In September 2025, Andhra Pradesh 20-Point Programme Implementation Committee chairman Lanka Dinakar urged officials and traders to make GST 2.0’s benefits tangible to consumers through implementation, awareness and price pass-through. “A shift from enforcement to facilitation” is a useful description of that emphasis, but the reports do not establish that Dinakar used those exact words.
What Dinakar said about GST 2.0
Reports from Andhra Pradesh in September 2025 described Dinakar calling on officials and traders to ensure that consumers benefit from the GST changes. The Hindu’s September 29 report focused on traders’ responsibility to pass on benefits, while The New Indian Express’s September 30 report described a broader call for the benefits to reach consumers. The practical emphasis was on collective implementation and public awareness: a rate change can help household budgets only if people know what changed and sellers reflect applicable tax reductions in prices. The coverage reports an appeal and policy intent; it does not document measured retail price cuts or establish that every trader passed on savings.
What changed in the reported GST rate structure
The New Indian Express reported that the 56th GST Council meeting decided to move from four slabs—5%, 12%, 18% and 28%—to two main slabs, 5% and 18%. This is the publication’s account of the Council decision; the reporting cited here does not include an official rate notification establishing which specific goods or services fall into each slab. The New Indian Express
For a consumer, the headline slab structure alone does not show the tax or final price of a particular purchase. The applicable rate depends on the product or service, and the actual benefit depends on how a changed tax liability is reflected in the selling price.
How consumers can tell whether a benefit reached them
Compare the same item or service before and after the relevant rate change, checking that the product, quantity and other charges are comparable. Review the invoice’s taxable value, GST rate and tax amount rather than relying only on a promotional price or a general claim that prices should fall. A lower rate may reduce the tax component, but it does not by itself prove that the final price fell by an equivalent amount.

The September 2025 reports do not provide a named, dated measurement of household savings, nor verified evidence of universal pass-through. Dinakar’s call should therefore be read as a request for implementation and trader participation—not as proof that consumers had already received a particular rupee saving.

Separate reporting on the 57th GST Council meeting, published October 8, 2026, described a later facilitation-oriented agenda covering compliance, registration, refunds, input tax credit and enforcement. That is subsequent context for a broader policy theme; it is not evidence about Dinakar’s September 2025 remarks or about retail price reductions following them. The Economic Times
