You may qualify for a payment if you paid for an app or in-app content through Google Play between August 16, 2016, and September 30, 2023, and your Google payments profile’s “Legal Address” was in an eligible U.S. jurisdiction when you made the purchase. The official notice sets a minimum payment of $2, but any amount above that depends on your qualifying spending compared with other eligible consumers.
As of October 4, 2026, the settlement administrator says the final approval order has not been signed and payments have not begun. Most eligible consumers are expected to be paid automatically; there is no general claim form to submit now.

Who is eligible for the Google Play settlement?
Eligibility depends on both the type and date of a purchase, and the legal address saved to your Google payments profile at the time. The administrator’s settlement website and official FAQ describe the criteria.

- Purchase dates: August 16, 2016, through September 30, 2023, inclusive.
- Legal address: At the time of purchase, the “Legal Address” in your Google payments profile must have been in one of the 50 states, Washington, D.C., Puerto Rico, or the U.S. Virgin Islands.
Your current residence or the location where you happened to use your device does not by itself establish eligibility. The notice’s test is the legal address in the Google payments profile when the qualifying purchase was made.

Purchases that do not meet the stated test
A free app download alone is not a qualifying paid app purchase. Nor does a purchase made outside the stated date range qualify under the criteria described by the administrator. If you are unsure whether a transaction used Google Play Billing, consult your Google Play purchase history and the administrator’s FAQ.
How much could you receive?
The settlement provides a minimum payment of $2 for an eligible consumer. A larger payment, if any, is calculated based on each consumer’s qualifying spending relative to the total qualifying spending of all eligible consumers. The administrator has not published a fixed typical payment or enough information to calculate an individual’s final amount in advance.

The $700 million headline combines two distinct allocations. The official FAQ describes a $630 million consumer payment fund, from which court-authorized administration expenses and attorneys’ fees are deducted before the remainder is distributed to consumers. A separate $70 million is allocated to the states, districts, and territories for their sovereign claims; it is not an additional individual-payment fund. The California Department of Justice announcement of December 4, 2025 also describes the $630 million consumer fund and separate $70 million state allocation.

Most payments are intended to be automatic, so most eligible consumers do not need to file a claim form. According to the administrator, after court approval a payment notice is to be sent by PayPal email or Venmo text to the email address or mobile number associated with the Google Play account. If that contact matches a PayPal or Venmo account, the payment is directed there; if it does not, the recipient may create an account or redirect the payment to another contact.

That process has not started. The administrator’s current status page says the final approval order has not yet been signed and payment distribution has not begun. Do not treat a payment notice as overdue while distribution remains unstarted.
Who may need the supplemental claims process
The administrator says a supplemental process is planned after automatic payments for people who no longer control the Google Play email address or phone number, do not have or do not want to create or redirect to a PayPal or Venmo account, or expected a payment but did not receive one. The process is forthcoming, not currently open. Check the administrator’s site for updates; it lists the phone number 1-888-808-6317 and contact instructions.

What is the settlement, and what does it release?
The case is State of Utah et al. v. Google LLC et al., No. 3:21-cv-05227-JD. State attorneys general alleged that Google monopolized app distribution on certain Android devices and in-app billing, limiting consumer choice and causing consumers to pay too much. They also alleged misrepresentations about alternative app sources and Google billing policies. Google denies wrongdoing and denies the allegations. These are allegations resolved through a settlement, not findings of liability in this action.

Other announced settlement terms
A May 5, 2026, announcement from the Michigan Attorney General says the settlement terms allow app developers to use alternate payment systems, tell customers about lower prices outside Google billing, and list apps on competing stores for at least five years. It also says Android users may download apps from outside the Play Store for at least seven years. These are announced settlement terms, separate from the consumer payment calculation.
Are the deadlines still open?
No. The deadline to exclude yourself or object was February 19, 2026, and the final approval hearing was held April 30, 2026, according to the administrator. Both dates have passed. The administrator’s current status remains the best source for whether the court has signed the final approval order and when distribution will begin.
