The UAE–U.S. Partnership for Accelerating Clean Energy (PACE) aims to catalyze $100 billion in financing, investment and other support, and to deploy 100 gigawatts of clean energy by 2035. Those figures are targets—not funds already raised or capacity already installed. The official announcements identify the initiative as PACE; they do not establish “GIGATONS” as its formal name.
What is the UAE–U.S. PACE partnership?
PACE is a government-to-government framework announced by the United States and the United Arab Emirates in November 2022. The UAE Ministry of Foreign Affairs said the agreement was signed at ADIPEC; a UAE Ministry of Industry and Advanced Technology fact sheet describes it as a framework signed in Abu Dhabi. The partnership is intended to bring together public- and private-sector funding and support for clean-energy projects in the two countries and emerging economies.
The initiative sets two distinct goals: mobilize financing and other support, and deploy clean-energy capacity. Its announcement does not mean either goal has already been achieved. The UAE Ministry of Foreign Affairs outlined the agreement in its November 2, 2022 announcement, while the UAE Ministry of Industry and Advanced Technology published a fact sheet on November 1, 2022.
What does the $100 billion climate partnership fund?
The $100 billion figure is PACE’s goal for catalyzing financing, investment and other support. It is not a statement that $100 billion has been raised, committed, or spent. The partnership’s announced areas of work are:

- Clean-energy innovation, deployment and supply chains: advancing clean-energy technologies and the systems needed to put them into use.
- Carbon and methane management: addressing emissions through management approaches for carbon and methane.
- Nuclear energy: supporting work in this energy category as part of the framework.
- Industrial and transport decarbonization: reducing emissions in industrial activity and transportation.
The framework also calls for an expert group to identify priority projects, address potential hurdles and measure progress. The UAE fact sheet says the work can include investment and technical or financial assistance for clean-energy projects in developing and low-income countries.
How much clean energy is PACE supposed to deploy by 2035?
PACE’s stated deployment goal is 100 gigawatts of clean energy by 2035. The announcement describes this as a target covering the partnership’s work in the United States, the UAE and emerging economies; it is not evidence that 100 GW has already been deployed.
What early investment announcement was reported?
The U.S. Department of State’s 2023 Investment Climate Statement for the UAE says a bilateral working group established in January 2023 announced $20 billion in initial investments for 15 GW of U.S. clean and renewable energy projects before 2035. The report described the announced financing as $7 billion in private-sector cash equity and $13 billion through debt financing and other instruments.
That is a dated report of an initial announcement. It does not establish how much was subsequently disbursed, how many projects were completed, or the current cumulative amount mobilized toward PACE’s overall goals.

How much progress has PACE made toward its targets?
The official materials cited here do not provide a cumulative progress tally current to October 8, 2026, for either the $100 billion mobilization goal or the 100 GW deployment goal. The 2023 State Department report supplies an early U.S.-project investment announcement, not a current scorecard for the full partnership. Readers should therefore distinguish that initial announcement from verified cumulative funding or completed capacity.
