Choose a flat travel fee when trips follow a predictable pattern; choose hourly travel billing when travel duration varies enough that a fixed amount would be hard to set fairly. Either can work for a private client, but there is no universal required method. Agree on the charge before work begins, explain how it is calculated, and keep travel time separate from mileage and other expenses.
How the two travel-billing methods differ
A travel-time fee pays for the provider’s time spent getting to or from a job. A travel expense charge covers outlays such as mileage, fares, or lodging. They are separate categories: a client agreement can charge for time, expenses, both, or neither, so spell out what the quoted amount includes.

Flat travel fee
A flat fee charges a set amount per trip, visit, or defined service area, regardless of the exact time that journey takes. It is easier for both sides to budget when routes and visit patterns are stable. Define the covered distance or area, whether the return trip is included, and what happens for exceptional routes or delays.

Hourly billing applies an agreed rate to actual travel time. It can better reflect journeys that vary substantially with distance, traffic, or routing, but the final charge is less predictable. State where the clock starts and stops, which travel segments count, whether there is a minimum, how partial hours are rounded, and whether the charge is capped.

Other negotiated structures
Practitioners also use full-rate hourly travel billing, a reduced hourly travel rate, or a flat trip fee; these are options rather than universal industry rules. This is practical decision guidance, not a substitute for contract terms or local law. Neither method is inherently more profitable: the result depends on the agreed rates and the time and costs involved.

How to write the charge into a quote or agreement
Set the policy before accepting the work. A concise agreement should identify the billing unit, the scope of travel covered, and how the client will see time charges and expenses on the invoice.
- Name the charge: distinguish a travel-time fee from mileage, fares, lodging, parking, or other expenses.
- Define the unit and route: say whether you charge per trip, per mile, or per hour, and identify the service area or start and end points.
- Set the boundaries: state whether outbound and return travel count, what minimum applies, how partial hours are rounded, and whether a cap or advance approval is required.
- Choose an expense method: specify whether expenses are billed at actual cost, covered by an allowance, or included in a flat quote. Explain what receipts or trip records you will provide and how any unused advance is treated.
- Use an accurate label: do not call a negotiated client charge an “IRS mileage reimbursement” unless it is actually calculated for that tax purpose. The IRS mileage rate does not set a required customer-facing price.
Keep travel charges and tax records distinct
A negotiated client price answers what the client has agreed to pay. Tax substantiation is a separate question. The IRS says, “As a self-employed person, you adequately account by reporting your actual expenses,” in Publication 463 (2025), in its section on accounting to a client. The publication says records should establish the dates, place, and business purpose, with supporting evidence where applicable. Keep trip and expense records accordingly; do not assume that calling a payment an allowance makes it an actual-expense record.

The 2025 rate appears in IRS Publication 463 (2025); the 2026 rate is in the IRS announcement of the 2026 business standard mileage rate. Neither figure includes the negotiated value of a provider’s travel time.

When government or employee rules matter
Federal contracts
Federal contract cost rules have a defined scope and are not a general private-client pricing formula. Under FAR 31.205-46(a)(1), “Costs for transportation may be based on mileage rates, actual costs incurred, or on a combination thereof, provided the method used results in a reasonable charge.” See the Federal Acquisition Regulation, 31.205-46 for the applicable contract-cost requirements, including per diem limits.
Employee commuting and contractor pricing
Employee wage rules do not decide what an independent contractor may negotiate with a client. The U.S. Department of Labor says that, in the specific commuting context it describes, “Time spent in home-to-work travel by an employee in an employer-provided vehicle, or in activities performed by an employee that are incidental to the use of the vehicle for commuting, generally is not ‘hours worked’ and, therefore, does not have to be paid.” Read that statement in its employee and commuting context in the DOL’s Travel Time guidance; it is not a rule for contractor-client fees.
