The “over 21,000” figure was reported in April 2025 as a planned cut attributed to Bloomberg—not as a layoff total Intel confirmed. Intel later disclosed a substantial restructuring with a different measure and scope: an expected 15% reduction in its core workforce, plus a target of about 75,000 core employees by the end of 2025 through workforce reductions and attrition. Those disclosures do not establish that Intel carried out 21,000 layoffs as one discrete event.
Where the 21,000 figure came from
On April 22, 2025, TechCrunch reported that Bloomberg said Intel planned to cut more than 21,000 people, or roughly 20% of its workforce, with an announcement expected that week. TechCrunch said Intel had not immediately responded to its request for comment. The figure should therefore be understood as a reported plan, not an Intel-confirmed count of employees ultimately laid off. TechCrunch, April 22, 2025
What Intel later disclosed about its 2025 restructuring
Intel’s subsequent filings describe a restructuring plan launched in the second quarter of 2025. The company expected the plan to reduce its core workforce by approximately 15% compared with its core-workforce headcount at the end of Q2 2025 by the end of fiscal 2025, with most actions expected to be complete by Q4. This is a company projection with a defined population and comparison point; it is not confirmation of the earlier reported 21,000 figure. Intel’s Form 10-Q for the quarter ended September 27, 2025
In its July 24, 2025 earnings release, Intel said it planned to end the year with about 75,000 core employees. The company said it expected to reach that target through workforce reductions and attrition. Because attrition was included, the target does not mean 75,000 employees remained after a particular number of layoffs. Intel’s second-quarter 2025 earnings release

How to distinguish the announcements
| Announcement | What it measured or described | Mechanism or count |
|---|---|---|
| April 22, 2025 media report | Bloomberg-attributed plan for more than 21,000 cuts, described as roughly 20% of Intel’s workforce | Reported plan; not a confirmed completed-layoff count |
| Intel’s 2025 restructuring disclosure | Expected approximately 15% reduction in core workforce versus Q2 2025 ending headcount | Workforce reduction; most actions expected by Q4 2025 |
| Intel’s July 2025 year-end target | About 75,000 core employees by the end of 2025 | Workforce reductions and attrition |
| July 2026 Data Center Group realignment | A business-group realignment; the cited report does not give an affected-worker count | No specific count stated in the cited report |
Why Intel said it was restructuring
In its SEC filing, Intel said the 2025 plan was intended to lower expenses, streamline the organization, reduce management layers, and redirect resources toward core client and server businesses. These are the company’s stated aims, not proof that the restructuring achieved those outcomes. Intel also reported $1.8 billion in year-to-date 2025 charges primarily related to the 2025 Restructuring Plan; that is a financial charge, not an employee count. Intel’s Form 10-Q
The 2025 plan was distinct from Intel’s 2024 Restructuring Plan, which began in Q3 2024 and was described by the company as substantially complete in Q2 2025. The two plans should not be treated as one announcement or one layoff total. Intel’s Form 10-Q

What Intel confirmed in July 2026
On July 21, 2026, CRN reported that Intel confirmed a realignment in its Data Center Group ahead of the company’s second-quarter results. The cited report does not state how many employees were affected, so the April 2025 figure cannot be used as a count for this later action. An Intel spokesperson described the realignment as an effort to make the company more focused and efficient and said Intel would provide resources to impacted employees. CRN, July 21, 2026
