Most covered duties rose to 50% in June 2025, and the administration set out a more differentiated framework in 2026, with rates and exceptions that depend on the product, its metal content and origin, and the date it enters the United States. This explainer covers the official actions through July 20, 2026; the available information does not establish whether later changes occurred.
What tariff rates did the administration set?
There is no single rate that applies to every steel or aluminum import. The White House’s April 2026 fact sheet described different treatment for metal articles, derivative goods, specified equipment, and products meeting metal-content conditions. The proclamation and tariff schedule determine the treatment of a particular product.

These figures describe the administration’s framework, not a complete list of tariff lines or a calculation for a shipment. In particular, the 15% and 10% treatments have product, origin, metal-content, or time conditions; they are not general rates for equipment or goods made with U.S. metal.
How the tariff changed from the original 25% announcement

The policy actions invoke Section 232 of the Trade Expansion Act of 1962, citing national security. The June 2025 proclamation said the increase would support the industries and reduce or eliminate the national security threat the administration associated with imports of steel, aluminum, and derivative articles.

What determines the duty on a particular product?
A product’s everyday name is not enough to identify its tariff treatment. Customs classification, the product’s composition, origin, applicable trade-agreement rules, and the entry date can all matter. Two items that look similar—or contain similar amounts of metal—may be treated differently under the Harmonized Tariff Schedule of the United States (HTSUS).
- Classification: Identify the applicable HTSUS provision and check whether the product is covered as a metal article, derivative article, equipment, or another category.
- Metal content: Determine whether the product meets the relevant description or threshold. The April framework’s low-metal-content exclusion and the June rule involving at least 85% qualifying U.S.-processed metals use different tests and should not be conflated.
- Origin and trade terms: Establish the product’s country of origin and whether it qualifies for any applicable agreement treatment. The metal’s origin or processing can also be relevant to a special rule.
- Entry date: Check which provisions were in force when the goods entered, including whether a temporary adjustment applied.
The proclamations authorize implementation through HTSUS modifications and agency guidance. The high-level descriptions here do not identify every tariff line, later technical correction, customs ruling, or shipment-specific exception. Importers should check the current tariff schedule and applicable Customs and Border Protection guidance before calculating or paying duties.

What the rules say about Canadian and Mexican goods
The June 1, 2026 proclamation provides a specific rule for products of Canada and Mexico that qualify for preferential tariff treatment under the United States–Mexico–Canada Agreement (USMCA): a 25% duty applies only to the product’s non-U.S. content. This is not a blanket rule for all Canadian or Mexican imports, nor does it establish treatment under other tariff measures. A product must meet the relevant preferential-treatment conditions.

What this could mean for household budgets
A tariff is charged on imports under the applicable customs rules; it is not automatically a separate fee on a consumer’s receipt. If an importer faces a higher duty, the cost may be absorbed, shared along the supply chain, or passed on in some form. The outcome can vary by product, sourcing, contracts, and business decisions. The policy information covered here does not establish how much prices for any particular household purchase changed.

For a consumer comparing a steel- or aluminum-containing product, the headline tariff rate alone cannot predict its retail price. The product may not be covered, may qualify for a different treatment, or may be affected indirectly through its materials or supply chain. No general consumer-price percentage follows from the rates in the proclamations.

The administration has framed the Section 232 actions as support for domestic metals production and downstream industry. Its June 2026 fact sheet projected more than 4 million tons of new crude steelmaking capacity over the following two years and cited a planned Oklahoma aluminum smelter; those are administration claims and projections, not independently established outcomes here. The July 20 aluminum proclamation separately directed Commerce to create an incentive program for investment in U.S. primary aluminum production facilities.

The Associated Press reported that the June 2026 action lowered rates for some agricultural and other equipment. In that report, Barry Appleton, a law professor and co-director of New York Law School’s Center for International Law, interpreted the changes as appearing politically motivated. That is attributed commentary, not an official finding about the President’s intent.
