Inactive and dormant usually describe how long an account has gone without qualifying customer activity. Frozen describes a restriction on transactions, which may have nothing to do with elapsed time. The exact threshold, permitted transactions, notices and reactivation process depend on the country, bank, account type and reason for the restriction.
The short answer
An inactive account is generally one that has had no qualifying customer-initiated activity for a relatively short period. A dormant account has usually remained inactive for a longer period and may trigger additional monitoring, notices or transfer procedures. A frozen account is different: the bank or an outside authority has blocked some or all transactions. A freeze can happen immediately because of a court order, suspected fraud, sanctions screening, identity problems or a bank policy; it is not automatically the next stage after inactivity.

Neither “inactive” nor “dormant” has one worldwide definition. For example, Nigeria’s July 2025 central-bank guidance uses six to 12 months for inactive status and one year or more for dormant status, while Saudi Central Bank guidance uses 24 calendar months without a qualifying transaction or reliable documented correspondence. Those figures are regulatory examples, not universal deadlines.

How the three labels differ
| Label | What normally triggers it | Typical effect | What to ask the bank |
|---|---|---|---|
| Inactive | No qualifying customer activity or contact for a defined period. | Some services may continue, but the bank may send notices, restrict features or move the account toward dormancy. | What activity counts, and when does the bank classify the account as dormant? |
| Dormant | A longer period of inactivity, often after an account has first been classed as inactive. | Access may require identity checks or a formal reactivation request. Some incoming credits may still be accepted. | Is the account merely dormant, or have funds been transferred to an unclaimed-property scheme? |
| Frozen | A bank decision, security or compliance review, court order, tribunal order or law-enforcement instruction. | Withdrawals, payments, transfers or sometimes all activity are blocked until the restriction is lifted. | Who imposed the restriction, which transactions are blocked, and what evidence is needed to remove it? |
A bank may use different internal labels, and an account can be both dormant and frozen. Ask for the exact status in writing rather than relying on a generic definition found online.

What “inactive” usually means
Inactive is generally an early inactivity classification. The bank looks for customer-initiated transactions, account operations or meaningful contact during a stated period. A debit-card purchase, customer-initiated transfer or direct instruction may qualify, but a fee or interest entry posted by the bank may not.
Examples of inactivity thresholds
The Central Bank of Nigeria’s July 2025 FAQ describes an inactive account as one with no customer-initiated transaction for six to 12 months. That range should be read with the applicable Nigerian guideline and the bank’s own procedure; it is not a rule for accounts elsewhere.
For the French account test described by Banque de France, both no account operation and no manifestation or contact by the customer or an authorised person over 12 consecutive months are relevant. The page says institution-initiated fees and interest do not count as operations, and it describes annual information duties.

These examples show why a calendar alone is insufficient. One institution may measure the last qualifying transaction, another may also require the absence of customer contact, and a third may apply a product-specific rule.
What can happen while an account is inactive
- The bank may send a warning or inactivity notice to the last address, email or phone number on file.
- Online access or a card may continue to work, or the bank may limit selected services.
- Fees, interest, standing orders or incoming credits may be treated differently under the account agreement.
- The account may progress to dormant status if no qualifying activity occurs.
Do not assume that a small bank-generated entry resets the clock. Ask whether the bank requires customer-initiated activity and whether contact, such as confirming an address, counts separately.

What “dormant” usually means
Dormant normally indicates a more prolonged absence of qualifying activity or reliable customer contact. It is still an account-status label, not proof that the balance has disappeared. A bank may move a dormant account to a central register, apply enhanced verification, stop selected transactions or begin an eventual unclaimed-property process.
Regulatory examples
Under the Central Bank of Nigeria’s July 2025 guidance, an account that has remained inactive for one year or more is dormant. The same guidance describes an unclaimed balance as one that has remained dormant for at least ten years.
Do these 3 things before closing this tab:

It also states that deposits by third parties may be allowed in dormant accounts and describes a later unclaimed-account phase if the account is not activated.
India’s Reserve Bank circular dated January 1, 2024 covers deposit accounts not operated for ten years or more and unclaimed amounts for ten years or more. It requires KYC compliance before activation in the covered cases. That circular should not be treated as the threshold for every Indian account or every status.
Dormant does not necessarily mean closed
A dormant account may retain its balance and remain legally owned by the customer. The bank’s records, however, may no longer permit ordinary self-service access. Reactivation commonly involves a signed request, identity verification, updated contact details and, where applicable, proof of address or ownership.

What “frozen” means
Frozen describes an access restriction rather than a period of inactivity. The restriction can be imposed by the bank under its terms or by an external authority. A bank may freeze an account while investigating unusual activity, verifying identity, handling sanctions concerns or responding to a legal demand. A court, tribunal or law-enforcement agency may also direct a freeze.
Recommended Free Tools
A bank-policy freeze
In a bank-policy example, HSBC UK describes freezing certain inactive accounts under its own policy. That example illustrates an institution’s procedure, not a general rule that all banks follow. The notice, scope and review process should be stated in the account’s terms or in the bank’s communication.
An external legal or enforcement freeze
India’s Reserve Bank guidance discusses accounts frozen by courts, tribunals or law-enforcement agencies in its activation instructions. In that situation, ordinary branch verification may not be enough: the bank may need a release, clarification or no-objection instruction from the authority that imposed the restriction.
What a freeze can block
- Cash withdrawals and branch withdrawals.
- Card purchases and ATM use.
- Online transfers, standing orders and direct debits.
- Outgoing wires or payments while incoming credits remain possible.
- All activity, in the most restrictive cases.
The practical effect varies. Ask whether incoming salary, benefits, refunds or interest can still be credited, whether essential payments can be made, and whether the bank can provide a limited release for living expenses.
Inactive, dormant and frozen are not the same as unclaimed
“Unclaimed” generally refers to a later legal or administrative stage in which money is transferred to a state, central bank, government scheme or other authorised holder. It is separate from an internal inactive or dormant label.

United States
The Office of the Comptroller of the Currency says U.S. accounts are generally considered abandoned or unclaimed after three to five years without customer-initiated activity or contact. The exact period is set by the applicable state escheatment law. Banks generally try to contact the owner before transferring the balance to a state. The state program, not a bank’s internal “inactive” label, determines the claim route.
Canada
The Financial Consumer Agency of Canada says federally regulated institutions send notices after two, five and nine years of inactivity. Balances become unclaimed after ten years. The Bank of Canada holds federally transferred balances under $1,000 for 30 years and balances of $1,000 or more for 100 years. These figures come from a page updated March 11, 2026 and apply to the federal process described there.
Nigeria
The Central Bank of Nigeria’s July 2025 guidance describes balances as unclaimed after they have remained dormant for at least ten years. It also sets out a reactivation process involving an application, evidence of ownership, valid identification, proof of residence and an affidavit. The current CBN guideline and the individual bank’s checklist control what must actually be filed.
United Kingdom
The UK Dormant Assets Scheme has its own transfer and reclaim rules. The government states: “Owners are able to reclaim what they would have been owed had their asset not been transferred into the Scheme at any time.” That statement applies to the UK scheme; it does not establish a worldwide right or deadline.
How to find out which status applies
- Use an official channel. Contact the bank through its official app, website, telephone number or branch details. Avoid responding to unsolicited messages that ask for passwords or one-time codes.
- Request the exact label. Ask whether the account is inactive, dormant, frozen, restricted, closed or transferred to an unclaimed-property authority.
- Ask what caused it. Clarify whether the trigger was inactivity, missing contact, a security or compliance review, a court or government order, or another reason.
- Confirm the dates and activity test. Ask for the date used as the last qualifying transaction or contact and whether bank-posted fees or interest are excluded.
- Check transaction permissions. Ask whether withdrawals, card payments, direct debits, standing orders and incoming credits are each permitted.
- Get the document list. Confirm the identity, address, ownership, tax, KYC or legal-release documents required and how they must be certified.
- Ask where the money is held. If the bank transferred the balance, obtain the name of the official authority or scheme and its claim instructions.
How to reactivate an inactive or dormant account
The bank should tell you whether a simple customer-initiated transaction is enough or whether a formal application is required. Do not make a token payment until you know that it is recognised as qualifying activity; some systems exclude bank-generated entries and may require updated KYC instead.

Typical reactivation sequence
- Submit the bank’s reactivation request through its stated channel.
- Provide valid identification and, if requested, proof of residence and evidence of ownership.
- Update your address, phone number, email and tax or customer information.
- Complete any KYC, biometric or signature verification.
- Wait for the bank to confirm that the status has changed before attempting a large transfer.
- Check standing orders, direct debits, linked cards and beneficiary details; dormant services may not restart automatically.
For the Nigerian process described by the CBN, the published examples include an application, evidence of ownership, valid identification, proof of residence and an affidavit. Treat that as a jurisdiction-specific outline, not an exhaustive checklist for every bank.
How to deal with a frozen account
First identify the source of the freeze. A bank can usually explain a bank-policy or compliance restriction, although it may be unable to disclose investigative details. If an external authority imposed the freeze, the bank may be legally unable to remove it without that authority’s instruction.
If the bank imposed the restriction
- Ask for the case or reference number, the blocked services and the documents needed for review.
- Provide transaction explanations, invoices, source-of-funds evidence or identity documents only through the bank’s secure channel.
- Ask whether urgent wages, benefits, rent, utilities or medical payments can be handled under a limited-release process.
- Keep copies of submissions and note promised response dates.
If a court or agency imposed it
- Ask which authority issued the order and whether the bank can provide the order number or service date.
- Contact the authority or a qualified local lawyer about objections, release applications or correcting mistaken identity.
- Do not attempt to bypass the freeze through another person’s account or repeated transfers.
Common mistakes and why they fail
Assuming every bank uses a 12-month rule
Twelve months is relevant to some French and other institutional tests, but Saudi guidance uses 24 months and Nigeria’s staged definition uses six to 12 months for inactive status followed by one year or more for dormancy. The account agreement and local rule control.

Confusing dormancy with a freeze
Dormancy is primarily an inactivity classification. A freeze is a restriction whose cause may be legal, security-related or policy-based. A dormant account might still accept an incoming deposit, while a frozen account may block it; only the bank can confirm the actual permissions.
Believing the balance has been forfeited
A dormant or frozen label does not by itself prove that funds are lost. The UK scheme expressly preserves a reclaim right, and other jurisdictions provide their own procedures. The key question is where the money is currently held and which claim process applies.
Using an unofficial “reactivation” service
Never give online-banking passwords, card PINs or one-time codes to a third party promising to unlock an account. Use the bank or the official unclaimed-property authority identified by the bank.

| What you observe | Most useful next question | Likely route |
|---|---|---|
| No transactions for months, but the app still works. | What date and activity test does the bank use for inactive status? | Make a documented customer-initiated transaction or complete the bank’s requested contact update, if permitted. |
| The bank says the account is dormant. | Has the balance been transferred, or is it still on the bank’s books? | Submit the formal reactivation and KYC documents. |
| Cards and transfers fail suddenly. | Is this a security review, a legal order or an inactivity policy? | Follow the bank’s review process; seek the issuing authority if it is an external order. |
| The former bank cannot release the balance. | Which official scheme now holds the money? | Use the relevant state, central-bank, government or dormant-assets reclaim procedure. |
Before you contact the bank
- Have government-issued identification available.
- Gather recent statements, account numbers and evidence of ownership.
- Prepare proof of your current address if your details may be outdated.
- List payments or deposits that must not fail.
- Record the bank’s exact wording, reference number and submission deadline.
- If an authority is involved, keep the order or notice and obtain local legal advice where necessary.
Bottom line
Inactive and dormant usually mark successive stages of insufficient customer activity; frozen means transactions have been restricted for a stated policy, security or legal reason. Unclaimed is a possible later transfer stage, not a synonym for any of the three. Because thresholds and procedures vary, ask the institution to identify the exact status, qualifying activity, transaction limits, documentation and current holder of the balance before taking action.
