Gosnells SPLASH: $132m Proposal Replaced by an $80m Indoor-Focused Plan

The City of Gosnells has dropped the original roughly $132 million Sutherlands Park Leisure, Aquatic and Sports Hub (SPLASH) proposal in its current form after receiving only $2 million in external State funding. Council is pursuing a smaller, mainly indoor facility capped at $80 million, but it has made further progress conditional on government funding. A revised design is targeted for presentation to council by March 2027; that is not a construction approval or opening date.

What changed in July 2026?

At its 14 July 2026 Ordinary Council Meeting, council resolved that the original concept could not proceed as designed. The City had expected substantial State and Federal support, drawing on funding for other local-government projects, but says it was offered only $2 million in external State funding. The City’s SPLASH update records the decision and the next steps.

The original concept was estimated at about $132 million. The new direction is a smaller indoor aquatic facility at Sutherlands Park, with a maximum budget of $80 million. The cap is a planning limit for the revised option, not evidence that the money has been secured.

What is planned next?

Council’s July resolutions set out a design and feasibility process, rather than authorization to build:

  1. Develop a new design for a smaller indoor aquatic facility at Sutherlands Park, capped at $80 million.
  2. Undertake a feasibility study focused primarily on indoor facilities while considering staging and possible future outdoor expansion.
  3. Ask for the existing $2 million State commitment to be redirected to feasibility and design.
  4. Investigate indoor sports courts in Maddington.
  5. Advocate for $15 million from the State Government and $15 million from the Federal Government.

The City says an aquatic facility at Sutherlands Park will not proceed without funding support. The March 2027 milestone is for revised design work to be presented to council—not for construction to begin.

How does the revised concept differ from the original?

The original proposal combined indoor and outdoor recreation facilities. The City’s published description included an eight-lane, 50-metre outdoor pool and grandstand; indoor lane, learn-to-swim and leisure pools; a wellness hall with spa, steam room and sauna; four indoor multi-sport courts; gym and fitness space; childcare with outdoor play space; and a cafe or restaurant. These were concept elements, not a guaranteed specification for the scaled-back project.

The City’s stated revised focus is primarily indoor aquatic facilities, with outdoor expansion and staging still under consideration. Your Local Examiner’s 23 July 2026 report said the first stage was expected to focus on indoor pools for lessons, lap swimming, leisure and warm-water rehabilitation, while retaining space for possible expansion. It reported that the outdoor pool might be left out of the first stage and that the basketball component could move elsewhere; it also mentioned potential allied-health commercial opportunities. Those details remain reported expectations pending feasibility work and a final concept plan.

Why is Sutherlands Park still the preferred location?

The City describes Sutherlands Park as its largest active open space and says it is well placed to serve the expanding southern corridor. Its case for the site includes nearby youth and community facilities, playgrounds and sports pavilions. The City expects further community consultation once funding is confirmed, so the final design and facility mix remain open.

What does the funding gap mean for the project?

The revised $15 million-plus-$15 million target is different from the original funding structure. Australasian Leisure Management reported that the original proposal included a $66 million City commitment and sought $16 million from the Western Australian Government and $50 million from the Commonwealth. The outlet also reported announced contributions of $99 million for The Pavilion at the WACA Ground, $50 million for Ellenbrook Leisure Centre and $42.6 million for Alkimos Aquatic and Recreation Centre. Those figures provide funding context, but they do not establish that the projects are directly comparable or have equivalent funding terms.

The same industry report said the City had spent about $300,000 on original design and expected to spend a further $250,000 to $300,000 on scaled-back plans. Those reported design costs do not change the City’s stated condition: without government support, an aquatic facility at Sutherlands Park will not proceed.

The City also reported more than 2,300 support letters and almost 1,900 additional emails sent to representatives in its July 2026 campaign update. These are advocacy actions, not a representative public-opinion poll.

What remains undecided?

  • Which indoor pools and supporting amenities make the final design.
  • Whether the outdoor 50-metre pool is deferred, removed, or considered for a later expansion.
  • Whether courts are included at Sutherlands Park or pursued separately in Maddington.
  • How the project could be staged and whether future expansion space is retained.
  • Whether the requested State and Federal funding is secured, allowing the aquatic project to proceed.
