FBN Health’s 2021 Nationwide Rollout and Year-Round Enrollment

FBN’s 2021 announcement described year-round enrollment and plans in all 50 states, subject to licensing, eligibility, and approval. Those terms are historical, not confirmation of current availability.

Farmers Business Network announced on November 12, 2021, that FBN Health would be available in all 50 states and accept enrollment year-round. That is a historical announcement, not confirmation that FBN Health is available nationwide, open to enrollment, or offering the same plans in 2026. Its most recent FBN-specific descriptions identified here date from 2023; current state availability, terms, and prices need confirmation.

What FBN announced in 2021

FBN said its health program had launched in 2018. In its November 2021 announcement, the company described four plans with deductibles from $2,000 to $6,500. It said the plans included access to a national provider network, up to $750 in annual deductible credit for completing wellness exams or screenings, $0 preventive care, $0 telemedicine copays, and enhanced ambulance coverage. These are features FBN described at the time, not verified terms for plans available today. Read FBN’s announcement.

The announcement also reported that nearly 55% of surveyed FBN members said they had not saved enough for a major health event, while 59% of surveyed farmers said such an event would seriously endanger their financial security. FBN did not provide the survey’s sample size or methodology in the announcement, so the figures should be understood as company-reported survey results, not independently verified estimates.

What kind of coverage did the announcement describe?

FBN said the plans were level-funded group health benefit plans offered and administered by Benefit Plan Administrators, Inc. (BPA), and marketed by FBN Insurance LLC. The company explicitly stated, “FBN does not offer traditional health insurance.” That is FBN’s own disclosure; it is not an independent legal characterization of the product.

Availability was conditional: the announcement said plans were offered only where BPA was licensed, an application had to be approved and accepted before coverage could be obtained, and eligibility requirements, exclusions, and limitations applied. The “all 50 states” headline should therefore not be read as a guarantee that every applicant or business could enroll in every state.

What later FBN material said about businesses and networks

In a 2023 article, FBN described offerings for agricultural businesses with one to nine employees and businesses with more than ten employees. It also referred to regional and nationwide provider networks and said Mike Keith Insurance could help with plan choice and claims questions. These details are dated descriptions, not confirmation of current plan options or support arrangements. See FBN’s 2023 overview.

How FBN enrollment differs from Marketplace enrollment

FBN’s 2021 announcement promoted enrollment at any time of year. That claim concerned FBN’s program as described then; it does not change the enrollment calendar for coverage through the Health Insurance Marketplace.

HealthCare.gov’s general schedule says Open Enrollment begins November 1. To have Marketplace coverage effective January 1, enrollment generally must be completed by December 15; Open Enrollment ends January 15. Outside that window, people generally need to qualify for a Special Enrollment Period to enroll in or change Marketplace coverage. State-based Marketplace deadlines can differ. Check HealthCare.gov’s dates and deadlines.

For context, CMS reported 22,973,219 total plan selections for the 2026 Marketplace Open Enrollment Period in its January 28, 2026 national snapshot: 15,771,397 through HealthCare.gov and 7,201,822 through state-based Exchanges. How to compare coverage for a farm or household

FBN’s May 2025 coverage explainer identifies four routes farmers may compare: association health plans, employer-based coverage, Marketplace plans, and private insurance. Which options are available depends on the state and the applicant’s circumstances; eligible Marketplace consumers may qualify for tax credits. FBN’s explainer discusses these coverage routes.

Compare actual plan documents and quotes rather than relying on a historical feature list. For each option, check:

  • Eligibility and timing: Who can enroll, whether the farm or household qualifies, and when applications are accepted.
  • Total costs: Monthly premium, any employer contribution, deductible, coinsurance, copayments, and out-of-pocket maximum. A deductible alone does not show the most a member could owe for covered care.
  • Provider access: Whether current doctors, hospitals, pharmacies, and specialists are in-network where care is needed, including when traveling.
  • Benefits and limits: Which services are covered, what exclusions or waiting periods apply, and whether any advertised credits have conditions.
  • Plan structure and administration: Whether the arrangement is employer-based, Marketplace coverage, or another type of benefit, and which entity administers it.
  • Application requirements: Whether approval is required and what happens if an application is declined or coverage is unavailable in the applicant’s state.

FBN’s 2025 explainer advises readers to inspect benefits and cost sharing. The available descriptions do not provide current, like-for-like quotes or plan documents, so they do not establish that FBN is cheaper or better than another route.

What to verify before applying

Because the FBN-specific details cited here are from 2021–2023, ask FBN or the current plan administrator for the latest documents before making a decision. Confirm state availability and licensing, the exact plan type and administrator, enrollment dates, eligibility rules, rates, provider directory, covered benefits, exclusions, deductible, and out-of-pocket maximum. If relying on a broker or adviser, verify that the person or organization is appropriately licensed for your state and the coverage being discussed.
