Malaysia’s current Sales and Service Tax (SST) is not simply another name for the former Goods and Services Tax (GST). GST taxed value added at multiple stages and allowed registered businesses to claim input-tax credits. SST is a more targeted framework: sales tax applies to specified goods, while service tax applies to specified services. Which tax applies to a purchase or business depends on the current legal order, the category and the transaction’s facts. This guide reflects the rules in force as at 9 October 2026; check the operative orders for a specific transaction because categories and rates can change.
What GST and SST mean in Malaysia
GST was Malaysia’s former broad-based consumption-tax system. It was replaced on 1 September 2018 by the framework in the Sales Tax Act 2018 and Service Tax Act 2018. The current framework is commonly called SST, but that label combines two distinct taxes rather than describing one tax that applies uniformly to every purchase.

- Sales tax applies to specified goods under the relevant legislation and orders. It is generally charged at a single stage, rather than through a creditable tax at every step of production and distribution.
- Service tax applies to specified taxable services. Whether a service is within scope, and the rate that applies, depends on its category and the applicable rules.
That distinction matters in practice: a business selling goods and a business providing services may face different registration tests, tax rules and return obligations. A consumer may see tax on one purchase but not another, even when the two have similar prices. The Malaysian Ministry of Finance describes GST as a “broad-based multi-stage consumption tax”; Royal Malaysian Customs Department (RMCD) guidance explains that the current SST has no general input-tax entitlement.
The phrase “GST vs. SST” therefore compares two different system designs, not two interchangeable labels for the same charge. GST was a single framework applied through a value-added mechanism. SST today consists of separate goods and services taxes with their own scopes, rules and rates. Whether a particular supplier must register or charge tax is a further question: it depends on the supplier’s activity, the relevant threshold and the legal treatment of the supply.

GST vs. SST: the main differences
| Feature | Former GST | Current SST |
|---|---|---|
| Basic design | A multi-stage tax on value added through the production and distribution chain. | Sales tax generally applies at a single stage to specified goods; service tax applies to specified taxable services. |
| Input tax for businesses | Registered businesses could claim input-tax credits under GST rules, subject to those rules. | There is no general SST input-tax entitlement. Businesses should not assume that SST paid on their inputs can be credited against SST they collect. |
| Scope | A broad-based consumption-tax design, with zero-rating and exemptions under the GST rules. | Coverage is category-based. Goods, services, rates, exemptions and registration thresholds depend on legislation and orders. |
| What consumers encounter | GST could be collected at successive stages, with the credit mechanism intended to prevent registered intermediaries from bearing tax on business inputs as a final cost. | A consumer encounters SST only where the particular good or service is taxable and no applicable exemption changes the result. |
| Business compliance | GST registration and input-credit accounting applied while GST was in force. | Manufacturers and service providers must check the rules for their activity, including registration, invoicing, records and returns. |
The central structural difference is the credit mechanism. Under GST, a registered business could generally account for eligible GST paid on business inputs through input-tax credits. The Ministry of Finance’s Fiscal Outlook 2024 describes the GST design by saying that “the tax does not constitute as a cost to business as the tax on input is claimable.” That is a description of the system’s design, not a guarantee about every firm’s total costs. Under SST, the absence of a general input-credit mechanism means a business must account for its costs differently; the actual effect depends on its activity, tax status, exemptions and pricing decisions.
In practical terms, a business comparing the systems should not simply compare the tax it charges customers. Under the former GST framework, eligible input tax could be credited under GST rules by registered businesses. Under current SST, RMCD’s transitional guidance says there is no general equivalent right. This means that the treatment of a business’s purchases and the costs it chooses to absorb or pass on can differ from the GST model. The precise effect cannot be calculated from the system label alone; it requires the business’s own supplies, purchases, registration status and applicable exemptions.
Neither design, by itself, proves what consumers ultimately pay. A tax can affect a seller’s costs, but the amount passed through to customers depends on the goods or services involved and the business’s commercial choices. The official material cited here does not establish a single aggregate figure for the price or household-burden difference between GST and SST.

A useful comparison separates three questions that are sometimes conflated: whether a supply is within the tax’s scope, whether the supplier has a registration or collection obligation, and how much of any tax-related cost appears in the final price. The first two are governed by the legislation, orders and category-specific requirements. The final price also reflects commercial decisions. A headline tax rate answers none of those questions on its own.
Current SST rates and the changes effective in 2025 and 2026
RMCD’s current headline guidance gives different rate structures for sales tax and service tax. These are categories of rates, not a statement that every good or service is taxable. The applicable legal instrument, category and any exemption determine the result for a specific transaction. The rates and changes below reflect RMCD guidance available as at 9 October 2026.
| Tax or measure | Headline rule | Important qualification |
|---|---|---|
| Sales tax | 5%, 10% or a specific rate. | RMCD transition guidance says goods are generally at 10% unless specified in the Sales Tax (Rate of Tax) Order 2025 at 5% or a specific rate, or covered by an exemption order. The 2025 rate changes took effect on 1 July 2025. |
| Service tax | Generally 8%; food and beverage, logistics, telecommunications and parking are listed at 6%. | The service category and operative rules govern. Do not infer that every provider or transaction in a named sector is taxable. |
| Specified credit-card and charge-card services | RM25 per card issuance, and RM25 for each subsequent year or part-year. | This is a fixed charge for specified card services, not a percentage rate. |
| Rental or leasing services | 6% from 1 January 2026, according to RMCD’s background information. | Detailed scope rules and exceptions apply; the sector label alone does not decide whether a particular transaction is taxable. |
RMCD lists additions to the service-tax scope effective from 1 July 2025, including construction work, financial services, private healthcare and education. Rental or leasing services are listed at 6% from 1 January 2026. These descriptions identify areas where rules changed; they are not blanket declarations that every business or transaction in those sectors must charge tax. Category definitions, thresholds, exemptions and other conditions still matter.
The dates are important when assessing an invoice or a business’s obligations. The 2025 rate changes and service-scope additions began on 1 July 2025, while rental or leasing service tax began on 1 January 2026. A rate or scope summary that predates those commencement dates may not describe the rules for a later transaction. Conversely, the fact that a category was added does not establish that every service described informally by that category is taxable.

RMCD’s orders index records amendments to sales-tax orders in 2026. For a particular item, a current summary table may not be enough: check the operative Sales Tax (Rate of Sales Tax) Order and Sales Tax (Goods Exempted from Sales Tax) Order, along with any other relevant instrument. For services, consult the applicable service-tax legislation, orders and category guidance. A product or service name alone may not establish its legal classification.
This is especially relevant where a business relies on an older product list, an old invoice template or a general online summary. The rate order identifies the prescribed rate categories, while an exemption order may change whether tax applies. Service-tax instruments likewise define the relevant taxable services and conditions. Read the instrument that applies to the actual date and supply rather than assuming that a past classification or a sector name settles the question.
How consumers can work out whether SST applies
There is no reliable shortcut such as “SST is charged on all purchases” or “SST is only charged at the point of sale.” The answer depends first on whether the purchase is a specified taxable good or service, then on the rate and any relevant exemption. Two purchases at similar prices can receive different treatment because their categories differ.
- Identify what is being supplied. Separate a purchase of goods from a service, and be precise about what the seller is actually providing. A broad label such as “education,” “construction” or “rental” is not enough to determine tax treatment.
- Check the current category rules. For goods, consult the applicable sales-tax rate and exemption orders. For services, check the rules for that specific taxable-service category, including its scope and any exceptions.
- Confirm the rate or charge. A taxable good may be subject to 5%, 10% or a specific rate; a service may have a percentage rate or, for specified card services, a fixed charge. Do not apply a headline rate without confirming the category.
- Read the transaction details. The description on a receipt or quotation can help identify what was charged, but the legal treatment turns on the actual supply and applicable rules. If the charge is unclear, ask the seller to identify the relevant tax and rate.
- Seek an authoritative answer where the classification is uncertain. Consult current RMCD guidance or the relevant legal instrument; a complex or disputed transaction may require advice from Customs or a qualified tax professional.
For consumers, the practical point is that SST’s category-based structure makes the tax visible only on purchases that fall within its rules. The tax label alone cannot tell you whether a particular purchase is taxable, what rate applies or how much of a business’s cost is reflected in the final price.

If a bill shows a percentage tax, check whether the supplier has identified the service or goods category and rate. If it shows a fixed card-service amount, distinguish that amount from a percentage charge. If you believe an exemption or different category may apply, ask the supplier to explain the basis for its treatment and verify it against current RMCD materials.
For shopping decisions, do not assume that a tax-free price means the item is exempt in every situation, or that a taxable service in one category makes all services in that sector taxable. The relevant supply, seller, date and conditions may matter. The same caution applies when comparing a current SST price with a price from the former GST period: the item, tax treatment and commercial pricing may all have changed.
What SST means for businesses
The first task is classification, not copying a GST-era process. A business needs to determine whether it manufactures taxable goods, provides a taxable service, or conducts activities that bring it within more than one part of the SST framework. It must then check the relevant registration threshold and obligations for each activity. The manufacturer threshold is not a universal threshold for all SST businesses.

Registration thresholds depend on the activity
RMCD’s MySST “Registering Business” guidance identifies RM500,000 in taxable-goods sales over a 12-month period as the threshold for manufacturers described there. Service providers must apply the threshold prescribed for their particular taxable-service category. Do not use the manufacturer figure to decide whether a service business must register; confirm the current category-specific rule and how the threshold is calculated.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe threshold is tied to taxable-goods sales and a 12-month period, not simply to a business’s total turnover in every line of activity. A mixed business should therefore avoid treating all receipts as if they had the same classification. A company that manufactures goods and also provides services may need to assess those activities separately under their applicable rules. The figure of RM500,000 is a useful starting point for manufacturers covered by RMCD’s guidance, but it does not replace the category-specific registration test.
Registration brings ongoing duties
Registered persons have invoicing, recordkeeping and return responsibilities. RMCD’s sales-tax FAQ describes returns as bi-monthly. Businesses should confirm the current filing requirements, deadlines and detailed procedures for their tax and category against RMCD guidance rather than assuming that the sales-tax schedule applies to service tax or to every case.
- Keep records that distinguish taxable and non-taxable goods or services and support the rate or exemption applied.
- Use invoices that meet the rules for the relevant tax and show charges clearly enough for customers and the business’s own records.
- Track sales or service values against the correct registration threshold and period.
- Check whether a change in the business’s activities, the scope of a service category or an amended order changes its obligations.
- Do not treat SST paid on business purchases as a generally creditable input tax; the current framework does not provide a general SST input-tax entitlement.
Operationally, this calls for a reliable link between the business’s classification decision and its invoicing, accounting and filing process. Staff should know which supplies are treated as taxable, which are exempt or outside the relevant scope, and which rate or charge is being applied. A business should retain records supporting those decisions and review them when its activities or the operative rules change. A GST-era system or template should not be carried forward automatically if it assumes input credits or GST reporting categories.
Plan for input costs and pricing carefully
With no general SST input-credit mechanism, a business cannot simply carry forward the GST-style assumption that eligible input tax can be offset through a credit claim. That difference can affect how it accounts for tax on inputs. It does not establish that every business’s costs, margins or selling prices will rise by a particular amount: those outcomes depend on the business’s taxable status, purchases, exemptions and pricing decisions. A sound calculation needs the business’s own transaction and cost information, not just a comparison of headline tax rates.

The tax treatment of a purchase determines how it is recorded under the applicable rules; it does not prescribe the amount a business must add to its customer price in every case. A business may absorb some cost, alter its margin or change prices for commercial reasons, but no single pass-through percentage follows from the absence of input credits. Any forecast should be built from the business’s actual supply mix, costs, tax status and customer pricing strategy.
For compliance planning, a practical sequence is to map each activity to the relevant sales-tax or service-tax category, verify registration tests and any exemptions, set up suitable records and invoices, and confirm return timing. Then review input costs and pricing separately. This avoids the common mistake of treating the current SST framework as a renamed GST system with the same credit logic.

Which system is cheaper for consumers?
The tax design alone cannot answer that question. GST’s input-credit mechanism and broader scope differ from SST’s specified categories and lack of general input credits, but a fair price comparison would also need to account for the exact goods and services purchased, exemptions, supply-chain treatment and how businesses pass costs through. The official sources cited for the current rules do not provide a directly comparable aggregate statistic establishing that SST makes consumers as a whole pay more or less than under GST.
For an individual purchase, the useful question is narrower: is this exact good or service taxable under the current order, what rate or specific charge applies, and is an exemption relevant? For an overall household comparison, a tax label or one headline rate is not enough.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →For example, knowing that service tax is generally 8% does not establish that a particular service is taxable at 8%; specified categories have a 6% rate, some specified card services have a fixed RM25 charge, and scope rules and exceptions still apply. Likewise, sales tax’s 5%, 10% and specific-rate structure does not mean that all goods attract one of those rates. The category and relevant order have to be established first.
It is also not possible to infer a household’s total burden from a single purchase. A meaningful comparison would need to account for what the household buys and how the relevant goods and services are treated. The Ministry of Finance’s Fiscal Outlook 2024 explains GST’s design; it is not a current, quantified study of how much Malaysian households pay under SST compared with GST.
Where to verify the rules for a specific transaction
Use current RMCD materials and the operative legal orders for decisions that depend on classification. For goods, verify both the applicable rate instrument and any exemption order; for services, consult the relevant category rules, registration guidance and current service-tax instruments. The 2026 amendments recorded in the orders index make it especially important to use current documents rather than an undated summary.
For a business, retain the reasoning and records supporting its classification, rate, exemption and registration position. For a consumer, ask the supplier to explain a tax line item if it is unclear, then compare that explanation with the category rules. Where the facts do not make the outcome clear, seek a determination or professional advice instead of inferring the answer from the sector or product name alone.

For historical context, GST ceased to be the current system when the 2018 Acts took effect on 1 September 2018. For present transactions, use the Sales Tax Act 2018, Service Tax Act 2018 and the current subsidiary orders and guidance applicable to the supply date. In particular, a 2026 change to an order can make an older summary incomplete even if it accurately described an earlier period.

Frequently Asked Questions
What is the difference between GST and SST in Malaysia?
GST, which Malaysia replaced on 1 September 2018, was a broad-based, multi-stage tax on value added, with input-tax credits available to registered businesses under GST rules. Current SST is a more targeted framework with sales tax on specified goods and service tax on specified services. There is no general SST input-tax entitlement.
Is SST the same as GST?
No. SST is not another name for GST. SST combines two distinct taxes—sales tax and service tax—with category-specific scope and rules. GST used a different, multi-stage value-added design.
Does SST apply to every purchase in Malaysia?
No. A particular good or service must fall within a taxable category, and the applicable rate, specific charge or exemption must be checked. A sector label or headline rate alone does not establish that a transaction is taxable.
What are Malaysia’s current SST rates?
RMCD’s headline guidance lists sales tax at 5%, 10% or specific rates, subject to the applicable rate and exemption orders. Service tax is generally 8%, with food and beverage, logistics, telecommunications and parking listed at 6%. Specified credit-card and charge-card services are subject to RM25 per card issuance and RM25 for each subsequent year or part-year. The relevant order and category determine the treatment.
What changed in SST in 2025 and 2026?
Sales-tax rate changes and additions to service-tax scope took effect from 1 July 2025. The additions included construction work, financial services, private healthcare and education, subject to detailed scope rules and exceptions. Rental or leasing services are listed at 6% from 1 January 2026, also subject to detailed rules and exceptions.
Is RM500,000 the SST registration threshold for every business?
No. RMCD’s MySST guidance identifies RM500,000 in taxable-goods sales over a 12-month period as a threshold for manufacturers described there. Service providers must check the threshold for their particular taxable-service category. The manufacturer threshold should not be generalized to all businesses.
Can a business claim SST paid on purchases as an input-tax credit?
There is no general SST input-tax entitlement. Businesses should not assume that SST paid on inputs can be credited against SST collected. The effect on costs depends on the business’s activity, tax status, purchases, exemptions and pricing decisions.
Is SST cheaper for consumers than GST?
The tax design alone does not show whether consumers overall pay more or less. The result depends on the specific goods and services purchased, exemptions, supply-chain treatment and business pricing decisions. The official sources described here do not provide a directly comparable aggregate household price-impact figure.
The Bottom Line
Malaysia’s GST was replaced on 1 September 2018. Current SST is a targeted framework with sales tax on specified goods and service tax on specified services; it has no general input-tax entitlement like GST’s credit mechanism. Rates, exemptions and registration duties depend on the relevant category and current order. As at 9 October 2026, check RMCD’s operative instruments for the actual transaction rather than assuming SST applies to every purchase—or that one headline rate determines its price impact.
