Fremantle council unanimously approved a change of use for a proposed gelato cafe at 384 South Terrace, South Fremantle, despite a staff recommendation to refuse the application over parking. PerthNow reported the decision on 20 June 2024, after a council meeting the previous Wednesday. The report describes a planned 16-seat venue with four on-site parking bays; it does not establish whether the cafe later opened or what its current hours are.
What Fremantle council approved
PerthNow reported that councillors unanimously approved changing the use of 384 South Terrace, at the corner of Orient Street and South Terrace, from mixed use to cafe/restaurant use. The paper said the council meeting took place the previous Wednesday night; its report was published on 20 June 2024.
The staff recommendation had been to refuse the application on parking grounds. According to PerthNow, Cr Adin Lang tabled an alternative motion arguing that the proposed cafe would not attract additional traffic, and that motion was approved. The newspaper account does not reproduce the planning officer’s assessment or the official council minutes, so the sequence and rationale here are attributed to its reporting.
What the proposal included
The 2024 report identified local operator Sergio Guazzelli, who it said already ran Freo cafe Blink Coffee. It described the proposed South Terrace venue as serving daily crafted “authentic” Italian gelato; that description is the newspaper’s wording, not an independently verified assessment.

These were details reported for the proposal, not confirmation of the cafe’s eventual operating arrangements.
Why parking divided opinion
The report described parking around South Terrace as scarce and said diners used narrow nearby streets, including Orient Street. It named Running With Thieves brewery, South Beach Fish and Chips, Little Loaf bakery and South Beach Hotel among the venues in the area. Those details provide context for the concern, but the article did not present a parking study or quantified estimate of the cafe’s traffic effects.

An unnamed Orient Street resident told PerthNow that residents liked the idea of the cafe but worried about traffic, parking and blocked driveways. She described the situation as “just mayhem” and said the proposed limited bays could add to pressure on street parking. Her comments are one resident’s view, not evidence of a neighbourhood-wide consensus.
Cr Andrew Sullivan argued that larger developments could make or break the parking situation, whereas a small proposal like this would not. He said parking on side streets needed strategy and policy, rather than rejecting such applications. That was his argument in the debate, not a technical finding about the cafe’s likely impact.

What councillors and the mayor said about support
Mayor Hannah Fitzhardinge said people who attended the meeting and supported the proposal gave her confidence that the cafe would be welcomed. The report did not cite a survey or other measure establishing the level of community support. Its account therefore shows contrasting views voiced at the meeting, rather than a measured consensus.

PerthNow’s report covers the council decision and the details planned in June 2024. It does not say whether the business subsequently opened, confirm its current name, or establish its present hours. The approval should not be treated as proof that the cafe is operating now.
