Fremantle Oval’s redevelopment is a proposed precinct renewal, not simply a stadium upgrade. The City of Fremantle and its football partners envisage improved football facilities, public green space, event capacity, heritage conservation and safer pedestrian links. A Western Australian planning strategy also describes more than 200 new homes in the wider Oval–Prison–Hospital precinct. In the latest located City progress report, from February 2026, an advanced business case was prepared for Project Board review and contractors had been consulted on procurement options; the reviewed sources do not establish final approval, a settled total cost, secured funding or a construction start date.
What the redevelopment plan covers
The City’s masterplan is intended to set a long-term vision and management principles for the Fremantle Oval precinct and help attract state and federal funding. Its project partners are South Fremantle Football Club, Fremantle Football Club and the Western Australian Football Commission. The scope brings together sport, events, public space, heritage and connections with nearby places rather than treating the oval as an isolated venue. What is proposed for football and events?
Facilities and intended capacity
The City says current changerooms, lighting, playing surface, seating and public amenities are in poor condition for present needs and anticipated growth in football, particularly women’s football. Its proposed venue target is Category 4 – Tier 2, with capacity for about 10,000–15,000 patrons. In the City’s explanation, Category 4 is intended to accommodate AFLW and AFL pre-season games, while Tier 2 covers state-league and community events. The target also includes player and patron facilities, lighting and media facilities suitable for interstate broadcasting. These are planning ambitions, not confirmation of a final design or completed venue. City project overview · City project FAQs
Public space and community use
The plan envisages an accessible, inclusive green space in the city centre that can support events such as High Voltage as well as everyday use. The City also describes a visitor experience intended to encourage people to spend a day in Fremantle. Potential support for current oval tenants SEDA College and the Stephen Michael Foundation, and the possibility of attracting other education providers, are among the stated opportunities—not confirmed tenancy arrangements. How housing fits into the wider precinct vision
The Government of Western Australia’s February 2026 Local Planning Strategy City of Fremantle describes a renewed Fremantle Oval, Prison and Hospital precinct with community and allied health services and 200+ new residential dwellings. A separate capacity scenario in that strategy models 220 additional apartments and 415 future residents, using an assumption of 1.8 residents per dwelling. These are strategic planning figures, not evidence that a specific housing program has been approved, funded or scheduled. They refer to the wider precinct planning area, not necessarily to the oval site alone. Government of Western Australia: Local Planning Strategy City of Fremantle
The City’s FAQ names health and fitness facilities and childcare as examples of possible uses. It does not identify confirmed operators or funded projects. The eventual mix of housing and other uses will matter alongside the plan’s heritage and public-access aims; the available material does not settle the final balance. City project FAQs

Heritage, access and neighbouring places
Fremantle Oval is within Fremantle Prison’s World Heritage Buffer Zone, so redevelopment must address the setting and heritage values of the prison. The City identifies the Victoria Pavilion as a significant heritage place for conservation. It says an independently developed Conservation Management Plan informs the masterplan, providing a framework intended to protect heritage values while allowing regeneration. The City names Fremantle Prison, Fremantle Hospital and Fremantle Markets as key neighbours. Its stated aims include supporting a revitalised hospital, improving the prison visitor experience, recognising Aboriginal people as Traditional Owners and contributors to the oval’s sporting history, and making pedestrian connections through the precinct safer. The plans describe intended outcomes; they do not establish the final design or delivery of each connection. City project overview

What is known about cost, funding and timing?
The project’s financial position should be read across documents with different dates and purposes:
- Cost development: The City FAQ says the cost was still being developed through the business-case process and that the City was seeking state and federal partners while working with football partners on sustainable operations. City project FAQs
- Business case and procurement: A City corporate progress report covering July–December 2025, presented on 25 February 2026, says an advanced business case had been prepared for Project Board review. It also reports contractor market testing to help scope procurement strategies. That is progress on project development, not confirmation of final approval or construction procurement. City of Fremantle council meeting attachments, 25 February 2026
- City contribution: The City’s Long Term Financial Plan 2025–2035 anticipates a contribution of up to $20 million and says the intent is for the development to be primarily externally funded. This is a financial-plan expectation, not the total project cost or proof of a final appropriation or funding commitment. City of Fremantle Long Term Financial Plan 2025–2035
The final public-comment period on the draft masterplan closed on 6 November 2024; the City’s consultation page said officers would then seek council adoption. The sources cited here do not confirm whether a later council decision adopted the plan, whether the business case received final approval, how much funding is secured, or when construction might begin. What residents and prospective visitors should take from the plan
The proposal sets out a broad public-purpose case: better facilities for football, a more usable green space, the ability to host larger events, heritage protection and improved connections, alongside housing and other uses in the wider precinct. Those outcomes depend on choices still to be resolved, including how development yield fits with heritage protection and everyday public access, how capital costs and ongoing operations are funded, and how pedestrian, parking and city-centre connections are handled. The published material gives the direction and some capacity scenarios, but not a final, funded construction program.
