTINs linked to one PAN, with appeals pending before different GSTAT benches and involving an identical question of law. The report does not establish that the same route applies to a taxpayer with only one GSTIN or to appeals associated with different PANs. The official portal’s indexed listing does not expose the SOP’s complete eligibility rules.
#1 Best Overall
- Check whether the appeals are associated with GSTINs linked to the same PAN.
- Compare the legal questions raised in each appeal; shared facts or a similar tax issue alone may not establish that the question of law is identical.
- Confirm that the appeals are pending before different GSTAT benches and fall within the current SOP’s scope.
- Read the current official SOP for required documents, filing sequence, destination bench, fee or payment treatment, and any deadline. These details are not established by the portal listing or the report summary.
Do not assume that submitting an application stays an appeal or suspends a hearing. The available information does not establish either result; check the Tribunal’s current directions and the status of each case.
Why joint handling may matter: a 504-appeal example
Mint reported that a Principal Bench order dated July 1, 2026, identified 504 appeals across nine State Benches involving a common question: whether GSTAT can condone delay beyond the maximum period prescribed by section 107(4) of the Central Goods and Services Tax Act, 2017. The following distribution is as reported by Mint; the underlying order and breakdown are not independently confirmed here.
Rank #2
| State Bench | Appeals reported |
|---|---|
| Hyderabad | 257 |
| Bhopal | 75 |
| Kolkata | 46 |
| Chennai | 35 |
| Raipur | 22 |
| Guwahati | 21 |
| Ranchi | 17 |
| Vijayawada | 16 |
| Dehradun | 15 |
The nine figures total 504. The example illustrates how a recurring legal question can appear in appeals spread across benches; it does not establish that the new transfer route applies to every appeal in that group or dictate how any individual transfer request will be decided.
What GSTAT handles
GSTAT is constituted under section 109 of the CGST Act and is the second appellate authority for appeals against appellate or revisional orders under sections 107 and 108 of the CGST Act and corresponding State GST laws. The official GSTAT overview describes a Principal Bench at New Delhi and 31 State Benches. The Tribunal is designed to operate online from filing through disposal.
Using the official portal
The GSTAT e-filing portal provides electronic filing, case tracking, document management, and information about hybrid hearings. Its FAQ says online filing is available at every bench; registered parties with valid credentials receive SMS or email listing information after cause lists are finalized. Check current portal notices and the case record for the status and instructions that apply to a particular appeal.
The portal also provides a GSTAT e-filing user manual, version 2.7, dated June 17, 2025, for general filing guidance. The manual is not a substitute for the transfer SOP: consult the specific SOP and any current notices for transfer applications.
Rank #4
For other appeal requirements, the portal help page states that taxpayer appeals require a 20% pre-deposit of disputed tax in addition to the amount deposited at the first appeal stage, payable online through GSTN. Check the current official guidance and the applicable provision against the circumstances of the case before relying on that statement.
Check current dates before filing
A portal notice surfaced in search results with a July 31, 2026 date for filing appeals under section 112 and recording intent to file. That date has passed. It should not be treated as a current deadline: verify any live filing date against current official portal notices and the relevant notification. No transfer-application deadline is established by the portal listing described above.
